Retirement age

The government proposes to gradually raise the retirement age to 65 for men and 63 for women, with the transition period starting next year in 2020 and lasting until 2028 for men and 2034 for women. This was stated by Russian Prime Minister Dmitry Medvedev at a meeting of the Cabinet of Ministers, where the relevant bill was being considered.

As for workers from the Far North and similar territories, the retirement age for men will be set at 60 years, for women – 58 years.

Appointment procedure and payment time

According to Art.
24 Federal Law No. 166 of December 15, 2001, the assignment and calculation of pensions is carried out at the Pension Fund of Russia (PFR), at the place of registration of the employee who applied for such a payment. To receive this money, citizens draw up and submit an application to the MFC, if an interaction agreement has been concluded between this body and the local Pension Fund. According to the provisions of Federal Law No. 350, after the expiration of the transition period, working men will be able to apply for a pension from the age of 65, and female workers from the age of 60. This document introduced a preferential procedure under which a worker becomes a pensioner for 6 months. earlier.

Important! The first to experience the increase in the current retirement age were women born in 1964. and men born in 1959

Nothing has changed for the following persons:

  • current retirees;
  • miners;
  • rescuers;
  • women who work in textile factories or logging;
  • test pilots, etc.

Retirement age increase scheme

The first increase in the retirement age will affect men born in 1959 and women born in 1964: they will have the right to retire in 2020 at the ages of 61 and 56 years, respectively. Men born in 1960 and women born in 1965 will retire in 2022 at the ages of 62 and 57 years, respectively. Men born in 1961 and women born in 1966 – in 2024 at the ages of 63 and 58 years; men born in 1962 and women born in 1967 – in 2026 at 64 and 59 years old; men born in 1963 and women born in 1968 will be able to retire in 2028 at the ages of 65 and 60, respectively.

At this point, having reached 65 years of age, the transition period of increasing the retirement age for men will end. Women born in 1969 will have the right to retire in 2030 at the age of 61; women born in 1970 – in 2032 at the age of 62 years; women born in 1971 – in 2034 at the age of 63 years.

The increase in the retirement age does not affect current pensioners—about 46.5 million people. Those who are waiting for a pension to be assigned in the near future will not be affected by this law either and the pension will be assigned according to the old legislation.

Main deadlines

Starting from January 2020, the current retirement age began to be increased for working citizens of the Russian Federation. And this is done in stages. Thus, the state annually increases the length of service not immediately by 5 years, but by 1 year - until 2028 or until 2034 (for working male citizens of the Russian Federation and working women, respectively).

This decision of the President of the Russian Federation mitigates the consequences of a rapid transition to the adjusted pension system of the Russian Federation. Below, a separate table shows the new deadlines for receiving money from the state.

When is an old-age pension granted according to the new rules?

An old-age pension is considered a common monthly payment that is paid to all working citizens after completing a specific insurance period. According to Pension Law No. 350, men now become pensioners at 65 years old, and women at 60 years old. Before 2020, this exit age was 60 and 55 years, respectively.

New deadlines for assigning and receiving social benefits

Social pension is considered financial state assistance to those citizens of the Russian Federation who have not worked for a long time or at all.
Since 2019, according to Federal Law No. 350 on pension reform, the time frame for receiving such payment has been significantly increased. Before January 1, 2020, unemployed people received similar money from the state at 65 years of age (women) and 70 years of age (men). Now these standards have been increased to 70 and 75 years, respectively. Such provisions of Federal Law No. 350 will come into effect in 2020.

In 2028, unemployed men who turn 70 years old, as well as unemployed women 65 years old, will receive such a payment.

Important! Some citizens of the Russian Federation are paid both a social pension and an insurance-like payment. Such persons, for example, are family members (parents or wife) of a soldier or officer who died in service.

Benefits for health workers, teachers and cultural workers

Teachers, doctors, ballet dancers, circus gymnasts, and opera singers receive various benefits.
Thus, according to Pension Law No. 350, for these Russian citizens the minimum insurance period remains the same - 25-30 years. Example! To receive a preferential pension, a rural health worker must work for 25 years. If a doctor in a village has accumulated such insurance experience by September 2021, then he will begin to be paid this money 3 years later, in September 2024.

What has changed for northerners

For citizens of the Russian Federation who live and work in the Far North, according to Federal Law No. 350, the current retirement age has also been changed.

As a result, in 2028, northerners will become pensioners 5 years later (male workers - at 60 years old, and female workers - at 55 years old).

However, such a reform did not affect such northerners who already have a minimum work experience:

  • fishermen;
  • reindeer herders;
  • women with 2 or more children (if they worked in the Far North);
  • hunters, etc.

Deadline for government employees to receive money

Federal Law on Pensions No. 350-FZ contains a clause stating that until December 31, 2020, the current retirement age for civil servants will be increased by 6 months.
for 1 year. From 2021, this age increase period will be equal to 1 year. As a result, male workers will officially become pensioners at 65 by 2028. From 2034, working women will be given a pension at the age of 60.

Attention! Also, for civil servants of the Russian Federation in 2020, the minimum length of service was increased. Every year this period of work increases by 6 months. (from 15 years old in 2020 to 20 years old in 2026).

In 2020, according to Federal Law No. 350-FZ, pensions for civil servants were assigned as follows: for women - from 56 years old and for their male colleagues - from 61 years old. Starting from 2020, long-service payments are awarded if you have 16.5 years of work experience.

Pensions law 2020: what will change

In 2014, the funded part of the pension was temporarily frozen. At the same time, the funds generated in the period from 2002 to 2014 in the funded part of the pension were preserved, continued to be invested and paid to persons entitled to a pension. The measure was supposed to be temporary. But at the end of 2017 the situation repeated itself. A law has been adopted by which the funded pension is “frozen” until 2020.

What does this mean for us and ourselves? Contributions to the Pension Fund will not change. The “freeze” will only affect those future pensioners who have decided to transfer part of their pension savings to non-state pension funds. For now, this 6% (which is exactly how much can be allocated to a funded pension) is also used to form the insurance part of the pension.

The size of pensions and other social benefits is expected to increase. Moreover, in contrast to the previously carried out indexation of pensions, from 01/01/2018 (and not from February) the labor pension of a non-working citizen will increase by 3.7%. Indexation of the monthly cash payment will traditionally be made on 02/01/2018. Military pensions, social and other (for state pensions) will increase by 4.1% from 04/01/2018.

The rules on the minimum pension and the adjustment of pensions for working pensioners continue to apply. By the way, the indexation of pensions for working pensioners after their dismissal will be carried out, as before, for 3 months, but the indicated 3 months will be compensated.

If we talk about length of service for pensions and pension points, the new law on pensions of 2020 will not be adopted. The right to a (labor) pension arises if the first indicator is at least 9 years, and the second - 13.8 pension points.

The concept of a labor pension and under what conditions it is paid

According to Art. 2 Federal Law No. 173 of December 17, 2001, a labor pension is considered a monthly benefit that is paid after receiving a disability group or upon reaching a specific age (old age). This law specifies 3 types of labor pensions:

  1. Old age insurance benefit;
  2. Benefit for your health (disabled people of groups 1, 2 or 3);
  3. Payment upon loss of a breadwinner.

According to Art. 8 Federal Law No. 400 of December 28, 2013, persons who, by December 31, 2020, will work up to 60 years (working men) or up to 55 years (working women), will be granted a pension six months earlier than the period specified in Federal Law No. 350 on the increase current retirement age. This kind of money will be paid to those citizens of the Russian Federation who have worked for at least 15 years.

Attention! Men who have worked until 60 years of age and women who have worked until 55 years of age receive a funded pension. According to paragraph 4 of Art. 8 of Federal Law No. 350-FZ, such money is paid regardless of receipt of another type of similar payment. This happens if the funded pension is equal to more than 5% of the old-age benefit amount.

Pensions in 2020

The types of pensions assigned in the Russian Federation will remain the same - labor, social, survivor, disability, etc. You can apply for a pension both in the “old” proven ways, and using the government services portal and on the Pension Fund website using your personal account.

But in 2020, a new type of pension will begin to be assigned and paid - to children whose both parents are unknown. The pension is social and is assigned to children under 18 years of age, from 18 to 23 years of age (maximum) subject to full-time education.

The pension amount will be 10,068 rubles. per month. Registration of the birth of such a child must be made on the basis of an application submitted by the police, guardianship and trusteeship authorities or a medical, educational organization or social service organization about the birth of a found (abandoned) child or about the birth of a child abandoned by a mother who did not present an identity document. If the child is adopted, the payment will stop.

Law on pensions: individual pension capital

In mid-2020, the media started talking about the prospects for introducing individual pension capital. According to the authorities’ plans, such capital should replace the savings system, contributions to which have been frozen since 2014. The employee will contribute money to the IPC from his salary, choosing a rate from 0 to 6%. If he does not make a choice, the rate from 0% will increase annually.

The project is currently under discussion. But they will return to it after the 2020 elections. And, most likely, a new law on pensions awaits us in 2018.
