Minimum old-age pension in Tver and the region from January 1, 2019

The regional authorities of Tver have established the cost of living for a pensioner in the region for 2020 at the all-Russian level - 8,846 rubles . Unfortunately, these words turned out to be crafty and not entirely reliable.

We were talking about the national average pension. It is believed that in 2020 it is equal to 14.1 thousand rubles (sometimes they call the amount 14.4 thousand - officials themselves get confused). In January 2020, pensions in Russia will be indexed by 7.05%. After increasing the average pension by this percentage, it will actually increase by a thousand rubles.

Establish the cost of living in the Moscow region for the first quarter of 2020 per capita - 12,536 rubles, for the working population - 13,876 rubles, pensioners - 9,411 rubles, children - 12,248 rubles.

Current indicators in the Moscow region

The minimum wage in the Moscow region from January 1, 2020 can be established by a separate agreement of three parties (authorities, representatives of employers and trade unions), but so far such a new document has not been developed and signed.

Agreement on the minimum wage in the region No. 41 dated March 1, 2018 continues to apply. According to this document, the minimum wage in the Moscow region for 2020 is 14,200 rubles. This figure is higher than the general federal minimum wage, the size of which for 2020 is already known - 12,130 rubles.

For the 2nd quarter, the Government of the Moscow Region determined the value of the PM by resolution No. 637/31 of September 19, 2019. The values ​​in rubles were:

  1. Average per capita - 13,115.
  2. For workers - 14,547.
  3. For pensioners - 9,848.
  4. For minors - 12,688.

As for the current value of PM, in accordance with the resolution of the local Government No. 958/43 of December 13, 2019, for the 3rd quarter of 2020 the following indicators were established (in rubles):

  • for workers (able-bodied population) - 14,300;
  • for pensioners - 9,660;
  • for children - 12,540;
  • per capita - 12,897.

Thus, while a new cost of living has not been established in the Moscow region for 2020, from January 1 the value for the 3rd quarter of 2020 will continue to apply. The indicators will then be applied as they are adopted: for the 4th quarter of 2020, for the 1st quarter of 2020, etc.

Living wage in the Tver region 2020 - 2020

The subsistence minimum, established at the level of a constituent entity of Russia, is intended to assess the standard of living of the population in the development and implementation of social programs. Based on this indicator, the amount of social support for low-income citizens is calculated.

The subsistence minimum is the cost expression of the consumer basket, determined according to a single algorithm for each region of Russia and for the Russian Federation as a whole on a quarterly basis. Separately, in each region the subsistence minimum for a pensioner is established for the purpose of additional payment (annually).

According to Article 2. 134-FZ, the subsistence minimum for the Russian Federation as a whole at the federal level is intended for:

  • assessing the standard of living of the population of the Russian Federation in the development and implementation of social policy and federal social programs;
  • justification for the minimum wage established at the federal level;
  • determining the amounts of scholarships, benefits and other social benefits established at the federal level;
  • formation of the federal budget.

at the regional level, in the constituent entities of the Russian Federation it is intended for:

  • assessing the standard of living of the population of the corresponding constituent entity of the Russian Federation in the development and implementation of regional social programs;
  • providing the necessary state social assistance to low-income citizens;
  • formation of budgets of constituent entities of the Russian Federation.

The minimum cost of living for a pensioner has been approved for 2020

Social supplement to pension

According to Article 12_1 of Federal Law No. 178-FZ “On State Social Assistance” (04/24/2020)

, the total amount of material support for a non-working pensioner cannot be less than the cost of living of a pensioner in a constituent entity of the Russian Federation (in this case, in the Tver region).

If the amount is less, then a social supplement is assigned from the regional or federal budget. What does the total amount of material support consist of?

When calculating the total amount of financial support for a pensioner, the amounts of the following monetary payments established in accordance with the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation are taken into account:

  1. pensions, including the amount of the due old-age insurance pension, taking into account the fixed payment to the insurance pension, increases in the fixed payment to the insurance pension established in accordance with Federal Law N 400-FZ “On Insurance Pensions” (04/22/2020), and funded pension , established in accordance with Federal Law N 424-FZ “On funded pensions” (October 3, 2018), in the event of a pensioner’s refusal to receive these pensions;
  2. urgent pension payment;
  3. additional material (social) support;
  4. monthly cash payment (including the cost of a set of social services);
  5. other measures of social support (assistance) established by the legislation of the constituent entities of the Russian Federation in monetary terms (with the exception of measures of social support provided at a time).

The calculation does not take into account social support measures provided in kind, with the exception of cash equivalents of social support measures for paying for telephone use, for paying for residential premises and utilities, for paying for travel on all types of passenger transport (urban, suburban and intercity), and as well as monetary compensation for the costs of paying for these services.
