The rules for the entry and stay of Ukrainian citizens in the Russian Federation with the collapse of the USSR were simplified. This is due to the fact that many Russian citizens still have relatives in Ukraine. In order to cross the Russian border, Ukrainians do not have to obtain a passport, visa or invitation. However, the deterioration of relations between Ukraine and Russia is leading to the fact that the rules for the stay of Ukrainians in Russia are becoming stricter. In this article we will look at what rules Ukrainians must follow when crossing the Russian border in 2021.
Migration registration
Any foreign citizen crossing the Russian border is subject to migration registration. The purpose of his visit does not matter. The main purpose of migration registration is to track persons entering the Russian Federation, as well as those moving across the territory of Russia. Control is carried out on the basis of Law No. 109-FZ of July 18, 2006 “On migration registration of citizens and stateless persons in the Russian Federation.” Every foreign citizen arriving in the Russian Federation must be reported to the Main Migration Directorate of the Ministry of Internal Affairs of the Russian Federation within seven days. Residents of Ukraine are no exception in this case. The obligation to notify falls on the receiving party. The detachable part of the document filled out at the migration authority serves as confirmation of the fulfillment of duties for migration registration. In case of violation of these requirements, foreign citizens, as well as the parties receiving them, bear responsibility (

Length of stay in Russia for Ukrainian citizens
Due to the complex relations between Ukraine and Russia, the Ukrainian authorities have tightened the rules for entry into their country for Russian citizens. From the beginning of 2021, entry of citizens of the Russian Federation into Ukraine is possible only with a biometric foreign passport, as well as upon prior notification of Ukraine of the intention to visit Russia and registration in the electronic system.
It has also been proposed more than once to tighten the rules for the entry and stay of Ukrainian citizens in the Russian Federation, but at present the rules remain the same. Entry into Russia on a visa has not been introduced for Ukrainian citizens; currently, as before, they have the right to enter the territory of the Russian Federation without special permission, for this they will need to present either an internal or a foreign passport.
The main changes affected not the order of entry, but the order of stay of Ukrainians on the territory of the Russian Federation. If previously the rules for the stay of Ukrainian citizens were simplified due to military operations in the Donbass, then in 2014 a law was adopted on the stay of Ukrainians in Russia for no more than 90 days. In other words, as for all foreigners who have the right to visa-free entry, a 90/180 rule has been introduced for Ukrainians - 3 months of stay in Russia within 6 months. If the 90-day period of stay expires, the foreigner must leave Russia and return no earlier than another 90 days. Separately, for Ukrainians, a stay in Russia of more than 90 days is not provided.
New rules for entry into Russia for Ukrainian citizens in 2021-2021
The fighting in the eastern regions of Ukraine began several years ago. And if you believe the statistics, since that moment about 10 million people have crossed the Russian state border.
Now entry into the territory of the Russian Federation is simplified as much as possible. The authorities did everything possible for this.
Under what new rules will Ukrainian citizens be allowed to enter the territory of the Russian Federation in 2021-2021, find out from this article.
New entry procedure 2021-2021
Until March 1, 2021, citizens of Ukraine can cross the border with the Russian Federation using an internal passport. After this date, departure will be possible only with a foreign passport.
According to the director of the consular service of the Ukrainian Ministry of Foreign Affairs S. Pogoreltsev, the simplified regime for crossing the border with the Russian Federation in force in 2021 “poses a threat to the state security of Ukraine”
The new order from March 1 will apply to those leaving Ukraine. Those returning will be allowed home with a civilian passport.
Regular visa-free border crossing gives Ukrainian citizens the right to stay in the Russian Federation for 90 days.
Then it is mandatory to issue a special document that allows you to increase the length of stay. It is called a residence permit and is issued for 3 years. However, for residents of Lugansk and Donetsk regions. an exception has been made. They have the right to stay in Russia for 180 days. This became possible thanks to a resolution of the Government of the Russian Federation.
For a long time now, both Ukrainians and Russians have been acutely concerned about the issue of changing the procedure for entering Russia. Currently, the Ukrainian authorities have made it more difficult to enter Ukraine. After all, Russian citizens can do this in 2021-2021 only if they have a foreign passport.
A bill is currently being considered in the State Duma. If it is approved, it will become more difficult for all foreigners to cross the Russian border. They will have to undergo certain procedures. These include photography and fingerprinting. All information received will be in a single migration database.
Rules for the stay of Ukrainian citizens in the Russian Federation
The legislation of the Russian Federation has introduced some restrictions regarding the employment of Ukrainian citizens in 2021-2021. All those who arrived to find a job cannot avoid a thorough check. Only after this can you obtain a work permit. We also note that starting in the summer of 2021, the cost of a work patent will increase.
Now Ukrainians are no longer an exception. Without a residence permit, they will be able to stay in the Russian Federation for no more than 3 months. Residents of the LPR and DPR have the right to stay in Russia for 180 days. Then staying without receiving the appropriate document entails the imposition of an administrative fine.
The changes also affected migration registration. It has been simplified for citizens of Ukraine who have visa-free entry and exit to the territory of the Russian Federation. Employees of the Migration Department of the Ministry of Internal Affairs claim that Ukrainian citizens will no longer even have to contact officials directly.
To hire a Ukrainian in 2021-2021, his employer will need to send a notification to the Ministry of Internal Affairs. This can be done in two ways. Either through a personal visit, or by email.
To get a job, you will need to provide a list of required documents. It includes:
- internal ID;
- migration card;
- application form.
A work permit is issued after a verification procedure. It lasts about 10 working days. If the applicant receives a refusal, then he is given a reasoned refusal.
Crossing the Russian border by car
Most Ukrainian citizens try to cross the Russian border by car. To ensure that the entry procedure is not accompanied by difficulties and lengthy verification, it is necessary to obtain insurance on time.
The most suitable option is a green card. Such insurance will be required when crossing the Russian border in 2021-2021.
The green card is valid in countries that are part of the international insurance system.
The first stage of obtaining insurance does not imply monetary limits. The current amount can only be established by the legislation of the country in which the road trip took place.
It is important to remember that you should purchase a green card from trusted licensing companies. Otherwise, there is a risk of difficulties when entering the Russian Federation.
According to travelers, this insurance is an analogue of compulsory motor liability insurance. The difference is that the green card is valid in all Schengen countries. A special feature of insurance is the right to pay the injured party.

The procedure for crossing the border of the Russian Federation by citizens of Ukraine
When a citizen of Ukraine enters the Russian Federation, a migration card is required. It is a document form printed in a printing house, into which you enter information about yourself and the purpose of the trip. The card is filled out when crossing the border, after which a mark from the Border Service is placed on it. Based on this document, the length of stay of a foreigner in Russia is monitored. At the end of your stay abroad, this document is handed over. An important condition is to indicate truthful information on the migration card. You will also need to indicate the purpose of visiting Russia, for example, “work”. It should be remembered that providing false information and unofficially staying in Russia for more than the prescribed period will lead to a ban on entry into the Russian Federation for 3 years or more.
In order to enter the Russian Federation, a citizen of Ukraine will need the following documents:
- International or internal passport (both documents can be presented at once);
- Birth certificate of persons who have not reached the age of obtaining a passport. If a minor child is traveling alone or with one of the parents, then the consent of the other parent for this trip, certified by a notary, will be required.
Important! A Ukrainian can also present an invitation from the host party, as well as a return ticket, or documents confirming the reservation of a place to stay. Such information will be additional confirmation of the purpose of the visit to Russia.
The President simplified obtaining Russian citizenship for Ukrainians and others
In this context, compatriots are understood as participants in the compatriot resettlement program. From March 29, 2021, participants in the state program can apply for citizenship not only at the place of registration at the place of residence, but also at the place of stay, that is, according to migration registration. What does it mean? Previously, it was possible to apply for citizenship only if you had a certificate of participation in the state program, a temporary residence permit and registration under the temporary residence permit. Now it is not necessary to register under a temporary residence permit, and you can apply for citizenship with registration in hand (migration registration). And, it should be noted that for a number of compatriots this procedure will really make it easier to obtain citizenship, as it will reduce one stage of paperwork, which is undoubtedly good news. If you do not yet know what the resettlement program for compatriots is, you can find detailed and up-to-date information on obtaining Russian citizenship under the resettlement program at the link

Conclusion . In fact, two significant amendments are being made to the law, which were expected. What didn't happen? It was assumed that for participants in the resettlement program the need to provide a notarized renunciation of existing citizenship would be abolished and, of course, the majority of Ukrainian citizens expected that simplifications would apply to obtaining Russian citizenship in principle, and not only to participants in the resettlement program. But given the number of Ukrainian citizens who annually take part in the compatriot resettlement program, these changes in legislation will indeed simplify obtaining citizenship under the compatriot resettlement program, and we should not forget that clarification on the second point of changes is expected in the near future.
Rules for the stay of Ukrainians in Russia in 2021
Upon arrival, a Ukrainian is required to register with the migration authorities. To do this, you will need to contact the migration authority (GUVM of the Ministry of Internal Affairs of Russia). The arrival notice must be sent up to a maximum of 7 days from the date indicated on the migration card. If your entire trip to Russia takes less than seven days, you will not need to register for migration. Thus, after registration, the period of legal stay of a Ukrainian in Russia is 90 days, and without registration only 7 days.
It is possible to extend the period of stay in the Russian Federation, but there must be good reasons for this, for example:
- Obtaining or applying for a temporary residence permit, residence permit or citizenship. In this case, the validity of the card will be extended until the date of the decision.
- A petition from the employer who employs a foreigner, which is officially submitted in writing. In this case, the period is extended for the duration of the employment contract, for no more than 12 months from the date of entry into Russia.
- Admission to a Russian university. The validity of the card will be extended for a period not exceeding 1 year, after which it will need to be renewed again.
- Applying for temporary asylum in the Russian Federation;
- Registration of work permits and patents.
Important! The length of stay in the Russian Federation can also be increased due to the illness or death of a close relative. To do this, you will need to present documents to the migration authority confirming the grounds for extending your stay in Russia.

Violation of terms of stay in the Russian Federation
Important! Responsibility for violating the terms of legal stay of foreign citizens in the Russian Federation is provided for by Law No. 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation” dated August 15, 1996, as well as Article 18.8 of the Code of Administrative Offenses of the Russian Federation.
Thus, for violating the period of stay in the Russian Federation, a foreign citizen faces expulsion from the country, as well as a ban on entry in the future for a long time. In addition, the violator faces a fine of 2,000 to 5,000 rubles in case of violation of the rules of entry into the Russian Federation, migration registration rules, rules of registration and movement in Russia, as well as choosing a place to live and visit. The same fine threatens those who indicate a purpose as the purpose of their visit that does not correspond to reality. For example, “tourism” is stated as the purpose of entry, but the real purpose is “work”. In addition to the foreigner, the receiving party also faces a fine. In addition, liability is also provided for violation of entry rules and at border crossing points. In this case, the violator will be fined from 1000 to 2000 rubles (
How long can a Ukrainian citizen stay in Russia legally?
In accordance with the concluded Agreement, citizens arriving from Ukraine have the right to cross the border upon presentation of identification documents (internal or foreign passport). For minor children (under 16 years of age), a birth certificate is sufficient. No additional documents are required.
In all of the above cases, it is necessary to prepare in advance a package of documents confirming the existence of the relevant grounds. It is recommended to translate all documents not written in Russian and have the text notarized. It is also recommended to prepare copies of all papers.
When checking into a hotel, a foreign person is required to provide a foreign passport and a completed migration card. The administrator, in turn, transfers the document numbers to a special form. This process is the official registration for the entire period of the foreigner’s stay in Russia. You should have the tear-off part of the form with you in case of possible document verification.
Due to agreements between the Russian Federation and Ukraine in 1997 and 2011, Russians and Ukrainians could cross the borders of the two states using internal passports (and birth certificates for children). However, due to political disagreements, the Government of Ukraine banned Russian citizens from entering the country using an internal Russian passport from March 1, 2015.
