Military pensions in 2020: indexation, latest news about increases for military pensioners

Today's world is so unpredictable that many citizens of our country are seriously concerned about what the future may hold for them. And this is not without reason, because for many segments of the population, government assistance is vital in order to simply survive. For example, military pensioners who have experienced first-hand what an economic crisis is like in the country: prices rise along with payments for utilities, and pensions clearly do not keep up with inflation, which directly affects the standard of living of the most vulnerable segments of the population.

About pensions of military pensioners

In our country, a huge amount of money is spent annually on providing security forces, and, despite the fact that the pensions of military pensioners are slightly higher than the pensions of other public sector employees: doctors, teachers, educators, the level of these pensions is still insufficient. If the Decree of the President of the Russian Federation of May 7, 2012 had been implemented, then annually the level of payments to military pensioners would have to increase by the amount of inflation + 2%. Thus, it was hoped to reach the level of the usual salary of a military personnel. But in practice, fulfilling this promise turned out to be much more difficult than in words.

Features of pension benefits for pensioners

The criteria for paying a military pension for each serviceman will be the same, then every serviceman, as well as some members of his family, has the right to receive it, with special attention being paid to the fact that it can be received after reaching 20 years of service, that is, in essence , even a person who has barely turned 40 can be considered a pensioner. Naturally, there are certain conditions for receiving such a monetary allowance, because the type of military service and rank are important, so more detailed information on this issue must be obtained from representatives of the Pension Fund. Moreover, sometimes a person retires ahead of schedule due to disability, but in order for the state to support him, it is necessary to prove that the injury was received precisely at the time of service, and this in modern conditions is a rather problematic task, because in Many will not go to the hospital, and it is simply impossible to record the injury in any other way.

In general, military pensions in Russia cannot be called low, because the Russian Federation is considered a military power and it does not spare money for the maintenance of the army (the whole one), however, it is worth saying that the financial and economic crisis has made their annual increase problematic, even through indexation, because There is simply no money in the budget for this. In modern times, authorities constantly have to look for funds to fulfill their social obligations to the population, and since there are no such funds in the country, they have to borrow from partner countries, which is why external public debt is growing. The growth of debts has a detrimental effect on the economy and causes panic among the population, so it turns out to be some kind of vicious circle, but we must give the authorities their due, because they do not forget about retired military personnel.

Relatively recently, the authorities introduced some changes to the system for calculating pension payments, according to which it is now necessary to calculate the latter so that their size is proportional to the amount that a person received over the last 5 working years (a bonus for good service can be added to this payment separately). This news in itself is good, but recently it became known that the authorities decided that military pensions in Russia will increase even more from January 1, 2020 (1-2% and this does not take into account bonus payments and additional payments), so there is no point in celebrating case there is something. Naturally, there is reason for joy, but it is worth saying that military pensions, frankly speaking, are 1.5-2 times larger than the pension payments of ordinary doctors or teachers, so retirees have no reason to complain.

Government news

The press has repeatedly discussed information that before the start of the financial and economic crisis, the government planned to significantly increase the size of pension payments to retired military personnel (increases of 20% were discussed), but practice has shown that today it is simply impossible to do this. The Prime Minister of the country calls on the population to save and asks to wait until the end of the 17th year (what exactly will happen at this moment is not specified), but for now the issues of pension provision for citizens leave much to be desired, and he understands this. According to official statistics, Russia ranks quite low in the world’s “pension” ranking, leaving elderly citizens almost to the mercy of fate, so there is something to strive for.

Discussing the increase in pensions for military pensioners in 2020, the latest news about which is of interest to dozens of residents of the country, it is simply impossible not to say that members of the government are discussing the possibility of abolishing the insurance pension (although the reform on its introduction was adopted only two years ago). Thanks to some improvements in the functioning of the pension system, it has become possible to increase pension payments in the event that a person continues to work even after reaching retirement age (in the case of those liable for military service, this happens quite often), because he is awarded pension points, which are subsequently transferred to the corresponding monetary coefficient , increasing the final payment amount. Considering that in the conditions of the crisis such an innovation has become quite abandoned for the country, the question of its abolition has arisen, but no one has yet given accurate information about whether the insurance part of military pensioners’ pensions will remain in 2020 and whether this innovation will affect other categories of pensioners. Today, every serviceman who continues to work in his specialty has the right to receive an “additional” (civilian) pension. To complete it, it is necessary to go through the procedure of appropriate registration in the pension insurance system, each participant of which receives a card and a personal account number, and submit the received data to the personnel department so that they begin making monthly insurance contributions, and the participant in the system, accordingly, begins to receive pension points .

Will there be an increase in military pensions in 2020?

Based on official information, in particular on the statements of Deputy Minister of Finance L. Gornin regarding military pensions, we can answer the question in the affirmative regarding the increase in pensions for military pensioners in 2020. But at the same time, this increase should rather be called indexation, since military pensions will be increased from February 1, 2020 by only 4%, which approximately corresponds to the inflation rate for the next 2017. Also, according to the Deputy Minister of Finance, after this “increase” the average level of pensions for military pensioners throughout the country will be almost 24.5 thousand rubles.

The euphoria from the “active” actions of Vladimir Shamanov and the State Duma Defense Committee headed by him has ended. On December 7, after consideration of the 2020 budget, bill No. 15473-7, directly related to the indexation of military pensions in 2020, was adopted in the second and third readings.

Article 2 This Federal Law comes into force on January 1, 2020.

President of the Russian Federation V. Putin

Taking into account that the indexation of military pay has been canceled for another year (until January 1, 2018, that is, the 5th year in a row) of military pensions also been canceled from January 1, 2020 .

Also, the May Decree of the President of the Russian Federation No. 604 (dated May 7, 2012) on the annual increase in military pensions by 2 percent above the inflation rate is not being silently implemented. Inflation planned by the government for 2020 in the budget of 4%, in accordance with this Decree, should have led to an increase in military pensions by at least 6%. But from February 1, 2020, military pensions will be indexed by only 4% (72.23/69.45=1.04). And no more indexation of military pensions is provided for in 2020.

At the beginning of 2020, all pensioners, both military and civilian, will be paid 5 thousand rubles as consolation compensation for the lack of a second indexation of pensions in 2020.

Civil pensions are also planned to be indexed from February 1, 2017, but more than military pensions, that is, in accordance with the 2020 inflation rate (approximately 5.5 percent).

Tighten your seat belts, dear military retirees. You already live well. And all your past achievements, when you risked your health and life, steadfastly endured the difficulties and deprivations of military service, huddled in strange corners, are in the past. The state is trying to forget about them. It’s not easy to forget, but every year, without hesitation, he lowers the standard of living of military pensioners lower and lower and cancels the indexation of pay and military pensions required by law.

PS This situation was already observed in the early 2000s and ended with a massive transition of military pensioners to civilian pensions. But today, while average military pensions exceed civilian ones by more than one and a half times, those at the top apparently believe that nothing terrible is happening and military pensioners can once again (many, many times!) be patient and wait until oil reaches $100 per barrel or as a result of some miracle, the Russian economy will not work and its growth rate will be at least 5-7 percent per year.

PS The law was signed by the President on December 19, 2020 N 430-FZ

One-time payment 2017

As for the one-time payment in 2020 in the amount of 5,000 rubles, as you know, it was not initially planned to pay it to military pensioners, but after the President of the Russian Federation intervened in this issue, it was decided to assign this one-time payment to all categories of military pensioners. Thus, in January 2020, all military pensioners, without exception, will have to receive 5 thousand. rubles lump sum payment.

Background of events

According to current legislation, the level of payments to defenders of the Fatherland should be higher than the amount of civilian ones, since the appointment takes into account:

  • current support for a military personnel according to his rank and position;
  • length of service in the army;
  • a coefficient lowered during difficult years for the state, with a promise to gradually return it to its previous level.

On a note! Where is the best place to get a mortgage for secondary housing in 2021?

Today, the latest news reports that in 2021, military pensions will be increased in two ways: through indexation of pay in units (those who served under contract in the army for 20 years or more are entitled to 50% of the amount corresponding to their position and rank) and an increase of 1% for mixed length of service (12.5 years of service and a total of at least 25 years of service).

In 2020, a letter was sent to the Prime Minister of the country from the Director of the Agency for Strategic Initiatives S. Chupsheva, in which recommendations were made to increase pensions. We were talking about a measure that would improve the situation of civil servants and optimize the market for wholesale, retail trade and the provision of services to the population.

Attention!

Initially, it was planned to increase pensions for military personnel from 3.8 to 4.3%. However, then the planned indexation rates were reduced to 3% under the pretext that the inflation rate was lower than expected (according to data provided by Rosstat).

Financial analysts noted that such a decision contradicts the legislative requirements for indexation exceeding the official inflation rate by at least 2%. The expected cancellation of the reduction coefficient turned into a freeze in 2020 at the already established level.

How do Russian military pensioners live?

The general standard of living of military pensioners in Russia certainly leaves room for improvement. And the fact that military pensioners will be able to receive only a 4% increase in pension in 2017 will make few people happy. However, it is worth remembering that military personnel in our country retire after 20 years of work, that is, many security forces become pensioners by the age of forty. And after retirement, they continue their active work, while receiving pension benefits along with their salary. Those who conduct such activities will slightly feel a decrease in their level of income. Other pensioners, of course, can only hope for the best.

Military Pension Facts 2020

Decent pensions for military personnel are a great motivation for young people to join the public service. Nobody wants to spend old age treating illnesses and other acquired problems. There are many military personnel in the country who have not been able to save up for their own housing over the years, and an increase in social benefits is a chance to live differently. Military ranks, terms of service, type of military unit, presence in “hot spots”, injuries and other feats performed for the Motherland are important.

The calculation of pensions has a coefficient that includes the loss of service, regional increase, and official salary. There are situations when people exchange a military pension for a labor pension, which makes it possible to increase the payment figure. Retired pensioners also include police officers, employees of special forces and special agencies. The pension distribution criterion will be the same for everyone, but not everyone will be able to receive it. The length of service must be at least twenty years. This means that it is enough to reach the age of forty and go to a well-deserved pension if desired. A military man can terminate his service early due to disability, provided he provides evidence that he was injured while performing his duty to the state. In this situation, the citizen expects to receive payment for incapacity by contacting a medical institution and recording this incident. True, not everyone copes with this because they do not contact doctors in a timely manner, thereby losing valuable time and the opportunity to receive benefits in the future.
