The war in Afghanistan, which lasted about 10 years and occurred mainly in the 80s of the last century, left a deep mark on the history of our country.
The duration and scale of the military presence in this country, as well as the relatively short period of time that has passed since those events, determines the presence in Russia of a fairly wide group of the population that directly took part in the hostilities.
For short, they are called "Afghans". Participants in combat operations in Afghanistan are entitled to certain benefits related to their status. They concern, among other things, issues of their pension provision.
Pension for Afghans in Russia
Before considering issues related to the financial support of combat veterans in this Asian country, it is necessary to understand which categories of persons are recognized as beneficiaries and have the appropriate status.
So, veterans include:
- persons who served in the Soviet army from 1979 to 1989 in Afghanistan;
- persons from among the officers, as well as other professional military specialists who performed military service duties in Afghanistan during the period of the entry of Soviet troops there.
Important! Afghan veterans are recognized not only by military personnel who directly participated in combat missions, but also by military personnel who delivered various cargo for the needs of the Soviet military contingent.
The status of a veteran of the Afghan war is official, and the main document confirming it is a special certificate issued to citizens by military authorities.
Veterans of Afghanistan have the right to pensions, as well as other citizens of the Russian Federation. At the same time, they can count on various types of pensions - insurance, social, military or disability. Accordingly, the retirement age for recipients of different types of pensions will vary.

Persons entitled to benefits
A combat participant’s certificate, which gives the right to receive government benefits, can be registered if the following conditions are met:
- direct participation in hostilities, as part of ground infantry and mechanized forces;
- servicing military personnel stationed on the territory of a “hot spot” as part of automotive supply units;
- service in the ranks of the USSR Air Force units that flew between Afghanistan and the Union, including in the management and maintenance of civilian supply aircraft.
Also entitled to participant benefits, along with military personnel, are civilians who served military units stationed in a combat zone and received awards.
Seconded civilian personnel who performed their professional duties during the war in Afghanistan are also entitled to benefits. The veteran status of a participant in the Afghan conflict is enshrined in the main Law “On Veterans,” approved in 1995 under number 5-FZ. Cash payments and in-kind benefits provided under the state program are financed from regional and federal budget funds. At the federal government level, pension benefits are fixed, as well as payments related to disabilities received during combat operations.
Retirement age for combatants in Afghanistan
Today, Russia is undergoing a reform of the material support system for older citizens. Its main goal is to raise the age when citizens have the right to receive pension money.
So, in 2020, Russian men can apply for an insurance pension at 60.5 years of age (depending on their date of birth).
It should be noted that military service in Afghanistan does not in any way affect the age at which a veteran can count on government support. Thus, former conscripts retire on a general basis, if they do not have any other additional benefits.
In addition, citizens from among Afghan veterans who were unable to accumulate sufficient length of service to receive an insurance-type pension can only count on social benefits from the state in old age. However, you can apply for their appointment 5 years later than when applying for an insurance pension.
Professional military personnel who served in Afghanistan, as a rule, already receive a military pension. Officers and warrant officers who have at least 20 years of service can count on it. If an internationalist soldier has a mixed length of service, then its duration cannot be less than 25 years, and half of it must be in military service.
Reference! Taking into account the rules for assigning a pension based on length of service, as well as the benefits associated with performing combat missions in Afghanistan, some officers and warrant officers became military pensioners at the age of 45.
Former military personnel who, during their service, became disabled due to injury or injury, receive an appropriate pension.
Peculiarities of pension provision for “Afghans”
All citizens belonging to the category of participants in the Afghan conflict have the right to appropriate benefits. As for pension provision, in this issue one should take into account the division into: career military personnel and conscript soldiers sent to a hot spot. The retirement age and the system for calculating basic payments depend on the status in which a citizen participated in hostilities. It is necessary to consider each case separately:
- Military pensions for participants in the conflict in Afghanistan are awarded after accumulating 45 years of service. To receive the appropriate benefits, a citizen must have at least 12.5 years of experience accumulated in military structures, as well as obtain a certificate of combat veteran or veteran of Afghanistan. If all conditions are met, the pensioner can count on 50% of his military salary, taking into account rank and position. With the accumulation of 20 or more years of experience (in the ranks of the Armed Forces), benefits remain at the same level, but the basic pension increases to 85% of the salary. Military pensions are subject to indexation.
- Participants in the conflict who were conscript soldiers (sergeants, etc.) during the conflict, and who decided to leave their military career after returning home, retire in the general manner. You can receive benefits and additional payments by obtaining the appropriate certificate.
The norms of Federal Law No. 4468-1 determine the size of the pension bonus for citizens who participated in hostilities in Afghanistan.
According to Article 45 of this law, the amount of the supplement is equal to 32% of the social pension. For 2020, the SP is equal to 4982.9, respectively, veterans and participants can receive additional funds in the amount of 1594.53 monthly. Important! When calculating pensions and bonuses, regional coefficients apply. Rights to other benefits and payments are retained.
Benefits upon retirement
Veterans of Afghanistan who served in conscription do not have special benefits when they are assigned an insurance pension for the current period. Thus, the procedure for receiving financial support by age does not differ from that for other citizens.
Benefits when going on vacation can be established for former conscripts-veterans of Afghanistan if they have special work (insurance) experience, the presence of which provides the corresponding right.
Professional military personnel are retiring early based on their years of service. At the same time, it was established for them that 1 year, during which tasks were carried out in combat conditions, is equivalent to 3 years of service under normal circumstances.
Thus, in order to receive pension payments, the actual length of service could be significantly less. However, we should not forget that the minimum age for granting a pension to a military man cannot be less than 45 years (except in cases related to the establishment of disability).
Latest changes and news
The main measures to support veterans, disabled people and participants in the Afghan conflict were determined back in 1995.
Since that time, the list of benefits has been changed several times; currently one can observe a reduction in the volume of cash payments and, on the contrary, an increase in the list of social privileges. Recent changes include an increase in the size of military pensions due to indexation of the base and a reduction factor. Already in October 2020, basic pension payments to military personnel who served in Afghanistan will be increased by 6.3%.
In addition, starting from 2020, the families of fallen Afghan soldiers, in addition to the existing benefits, can receive additional payments. Once a month, funds will be transferred to the bank account specified during registration in the amount determined by the relevant Federal Law in force at the time of receipt of payments.
Participants in battles and their families can still use the services of departmental medical institutions to which the unit or organization where the citizen served (is) is assigned. Also, “ritual” benefits are retained for the families of participants, within the framework of which funds are provided to pay for funeral equipment and related work.
Clue! Employees of multifunctional centers will help you keep abreast of the latest changes, as well as understand what benefits are available to participants in combat operations in Afghanistan. Also, it will be useful to contact the administration of the veteran clubs “Memory”, operating in many regions of the Russian Federation under the military commissariat.
Calculation and amount of payments for Afghan veterans
The calculation and size of pension payments for veterans of the Afghan war varies significantly depending on the status and category of a particular person.
Thus, the calculation of the insurance pension of Afghan soldiers who served under conscription is based on general rules. It directly depends on such a parameter as the individual pension coefficient, which reflects the total amount of pension rights. The IPC is directly formed from the volume of insurance premiums paid for the employee. Thus, a veteran’s pension depends on length of service and salary.
Important! In accordance with the law, all veterans of combat operations in Afghanistan can count on a special pension supplement in the amount of 32% of its amount.
Accordingly, the average pension of a conscript Afghan veteran is about 17-18 thousand rubles.
The long-service pension is calculated in a special manner. When calculating it, the rank, position and amount of pay of the serviceman are taken into account. In addition, the presence of awards and combat wounds, as well as the special nature of the service, play an important role. In this regard, the size of the service pension for former professional military personnel who served in the Afghan war is strictly individual.

Amount of pension payments
The amount of minimum pension contributions to participants in the Afghan war is 9,500 rubles .
The average pension is 15,000-20,000 rubles.
The amount of pension payments is calculated individually, since the amount of payments is influenced by the following factors:
- period of stay in Afghanistan;
- experience;
- presence of injuries;
- territory of military operations;
- place of residence;
- job title;
- rank.
The main difference is that one year of service in Afghanistan is equivalent to three years of service.
In addition, Afghan pensioners have the right to receive two pensions: basic and veteran. The basic pension is assigned in the standard way upon reaching retirement age.
The second pension is lower than the usual one. The amount of veteran payments is 3,000 rubles.
How is the second pension calculated for Afghans?
Veterans of the Afghan armed conflict from among professional military personnel are entitled to receive pension money if they have sufficient length of service. However, it should be taken into account that many of them actually retired at a fairly young age.
In this regard, many former officers and warrant officers, who became military pensioners, went to work in civilian organizations. Accordingly, if they have the necessary labor (insurance) experience, they are awarded a second pension , paid through the state pension fund, and not from the military department.
At the same time, an important feature of the calculation of these payments is the fact that the money is accrued without taking into account the fixed payment.
The latter circumstance means that the insurance pension for pensioners who are former military specialists is calculated only on the basis of the number of accumulated pension points.
The procedure for obtaining a combat participant's certificate
If the document giving the right to benefits was not completed in a timely manner, this can be done after the fact - by contacting the place of service or the department that ordered the citizen to be sent to a “hot spot”. Together with the application for the issuance of a certificate, the citizen must provide the competent organization with a personal passport, a set of photographs and a certificate confirming the fact of participation in hostilities. Within one calendar month, the documents will be examined and the application for a certificate will be considered. If the result is positive, having received the document in hand, you can begin to apply for benefits that are of a declarative nature. In general, a database participant will need to visit the following authorities:
- branch of the pension fund - registration of the right to a preferential pension and additional payments;
- administration of the locality - solving the housing problem and processing certain types of financial assistance;
- tax inspectorate - obtaining benefits on fees and taxes.
Recommendation! To clarify the entire list of privileges, it is important to contact the MFC. The Center’s employees will conduct a comprehensive consultation and tell you which body is responsible for a specific type of benefits for combatants and veterans of Afghanistan. In addition, you can submit an application to the MFC for almost every type of government assistance.
Is EDV allowed?
The abbreviation EDV should be understood as monthly additional payments that individuals who are federal beneficiaries can count on. The latter includes all veterans of the war in Afghanistan.
Thus, in 2020, the amount of additional monetary support for this group of beneficiaries amounted to 3,062 rubles. If a veteran has become disabled as a result of military actions, then the amount of EDV is 5565.32 rubles.
Family members of the deceased “Afghan” can also count on help from the state. So, they are paid 1,670.66 rubles monthly.
In addition, in 2020, the cost of NSO for federal beneficiaries has been revised. It is 1155.06 rubles. If a federal benefit recipient has used (or plans to use) the full range of social services, then the above amount will be deducted from the EDV.
Who gets the benefit?
The following persons can receive the status of a participant in combat operations in Afghanistan:
- military personnel who took part in a military conflict;
- military personnel of automobile military units who delivered goods to the “hot spot”;
- military pilots who flew to Afghanistan from the USSR and participated in military operations;
- civil aviation pilots who delivered food and people to Afghanistan (if they were shell-shocked, wounded or maimed);
- persons who served military units of the USSR during the war and received state awards;
- civilians who were sent on a business trip to Afghanistan during the military conflict and completed this period.
Veteran status is established in the Law of the Russian Federation of January 12, 1995 No. 5-FZ “On Veterans”. It specifies the types of state protection for internationalist soldiers. Subsidies are provided to Afghans for the current period at the expense of federal and regional budgets.
From the federal budget, war veterans receive mandatory cash payments, which include increased pensions and disability payments.
Afghans receive 2 types of pensions:
- by length of service, which is considered the main one;
- for participation in hostilities (EDV).
The amount of the basic pension is influenced by the following factors:
- time spent in a hot spot;
- military rank;
- position held before retirement, etc.
A monthly cash payment is paid to all soldiers and family members of Afghan veterans who died in the line of duty.
The amount of monthly compensation is indexed every year. This amount includes a package of social services (medicines, special meals for disabled children, payment for sanatorium treatment, etc.).
You can refuse the social services package and receive a pension supplement.
Special benefits and allowances
Veterans of the Afghan war are entitled to additional benefits. Thus, it has already been indicated that they can count on an additional bonus of 32% of the pension amount.
In addition, veterans have the following types of benefits:
- Housing. Includes the right to priority housing, discounts on housing and communal services, etc.
- Medical. Priority right to provide various types of medical care, including high-tech.
- Labor. Additional guarantees provided for by the Labor Code, for example, the right to choose the period of the main vacation

Attention! In addition to federal benefits, constituent entities of the Russian Federation have the right to additionally establish preferences for “Afghans” at the expense of regional budgets.
Pension benefits and payments for Afghans
War veterans can claim three types of pension benefits:
- military;
- old age (insurance);
- for disability (consequences of injury received during service).
The amount of military pension for Afghan soldiers is individual. Its size is affected by the following:
- period of stay in Afghanistan;
- position, rank of military personnel;
- general length of service and service;
- specific location;
- presence of combat wounds.
The minimum pension provision for an Afghan for 2020 is 9,000 rubles. But mandatory supplements are attached to the pension. Taking them into account, it increases to 15,000-20,000 rubles.
In accordance with Art. 45 Federal Law No. 4468-I, those who participated in the Afghan war are entitled to a pension supplement - 32% of the amount of old-age benefits paid. Accordingly, with the indexation of the insurance pension, the additional payment will increase annually.
WBDs are entitled to receive monthly cash payments (MCP), which are indexed every year. For 2020, the size of this increase was 3,000 rubles.
A number of social preferences are also available to Afghans of retirement age:
- Free travel on public transport.
- Skip-the-line service at government agencies.
- The initiative to choose the time of vacation rests with the citizen, and not with his employer.
- The right to unpaid additional leave of up to 35 days.
- Receiving vocational education at the expense of the employer.
- The right to a mandatory scholarship at the university where the Afghan soldier is studying.
Benefits are also available to family members of a deceased veteran: widows (if a new marriage has not been entered into) and minor children.
Additional government support is being introduced for veterans:
- Help in resolving housing issues.
- Benefits when paying for utilities.
- Tax relief.
- Special medical care: preferential sanatorium vouchers, free prosthetics, discount on medicines according to doctor’s prescriptions.

If a participant in hostilities is also disabled, then he is entitled to benefits established by the Federal Law “On Social Protection of Disabled Persons in the Russian Federation.”
