How does the minimum cost of living for a pensioner differ across Russian regions?

As already noted, it is Moscow residents who can claim one of the highest pensions in the country - their size is set at 17,500 thousand.
The highest level of minimum pension benefit is in the Central District - 9.5-9.6 thousand rubles. recorded in the Voronezh, Kostroma, Smolensk regions, and the lowest - in the Kursk and Bryansk regions, here the minimum pension does not exceed 7.5 thousand rubles.
The figures will be higher in the Northwestern District - for example, in the Murmansk and Arkhangelsk regions the minimum pension will be more than 12.5 thousand rubles, and in the Nenets Autonomous District - more than 18 thousand rubles. At the same time, in St. Petersburg, the Leningrad and Novgorod regions, there are some of the lowest minimum wages in the region - about 8.8 thousand rubles.
In the Southern District, pensioners from the Volgograd and Rostov regions can count on the highest “minimum wage”; here the benefit amount is fixed at 9.4 thousand rubles. At the same time, residents of Adygea and Kalmykia receive the smallest amounts in the region - less than 8.7 thousand rubles.
About 9-9.3 thousand rubles - this is the “minimum wage” for residents of the Volga Federal District in Udmurtia, Tatarstan, and the Kirov region. The Saratov and Orenburg regions are an order of magnitude behind them - here the minimum pension is 7.7 thousand rubles.
Quite high rates of minimum pensions are recorded in the Ural District. In the Yamalo-Nenets and Khanty-Mansi Autonomous Okrugs, pensioners live on 12-14 thousand rubles, while in the Tyumen and Chelyabinsk regions the pension will be much lower - about 9.3 thousand rubles.
The highest minimum pension in the Siberian District is 9.7 thousand rubles. recorded in the Republic of Buryatia, Trans-Baikal Territory, Novosibirsk Region. But in Kemerovo, the lowest pension figures barely reach 8.8 thousand rubles.
The highest levels of pensions are intended for residents of the Far Eastern Federal District. In Yakutia, Kamchatka, Chukotka, pensioners receive benefits in the range of 17-21 thousand rubles. At the same time, the lowest figures are observed in the Amur region and Primorsky Krai - about 9.6 thousand rubles.
But in the North Caucasus Federal District, pensioners receive benefits - the lowest in the country. In Karachay-Cherkessia, North Ossetia, Ingushetia, and Stavropol Territory, these payments are in the range of 7.6-8 thousand rubles.
The size of the minimum pension in Omsk in 2020 from January 1
2018 brought with it some changes in the pension system. Thus, a new savings system was introduced instead of a “frozen” pension. Plus, a new procedure for calculating payments has been defined for those pensioners who decide to continue their working activities.
But this applies only to those citizens who have stopped working. If a person who has reached retirement age continues to work, he is not entitled to additional payments.

Not everyone has the opportunity to apply for social subsidies. The main requirement is the absence of other sources of income. The person does not have to work officially. In addition, you must:
- compliance with the age limits stated in regulatory documents giving the right to assign old-age payments;
- the total amount of all charges is less than the PMP;
- availability of a certificate confirming the fact of a person’s pension insurance.
An integral part of the financial security of an elderly person, in addition to pension payments accrued to him regularly from the Pension Fund or social services for the protection of the population, are other types of payments. Material support is:
- any type of pension – social, insurance, labor, state;
- regular payment – EDV. It has a fixed value and includes a package of social services, some of which, at the request of the person, can be converted into ruble equivalent;
- additional cash security - DEMO;
- other options for social subsidies, appointed by regional executive authorities and paid to citizens from local sources of funding. This includes payment for housing and communal services, travel on municipal public transport, as well as other benefits and preferences that a person may qualify for by law.
Sometimes the total financial security of a pensioner does not correspond to the stated minimum. How to be in this case?
SDP – special pension subsidy;
PMP – the minimum subsistence level established in the region at a specific point in time;
MOS is the amount of a person’s material support.
If the MOP is lower than the PMP established in the subject of the federation where the pensioner is registered and permanently resides, then he will be credited with a social pension payment - SDP. The intended purpose of the subsidy is to bring the income level of the recipient of payments to the minimum regional indicator.
The minimum pension is focused on the subsistence level. The size of the presented indicator depends on many factors, among which the region has an important influence.

Conditions for obtaining a pension in Omsk and the Omsk region

Minimum pension amount
The minimum pension helps those citizens who have not been able to earn a decent pension during their life to receive state support in old age that is no less than the accepted minimum subsistence level. For 2020, the minimum pension is 8,217 rubles.
This parameter is re-indexed annually taking into account the level of inflation. The minimum level of pension provides guarantees to the disabled population of retirement age that they will be able to receive at least some decent means of living from the regional or federal budget after retirement. In this way the state controls the level of poverty.
How is it formed
The concept of “minimum pension” is not formalized at the legislative level, but is used colloquially, because most clearly reflects the essence of the phenomenon. In official circles the term “living wage” is used.
