Legal basis
In Art. 12.1 Federal Law-178 “On State Social Assistance” dated July 17, 1999, establishes the following rules:
- the level of financial support of a pensioner cannot be lower than the minimum subsistence level of a pensioner (hereinafter referred to as PMP);
- a similar indicator (amount in rubles) is approved in each region annually on the basis of the norms of Part 4 of Art. 4 134-FZ “On the subsistence minimum”;
- if the income level is below the PMP, the pensioner is given a social supplement up to the required amount.
Based on these standards and in accordance with local legislation, the minimum pension was increased in Krasnodar and the Krasnodar Territory from January 1, 2020, as the PMP increased from 8,657 rubles (indicator for 2020) to 9,258 rubles.

What will be the minimum pension in Russia from January 1, 2020
Understanding modern pension legislation is not easy. A reform designed to improve the material living conditions of Russian pensioners is being implemented. The lack of information gives rise to many questions in this direction. The main one is what will be the minimum pension in the new year?
It is difficult to answer this unequivocally; it all depends on the type of payment the person receives. Thus, when assigning insurance benefits for old age or disability, their recipient can count on a double increase.
The first is due to the growth of inflation processes and indexation carried out in accordance with the inflation coefficient. As a result, citizens’ incomes will increase by 6.6% of current ones. The second is due to the growth of primary healthcare in a particular region.
If a citizen is assigned a social pension, then the increase in his income from January 1 will occur only due to an increase in the PMP. Current payments will be indexed no earlier than April. The preliminary forecast for the regulatory index is 7%.
Note! The principle chosen by the Government of the country for calculating current payments to the elderly part of the population deprives local authorities of the opportunity to deliberately underestimate already low payments. The law requires that the level of primary care in local areas systematically increase - as is the case with the federal indicator for the country.
Due to the adopted changes, the income of the low-income category of the population will increase on average by 1 - 2 thousand rubles.

Social supplement up to the subsistence level
Not everyone has the opportunity to apply for social subsidies. The main requirement is the absence of other sources of income. The person does not have to work officially.
In addition, you must:
- compliance with the age limits stated in regulatory documents giving the right to assign old-age payments;
- the total amount of all charges is less than the PMP;
- availability of a certificate confirming the fact of a person’s pension insurance.
An integral part of the financial security of an elderly person, in addition to pension payments accrued to him regularly from the Pension Fund or social services for the protection of the population, are other types of payments.
Material support is:
- any type of pension – social, insurance, labor, state;
- regular payment – EDV. It has a fixed value and includes a package of social services, some of which, at the request of the person, can be converted into ruble equivalent;
- additional cash security - DEMO;
- other options for social subsidies, appointed by regional executive authorities and paid to citizens from local sources of funding. This includes payment for housing and communal services, travel on municipal public transport, as well as other benefits and preferences that a person may qualify for by law.
Sometimes the total financial security of a pensioner does not correspond to the stated minimum. How to be in this case?
A single social payment - SDP - will help compensate for the difference between the real income of an elderly citizen and the living wage established by regulations. It is established as the result obtained by deducting the total income of a person from the size of the PMS. The calculation formula is as follows:
PMP – MOP = SDP , where:
SDP – special pension subsidy;
PMP – the minimum subsistence level established in the region at a specific point in time;
MOS is the amount of a person’s material support.
If the MOP is lower than the PMP established in the subject of the federation where the pensioner is registered and permanently resides, then he will be credited with a social pension payment - SDP. The intended purpose of the subsidy is to bring the income level of the recipient of payments to the minimum regional indicator.
How to get it?
Based on how the PMP indicator in a particular federal subject of the country compares with the federal PMP standard established in 2020, a social subsidy can be determined for an elderly person. It may be local, regional or federal in nature. Let us remind you that in 2020 the level of PMP, regulated by regulatory documents, will be 9,311 rubles .

The social supplement to the insurance type of old-age accruals is due from the 1st day of the next reporting period after submitting the application. The subsidy for those who have disabled status or receive survivor benefits will be assigned automatically from the moment they determine the corresponding current payments. There is no need to personally contact the pension department and submit an application for this category of recipients.
A pensioner’s right to receive a subsidy will be lost if he becomes officially employed or moves outside the state on a permanent basis. A person is obliged to notify the pension department and the social security service about these factors in order to recalculate or completely cancel the surcharge.
Who is offered re-registration of additional payments?
Since each region sets its own subsistence level, depending on its compliance with the general PMS indicator, residents of a number of regions will need to re-register the social supplement in order to bring it up to the PMS standard.

As it becomes clear from the previous section, the exact nature of the subsidy - state or local - depends on the ratio of primary healthcare in the region and the standard adopted at the federal level. If these values change in 2020 compared to 2019, residents of certain regions will need to go through the procedure of re-registration of social subsidies.
Let's look at how this looks in practice using specific examples:
- The PMP currently stands at 8,846 rubles . In those regions where this figure is lower, additional payments from the federal fund were assigned. They were calculated automatically by the pension department;
- The PMP in 2020 will be 9,311 rubles , and in some regions the minimum will be slightly higher. Consequently, for this reporting period, the level of primary care there will be higher than the established average standard for the country, which means that they will pay a regional subsidy. Based on this, the pension department will cancel the Federal social supplement, and instead the social security authorities will appoint a regional one. Residents of these territories must submit a written application to the social security authorities. They will receive the bonus starting next month.
Important! To start receiving compensation next year, you must submit your application this year.
Employees of regional social services where this procedure needs to be completed are informed about the need to re-register pensioners' subsidies.
If you do not take into account some bureaucratic formalities, increasing pension payments will benefit the elderly part of the country's population - their incomes will become noticeably higher.
What is the difference between federal and regional surcharges?
What is the difference between these two pension grant options? The method of additional payment directly depends on the PMP established in the citizen’s place of permanent residence, and the same indicator, but for the country as a whole.
If the PMS is less than one, then the low-income part of the population of the older age group that lives in this region may qualify for a federal social supplement. It is issued by the Pension Fund.
If the PMP is higher than the national average, a regional subsidy is determined. It is financed by the Social Security Service.

How is PMP formed?
Until 2020, there was no approved methodology for determining the regional indicator, which adversely affected the situation and material security of pensioners. But changes have occurred, and the regions have already approved the amount of PMP for 2020 in accordance with the new Rules developed by the Ministry of Labor and approved by Government Resolution No. 975 of July 30, 2019.
What are the advantages of this approach:

- As a result, regional PMP is growing at the same pace as the federal one.

According to the legislation in force in Russia, a non-working pensioner cannot receive a pension below the minimum amount established in the region in which he lives.
The minimum pension is equal to the minimum subsistence level for a pensioner (PMP) established in the constituent entity of the Russian Federation. All regions have already approved the cost of living for a pensioner for 2020.

The value of the PMP for 2020 in the regions was approved according to a unified methodology developed by the Ministry of Labor.
- This methodology does not allow local authorities to unreasonably “lower” standards, but requires that PMP in the regions grow at the same rate as the federal one.
- Due to the introduction of uniform calculation rules in some regions of the Russian Federation, the minimum pension has increased quite significantly - by 1-2 thousand rubles.
Low-income pensioners whose income is less than the subsistence level are assigned a social supplement to their pension. Its size is determined by the difference between the total financial support of the pensioner and the minimum pension established in the region.
Please note that in 2020, in some regions of the Russian Federation, pensioners will need to renew their social supplement to their pension. This applies to those entities in which the amount of the minimum pension has increased significantly.
Minimum pension in Russia from January 1, 2020
According to Part 1 of Art. 12.1 of Law No. 178-FZ of July 17, 1999 “On State Social Assistance”, material support for a non-working pensioner cannot be lower than the pensioner’s subsistence level established in a specific subject of the Russian Federation.

Federal or regional supplement to pension - what is the difference?
The type of social supplement to the minimum depends on how the cost of living compares in the region where the pensioner lives and in Russia as a whole.
- If the PMP in a constituent entity of the Russian Federation is lower than that established for the country as a whole, then low-income pensioners living in this region will receive a federal supplement (FSD). For its appointment, you need to contact the Pension Fund of the Russian Federation.
- If the PMP in the region is higher than the federal one, then a regional social supplement (RSD) will be assigned. It is paid by the social security authorities.
The cost of living for a pensioner in 2020 in the Russian Federation as a whole will be 9,311 rubles . To determine what additional payment is assigned in your region, you need to compare this amount with the cost of living of a pensioner in your region for 2020 (with data from the table).
For example:
- federal social supplement in 2020 will be paid to such regions as Belgorod, Voronezh, Yaroslavl, Samara, Omsk regions, etc.;
- regional surcharge - in Moscow, Smolensk, Novgorod, Vologda regions, etc.
Social supplement up to the minimum pension is not assigned automatically. To receive it, you must submit an application : to the Pension Fund for the appointment of an FSD or to the social security for an RSD.
New indexing rules
Note that the PMP is not actually equal to the minimum pension (although according to norm 12.1 of the Federal Law-178 it turns out that way), since there are rules for its indexation. From 2020, the pension size is first indexed, but to determine the size of the social supplement, the initial indicator is taken into account, without indexation. For example, a citizen receives 10,000 rubles, and PMP - 11,000 rubles, the social supplement is 1,000 rubles. Taking into account the indexation of pensions in 2020 for non-working citizens by 6.6%, the following calculation is obtained: 10,000 x 1.066 + 1,000 = 11,660 rubles.
Thus, the size of the minimum pension in 2020 is determined by region, taking into account local PMP and indexation.

The situation of working pensioners
Separately, we note that the minimum pension in the Krasnodar Territory in 2020 is not established for working pensioners, since it is believed that the citizen provides himself with additional income at the place of work.
Indexation of pensions for working pensioners based on Federal Law-385 has been “frozen” since 2020. But it is carried out after dismissal in accordance with the standards of Federal Law-400.
Some pensioners, in order to receive a larger pension, quit for some time, and then, with the consent of the employer, take up the same job again. According to the rules of clause 88 of Order No. 885n of the Ministry of Labor of Russia dated November 17, 2014, in this case the pension must be recalculated on the basis of the employer’s reporting, and the latter may be fined (if there is intent, such judicial practice already exists).

What is pension insurance?
Pension insurance can be divided into:
- mandatory, which is issued upon reaching the appropriate age;
- survivor benefits;
- benefits for disabled people;
- voluntary insurance, which is formed through self-contributions of people.
In 2020, the conditions for payment of insurance pensions will change. An older person will need to score at least 13.8 points. The insured person will be able to count on a pension only if he works for at least 9 years. Employers spend 22% of an employee’s salary to finance the insurance portion of payments.

The situation in the region
234,000 people receive the minimum pension in Kuban. Information provided by the local branch of the Pension Fund for 2019. This is a significant indicator (more than 14%), since as of 2020, a total of 1,651,500 pensioners lived in the region.

Procedure for applying for a pension
To assign benefits, you must contact your local Pension Fund office. The algorithm of action is as follows:
- Collect the necessary documents confirming your right. These include:
- passport and SNILS (birth certificate for minors);
- work record book (all if there are several of them);
- contracts with employers (if any);
- additionally: certificate of presence of dependents and their identity cards;
- data on the assignment of a disability group;
- preferential certificate.
- Take the documents to the Pension Fund office, fill out an application and submit the documents for verification.
- Wait for the verification to complete.
- Follow the recommendations of the Foundation's specialists (you may have to bring the missing papers).
- Choose a convenient way to receive money:
- by mail;
- to a bank card;
- via courier service.
Hint: you are allowed to bring a package of documents to the Pension Fund a month before the date of eligibility (birthday, for example).
What to do when moving to Krasnodar
The pension file must be kept in the office at the recipient’s place of residence. If it changes, the Pension Fund should be notified about it. The following needs to be done:
- Apply for registration at a new address.
- Come with your passport to the territorial branch.
