One-time payment to pensioners in 2020 - who is eligible and the calculation procedure

According to the law, any citizen of the Russian Federation has the opportunity to receive financial support after retirement.

True, the realities of modern life are such that most often the amount of monthly pension payments is not enough for a comfortable life, so the government adopted a law according to which it will be possible to create an insurance accumulative pension reserve in the Non-State Pension Fund (NPF). Thus, pensioners will be able to receive an additional increase in their pension.

In addition, some pensioners can count on receiving a one-time cash payment.

One-time payment to pensioners

But you need to take into account the important point that not everyone can count on it, and therefore it is worth considering in more detail the questions of who is entitled to a lump sum payment and what is needed to receive it.

What is a lump sum payment to pensioners?

Today, the monthly pension payment consists of two main components: the pension itself and an additional one - in the form of an allowance from the funded part, which is paid by the NPF.

Payments from the funded part

A one-time payment is the pensioner’s right to receive a certain amount from his funded part. The insurer must pay it to those persons included in the relevant register.

It is immediately worth noting that:

  • Firstly, not everyone will be able to receive it , but only a certain category of people (about which a little later).
  • Secondly, it will be possible to receive a lump sum payment for those whose funded portion does not exceed 5% of their old-age pension.
  • Thirdly, in order to receive a one-time payment, you will need to contact the Pension Fund of Russia (PFR) with the necessary documents and write a corresponding application (which you can read in more detail below).

Payment of one-time benefits to pensioners in 2020 in Moscow and the Moscow region

The authorities of Moscow and the region provided additional social one-time financial support to their elderly residents. A one-time payment to pensioners in the Moscow region and the capital is made on the following grounds:

Category of persons entitled to EDV-2018 Financial assistance, r.
Those who have reached 70 years of age and older (Moscow region) 5000
Centenarians of Moscow who are 101 years old or older 15000
Married couples in Moscow celebrating their anniversary:
  • 50 years;
  • 55, 60 years old;
  • 65, 70 years old.
20000

25000

30000

Advantages and disadvantages of EDV based on the results of 2020

A one-time compensation of 5,000 rubles, paid instead of indexation, had positive and negative consequences, where the state itself received more benefits:

pros Minuses
Reduced the burden on the budget The amount did not cover all inflationary costs
All pensioners received the funds, even working ones whose pension is not indexed for the duration of their work. Fixed social support was not included in the amount of pension benefits and the future base for recalculation
Money received in advance for the whole year With a large pension, monthly indexation would be more profitable
The Pension Fund saved on interest costs for federal funds Those living abroad in Russia did not receive money

Who can count on receiving a lump sum payment?

So, we figured out that it is possible for pensioners to receive a lump sum payment. Now it’s time to find out who can count on her. These citizens include:

  • Persons born in 1967 or later.
  • Pensioners whose savings portion in the non-state pension fund does not exceed 5% of the old-age pension. To calculate this indicator, monthly payments and the size of the funded portion will be taken into account; readings will be taken for the last payment periods.
  • Persons who are entitled to pension payments after receiving disability, loss of a breadwinner, as well as persons on state pension provision, but who do not have the opportunity to receive an old-age pension due to insufficient length of service.
  • Participants in the state co-financing program.
  • Persons who received insurance transfers into their funded pensions from 2002 to 2004. It is worth noting that in subsequent years such transfers were no longer carried out, because amendments were made to the existing legislative acts.

Also among those who can count on a lump sum payment in the coming year are pensioners of the Ministry of Internal Affairs and those people who lost their jobs in the Ministry of Internal Affairs, but retained the opportunity to receive his pension.

Pension Fund forecast for 2018

The data provided by the Pension Fund for the current year is unfavorable. Inflationary processes are aggravating the situation.

The amount of social pensions may be less than the subsistence minimum by 2.2%. The situation will change, according to economists’ forecasts, only in 2020.

The amounts of other pensions may decrease by up to 10%.

Pension reform is also planned. It involves increasing age restrictions. The pension fund emphasized that such an increase is not their initiative.

It is expected that the issue regarding the increase in benefits will be corrected. Which is a very necessary measure. As a result of a fall in the level of pension provision, a situation may arise that will force subsidies to be paid from the country's budget.

There are no final data regarding the percentage of benefit increase yet. However, only non-working pensioners will receive such assistance. Moreover, such regional payments will not be taken into account.

What needs to be done to receive a lump sum payment?

The process of receiving a lump sum payment is not too complicated. To do this, you need to collect a package of necessary documents, which includes:

  1. Copies of the main pages of an identity document (usually a passport).
  2. SNILS.
  3. Certificate of receipt of a pension by the person (can be obtained from the Pension Fund office).
  4. Letter of trust (if the application will be written by another person).
  5. Photocopy of the principal's passport (in the same case).
  6. Other documents that may be requested by the Pension Fund specialist (considered individually).

Then go with these documents to the Pension Fund. If the pensioner does not have the opportunity to come to the Pension Fund in person or send a trusted person in his place, then you can send all the documents by mail, but before that you need to have them certified by a notary.

Also, after the death of the owner of pension savings, the latter can be transferred to one of his successors. But it is imperative to draw up a corresponding letter of trust, certified by a notary, by the pensioner himself during his lifetime.

Having collected all the necessary documents and come to the Pension Fund, all that remains is to write an application for a one-time payment and wait for the decision of the Pension Fund, which will consider this issue.

One-time payment to pensioners: will it be carried out in 2018?

Despite previously announced government plans, today there are no official decisions or deadlines for their implementation - officials do not say in what form pensioners can expect financial subsidies next year. From sources of the Russian Ministry of Finance it became known that plans for the near future include subsidy payments of 4% in expenses, although they stipulate that discrepancies with real inflation indicators are inevitable, and additional measures will have to be taken.

A number of economic experts also focus on these trends - in their opinion, it is quite obvious that indexation at the level of 4% will not only fall short of inflation indicators, but will also worsen the financial situation. The government is seriously thinking about once again compensating the losses of pensioners with a lump sum payment.

Pension payments, indexation and lump sum payments

Pension payment in 2018

As has become the custom in our society, people love to invent this or that message and release it to freedom so that it can grow even more. It’s the same with one-time payments: at the beginning of 2020, the state paid pensioners 5,000 rubles. as compensation for the fact that pension indexation was not carried out on time in 2016.

“Attentive” people have twisted this in such a way that there will be a one-time payment to pensioners in January 2020, the amount of which will already be 10,000 rubles, which is not true. In addition, in the coming year the state will not spend a single ruble on this type of payment. You need to understand that the January payment of this year was a means of compensation for the work that the state did not have time to complete.

Considering that in the future the government plans to work without delays, pensioners should expect the usual indexation of their pensions, but should not count on a one-time payment similar to the one in January 2020.

However, everything else that was stated above regarding the right and procedure for receiving a one-time pension payment remains unchanged. In any case, if a pensioner cannot independently figure out whether he is entitled to such a payment or not, then he can always turn to a Pension Fund employee for help, who will provide all the information he needs.

So, important points that are worth paying attention to: you can receive a lump sum payment only by writing a corresponding application, and you can use this only once every five years (previously this could be done once a year).

wait or not?

Among all social groups in Russia, pensioners represent the largest number, therefore their level of well-being and financial stability largely determines the overall social picture of the federation.

Since pension payments do not change in proportion to rising prices and the level of inflation, at the government level at the end of 2016 it was decided to pay lump sums to pensioners, which was implemented at the beginning of 2020. This measure raised hopes that would be repeated in an even larger amount of 2018

The essence of a lump sum cash payment (LCP)

The size of most pensions at the moment leaves much to be desired. The situation is especially dire for those whose monthly pension amounts are the acceptable minimum. The actual size of these payments is not comparable at the beginning of the year and at the end, since inflation significantly reduces real financial capabilities.

Previously, indexation was paid periodically to balance this gap. This served as a small buffer mechanism to ease the financial situation of pensioners. The crisis caused a significant budget deficit, which led to a freeze in indexation.

A way out of this situation was found through the EDV - a one-time cash payment , which in January 2017 was paid to everyone who could qualify for it according to their status. Then the amount was 5 thousand rubles. Those whose pension was minimal were happy with this additional payment, but for people receiving increased pensions, this measure was not enough to compensate for losses from inflation for 2020.

In order to implement this plan, finances were redirected from other state reserves, and not from budget funds, as happens in the case of indexation.

Pensioners who continue to work were in the most advantageous position, because indexation was not provided for them, but they were able to receive a monthly allowance.

Who can receive additional payment in 2020

For those claiming the supplement in 2018 , the same requirements as in 2020 remain.

The following categories may be eligible for compensation:

  • citizens on well-deserved rest based on length of service or age;
  • pensioners who continue to officially work and pay all mandatory taxes;
  • military pensioners;
  • persons with officially confirmed disabilities (including childhood disabilities);
  • persons receiving monthly survivor benefits.

Military pensioners were not initially included in this list because they are not serviced by the Pension Fund. But by special order of the President of Russia, this category was added to the general list.

Only those people who are served by the Pension Fund but permanently reside in another state are excluded from this list. They are deprived of EDV for the reason that they live in an environment where the influence of the domestic inflation rate is not felt.

Should I expect a lump sum cash payment in 2020?

There is no consensus on the upcoming subsidy. The government has announced that such a possibility is unlikely due to the worsening budget deficit. For 2020, pension indexation should be 4%, as planned. But at the beginning of the new year, the fact may exceed expectations, since inflation has not stopped and has worsened its indicators.

So far, experts agree that compensation will be awarded, but it will not be a one-time payment, but will be paid on an ongoing monthly basis. But this approach will not affect everyone: working pensioners will not receive a subsidy, since the possibility of indexation is frozen for them.

Experts say that the most likely development of events will be an increase in old-age pension payments by 300-500 rubles, and for social pensioners - by 170-500 rubles. per month. In the latter case, the payment will depend on the disability group or the aspect for which the citizen is supported by the state.

Opponents claim that an additional payment of 10,000 rubles . will take place if it can attract the electorate on the eve of the upcoming elections. This is a very likely scenario, since it is older people who make up the voter turnout base. The issuance of subsidies would be a timely measure indicating the effectiveness of the current government.

One-time compensation or monthly payments?

Most people believe that a lump sum payment is better because this amount can be used to make a larger purchase or put it on deposit.

In fact, either of these two options has its advantages and disadvantages:

  • If in 2020 the mechanism of monthly additional payments in connection with indexation is activated, then on average each pensioner will receive more than 10 thousand. From this point of view, there is no point in rushing to receive the entire amount at the beginning of the year.
  • On the other hand, the monthly amount will constantly melt due to ongoing inflation, and in fact, with this approach, the amount of additional payment will be significantly reduced by the end of the year.

Some experts are considering another possible option:

  • indexation will occur, but along with it a lump sum compensation will be paid.

Such a move would allow the President to show his concern for socially vulnerable segments of the population, thereby firmly strengthening his position before the elections. All experts agree on one thing: if such a measure is not implemented in the first quarter, then this will not happen later.

How to get

Regardless of the form in which the subsidy is calculated, special applications or registration with the Pension Fund are not required to receive it. Compensation will be transferred according to the data already available in the fund and social services.

The additional payment is made using the same mechanism as monthly pension payments:

  • at the post office;
  • with targeted delivery to your place of residence or registration;
  • to a bank account;
  • by power of attorney for third parties.

To summarize, we can clearly conclude that 2020 will be a year of growth in social initiatives, so pensioners can hope for a reduction in financial tension among the socially vulnerable categories to which they belong.
