Minimum pension in the Bryansk region in 2020

The regional cost of living for a pensioner in the Bryansk region in 2020 is 9,120 rubles.
The federal cost of living for a pensioner in 2020 is 9,311 rubles.

The minimum subsistence level for a pensioner in the Russian Federation as a whole is established to determine the amount of the federal social supplement to the pension.

The regional cost of living for a pensioner is established in each subject of the Russian Federation in order to determine the social supplement to the pension.

! If the pension is lower than the subsistence level for a pensioner established in your region, which, in turn, is lower than the subsistence level for a pensioner in the Russian Federation as a whole, then a federal social supplement is established.

! If the pension is lower than the regional subsistence level of a pensioner, which exceeds the subsistence level of a pensioner as a whole in the Russian Federation, then a regional social supplement is established.

Only non-working pensioners have the right to a social supplement to their pension if the amount of their financial support is lower than the pensioner’s subsistence level established in the region at their place of residence.

For information

In addition, to assess the standard of living, form a budget and solve other problems, a regional subsistence level is established quarterly in the Bryansk region. It is calculated on the basis of the consumer basket adopted in the Bryansk region for the population as a whole, able-bodied people, children and pensioners. For the 3rd quarter of 2020, the cost of living for pensioners in the Bryansk region was 8823.00 rubles.

Social supplement to pension

According to Article 12_1 of Federal Law No. 178-FZ “On State Social Assistance” (04/24/2020)

, the total amount of material support for a non-working pensioner cannot be less than the cost of living of a pensioner in a constituent entity of the Russian Federation (in this case, in the Perm Territory).

If the amount is less, then a social supplement is assigned from the regional or federal budget. The surcharge is set in such an amount that the total amount of material support for the pensioner, taking into account this surcharge, reaches the cost of living for a pensioner established in the Perm Territory ( 8 777 ₽

).

What does the total amount of material support consist of?

When calculating the total amount of financial support for a pensioner, the amounts of the following monetary payments established in accordance with the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation are taken into account:

  1. pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (04/22/2020), and funded pension , established in accordance with Federal Law N 424-FZ “On funded pensions” (October 3, 2018), in the event of a pensioner’s refusal to receive these pensions;
  2. urgent pension payment;
  3. additional material (social) support;
  4. monthly cash payment (including the cost of a set of social services);
  5. other measures of social support (assistance) established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).

The calculation does not take into account social support measures provided in kind, with the exception of cash equivalents of social support measures for paying for telephone use, for paying for residential premises and utilities, for paying for travel on all types of passenger transport (urban, suburban and intercity), and as well as monetary compensation for the costs of paying for these services.

Average and minimum payouts

It is important to understand that the term “minimum pension” does not exist.
This is the approximate amount a pensioner needs for a decent standard of living. Therefore, this value is set individually for each region, depending on the size of the minimum payments established for other categories of citizens. It should be clarified that pension provision in the Murmansk region is noticeably higher than in many regions of Russia. However, even here there are low-income pensioners who are entitled to social benefits.

For 2020, the following payment thresholds were established for the Murmansk region:

  • minimum wage - 11,280 rubles;
  • the average salary in the region is 53,765 rubles;
  • living wage per capita—RUB 17,149;
  • living wage for able-bodied citizens - 17,841 rubles;
  • the cost of living established for pensioners is 14,257 rubles;
  • The average pension amount in the region is 19,000 rubles.

General issues of pension legislation

In Tula and the entire region, as in other subjects of the federation, several types of detention are assigned:

  • insurance;
  • social;
  • on state support;
  • cumulative (optional).

The conditions for assigning different types of benefits are not the same. Thus, the following persons can apply for insurance pensions in 2020:

  • those who have reached a certain age: 60 years of age for women;
  • 65th birthday for men;
  • otherwise if there are preferential grounds;
  • having the following indicators on a personal account in the Pension Fund system:
      by experience - at least 10 years (by 2024 at least 15 years);
  • by points - 16.2 (by 2025 no less than 30);
  • disabled people who have worked for at least one day;
  • in the event of the loss of a breadwinner, it is appointed upon the death of the breadwinner on whose dependency the applicant for pension provision was. The main condition is that the deceased breadwinner has an insurance period (at least one day).
  • Hint: social support is assigned to persons who do not have the minimum length of service and points:

    • women aged 65 years;
    • men after their 70th birthday;
    • disabled people;
    • disabled people who have lost their breadwinner.

    Basic statistical data for the Tula region

    Minimum payments to pensioners of Tula and the region in 2020

    The insurance component for most recipients is minimal. In this regard, people's income does not reach the minimum wage. And this entails the impoverishment of a large number of people. The problem has now been resolved at the legal level. There is an additional payment for citizens. In the Tula region, the following principle is used: the total income of non-working pensioners receiving any type of pension from the Pension Fund cannot be lower than the subsistence minimum in the region for this group of the population.
    Hint: methods for increasing income are different:

    • non-working pensioners receive additional payment on an application basis;
    • workers are not entitled to it, since they have a salary.

    The additional payment is due to all groups of pensioners, including recipients of social pensions for disability or age.
