According to the law, any foreigner located in Russia can receive SNILS and become a participant in the pension insurance system. For the procedure, a foreign citizen will need an identification document and an application in the form specified above. Insurance is a free service, regardless of nationality, citizenship and age.

What about a citizen receiving SNILS without registration, we will answer this question with the help of the law. In Article 27 of the Constitution there is a clause that states that a person located in Russia can move absolutely freely throughout the entire territory.
