Group 2 disability is a condition characterized by social insufficiency, requiring social assistance, due to a health disorder with a persistent severe disorder of body functions caused by diseases, consequences of injuries or defects leading to a pronounced limitation of one of the categories of life activity or a combination thereof.
Assignment of disability group 2 is possible for people who are considered disabled, but do not need constant care. If there is a 2nd group, the citizen is provided with a number of benefits and cash payments. Group 2 disability can be either temporary or permanent; the decision on appointment is made by a special ITU commission. Read more about the conditions under which you can count on the group, as well as the required payments and much more.
For what diseases are 2 groups given?
The Order of the Ministry of Labor “On classifications and criteria...” dated December 17, 2015 No. 1024n clearly indicates that a person with moderate health impairments can be recognized as a disabled person of the category in question. To be more precise, we mean disorders such as:
- partial inability to move around and use public transport without the help of someone else;
- some disorders related to the ability to adequately perceive the environment, navigate in space, determine the time and place of one’s own presence in it;
- minor difficulties in communicating and establishing contacts, transmitting and receiving information without outside support;
- minor problems with the assimilation, memorization and transfer of knowledge, information, as well as with their practical application, that is, a person can study in a specialized institution or at home;
- restrictions on work that allow him to participate in work under special conditions or using the necessary technical means, help from other people.
Regarding the pathologies for which group 2 is given, one can distinguish, for example, disorders of speech, psyche, tactile sensitivity, vision, hearing, as well as damage to the circulatory system, respiratory system, etc. Some have physical deformities (deformed head, different body parts size, etc.)
In other words, to assign the status of “group 2 disabled” it is necessary that the present problem limits a person’s life activity, affects the general condition, and the applicant for the group himself needs social support and rehabilitation.
Annual increase in social standards
In 2020, in the month of April, another increase in social standards was envisaged. This need is caused by rising prices and the depreciation of the national currency. And although the increase in social payments will be insignificant, it will cover the increase in inflation in 2020. The increase will be only 2.9%, no more.
The change in pensions will affect a large number of pensioners, including group 2 disabled people. From April 1, such payments will be increased by an average of 250 rubles, which will increase the average pension in the country to 9,216 rubles per month.
True, representatives of the Pension Fund note that the pension supplement will be different for everyone, since several factors can influence the increase in benefits.
What affects the size of the pension supplement:
- Type of pension received;
- Benefit amount;
- The number of dependents who are supported by the pensioner;
- General insurance experience, etc.
But in addition to social and labor pensions, citizens in Russia also receive social pensions. These are so-called benefits for those who receive assistance from the state for a specific reason: they are a disabled child, received a disability at working age, have disabled dependents, etc. For such citizens, an increase of an average of 220 rubles was announced, and not 260 rubles. This is due to the fact that initially the amount of social benefits is lower than the amount of the insurance pension. Millions of citizens are recipients of such benefits.
Representatives of the Pension Fund also noted that the increase will also be felt by those citizens who receive financial assistance from the federal or regional budget for special services to their homeland.
Documents for obtaining group 2
Earlier in this material it was already mentioned that in order to assign a group you need to undergo an MSE (medical and social examination). In order for a person’s request to be considered and their health status assessed, the following documents must be provided:
- a referral to the ITU with data on health, compensatory capabilities, the severity of disorders in the functioning of the body and rehabilitation carried out before contacting the members of the commission (a referral can only be taken if you have medical documents not only from the attending physician, but also from the Pension Fund or social security authorities, if the last two organizations refused, the person has the right to immediately go to the bureau);
- application for re-examination (filled out by the applicant himself or his representative);
- passport (copies of pages and original);
- work book (and copy) with income certificate, if the candidate has ever worked;
- outpatient card;
- characteristics issued in an educational institution or at work;
- act on an occupational disease or injury received at work, if any;
- other necessary papers depending on the specific case (the exact list is presented in the Administrative Regulations, which were approved by the Ministry of Labor dated January 29, 2014 No. 59n).
Dependent's supplement
In practice, there are cases in which once able-bodied people become disabled due to an industrial or other injury and are no longer able to lead their usual lifestyle and financially provide for their family. Under these circumstances, it is possible to obtain an additional payment to the pension.
Category Features:
- The basis for submitting the payment is the fact of the presence of minor children or the maintenance of dependent parents, spouse;
- The amount of payments is equal to 1/3 of the basic pension;
- The additional payment is due for each dependent pupil, but not more than 4 thousand 800 rubles per month (that is, even with 4 children, a disabled person will receive additional payments covering the maintenance of only 3 pupils);
- Additional payment for dependents can be issued:
- Legal representatives (parents);
- Guardians;
- Trustees;
- Adoptive parents;
- If an applicant is applying for support payments for his or her spouse or parent, documents must be provided confirming that:
- They are recognized as disabled (either they also have a disability or due to age);
- Their pension is less than the subsistence minimum.
How much is disability group 2 given?
When experts establish a group, the degree of restrictions is taken into account. The complexity of the condition will determine whether you need to undergo re-examination after 12 months. But this procedure is not repeated, that is, group 2 is given indefinitely if the disabled person:
- cancerous (in any part of the body) or benign (in the cerebral cortex) tumor;
- dementia and serious mental illnesses that affect the senses, motor skills, etc.;
- nervous disorders and degenerative brain abnormalities (if the cortex is involved);
- permanent loss of vision or hearing;
- limb defects and amputation.
In general, it is worth noting that group 2 is suitable for those who are capable of self-care. According to experts, the group under consideration may be assigned 1st degree without specifying the timing of recommission, for example, if the height is less than 150 cm, or if there are no fingers. The second degree is often assigned to those with congenital pathologies, injured people, etc. Children with disabilities are also considered
Additional payments to pensions for disabled people of the second group
Beneficiaries of the same group may have different life circumstances. In some cases there may be additional cost items. The amount of the allowance is fixed and does not depend on the degree of disability.
Military pensioners
Every person is not immune from injury and illness; military personnel are in a particularly dangerous situation.
This category of disabled people has the right to receive additional monthly financial support.
DEMO is not available to every person with a disability, but only to those who fall into one of the following categories:
- Disabled people of the Second World War;
- Persons who became disabled during military operations or during service;
- Disabled people of the Afghan war.
The DEMO size in 2020 is 1000 rubles. Receiving it does not in any way affect the amount of other payments: the basic allowance, the EDV and compensation for a set of social services.
Regional surcharges
Regional bonuses include the difference between benefits and the subsistence minimum paid by the state.
When assigning such an additional payment, pension fund employees consider the living conditions of the beneficiary who submitted the application.
When calculating the amount of the premium, the following parameters are taken into account:
- Monthly payment amount;
- Other benefits;
- Subsidies;
- Compensation taking into account various preferences;
- Other additional payments already assigned.
Attention! In total, all this should not give a value equal to or greater than the subsistence minimum. In this case, a premium may be assigned.
Regional coefficient
Residents of the northern regions are familiar with the concept of “regional coefficient”. Residents of the far north and equivalent regions receive a special bonus in the amount of the benefit amount multiplied by the coefficient established for the region. Its value ranges from 0.5 to 1.0 and depends on many different factors.
Disability group 2 by general disease
Within the framework of the law, a person has the right to apply for a pension if there are reasons such as:
- injuries, concussions, wounds acquired in childhood due to the Second World War;
- another anomaly that occurred in childhood;
- illness as a consequence of professional activity;
- illness or injury received during service or during the liquidation of the Chernobyl accident;
- other reasons established by law.
In addition, a group is given if a person has become disabled:
- during the period of employment;
- after completing studies or activities at a university, courses, etc.;
- lost his breadwinner;
- served or worked in front-line railway areas, in areas where military operations were taking place, or at airfields, naval and defensive bases, including fighter battalions, platoons and special forces for the protection of citizens.
Experts clarify that to acquire group 2 for a general disease, in addition to medical documents, you will need special ones, for example, certificates from executive committees, extracts from orders, etc. In any case, you need to undergo an ITU so that doctors draw up an examination report and assign the appropriate status, issuing a certificate indicating the group and degree.
Types of pension
There are 3 types of pensions above the designated category:
- Labor;
- State;
- Social.
The main functions of all types of pension benefits include:
- Security. A person who has lost his ability to work is entitled to cash payments.
- Production. A person with disabilities is exempt from work and official duties.
- Social. Helps smooth out unpleasant consequences resulting from health problems.
In turn, this social the function is divided into 3 more subtypes:
- protective;
- rehabilitation (helps restore a person’s physical abilities and social status);
- compensatory (provides monthly cash receipts plus their constant indexation).
State pension
This type of financial assistance is provided to people who are subject to certain decrees and legislative acts of the Government of the Russian Federation.
The state pension is paid to the following people:
- People who participated in the Second World War;
- Participants of the blockade;
- Persons who eliminated the consequences of the Chernobyl accident;
- To people bearing the title, residents of besieged Leningrad;
- Astronauts;
- Persons who have acquired the disease as a result of radiation.
Also, there are people who receive two types of pensions: state and labor (labor). You can expect to receive:
- People with disabilities that arose during participation in hostilities;
- Persons with the sign are residents of besieged Leningrad;
- WWII veterans of certain categories.
The amounts of accruals are related to the category of disability. Amount of state pensions can be two or three times larger than social pensions. For correct calculation, you need to contact the branches of the Pension Fund of the Russian Federation.
Insurance (labor) pension
Labor disability pension is paid to persons who have work experience confirmed by official documents. During the working period, the employer had to pay tax deductions in full on time.
A distinctive feature of this method of calculation is that the amount of payments depends on the pension savings of the disabled person.
With little work experience, there is no point in applying for a labor pension. An alternative option, in this case, is a social payment.
Social pension
All people who have Russian citizenship and become disabled can apply for a social pension. It is paid:
- Disabled children;
- Persons with disabilities, without work experience;
- Disabled persons who have not reached the age of majority.
The average payment for this type of pension in Moscow is approximately 9.0 thousand rubles.
Important! The labor pension is calculated three times a year, the social pension is one!
Is it possible for disabled people of group 2 to work?
Having a second disability group is not a contraindication to working with minor restrictions. An employee with a disability can only be hired for a position whose work does not contradict the indications in the individual rehabilitation card. Restrictions, as a rule, are introduced on the length of working hours, the intensity and complexity of the work performed, the time and place of the work performed. Regardless of what restrictions are or are not provided for in the rehabilitation card, disabled people are entitled to benefits established by Federal Law No. 181.
Nuances
The right to receive additional payment depends on the period of occurrence of the basis itself, in particular:
- To obtain NSU, EDV - immediately after assignment of the status of a disabled person of the second group;
- To assign DEMO - immediately after receiving disability due to participation in hostilities;
- Additional payment for the maintenance of a disabled relative - only after the assignment of a basic disability pension and the occurrence of a fact confirming the maintenance of the dependent;
- For payments at the regional level - only after receiving documentary evidence of income below the subsistence level.
Submitting an application for additional payment can be organized:
- By personal appearance at the Pension Fund of Russia;
- By post (the letter should be sent with acknowledgment of delivery);
- With the help of a representative by proxy (only with a notarized document);
- Through a personal account operating on the official portal of the extra-budgetary fund (PFR).
Conditions of employment for group 2
A person classified as “group 2 disabled” has the right to work officially, although some nuances apply for such employees. For example, the employer must provide the opportunity to work fewer hours and with an additional break (compared to regular employees). When hiring a person, the recommendations specified in the IPR of a disabled person must be taken into account.
The employer must understand that if there are problems with the internal secretion organs, the psyche and various systems (circulatory, digestive), strong nervous or physical stress will be contraindicated. Mental abnormalities also imply the inability to work in conditions where there is a lot of noise, toxic substances are present, or there is a lot of communication required. For disabled people of group 2, monotonous or fast-paced work is questionable. Height and the need for constant attention are also often on the list of restrictions.
It is interesting that experts did not come to a consensus regarding the performance of work duties on the night shift. The answer to the question “can a group 2 disabled person work at night” will depend on the pathology. For example, a disorder of the digestive or respiratory system, abnormalities in metabolic processes and internal secretion prohibit working at night. Again, the main guideline here is the IPR of a person with a disability.
But exceptions (even if there are prohibitions and corresponding recommendations) apply if the disabled person himself has signed the appropriate consent to certain conditions in terms of working at night or after hours.
Documents for employment
The Labor Code of the Russian Federation (ST.65) states that for employment, in addition to a passport, you need a work book (if this is not a part-time activity or your first job), as well as an education document, SNILS and a military ID (if necessary). That is, it is not necessary to report a disability.
But if a person with disabilities wants to confirm his disability, he cannot do without a certificate from the ITU (it indicates the group and degree of limitation), IPR. Actually, taking into account the information contained in the last document, the employer can create a workplace, etc.
In practice, as a rule, there is no need to make large investments: it is enough to provide a group 2 disabled person with access to the workplace, ensure normal ventilation, the level of illumination, and also, if necessary, install a ramp.
Plus, the disabled person himself has the right to refuse in writing to follow all or part of the restrictions set out in the IPR.
Procedure for applying for a pension
Registration of a pension consists of stages including:
- Obtaining a medical certificate confirming disability;
- Preparation of documents required for accruals;
- Appeal to the branches of the Pension Fund of the Russian Federation;
- Familiarization with the decision made.
It is worth noting that the main factor influencing the amount of accruals is the assigned disability group. Therefore, it is so important to obtain a medical examination in a timely manner. This determines how much a person will receive monthly.
Required documents
For disabled people of group 2, in order to calculate pension payments, it is necessary to prepare a package of documents, including:
- Application indicating the category of disability;
- Russian Federation passport;
- SNILS;
- Medical examination or data from it;
- Documents confirming insurance payments by the employer to non-state pension funds;
- Additional documents at the discretion of the applicant, allowing to increase the amount of accruals.
Foreigners officially staying on the territory of the Russian Federation must also be provided with a residence permit.
To calculate a labor pension, the documents must reflect:
- Date of completion;
- Registration number of the company's internal document flow;
- Applicant's date of birth;
- Name of the position held;
- Indication of reasons for registration.
Sometimes employees of the Pension Fund of the Russian Federation may require the provision of additional documents. These include documents confirming:
- change of surname, name or patronymic;
- the amount of average monthly earnings;
- the fact of living with a dependent person who is in his care;
- permanent residence in Russia;
- permanent place of registration outside the Russian Federation;
- presence of dependents.
It is worth noting that the presence of disabled family members allows you to obtain additional supplements to pension payments. These include: children, brother, sister and grandchildren.
To register, the following conditions must be met:
- The person must not be over 18, or have been assigned a disability before reaching adulthood;
- The family member must undergo full-time studies at higher educational institutions (up to 23 years of age).
Dependents, represented by parents, spouses, grandparents, are considered to be people who have retired. In this case, you can also apply for an increase in accruals.
If you have one of the above conditions and relevant documents, you must contact the Pension Fund of the Russian Federation for recalculation.
At the moment, pensions in the second group are not granted on a permanent basis. In Moscow, an annual medical examination is required. If disability group 2 is cancelled, the pension stops accruing.
The lifetime pension is accrued after reaching the age of 60 years, 65 years (for women and men, respectively).
Documents for making a decision on the provision of a pension are accepted at the branches of pension funds and multifunctional centers at the place of residence.
It should be taken into account that social data guarantees are provided upon application, the process is not automated.
All documents are submitted both by the applicant himself and his representative using a notarized power of attorney.
Degrees of disability in group 2
In addition to assigning the specific disability group itself, the degree of disability is also established. As well as disability groups, there are three of them:
First degree
disability is the mildest. The person to whom it is assigned has virtually no restrictions when choosing work, with the exception of difficult, harmful and dangerous conditions.
Second degree
already imposes great restrictions. Such a person needs either a specially organized workplace or special working conditions. The choice of work and their time are also limited.
Third degree
disability is the most severe and implies that a person cannot work. That is, the employer does not have the right to hire such an employee, even with his consent.
Sometimes in a certificate of disability, in the column for the degree of disability, a note may be placed: “does not have”, this means that such a person has practically no restrictions on work ability, but at the same time it is still necessary to establish working conditions that do not contradict the individual rehabilitation card of the patient . Also, such a disabled person retains all the benefits provided by labor legislation.
Common Mistakes
When applying for a disability pension, mistakes are often made due to ignorance of all one’s rights:
- Disabled people are not aware that they can refuse NSS and receive its cash equivalent.
- Every year, a disabled person of the second group (who has not refused the NSU) can obtain discounted vouchers to a sanatorium.
- Every 5 years, a disabled person of category 2 (recipients of NSU) has the right to free dentures.
- Additional payment is due not only for dependents, but also for a disabled family member of group 1, even if he is not a close relative. Minimum 1200 rub. monthly.
Citizens who do not know about all their opportunities do not receive the money and services they are entitled to, since these preferences are application-based (you need to submit an application to the Pension Fund).

- If there is one
dependent -

Additional financial support for disabled people of group 2
EDV for disabled people of group 2 in 2020
Disabled people of group 2, regardless of their work experience, have the right to a special monthly payment in the amount of 2782.67 rubles
. This payment is assigned to the Pension Fund of the Russian Federation upon the application of a citizen.
Social package for disabled people of group 2 in 2020
The social package is provided to all disabled people, regardless of length of service and group. And unlike the EDV, it is the same for everyone. Its cost in 2020, taking into account indexation, is 1155.06 rubles
. I would especially like to note the fact that this package includes a number of social support measures (necessary free medications, sanatorium treatment, travel to the place of treatment), which have their own monetary value. The citizen himself chooses in what form to choose benefits - in cash or in kind.
Social disability pension
Disabled children and adults who have not accumulated sufficient work experience (or have not worked at all) can apply for social benefits. It is paid to them throughout their disability. If the status is temporary, then upon its removal the benefit is canceled.
Since the amount of disability social pension for group 2 is small, its recipients can qualify for EDV - a monthly cash payment.
In addition to these benefits from the federal budget, disabled people receive additional payments from the regional budget. If the amount of their pension, together with the daily allowance (for disabled people of group 2), does not reach the subsistence level for pensioners in the constituent entity of the Russian Federation where they are registered, these citizens apply for an increase, which should equalize their income with the regional PMP.
Calculation example
Disabled group 2, unemployed, refused NSU:
- Since a citizen has no work experience, he can only apply for social benefits. The size of the social pension in 2019: 5180 rubles.
- If the TSA is refused, the recipient is assigned the full amount of EDV: 2,700 rubles.
The total amount of payments by addition will be 7880 rubles. If this value is less than the PMP for the subject of the Russian Federation where the citizen is registered, he is entitled to apply for a regional additional payment so that his provision is equal to the subsistence level for pension recipients.
Benefits you can count on with disability group 2
For a disabled person of the second group (as is the case with the first group), the paid monthly cash benefit includes disability pension accruals and a monthly cash payment (MCA). The state decides what the pension will be for each group, taking into account the number of dependents, for example, if we talk about young children who are in the care of a person with a disability.
As with people in the first group, people in the second may need individual rehabilitation products, which can be obtained free of charge. These include wheelchairs with orthopedic shoes, hearing aids, and so on.
Also, with both the first and second group, you can count on free help from social workers, for example, with home care. In this case, partial payment for services occurs if the disabled person’s income is higher than the regional subsistence level.
If we talk about the field of education, you can enter a higher or secondary specialized educational institution without competition and for free, while being entitled to a scholarship. In terms of workload, it is the same as for people with the first group of disabilities.
Prosthetics for disabled people
Technical means for rehabilitation of disabled people
The discounts on housing and communal services will be the same, that is, 50%.
In conclusion, we note that you can use the listed benefits after paying personal income tax with transport, land and property taxes. In some cases, a disabled person may be completely exempt from paying state fees, as well as partially from paying for notary services.
FAQ
Not all recipients understand how group 2 disability pensions are calculated:
Can insurance pension recipients claim EDV? No, this is an additional payment only to the social pension.
How to increase a low disability pension? Complete all required additional payments: daily allowance / dependent allowance, care for a disabled person of group 1.
What to do if a disabled person’s pension is less than the subsistence minimum? If the total benefit is below the PMP for the subject of residence for the current year (the value is indexed annually), then you need to apply for an additional payment from the regional budget.
Who is entitled to
A monthly cash payment (MCP) is provided to beneficiaries who receive financial assistance from the state: veterans, disabled people, people affected by radiation, orphans, Heroes of the Soviet Union and other socially vulnerable categories of citizens.
The status of a pensioner in itself does not give the right to preferential benefits. Many people ask if they apply for disability, will there be an increase in their pension, the answer is: yes, there will be .
A person can simultaneously have two grounds for receiving EDV. For example, a disabled person and a combat participant at the same time. Payment is assigned only on one basis. An exception is provided for persons injured in the radiation zone.
