    In 2020, the issue of indexation of old-age pensions arose most acutely in connection with the latest changes in pension legislation in the previous year - the abolition of annual indexation for working pensioners, a low percentage of its increase (only 4% with inflation of 12.9%) for those who are no longer works, and the replacement of the planned second indexation with a one-time payment of 5,000 rubles, which was paid only in January 2020.

    The increase in the size of pension payments is carried out by the state in order to compensate their recipients for the decrease in the purchasing power of benefits due to inflation . Its size for 2020 was determined as 5.4% - this value is included in the increase in pensions in February.

    How and when are pension payments indexed?

    Indexation of pensions is carried out by the state annually:

    • On February 1, pension benefits for insurance coverage will increase.
    • On April 1, state pension payments and social pensions will increase.

    The increase in the size of pension payments to Russian citizens depends on the level of inflation , which is determined based on the results of the previous year and established by the Government.

    Depending on the growth of income of the Pension Fund itself and according to the economic situation in the country, the law provides for the possibility on April 1 to carry out additional indexation of the insurance pension by increasing the cost of the pension coefficient and the size of the fixed payment (clause 7 of article 16 of the law of December 28, 2013 No. 400-FZ ).

    How much will they increase?

    If you look at the government resolution No. 400-FZ, namely, Article 18, questions arise. The fact is that this article defines the procedure for increasing citizens' pensions. It indicates that indexation is carried out twice a year, namely:

    • from February 1 to the price growth index;
    • from April 1 by the percentage difference between the price growth index and the increase in the average monthly salary in Russia.

    But if you take a closer look at this article, it becomes clear. By Decree 350 this provision was frozen until 2025. 350 the law determined both the date for the increase in insurance pensions and the amount.

    Parliamentarians determined the following values ​​for the coming year 2021.

    1. The cost of 1 point will be 98.86 rubles.
    2. The fixed payment to the main part is 6044.48 rubles.
    3. The adjustment will be made in the periods from 2020 to 2024 inclusive from January 1.

    Values ​​in 350 Federal Laws correspond to indexation of 6.3%. This law was introduced after the pension reform. It was this document that increased the age at which a person is entitled to old age benefits.

    There is a summary table on the Pension Fund website. It reflects the coefficient of increase in insurance pensions according to the main parameters (price of the IPC, fixed payment).

    It is worth noting that the figure of 6.3% is determined for all regions of Russia. That is, in Moscow, St. Petersburg and other cities, indexation will take place precisely at this level.

    Pension indexation percentage in 2020

    Until 2020, in accordance with the law, pensions were increased at the level of price increases over the past year. By the same principle, in 2020, taking into account inflation at the end of 2020, pension benefits should have increased by 12.9% . However, due to the difficult financial situation in the country, the Government made a number of decisions:

    • From January 1, 2020 to January 1, 2020, the operation of certain legislative provisions establishing the procedure for the annual increase in pension payments to citizens based on the price growth index and based on the income of the Pension Fund was suspended.
    • Indexation of insurance and social pensions was carried out only at a fixed amount of 4% , which is significantly lower than the level of real inflation in 2020.
    • Old age insurance pensions are indexed only for non-working pensioners .
    • There was no additional increase in insurance payments on April 1 .

    Increase in insurance (labor) pensions

    A change in the size of insurance pensions towards their increase in accordance with the law of December 28, 2013 N 400-FZ “On Insurance Pensions” occurs through an annual (February 1) increase in the cost of the pension coefficient (IPC) and the size of the fixed payment.

    In 2020, there was an increase in insurance pensions by an amount equal to the level of price growth in the past 20176 - 5.4% (according to Rosstat).

    Thus, from February 1, 2020, the cost of the IPC rose to 78.28 , the size of the fixed payment - to 4,805.11 rubles . As a result of indexation, the average size of insurance pensions increased:

    • for old age - about 400 rubles;
    • for disability - about 160 rubles;
    • in case of loss of a breadwinner - by 315 rubles.

    Additionally, on April 1, 2020, the cost of the pension point and fixed payment was increased by 0.38%, which, together with the February indexation, will amount to 5.8% . At the same time, now the SIPC is 78.58 rubles, and the value of the PV is 4823.37 rubles. This amount of insurance pension components will remain until February 1, 2020 .

    Increasing state pension provision

    The procedure for increasing the amount of pension benefits for state security, including social ones, is provided for by Federal Law dated December 15, 2001 No. 166-FZ “On State Pension Security in the Russian Federation”. Legislatively introduced restrictions on increasing pension payments in 2020 also affected these benefits, as a result, from April 1, 2016 :

    • the size of social pensions, indexed by 4%, increased on average to 8,562 rubles;
    • monthly cash payments (MCB) for recipients of state pension benefits increased by 7%.

    At the same time, an increase in social pension provision by 2.6% was planned for April of this year, but in reality it was carried out by only 1.5% - this is explained by the declining growth rate of the pensioner’s cost of living. EDV was indexed on February 1 by 5.4%.

    Social pensions

    From April 1, 2020, social pensions of citizens are subject to indexation. Initially, information appeared in the press about an increase in their amount by 0.38%. But later it was decided to set the indexation amount based on changes in the pensioner’s cost of living. It increased over the last year by 1.5% from 7965 rubles to 8081 rubles. In accordance with it, the growth of social pensions will be 1.5%.

    The average pension increase will be 130 rubles, and the payment itself will increase to an average of 8,774 rubles. Pensions of military personnel, war veterans, disabled children, and persons receiving survivor benefits will be indexed. 4.9 billion rubles will be spent from the budget to increase social pensions.

    Will there be a second indexation in 2020?

    Back in 2020, there was the issue of the possibility of re-indexing pensions, which was discussed for a very long time, and in May 2020, during his visit to Crimea, Dmitry Medvedev noted that there was no money in the budget for an additional increase in pension payments. When deciding to carry out partial indexation in 2020, the Government legislatively provided for an additional increase in insurance pension payments, but taking into account the emerging economic and social situation in the country in the first half of this year. Thus, carried out on August 23, 2020, the fate of pre-indexation of pension payments was decided: instead of increasing pensions to the level of inflation of the previous year (12.9%), it was decided to make a one-time payment in January 2020 of an amount partially compensating for indexation, equal to 5 thousand rubles .

    Already in 2020, they planned indexation according to the level of actual inflation (5.4%), which was determined by Rosstat in the first half of January. However, earlier D.A. Medvedev reported that indexation “will be 5.8%”

    , after which the Pension Fund budget included the value of the pension coefficient as of April 1 at 78.58 rubles, which would amount to an increase in pensions by the previously assumed 1.054 times.

    Will there be indexation for non-working pensioners?

    For citizens in Russia who are on old-age pensions, their pension is calculated based on the size of the individual pension coefficient that they have accumulated over their entire working life.

    After the introduction of a point system for calculating benefits in 2020, all Russians had the funds accumulated in the Pension Fund recalculated into points, abbreviated as IPC. Every year, the government determines the value of 1 IPC point, matching the size of its increase with the inflation rate.

    The laws, norms and regulations issued cannot be aimed at reducing the standard of living and worsening the situation of citizens.

    Therefore, in implementing this provision, parliamentarians provide for an increase in pension payments every year. Thus, in 2021 an increase of 6.3% is expected. The increase is traditionally scheduled for January 1.

    But it is worth noting that this rule does not apply to all pensioners. Answering the question: which categories will receive adjustments to payments? Answer: Russians who receive an old-age insurance pension and do not continue to work.

    Problems of indexing pensions for working citizens

    Until 2020, pension payments were indexed to all pensioners, regardless of whether they continued working. Since this year, the procedure for increasing state and social pensions has remained the same, which cannot be said about insurance payments.

    An important feature of the indexation of insurance pensions in 2020 was that its payment applies to insurance benefits only for non-working pensioners (Article 26.1 of the Law “On Insurance Pensions”). At the same time, the legislation provides for the conditions under which a pensioner will again be able to receive an increased pension:

    • the recipient of the pension benefit needs income-generating activities
    • from the 2nd quarter of 2020, the increase in benefits occurs in a non-declaration form , that is, there is no longer any need to apply to the pension fund, the calculation will take place on the basis of employers’ reports.

    After the pensioner is dismissed, the size of his old-age pension will be increased using all indexations that he missed. At the same time, he will be able to receive the increased payment in the month following the month in which the pension authority became aware of the pensioner’s termination of work.

    Receiving an indexed pension payment does not prohibit its recipient from getting a job again, and the amount of payments will not be reduced .

    At the same time, working pensioners also received a one-time payment of 5 thousand rubles , which should serve as compensation for lost pension income in 2020 for both non-working and working old-age pension recipients.

    Cancellation of pensions for working pensioners in 2020

    For quite some time now, the Government has been talking about reducing the rights of working pensioners , linking this with their total monthly income (pension + wages). Therefore, back in 2020, a bill was created, according to which, if an annual income exceeds 1 million rubles, the payment of pensions would be cancelled.

    It was never adopted, but the issue of other restrictions regarding working pensioners is already being quite vigorously discussed. Based on the results of meetings held in the Government at the beginning of 2016, the Ministry of Finance of the Russian Federation prepared a plan for the next change in the pension system in times of crisis, some of the points of which contain proposals :

    • Cancel the payment of pensions to working pensioners, or at least its fixed part.
    • Stop pension payments to workers in hazardous and hazardous industries who continue to work under the same conditions that gave them the right to receive an early pension.

    The measures proposed by the Ministry of Finance were discussed at the ministerial level, and whether they will be accepted for implementation is not yet known, but they already have a number of negative reviews. To implement such a plan, it is necessary to properly calculate everything and predict the possible consequences of its application.

However, even in this case there are limitations.

    “Until 2022, when recalculating, the maximum value of the individual pension coefficient (so-called points) equal to 3.0 is applied. The cost of one point from January 2020 is 93 rubles. Thus, the maximum increase for a working pensioner from August 1 of this year may be 279 rubles. If a person is employed unofficially, then he is not entitled to a recalculation,” said Oksana Krasovskaya, leading lawyer of the European Legal Service.

    From August 1, 2020, funded pensions will also be increased in Russia – by 9.13%. The corresponding recalculation is also carried out every year and applies to those who receive the funded part of the pension monthly.

    Term pension payments received by participants in the pension savings co-financing program will also increase by 7.99%. This category of persons could independently determine the period during which they would receive money, but not less than 10 years.

    According to the Pension Fund of Russia, the average funded pension today is 1,265.69 rubles per month. The amount of the urgent pension payment is 1195.62 rubles per month. Both payments are assigned within the boundaries of the previous retirement age - from 55 years old for women, from 60 years old - for men. Payments may be scheduled earlier if the person is eligible for early retirement.

    As Pyotr Gusyatnikov, senior managing partner of the law firm PG Partners, said, for people whose funded portion is less than 5% of their total pension provision, the entire amount will be paid in a lump sum upon retirement.

    “It happens that pensioners are not satisfied with the size of the pension that is assigned to them. If there are doubts about the correctness of the accruals, then it is worth double-checking the calculation scheme. If an error is discovered, this must be reported to the Pension Fund. The application review period is five working days. The application must indicate the grounds for recalculation. It should be sent to the head of the territorial representative office of the Pension Fund. A copy of your passport and SNILS must be attached to your application. If an error is discovered and the fund admits this fact, then the pension will be adjusted from the first day of the next month,” said Pyotr Gusyatnikov.

    Pensions for military personnel in Russia in 2020: increase from August 1

    From August 1, 2020, the pensions of another category of pensioners will be increased in Russia. The corresponding decree was signed by Russian President Vladimir Putin.

    According to Khamzaev, pensioners in this difficult time are forced to buy medical drugs and allocate more finances for the prevention of viral diseases, although they are limited in movement and must follow the recommendations of doctors.

    “In this regard, based on citizens’ appeals and the state’s experience in targeted assistance to Russian citizens (certain categories), I ask you to develop an additional mechanism for targeted assistance to each pensioner in Russia, with a one-time payment of 15,000 (fifteen thousand) rubles, similar to the assistance provided state for families with children,” the appeal states.

    There have been no official comments regarding Khamzaev’s proposal.

    Additional payment to pensioners in Russia for “Soviet experience”

    Increasing pensions in 2020 in Russia: latest news for today

But no, no one pays a nurse’s salary of 10-12 thousand rubles to work around the clock and carry bales of bed linen, equipment and poison with antiseptics. It seems that our would-be economists don’t see beyond E2E4. And the most important thing is that pensioners who are working quit their jobs anonymously: they still work as they worked and receive the same salary, but contributions from it to the Pension Fund are no longer received.

    The pension is 11,000 rubles, my daughter is still a student, naturally I have to work, but given that the employer contributes 22% for me, I pay almost half of my pension myself. Now they are offering a job with a higher salary, but without registration (gray) and who, I wonder, will benefit if I go to a gray salary, me or our PF and the state? Moreover, many (whom I know) pensioners have already done so.
