Directorate of the Russian Pension Fund – Kamensk-Uralsky

The Pension Fund in Kamensk-Uralsky is a state organization founded on December 22, 1990 during the adoption of Resolution of the Supreme Council No. 442-1. The main function is timely, high-quality social security for Russian citizens.

The Pension Fund of Russia has the status of an off-budget state fund and was created to oversee the use of cash receipts from the pension system to comply with the constitutional rights of citizens to social pensions and payments to pensioners in Kamensk-Uralsky. The PFR budget is approved by the State Duma in a separate document, simultaneously with the adoption of the annual financial law. According to the latest analytical data, the share of funds sent to Pension Fund accounts is 10.8%. At the same time, the expenditure part corresponds to 10.2% of all government expenditures. According to information from the Pension Fund of the Russian Federation, about 40 million citizens and about 20 million beneficiaries receive social pensions. There are over 128 million insured citizens registered in the structure's register.

If previously the organization functioned on self-sufficiency, then with the deterioration of the demographic situation in Russia and the economic situation, since 2005 a deficit began to arise, which is covered from the federation budget through direct transfers.

Structure

The Pension Fund of Russia includes 85 divisions located in the regions of the country, including in Kamensk-Uralsky, as well as one in Kazakhstan in the city of Baikonur. The fund's activities are provided by 2,460 client services, each with jurisdiction over a specific territory. In total, the Pension Fund employs more than 100 thousand employees. Each territorial administration acts as a separate legal entity in relation to citizens. face.

The main body of the Pension Fund is the Fund's Board, executive responsibilities are assigned to the Executive Directorate.

In the spring of 2020, information appeared about the change in the status of the Pension Fund to a public company, which will make it possible to transfer part of the management, dividing it between the state, trade unions, and employers. Such a reorganization will help the fund generate income by conducting its own investment activities using its own money from citizens’ insurance premiums. A change in the legal form in the future may contribute to the unification of the Pension Fund, the Compulsory Medical Insurance Fund and the Social Insurance Fund into a single state social fund. As a result, the creation of a “mega-regulator” is being considered, bearing comprehensive responsibility for all social insurance in the country.
