Where to check the “black list” of migrants


photo_02592The Migration Service controls the movement of citizens from foreign countries and from the CIS across Russia and looks for illegal immigrants.
Its actions are aimed at reducing the likelihood that people who systematically violate the laws of the country, criminals, and members of terrorist groups will enter the Russian Federation.

Information about violators is blacklisted. In 2021, approximately 800,000 foreigners were included. All of them were banned from entering the Russian state.

The concept of “FMS Blacklist”

The black list is a list of persons without Russian civil status who have committed a violation of Russian legislation while on its territory. Migrants usually find out about their inclusion at the border.

It is not only the migration service that has the right to restrict entry into the state. This can be done by the Federal Security Service, the Foreign Intelligence Service, the Ministry of Foreign Affairs, and the FMBA. For the majority of foreigners, coming to the country is impossible precisely because of non-compliance with migration standards.

Five years ago, the Russian Federation strengthened control over illegal immigrants. In 2014, 200,000 foreigners were included in it, and by 2021 this figure was increased to 800,000.

In general, the media began to use the term “blacklist”. A similar list actually exists, but it has a different name - A&S CDB UIG. It contains the following information about the violators:

  • number, series of passport; Full Name; citizenship; date, month, year of birth;
  • date, month, year of arrival/departure; number, series of migration card;
  • registration address;
  • information about received patents;
  • information about issued temporary residence permits and residence permits;
  • other data.

Using this list, employees of the Ministry of Internal Affairs of the Russian Federation check whether a foreigner is legally in the state and find those who violate migration rules.

Deadlines for processing documents for citizenship

Obtaining citizenship is a complex and complex procedure, which is dealt with not only by the Main Department of Migration of the Ministry of Internal Affairs (formerly the Federal Migration Service), but also by related departments of the state apparatus. In normal cases, making a decision and processing it takes from six months to a year, depending on the circumstances of the request.

Some groups of citizens have preferential conditions:

  • Native speakers of Russian language and culture;
  • Repatriates who were previously citizens of the Russian Federation or the RSFSR;
  • Citizens of member countries of the Customs Union - Belarusians, Kyrgyz, Kazakhs.

A simplified regime applies to these applicants, and they will become aware of the decision no later than 3 months after submitting the documents.

If the consideration of an application is delayed beyond the established period, a citizen has the right to complain to higher authorities or file an application in court. The first method solves almost all technical problems and eliminates negligence in the shortest possible time.

Before checking Russian citizenship for readiness, you should know the deadlines for reviewing documents for obtaining it.

It doesn’t make much sense to check readiness before the deadline, although sometimes there are cases of earlier registration.

Applications of migrants who apply for citizenship in the general manner are considered within 12 months. Persons who receive status under a simplified scheme wait 6 months for a decision.

Papers from applicants of the following categories are considered for 3 months:

  • participants of the State Program for the Resettlement of Compatriots;
  • native Russian speakers;
  • applicants who receive citizenship by virtue of the Agreement between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on a simplified procedure for acquiring citizenship dated February 26, 1999.

You contact the Main Department of Migration Affairs of the Ministry of Internal Affairs only when the period for consideration of your case has expired (3 months, 6 or 12 months, depending on the basis for obtaining citizenship). If the allowable period has not expired and there is no decision, this does not mean that the foreigner was refused or his documents were lost. This means that there is still time and the applicant should apply later.

Acceptable deadlines are considered violated if:

  • a decision regarding the issuance of citizenship after the expiration of the legal period has not been made;
  • a permanent resident of the Russian Federation was not informed about the decision a month after its adoption;

Procedure if the deadline for consideration of the application has expired and there is no decision:

  • contact the inspector who accepted the citizenship documents from the applicant and remind him of the permissible deadlines;
  • if the decision is still not known, contact the head of the Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation, or the department where the citizenship documents were submitted;
  • send a complaint to the head of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs by mail (address: 101000, Moscow, Chistoprudny Boulevard, building 12 “A”);
  • send a complaint on the official website of the Main Directorate;
  • file a complaint by calling the hotline.

Hotline phone numbers are posted on the official website of the department in the “Contacts” section - “Hotline” or “Territorial bodies”.

Reasons for being included in the list

The Migration Service restricts the entry into the state of foreigners who:

  • committed a violation of registration standards;
  • violated customs regulations;
  • did not comply with sanitary standards;
  • have a debt to a banking organization, the tax service, or the recipient of alimony payments;
  • provided government employees with false information;
  • were brought to administrative responsibility more than 2 times.

If any of the above circumstances exist, information about the foreigner is entered into the migration service database. After this, the migrant is subject to a ban on visiting the country (the duration of the ban is from three to ten years). How long the restriction period will be depends on the type of violation committed.

The restriction on entry into the Russian state is valid for five years if the migrant has been in the country illegally for six to nine months . If the foreigner stayed in the state longer, the period increases to ten years.

Attention! Even if you have not committed any of the above violations, remember that no one is immune from mistakes.
You may turn out to be the namesake of a foreigner who has been banned from entering Russia. To avoid getting into an unpleasant situation and wasting money, before arriving in the Russian Federation, check your own passport to see if it is on the migration service’s blacklist.

How to check if you are on the list?

Often, when going through customs control at the border, a person may find out that he is not allowed to enter due to his presence on the black list. Which can entail serious expenses, because most of these people go to earn money. And to avoid such incidents, it would be more logical to prudently check yourself to be on the list.

Checking the blacklist of the Federal Migration Service in Russia is free, and is carried out in two ways:

  • on the official website of the Federal Migration Service guvm.mvd.ru;
  • by submitting a written application for the provision of such information to the GUVM authorities during a direct visit.

Request to the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs

A foreigner can send a personal request to the GUVM office either independently or through his authorized representative. This may be necessary in cases where significant legally certified documents and certificates are needed.

A request is made in writing in any form, asking for information regarding the applicant’s status. All personal information is indicated - full name, gender, date of birth, citizenship. A copy of your passport is attached to the application; copies of other documents may be required. The response comes within 10 working days.

Online check

Upon entering the page, the user will see a form with fields to fill out. When all fields are filled in, you must click the “send request” button. The page that opens will provide information about the person being added to the list, as well as the reasons for the sanctions and the time when this happened.

How to check yourself on the blacklist: algorithm of actions

You can check whether you are on the migration service’s blacklist in one of the following ways:

  1. Using an online service.
  2. Submitting an application to the migration service.
  3. Phone call.

Checking via the Internet

The check will take a few minutes. Foreigners or stateless persons can complete the check on the migration service web portal. For example, a citizen of Kyrgyzstan wants to check whether he is on the blacklist, for this he must:

  1. Go to the official website of the migration service
  2. Select the item “Useful services of the Ministry of Internal Affairs of Russia.”
  3. Selecting the “Migration Services” item.
  4. Select the item “Checking the existence of grounds for not allowing foreign citizens and stateless persons to enter the territory of the Russian Federation through the Ministry of Internal Affairs of Russia.”

  5. Enter the following information about yourself in the appropriate fields:
  • surname (can be entered in both Latin and Cyrillic alphabet);
  • name (can be entered in both Latin and Cyrillic letters);
  • surname;
  • gender;
  • date, month, year of birth;
  • citizenship;
  • name of the document that proves identity (regular/biometric passport, passport of a foreign citizen);
  • number, series of the document;
  • the date until which the document serving as identification is valid;
  • the state that issued the document serving as identification.

And then enter the digital image code (captcha) and press the “Send request” button. After a few minutes, the test result will be shown. Checking yourself against the migration service database is the most important stage of preparation for emigration. By submitting a review request, you provide permission to process your personal data.

Contacting a migration service agency

You need to visit one of the migration service departments and submit an application for the provision of relevant data. The application will be processed within five days. After this, an official response will be sent to the address written in the application.

Procedure, form and methods of verification

You can check yourself and the Russian FMS blacklist while in Russia or before entering. There are two options to check the list:

  1. Visiting the branch. You need to take documents and visit a branch in Moscow or another place. But a migrant who has not entered the country cannot find out information in this way.
  2. Online by visiting the official information website. On it you need to select “Useful services of the Ministry of Internal Affairs”, then “Services on migration issues” and select the required service. On the page there will be a certificate with a form that needs to be filled out; passport data should be entered there in Latin and Russian. After filling out, you need to click “Search”, after which information will be provided about whether there is a basis for an entry ban or not.

Checking the Russian FMS blacklist on the website is not always accurate. It provides data only from the migration service; if there are other prohibitions from the state, they will not be visible in the program.
