Until 2020, only women who raised at least five children could retire earlier than the generally accepted period. Recent legislative changes have reduced these requirements, increasing the number of potential recipients of the large family pension.
In accordance with Federal Law No. 350-FZ “On Amendments to Certain Legislative Acts of the Russian Federation” dated October 3, 2018, retirement before the generally accepted period has become possible for mothers with 3 and 4 children. For women who have more children, the situation does not change. Their benefits continue.
Retirement age for a mother of many children
Mothers who have 3 or 4 children can exercise their right to receive a preferential pension no earlier than 2020-2022. This is due to the gradual increase in the time for retirement and the unevenness of this process for the preferential category of workers.
It is important to note that such benefits relate only to reducing age limits and do not affect the amount of accruals. Pensions for mothers of many children in 2020 (and in the future) will be determined according to general principles. It does not depend on the number of children.
Conditions for receiving benefits
Early pensions for mothers with many children are granted if they meet the following criteria:
- Reaching the required age. This indicator is determined by the number of children (three or four) and will be discussed below. In this case, the upbringing of each child must continue until at least 8 years of age. If at least one of them is younger, then the deadline for going on vacation is postponed.
- Availability of a 15-year insurance work interval.
- Accumulation of the required individual pension coefficient (IPC) - this requirement will increase annually until 2025.

Preferential retirement for mothers of many children from 2020
The table indicates when the right to early retirement begins for women with 3 and 4 children according to new legal requirements:

In the first years of the transition period, it is more profitable for mothers of many children to apply for pensions according to generally accepted rules (without benefits). For example, if a woman was born in March 1965 and has three children:
- The benefit begins when you reach 57 years of age (in March 2022).
- As a general rule, you can apply for a pension at age 56.5 (in October 2021). The second method is preferable because it provides the opportunity to become a pensioner 6 months earlier.
The delay in the opportunity to receive the required preference is temporary. Retiring under a legally established benefit will become more profitable:
- from 2021 – for women with 4 children;
- from July 2021 (after age 57) – who has 3 children.
With three children
According to Law No. 350-FZ, women with 3 children have the right to apply for a pension from the age of 57 (or earlier, if the generally established age for this is lower). In order to realize the required pension benefits for mothers of many children, you must submit an application to the Pension Fund of Russia.
Taking into account the fact that after checking the package of documents, new certificates or clarifications may be required, it is rational to submit the necessary papers six months before the grace period. The documentation package for assigning a pension includes:
- Application in the prescribed form (the form can be obtained during a personal visit to the Pension Fund or downloaded from the website of this organization).
- Passport of a citizen of the Russian Federation with registration.
- Birth certificates for all children. If one of the children died after he turned 8 years old, a death certificate must be attached to the package of documents. If he died before 8 years of age, then he is not taken into account. Children are also not considered if the woman has been deprived of parental rights (or the procedure for canceling the adoption has been carried out).
- Work book.
- Other documents confirming insurance/work experience.
- A document confirming the right to additional benefits, for example, for single mothers or parents of disabled children.
The time for consideration of the application and verification of documents is 10 days. After that:
- The applicant will be notified that he has been assigned a pension for mothers of large families with three children (indicating the withdrawal period and the preliminary amount of accruals). If you disagree with the information provided, this decision can be challenged.
- New certificates must be provided (for example, if the mother receives preferences for work in the Far North or other hard work).
With four children
In this situation, the law provides for the right to early retirement upon reaching 56 years of age (or earlier, if the generally accepted age is lower). The application deadlines and documentation package for the Pension Fund are similar to the situation discussed in the previous section.
Procedure for a parent with many children when applying for an early pension
If all conditions are met, and the mother believes that she can already receive maintenance, she must apply for an insurance pension, attaching the necessary documents.
You can do this:
- in person at the Pension Fund department at your place of residence;
- through multifunctional centers;
- using the State Services Portal;
- by mail.
As soon as the application is received by the addressee, it must be considered within 10 days . During this time, the Fund’s employees determine whether the applicant really has the right to a preferential pension and check the accuracy of the information provided.
If any document is missing or additional requests need to be made during the verification, this period can be extended for another three months, which must be reported to the mother of many children.
As a result, one of the following decisions is made:
- on the appointment of a preferential pension;
- about refusal to satisfy the application.
Payments are assigned from the moment the parent applies for a pension, but not before the right to receive it arises.
Pension reform for mothers of many children
One of the measures to mitigate the consequences of the pension reform, which began in 2020, is the provision of preferential conditions for retirement for mothers of large families with 3 or 4 children.
Taking into account the fact that the retirement age will be raised in stages (annually in 1-year increments), women born in 1965 and younger will be able to take advantage of the new benefit for the first time. For women with 5 children, pension legislation already provides for early retirement.
And according to the new law of 2020, nothing changes for them - such people with many children will still have the right to apply for a pension when they reach 50 years of age if they have the required insurance experience and the number of individual industrial complexes.

Easing pension reform for women with many children
For the first time, Vladimir Putin announced the easing of the pension reform for mothers of many children during his televised address to Russian citizens on August 29, 2020. He therefore proposed changing some basic provisions of the government’s proposed bill on raising the retirement age:
- Reduce the new retirement period for women from 63 years to 60 years (that is, a total increase of 5 years instead of the 8 years proposed by the Government).
- Those who, according to the old law, were supposed to retire in 2019 and 2020 , will be able to apply for a pension 6 months earlier than the new retirement age.
- Provide for the possibility of early payment:
- for mothers with three children - 3 years earlier than the new date (i.e. at 57 years);
- for mothers with four - 4 years earlier than retirement age (i.e. 56 years).
This means that in connection with the reform, the retirement schedule for mothers with many children will change - now they will be able to receive payments early.
However, due to the fact that the amendment to the law provides for a fixed value of the retirement age (57 and 56 years), such a benefit can only be used from 2020 and 2021, since in 2019 the value of the generally established standard for women will be less than these values (55.5 years old).
Pension for mothers of many children with three (four) children
According to Law No. 350-FZ of October 3, 2018, signed by the President, pensions for mothers with three or four children will be assigned early - for them, the retirement age will be reduced by 3 and 4 years , respectively. You can take advantage of preferential pension benefits if the following conditions are met:
- The woman gave birth to three (four) children and raised them until they were 8 years old. In this case, children in respect of whom the woman was deprived of parental rights or whose adoption was canceled will not be taken into account.
- The required insurance experience for the assignment of an insurance (labor pension) has been developed - 15 years
- The total number of accumulated pension points (IPC) is not less than the standard value - 30 IPC.
If all of the above conditions are met, then mothers with three or four children, who raised them at least until they reach the age of 8, will have the right to leave early - upon reaching 57 and 56 years, respectively. And if the required insurance period or IPC value has not been accumulated, then payments can be issued only after achieving the required indicators.
At what age does a mother of 3 and 4 children retire?
As noted above, the Presidential amendments suggest that:
- According to the new law, the retirement age for families with many children will be fixed (if a woman gave birth and raised three children - 57 years , and if she has four - 56 years );
- it will not depend on the conditions of the transition period 2019-2028, when the retirement period for women will be increased in stages from 55 to 60 years .
This means that in the first years of the reform as such, early exit is not provided - women with many children will receive payments in accordance with generally established standards, taking into account transitional provisions.
Thus, the first to retire, taking into account the new benefit proposed by the President, will be able to:
- women with four children - already in 2021 , when the generally established age will be 56.5 years , and mothers with many children will be able to receive a pension six months earlier - at 56 years old ;
- women with three children - in 2023 , when the general retirement age is 58 years old, they will be able to retire one year earlier (at 57 years old) .

When applying for early retirement, you need to remember the following:
- A son/daughter for whom a Russian woman has been deprived of parental rights is not taken into account when applying for pension benefits. However, if the mother was deprived of parental rights after she became a pensioner, then payments will not be stopped.
- Children who were adopted are also taken into account when assigning an early pension. If a Russian woman is listed as a mother on a birth certificate, government officials understand this to mean that she raised the child from birth, regardless of the date of adoption.
- It happens that a family has sons/daughters from different parents . In this case, an early pension for their upbringing will be provided to the stepmother only when she officially adopts them.
- If sons/daughters live separately from their mother, this does not prevent early retirement.
- Fathers with many children do not have the opportunity to become pensioners early. This type of benefit is assigned only to female representatives.
Previously, only mothers of 5 children could become early retirees (they retired at 50). The pension reform brought changes that also affected mothers of many children. Now even mothers with three children can start receiving pension benefits early.
Today the state actively supports mothers of many children and improves their standard of living through various benefits and benefits. Legislation that was passed more than 10 years ago is still in effect and will likely continue to protect the financial stability of women with multiple children.
This concern of the state for mothers with many children is due, first of all, to the fact that a woman raising several children cannot work 5 days a week for 8 hours.
Attention! The demographic situation in the Russian Federation is not the best, so the government is trying to stimulate the birth rate by introducing additional benefits for the corresponding categories of Russian citizens.
Early retirement for women with children
Since 2020, women with many children who raised three or more children have received the right to early retirement in accordance with Federal Law No. 350-FZ of October 3, 2018. Previously, this benefit was available only to those who raised five or more children.
If a woman has three children, she will be able to retire three years earlier than the new retirement age of 57 years. If a woman has four children - at 56 years old. To do this, mothers of many children must have 15 years of insurance experience. Another mandatory condition is the education of each child until the age of eight.
For northern women who have worked for at least 12 calendar years in the Far North or at least 17 calendar years in equivalent areas and have at least 20 years of insurance experience, the right to retire early at the age of 50 is secured if they give birth two or more children.
For mothers who raised five or more children before the age of 8 and have at least 15 years of insurance experience, the right to early retirement also remains after reaching the age of 50. The same retirement age is provided by law for mothers who raised a disabled person from childhood until the age of 8.
Peculiarities of retirement among mothers of many children
To start receiving pension payments, a mother of many children needs to visit the Pension Fund of Russia institution located at her place of residence. Before visiting a government agency, you need to prepare the following set of papers:
- application for early retirement. The application is submitted directly to the Pension Fund;
- general passport with registration;
- employment history;
- an extract from the employer, including information about the amount of salary;
- statement of family composition;
- marriage certificate (if the woman is married);
- papers that confirm that the son/daughter has the status of “disabled” (if any).
Pension Fund employees will consider the application for a maximum of 3 months. They will register documents and create a pension file. After this, Pension Fund employees will make a decision regarding the assignment of pension payments.
The amount of pension provision depends on the following factors:
- accumulated experience;
- type of experience;
- presence of disabilities in children;
- average salary.
Special conditions are provided for citizens who worked in the northern regions. So, they can start receiving payments if the following conditions are met:
- reaching the age of 50 years;
- at least 2 sons/daughters;
- having a minimum established work experience (20 years);
- at least 12 years worked in the northern regions or at least 17 years worked in areas that are equivalent to them.
Early pension for mothers of five, four and three children: conditions for appointment

Pension of a mother of many children
For the first time, the right of mothers of many children to early retirement was introduced by the USSR law of July 14, 1956 “On State Pensions.” Article 10 of the law stated:
“Women who have given birth to five or more children and raised them until the age of eight are entitled to an old-age pension upon reaching the age of 50 and having worked for at least 15 years, unless they are eligible for an old-age pension at an earlier age.”
This norm has been preserved to this day, but has acquired an additional condition - today, in order to receive an early pension, a mother of five children must have, in addition to 15 years of experience, a certain number of pension points.
In 2020, this certain amount is 13.8 pension points. Every year, the requirements for points required for granting a pension are growing.

The right to early retirement arises for mothers of three children if a number of requirements are met:
- raising a child until he is eight years old;
- the applicant must not be deprived of parental rights;
- absence of a court decision to cancel the adoption;
- children from all marriages are taken into account;

Why can they refuse to grant a preferential pension?
The reasons for refusal to receive pension payments to mothers with many children are related to violation of the conditions established by law. Mothers who:
- They do not have enough experience and points. Even if there are eight children in a family, if the mother has never worked and does not have at least minimum experience, she will be denied early retirement.
- Have not reached the maximum permissible age. For example, a mother of three children who is under 57 years old will not be able to take advantage of a preferential pension.
- Haven't raised a child for 8 years. For example, if the child lived permanently with another parent or relatives, or died before reaching the age of eight.
- Deprived of parental rights or cancellation of adoption.
- They are raising the children of the second spouse without official adoption.
