Living wage of a pensioner for previous years

The living wage, taken into account when providing benefits and calculating social payments in the Penza region, is established QUARTERLY.

General information

The following types of pensions are paid in the region:
1. Old age:

a. insurance is assigned if the criteria for length of service and points are met:

1. after 60 years for women;
2. after 65 years for men;
3. at a different age in the presence of preferential grounds;
4. work experience of at least 15 years (this indicator will be relevant by 2024, in 2020 the minimum experience is 11 years, within 4 years it will increase by 1 year annually);
5. 30 individual pension coefficients (in 2020, the minimum amount of pension points is 18.6, the required number will increase annually and will reach 30 by 2024)

b. social :

1. women who have celebrated their 65th birthday;
2. men over 70 years of age;
3. foreign citizens and stateless persons permanently residing in the territory of the Russian Federation for at least 15 years and who have reached the specified age;

• state : assigned to citizens affected by radiation or man-made disasters;
• The state pension for long service is assigned to federal civil servants, military personnel, astronauts and flight test personnel.

2. For disability:

• insurance in the presence of disability and at least one day of insurance experience;
• social in the presence of disability and lack of insurance coverage;
• state is assigned to military personnel, citizens who suffered as a result of radiation or man-made disasters, participants in the Great Patriotic War, citizens awarded the “Resident of Siege Leningrad” badge, and cosmonauts;

3. In the event of the loss of a breadwinner, a pension is entitled to:

• insurance is assigned upon the death of the breadwinner, who was dependent on the applicant for pension provision. The main condition is that the deceased breadwinner has an insurance period (at least one day);
• social is assigned to children under the age of 18, as well as over this age, studying full-time in educational organizations, until they complete such training, but no longer than until they reach the age of 23, who have lost one or both parents, and children of a deceased single person mothers;

4. State pension is assigned to disabled family members of fallen (deceased) military personnel; citizens injured as a result of radiation or man-made disasters, astronauts.

5. The funded pension is paid together with the insurance if the applicant has entered into an appropriate agreement with the Non-State Pension Fund. Persons born after 1966 have the right to such rights.

Important! Certain categories of citizens receive the right to reduce their retirement age. This includes teachers and medical workers (25 and 25-30 years of experience), people who have worked in the Far North for more than 15 years, workers employed in hazardous production, hot shops, women who raised three or more children before they reached the age of 8, one of parents of a disabled child, etc.

Average size of insurance pension in Penza and the Penza region

The insurance pension makes up the majority of the pension of working pensioners, so its size is important. Each region has its own indicator, and in the Penza region, after re-indexing in 2020, it is 13,000 rubles. In general, an insurance pension consists of two parts: fixed and non-fixed.

An insurance pension is accrued exclusively to those pensioners who apply for a labor pension, and their employers regularly made appropriate payments to the Pension Fund.

Allowances

If the total income of a non-working pensioner is below the established minimum subsistence level, the pensioner becomes entitled to a social supplement.
When recalculating, all types of benefits and income received are taken into account, with the exception of one-time payments. This type of support does not apply to working pensioners. If, after receiving the bonus, a citizen goes to work, he is obliged to notify representatives of the territorial branch of the Pension Fund about this.

In addition, pensioners of the Penza region are entitled to the following payments:

• veterans of labor and military service: 430 rubles. monthly;
• home front workers - 500 rubles. at the same time for the celebration of Victory Day;
• monthly cash payment in the amount of 1720 rubles. each disabled family member of a deceased Hero of Socialist Labor, Hero of Labor of the Russian Federation or full holder of the Order of Labor Glory;
• one-time benefit in the amount of 20,000 rubles. in the event of the death (death) of a Hero of Socialist Labor, a Hero of Labor of the Russian Federation or a full holder of the Order of Labor Glory to each of the following members of his family;

In addition, single pensioners who have reached the age specified by law pay contributions for major repairs at preferential rates, are exempt from property tax (one property to choose from), and receive a reduced tax base for land plots.

Important! When reaching retirement age, a citizen is not required to immediately process the required payments. He can continue to work, increasing the coefficient and, accordingly, the size of his future pension.

Next year, the cost of living for a pensioner in the Penza region will increase to 8,404 rubles. This means that unemployed senior citizens whose income is less than this amount will be able to count on a federal social supplement to their pension.

Issues about the cost of living, tax benefits for pensioners, payments to honorary citizens and teaching staff and other social support measures were discussed by deputies of the Legislative Assembly of the Penza Region at the regular session on September 21.

8 404 — PENSIONERS

In 2020, the pensioner’s subsistence level (PSMP) in the Penza region, which is used to establish the federal social supplement, is 7,861 rubles. Next year it will be increased to 8,404 rubles. The corresponding law was adopted by deputies of the Legislative Assembly of the region.

“The calculation of the VMPM was made on the basis of the consumer basket and data on food prices provided monthly by the territorial body of the Federal State Statistics Service for the Penza Region,” commented the acting Minister of Labor, Social Protection and Demography of the Penza Region Elena Egorova.

Also, the calculations took into account the forecast of the Russian Ministry of Economic Development on the average inflation rate for 2020 and the forecast for the socio-economic development of the Penza region for the period 2019-2024.

The cost of living for a pensioner in the Penza region for 2020 is as follows:

7,861 x 1.026 x 1.042 = 8,404 rubles, where

7,861 rubles - the minimum subsistence level for a pensioner, used to determine the social supplement to pension in 2018;

1.026 - predicted average consumer price index for 2018;

1.042 is the predicted average consumer price index for 2019.

As a result, the cost of living for a pensioner increased by 6.9 percent, or 543 rubles, compared to 2020.

GPMP in the Penza region in 2020 will be 179 rubles (2.1 percent) lower than in Russia as a whole.

All non-working pensioners whose total amount of material support next year does not reach 8,404 rubles will be provided with a federal social supplement to their pension starting in January up to the cost of living of a pensioner in the Penza region.

Let us remind you that when calculating the total amount of material support for a non-working pensioner, the amounts of the following cash payments are taken into account:

— pensions (parts of a pension);

— additional material (social) support;

— monthly cash payment (including the cost of a set of social services);

— other measures of social support established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).

In addition, when calculating the total amount of material support for a pensioner, the cash equivalents of the social support measures provided to him for paying for the use of a telephone, residential premises and utilities, travel on all types of passenger transport, as well as monetary compensation for the costs of paying for these services are taken into account.

BENEFITS FOR VETERANS

Some citizens in the Penza region can use regional benefits only when they reach retirement age. While a gradual increase in the retirement age will be carried out at the federal level, in our region it is proposed to continue to provide a number of social support measures from the age of 55 for women and from the age of 60 for men. The corresponding draft law of the Penza region was adopted in the first reading.

Let us remind you that veterans of labor and military service, home front workers and rehabilitated citizens have the following benefits. This is a monthly cash payment - 380 rubles for rehabilitated citizens, 330 rubles for others. They are also entitled to monthly monetary compensation for the cost of housing and utilities in the amount of 50 percent of the regional standard for the cost of housing and communal services, and monthly monetary compensation for the cost of paying for the telephone (180 rubles for the urban population, 110 rubles for the rural population).

In addition, these regional beneficiaries have the right to preferential travel by suburban rail transport within the Penza region on weekends and holidays from April 20 to October 30. For 50 percent of the cost you can purchase a monthly pass - a weekend ticket.

Qualified specialists working and living in rural areas in the Penza region are entitled to a monthly monetary compensation to reimburse housing and utility costs in the amount of 300 rubles.

In accordance with the law of the Penza region No. 2034 of February 18, 2011, teaching staff living in rural areas and workers' settlements have the right to 100 percent monetary compensation for expenses for living quarters, heating and electricity.

“Benefits will be tied to age (for women from 55 years old, for men from 60 years old. - Ed.), and not to retirement,” commented the Chairman of the Legislative Assembly of the Penza Region Valery Lidin on the bill. “By the second reading, it is necessary to finalize the law, taking into account all categories of citizens.”

By the way, 444.5 thousand pensioners live in the region. At the beginning of the year, 116 thousand regional beneficiaries benefited from social support measures totaling more than one and a half billion rubles.

35 THOUSAND - TO TEACHERS

Teachers of preschool educational organizations, along with other teaching staff and young professionals, will receive the right to an annual cash payment. The majority of deputies of the Legislative Assembly voted for the adoption of this law.

Let us remind you that teachers under the age of 30 are provided with annual cash payments in the amount of 35 thousand rubles for the first three years from the date of entry into work in our region.

Young specialists working in state or municipal, as well as in state vocational educational organizations of the Penza region and holding the positions of teacher, lecturer, industrial training master, teacher-organizer of the basics of life safety, head of physical education, trainer-teacher could count on this amount. Now this list will be supplemented by teachers of preschool educational organizations.

As stated in the explanatory note to the bill, the Ministry of Education of the Penza Region carried out monitoring. Of the 85 young specialist educators, 25 worked for one year and stayed for the second; 31 worked for two years and stayed for the third; 29 worked for three years and stayed for the fourth.

190 THOUSAND - TO HONORABLE CITIZENS

From January 1, 2020, the annual cash payment will be increased for honorary citizens of the Penza region. There are 13 such people in our region. By law, this title is awarded to no more than two applicants during a calendar year.

“We have never indexed this payment,” commented Valery Lidin. “An additional 900 thousand rubles will be required for these purposes.”

The annual payment to one honorary citizen will increase by 60 thousand rubles and amount to 190 thousand rubles.

Registration procedure

To receive pension benefits, you must contact the Pension Fund branch at your place of actual residence . The following documents are usually required for registration:

What does minimum pension mean?

The concept of “minimum pension” is absent in the legislative framework. However, the state guarantees its citizens, especially those belonging to vulnerable categories, regardless of the prevailing circumstances, decent social security.

The principles of financing are reflected in the concept of long-term socio-economic development of Russia until 2020, approved by Order of the Government of the Russian Federation No. 1662-r dated November 17, 2008.

In addition, according to Art. 12.1 Federal Law No. 178 “On State Social Assistance” dated July 17, 1999 (as amended on March 7, 2018), material support for pensioners is established at a level not lower than the pensioner’s subsistence level (PMP).

From which it follows that the lower bar that determines the minimum payments is precisely the PMP, which is established annually by the relevant legislative acts of federal and regional significance.

Note! Conventionally, the minimum living wage for a pensioner can be called a minimum pension.

Indexation of old-age pensions in 2018

Pension payments are annually indexed to the level of actual inflation. The value of the pension point is also reflected in the amount of the minimum pension.

So, in 2020, the calculation took into account:

• the cost of a pension point is 81.49 rubles;
• fixed payment amount – 4,982.9 rubles.

Taking into account the formula for calculating the labor pension, the minimum amount of payments was:

81.49 * 13.8 + 4,982.9 = 6,107.46 rubles.

Before indexation in February and April, this figure was 3.7% lower – RUB 5,881.48.

From 2020, the Government promises to increase insurance payments to non-working pensioners by 1,000 rubles. However, the minimum size will increase only by 430.58 rubles. (7.05%) and will amount to RUB 6,538.04.

It turns out that even after indexation, the size of the minimum insurance pension will not reach the average value of the PMP.

As for the old age social benefit, its amount is set at the legislative level and is indexed once a year in April. In 2020, the payment was increased by 4.1% to RUB 5,163.2. How much payments will increase in 2020 will become known after the adoption of the federal and pension budgets.
