Is it possible for a working pensioner to achieve a full recalculation of his pension?
Working pensioners receive a recalculation of their pensions, taking into account all those indexations that have passed by, immediately after leaving work.
In practice it looks like this. If a pensioner resigns in July 2018, he will be entitled to an increased pension starting in August. But due to certain features of companies’ accounting reports to the Pension Fund and the work of the pension fund itself, the increase itself will occur only in the third month after dismissal. In our example, the pensioner will receive in October an increased pension for October and the difference between the old and new pension amounts for August and September.
The Pension Fund quite officially explains that in the case when a pensioner returns to work, having received a recalculation of his pension, no one will take away the increase from him.
He will receive an increased pension and salary. True, the next indexation of the pensioner will not be affected again.
Including, no one is stopping a pensioner from getting a job with the same employer in the same workplace. Therefore, if there is such an opportunity to quit and return to work, and there is also a sense in such a step (for several months you will have to sit without a salary, on one pension, and the question is whether increasing your pension is worth it), a working pensioner can take advantage of it for an additional increase .
Indexation of pensions in 2020: who will receive what increase and what?
Pensions will increase three times, but once each for different categories of pensioners: in January, April and August. For the most part, everything is as usual, but in 2020 there were some changes in the rules for indexing pensions. Read more about them in our material.
JANUARY. NON-WORKING PENSIONERS
The increase for this category will take place on January 1. The government decided to move the indexation date forward a month - before this, the increase was accrued from February 1. By law, pensions grow at the level of last year's price increase. Therefore, the Pension Fund of the Russian Federation usually waited for Rosstat to finally calculate inflation. And only after that they began to distribute pensions. In 2020 the increase will be faster.

The government initially planned an increase of about 4% next year. This was the forecast for current inflation. But the reality turned out to be much more positive. Now, according to fresh data from Rosstat, over the past year (since last September) prices have increased by only 3%. Therefore, the Cabinet of Ministers decided not to wait for official figures and immediately budget an increase of 3.7%. In any case, it will be higher than real inflation.
Let us remind you that this year the average old-age insurance pension is 13,657 rubles. Taking into account indexation, in a year it will increase to 14,045 rubles. That is, the average increase will be about 400 rubles.
APRIL. SOCIAL PENSIONERS
More than 4 million people receive a social pension in Russia. As a rule, these are disabled people, war veterans, children left without a breadwinner in the family and other beneficiaries, as well as those who have not earned the required length of service. Now the average social pension is 8,742 rubles. From April 1, 2020 it will increase by 4.1%.
For comparison, the average annual social pension for disabled children and group I disabled children since childhood is 13,241 rubles. But there are also those who receive only 5 - 6 thousand rubles. As explained in the Pension Fund of Russia, all pensioners (both social and insurance) whose income is below the subsistence level of a pensioner (PMP) in the region of residence are entitled to social supplements. They increase the benefit amount to the PMP level.
AUGUST. WORKING PENSIONERS
In total there are 43 million pensioners in Russia. Of these, approximately a third (14 million people) are employed. Pension indexation does not apply to them. Several years ago (after another reform) it was canceled. Working pensioners were given only an increase due to an increase in length of service.
“We haven’t changed the conditions, the moratorium has been maintained,” Maxim Topilin .
Companies continue to pay insurance premiums for working pensioners. According to the new rules, they are transformed into pension points. One point in 2020 is valued at 78.58 rubles, and next year it will be 81.49 rubles. And the higher the salary, the more points you can earn. But there is a ceiling: the maximum increase in 2018 can be up to three pension points, that is, about 245 rubles, the Pension Fund specified.
For working pensioners, other incentives have appeared - for example, you can postpone retirement voluntarily (or suspend receiving a pension) and then receive an increasing coefficient (the formula is on the Pension Fund website). But very few have taken advantage of this so far.

The government increased the size of one-time payments to pensioners from 700 to 900 lei. The project must be approved by parliament, which resumes work this week. This was announced by the head of the Cabinet of Ministers, Ion Chicu, after a morning meeting with President Igor Dodon and Speaker Zinaida Greceanii.
Instead of monthly indexation, a lump sum payment
Ion Chicu said that on September 3, the government decided to increase one-time benefits for pensioners who receive no more than 3 thousand lei by 200 lei. According to the prime minister, thus, from October 1, indexation will actually be not 1% , as previously assumed, but more than 3% .
“This difference of 200 lei for each of the 660 thousand recipients of such a payment will mean an effective indexation of pensions from October 1 by more than 3%, if taken together with the 1.07% provided by law at the beginning of the year. That is, 660 thousand categories of citizens with the lowest incomes will receive additionally this more than 3% indexation of pensions in October, and not within six months until April,” the head of the Cabinet explained.
13th pension in the pre-election year
Ion Chicu noted that after the government’s decision to increase the benefit from 700 lei to 900 lei, speculation began in the media that pensions would be indexed by only 1% in October. In his opinion, this is done mainly by those who “in previous years did not particularly strive to index pensions.”
“I would like to remind you that on April 1, the indexation of pensions amounted to more than 4.8% . Now, according to the law, indexation will be 1.07% . In general this is about 6% . Plus, in 2020, pensioners and recipients of social payments with an income of less than 3 thousand lei will receive 1,600 lei of financial assistance: 700 in January and 900 in October. If we assume that the average pension of those who have it below 3 thousand lei is less than 1,500 lei, these 700 and 900 lei will amount to an additional monthly pension,” the prime minister said.
Let us remind you that at the beginning of this year, pensioners whose pensions did not exceed 2,000 lei received financial assistance for the winter holidays in the amount of 700 lei The decision about this was made at the end of 2020. At the same time it was stated that this payment would be made once a year. However, in July, the government decided to allocate another 700 lei to pensioners with low incomes. Moreover, it was announced that pensioners, as well as recipients of social benefits whose pension amount does not exceed 3,000 lei . Now Chicu has announced his desire to increase the size of payments to 900 lei.
According to the Prime Minister, the effective indexation of pensions in 2020 is almost 10%, taking into account the two stages of indexation (in April and October) and the additional 200 lei offered by the government.
Ion Chicu also said that the government will consider the possibility of providing additional assistance to those with incomes below 3 thousand lei, if Moldova manages to receive a Russian loan.

Should working pensioners expect a return to indexation?
Almost certainly not worth it. What is happening in Russia in 2018 should make it clear to Russians that times have finally changed.
In those years when the state earned huge amounts of money from selling natural resources abroad, it could more or less adequately provide for ordinary people, including pensioners. Pensions increased, the country's economy grew. There was enough money not only for oligarchs close to power, but also for ordinary people.
Now times are completely different. The state, through its policies, brought the country under sanctions; the economy was never seriously reformed to modern conditions. While high-tech giants became the largest companies all over the world, in Russia they relied on the oil and gas industry in the old fashioned way.
This policy has led to the fact that there is little money in the country, and first of all it is provided by oligarchs close to the authorities. There is no money left for ordinary people, so the budget is saved on the largest social expenses - pensions. Starting next year, it is planned to raise the retirement age. Due to this, current pensioners will supposedly receive a significant increase of a thousand rubles per month each, but the state will take back even more by increasing the VAT tax.
It is at least naive to expect that working pensioners will receive an increase on an equal basis with non-working ones. Officially, the freeze on pensions for working pensioners has been extended until 2020; nothing prevents it from being extended beyond this period for as long as desired.
