Who can retire early?
Males aged fifty-five and females aged fifty, working as drivers of urban public transport for twenty and fifteen years and having work experience of twenty-five and twenty years, are given the opportunity to receive early pension payments.
Bus drivers are provided with a preferential pension when they make regular trips within the locality. This is permanent transportation within the city, carried out by vehicles used for passenger transportation with more than eight seats.

Drivers may be assigned a preferential pension if their regular employment (at least 80% of the working time) is certified by documents.
Driver employment is determined based on monthly results. The period of monthly employment includes: the period of preparation and completion of work, hours for medical examination, hours for repair work and maintenance.
Drivers who carry out transportation between cities, to the suburbs, special and custom ones, who are not regular city routes, and drivers of departmental vehicles cannot become pensioners early.
What pension is established?
Despite the preferential age for applying for pension benefits, a citizen is provided with an insurance pension similar to an old-age pension. Consequently, the amount of the monthly insurance pension is calculated based on the accumulated pension points. The formula is quite simple:
P = FV + IPK x Sipk
- P – calculated pension;
- FV – fixed payment in the amount of RUB 5,334.19. (in 2019 prices);
- IPC – pension points accrued to a citizen for work;
- Sipk – the price of 1 pension point, set for 2020 in the amount of 87.24 rubles.
If the driver formed the funded part of the pension, he will also be able to qualify for it. The legislation provides several options for obtaining it:
- Lifetime – the amount of savings is divided by the expected period of payments (252 months in 2020, 258 months from 2020);
- Urgent - the amount is divided into a certain number of months (but not less than 120);
- Lump sum – if an insignificant amount has been accumulated, which, if paid urgently, would amount to 5% or less of the assigned insurance pension.

Average pension size and what affects it
Citizens who have the right to receive a preferential pension are provided with a maintenance equal to the old age amount. The accumulated points indicator is used to calculate the monthly payment.
Pension points are multiplied by the point price, which is determined for the corresponding year, and a fixed payment is added (for example, as of January 1, 2020, it is equal to 5686.25 rubles). The driver has the right to receive the funded part of the pension.
To exercise this right, choose one of the following methods:
- Urgently. In such cases, the accumulated amount is divided by the number of months.
- For life. For example, starting from 2020, the amount of savings is divided into 258 months.
- One time. Those citizens whose savings do not reach the required insurance pension can receive payment.
The minimum number of months when establishing payments on an urgent basis is one hundred and twenty.

Basic moments
A preferential pension for a professional driver is a relative innovation for the Russian pension system. The right to early retirement is established in accordance with 400-FZ, paragraph 10, paragraph 1 of Art. thirty.
But not everyone can take advantage of early retirement. A preferential pension for drivers is provided if:
- the minimum number of points has been accumulated by the time of applying for a pension (16.2 in 2020, increases to 30 points by 2025);
- the citizen drove a bus, trolleybus or tram;
- accumulated total insurance experience of 25 years (for men) or 20 years (for women);
- the citizen was engaged in regular transportation on city routes;
- the duration of special experience is equal to or exceeds 20 years (men) and 15 years (women);
- the employer paid contributions to the Pension Fund at additional rates;
- Based on the results of a special assessment, harmful working conditions are established.
The generally established retirement age and its changes in 2020 do not apply to this category of drivers. If all conditions are met, the citizen can go on a well-deserved rest. In this case, the retirement age is set in the following values:
- 55 years for men;
- 50 years for women.
Muscovite Anatoly L. turned to a lawyer for advice. The man wanted to take advantage of special conditions for early retirement and was interested in whether he could apply for a pension if his total work experience as a driver was 27 years, 19 of which the man drove a bus on a city route and 8 years spent “behind the steering wheel” of a school bus. The lawyer pointed out that, according to the provisions of 400-FZ, the man lacks 1 year of work experience on a city bus, trolleybus or tram. A school bus is not a city route bus, and therefore work on it does not count towards special experience.

What categories of drivers can retire early?
Legislative norms provide for early retirement for work in public transport.
The driver’s activities include performing the following job duties:
- Driving a vehicle with at least eight passenger seats.
- Carrying out boarding and disembarking of passengers in places designated by the Traffic Rules.
- Travel along pre-agreed routes. To establish it, a legal entity submits an application to the authorized federal executive body (Federal Law No. 220).
- Compliance with traffic schedules and schedules.
When calculating the preferential length of service, the mode of movement of the vehicle (regular, semi-express and express modes) is not taken into account.
Attention! One of the requirements for a driver's job is to follow city routes. Such work should constitute 80% of working time.
In accordance with the norms of the Federal Law, drivers are granted the right to a preferential pension if they meet the following requirements:
- The citizen drove a tram, bus or trolleybus.
- At the time of applying to the Pension Fund of the Russian Federation, the individual pension coefficient is 30.
- The total work experience for women is 20 years, and for men 25 years.
- The duration of special experience is 15 years for women and 20 years for men. Special length of service refers to the duration of work, upon reaching which a person has the right to receive pension benefits without taking into account age.
- The organization with which the driver had an employment contract made contributions to the Russian Pension Fund at additional rates. Since 2013, employers have been required to pay this contribution if there are workplaces with increased danger and harmfulness. Bus drivers
To be assigned a preferential pension, a bus driver requires special experience when employed in regular city bus passenger transportation.

The bus is operated in the interests of the public. Work on city routes is organized in such modes as regular, semi-express and express.
Trolleybus and tram drivers
Drivers of trams and trolleybuses transporting passengers along an established route within the city, subject to all the above conditions, can retire early. For men, the age is 55 years, insurance experience is 25 years and special experience is 12.5 years. For women, the following indicators apply: age 50 years, special experience 10 years, and general experience 20 years.
Other types of transport
The right to early assignment of a pension belongs to persons who occupy positions listed in the lists of the Government of the Russian Federation No. 665. The list of persons was determined in accordance with the norms of Federal Law No. 400. Early rest is due to the driver (driver) of a vehicle (firefighter) of the State Fire Service. In such cases, the employee fulfills two conditions: the presence of special experience and age.

Attention! The pension reform, which provides for raising the retirement age, does not deprive drivers of the right to early retirement. For those who have developed special experience as drivers of buses, trolleybuses, trams on regular city passenger routes (men and women), the retirement age will not increase from 2020.
An old-age insurance pension before reaching the generally established retirement age is assigned:
for men - upon reaching 55 years of age, subject to working on regular city passenger routes as drivers of buses, trolleybuses, and trams for at least 20 years;
for women - upon reaching 50 years of age, subject to working on regular city passenger routes as drivers of buses, trolleybuses, and trams for at least 15 years.
In this case, the insurance period for men must be at least 25 years, for women at least 20 years. At the same time, in 2020, a mandatory condition for the appointment of this type of pension is the presence of at least 13.8 pension points (coefficient). Every year the requirement for the minimum number of pension points will increase, until it reaches 30 in 2025.
How much will pensions increase from January 1, 2020?
In order to receive an early pension, drivers must document that they were employed only on regular city passenger routes. Drivers of fixed-route taxis, intercity buses, drivers working on suburban routes, as well as those performing customized transportation on routes within the city, but not regular city routes, do not enjoy the right to early pension provision - transportation of passengers on ordered routes is not regular passenger routes, but It also does not provide for the pick-up (disembarkation) of passengers along the route at every public transport stop.
The right to early pension provision is given by carrying out transportation on regular city passenger routes continuously for a full working day (at least 80% of working time).
Permanent employment in the specified jobs can be confirmed by the following documents:
– orders for appointment to work as a bus (trolleybus, tram) driver on regular city passenger routes
– waybills
– certificates from enterprises issued on the basis of orders, personal accounts, payroll statements, which indicate payment of labor at increased tariff rates or additional payment for work on regular city passenger routes.
Features of raising the retirement age in Russia
The main document confirming work experience in these types of work for periods before registration as an insured person in the compulsory pension insurance system (receipt of SNILS) is the work book. After registration in the compulsory pension insurance system, periods of work are confirmed based on individual (personalized) accounting information. Such information (indicating the special nature of the work) is personally provided for each employee annually by the employer to the territorial bodies of the Pension Fund of the Russian Federation.
