The legislative framework

The main document that guides the authorities when establishing appropriate payments is the “Law on Pension Security” No. 166-FZ of December 15, 2001. Based on it, they regulate the amount and procedure for pension accrual.

Another important law is “On compulsory pension insurance in Russia” No. 167-FZ of December 15, 2001. Its provisions are applied when determining appropriate payments to citizens who do not work during the period when compulsory insurance is carried out.

Taking into account various factors

A system in which pensions in the Moscow region are calculated taking into account pension points has been used since 2020. In this case, for citizens registered in the Moscow Region, the following conditions must be met:

  • Having a minimum insurance period.
  • Having a minimum number of pension points.
  • The applicant must be registered with the Ministry of Defense for at least 10 years.

The pension of a pensioner in the Moscow region also depends on the following:

  • Length of service, as well as non-insurance periods.
  • Retirement age.
  • The amount of wages from which contributions are made to the Pension Fund.
  • Pension provision, that is, only the insurance part or together with the funded one.

Subtleties of calculation

The algorithm of required accruals for residents of the regional region is somewhat different from the pensions of Muscovites. The expansion of the borders of New Moscow by absorbing nearby areas has increased the category of happy holders of preferential registration. At the same time, residents of the Moscow region and region, whose territorial location is outside the established boundaries of the capital, receive subsidies in smaller amounts; their size is set strictly individually, according to complex calculation schemes.

Information. Unemployed residents of the Moscow region who have lived to the age of 70 or more have the right to claim a pension supplement in the amount of 700 rubles. Moreover, their income should not exceed 2 subsistence minimums.

Important. If there are two pensioners of such advanced age in one family, the rule applies to each of them.

This year, the minimum old-age pension in the Moscow region is 9,527 rubles. To do this, the pensioner must have at least five years of work experience. This is especially important for citizens who do not officially work. If the calculation shows that the minimum payment amount will be less than the established minimum, the citizen is assigned an appropriate additional payment.

Average size of insurance pension in the Moscow region

Starting from April 1, 2020, all pension contributions were indexed, the amount of which was 1.5%.
This type of increase in the minimum amount of insurance contributions applies to all regions of the country. In the Moscow region, the pension amount is set at the threshold of 13,800 rubles. Recently, the growth of the average value has been facilitated by programs carried out by the government of the country. In total, 1,930,950 officially registered citizens who receive old-age pension benefits live in the region.

The region pays a certain percentage in addition to the established minimum in the country under the regional program. Such accruals on average equal 3000 -3800 rubles. The amount itself depends directly on the coefficients of economic indicators and, accordingly, the working duration of citizens receiving this type of pension.

State pension

There are different types of pensions, namely:

  • for length of service;
  • old age for those who suffered due to radiation;
  • on disability;
  • for loss of a breadwinner;
  • social, in accordance with Law No. 166-FZ.

Civil servants will receive pensions based on rank as well as length of service. The initial amount for calculating a long-service pension is 45% of earnings for the last year of work. Persons with at least 15 years of work experience can apply for this payment. In each subsequent year, the additional payment will increase by 3%, but not more than 75% of earnings for the last year.

The minimum amount of state pensions today in the Moscow Region is 9,489 rubles.

Additional payments (allowances) to pensions in the Moscow region

Supplements are established and formed in accordance with adopted pension and social projects for less protected citizens of the country. According to this decision, if individuals receive cash benefits in an amount below the minimum prescribed by law, then they can count on additional payments in certain monetary amounts.

Citizens who stopped working after going on retirement are eligible for this program. When the amount of such deductions is below the level of living, then citizens will be paid additional funds so that in fact the total amount is equal to the subsistence level.

Survivor's pension

What kind of survivor's pension will be accrued in the Moscow region depends on specific circumstances; the amount also varies. The payment is assigned to disabled citizens who have lost their breadwinner. The following may apply for a pension:

  • Minors.
  • Children studying at a university under the age of 23.
  • Children who have lost one or both parents due to their passing away.
  • Widows (widowers), other persons who have proven their relationship with the breadwinner, as well as their incapacity for work.

How is it calculated?

The procedure for processing pension payments in the Moscow region, as well as throughout the country, remains the same. When reaching retirement age, a citizen should contact the Pension Fund.

The age limits also remain the same for now:

To apply, you can choose the branch of the Fund that is closest to your place of residence or place of permanent registration.

In this case, it is advisable to call the branch in advance or come in person to find out what specific documents will be needed to apply for a pension, because their list may vary depending on the type of compensation issued.

When applying, you will need to fill out a standard application. Employees are given 10 days to review it. After which a decision on payments is made. The first accruals must be made one month after the citizen submitted documents for consideration.

The size of pension payments directly stems from the amount of the subsistence minimum, which is established in the region of residence of the pensioner.

If we consider the Moscow region, it varies slightly depending on the area of ​​residence. As of January 1, 2020, it is a maximum of 9,071 rubles.

Privileges

The following citizens belong to preferential categories:

  • Pensioners who have stopped working.
  • Disabled people.
  • Participants of the Second World War.
  • Civil registry office staff.
  • Civil servants.
  • Persons over eighty years of age.
  • Working pensioners in the housing and communal services sector (entrance attendants, cloakroom attendants).

On average, the additional payment for them ranges from 4,500 to 12,000 rubles.

Benefits are also provided in the form of:

  • compensation for housing and communal services;
  • targeted assistance;
  • lowering transport taxes;
  • free travel on public transport;
  • other concessions.

Payment amount

Starting from January 1, 2020, the minimum pension in the Moscow region is set at 9,527 rubles. If the estimated amount due does not reach this level, then local authorities are obliged to make additional payments.

By old age

The minimum old-age pension is assigned to those citizens who have already reached retirement age, but whose length of service is not enough to calculate the full average payment. In this case, it is enough that the total experience is 5 years.

Which categories of citizens are entitled to such charges:

  • if a person worked illegally, received a salary “in an envelope”, which means he did not make contributions to the Pension Fund;
  • if the employer misled the employee and the tax authorities and did not make the required contributions to the pension fund, or they were too small. This means that the citizen has not received the required number of points to receive a full pension.

By disability

In the Russian Federation, there are 3 types of pension payments for disabled people:

InsuranceThey are due to those persons who have at least some work experience
SocialAssigned to everyone who cannot receive insurance (for example, minor citizens)
StateThey are paid to certain categories of persons who have work experience and are established by regulations (for example, “Chernobyl survivors”, participants of the Second World War, etc.)

From January 1, 2020, the amount of payments only to recipients of insurance pensions was increased. This increase is from 300 to 500 rubles. Thanks to her, the average disability pension increased to 14 thousand rubles. If disabled people receive social benefits, then they should expect an increase only in April 2020. The increase coefficient is 4.1%. This will increase the average pension for this group by an amount from 175 to 500 rubles. In April, payments for disabled children will also be increased by an average of 300 rubles. In addition, from February 1, each child will be able to receive a monthly cash payment in the amount of 2,527 rubles.

From January 1, all monthly payments for disabled people will be indexed by 4.1%. Plus, the cost of a set of benefits that disabled people receive in cash or in kind will be increased.

If we do not take Moscow into account, then the leader in Russia in terms of the amount of pensions for disabled people is the Moscow region.

For the loss of a breadwinner

The survivor's pension directly depends on the cost of living in the region. It will be indexed in 2020:

  • from February 1, an increase is expected for those who receive insurance payments;
  • From April 1, state and social payments will be indexed.

The additional payment will also be increased. Now it will be 2498 rubles. If a child is raised by a single mother, then the amount of compensation will be 7,386 rubles. If both parents died, the pension will rise to 10,472 rubles.

For working pensioners

In 2020, the rules for calculating pensions for working pensioners in the Moscow region will be subject to the same standards as for all Russians. Therefore, they receive an insurance pension and all required payments without indexation.

But this applies only to recipients of insurance payments. If the pension is calculated according to the state pension provision, then they are subject to indexation. These individuals can expect an increase of 4.1%.

If such a citizen stops working, the pension will be indexed at the time of work. If after this such person gets a job again, then the pension remains at the same level and no deductions will be made from it.

Exceptions are provided only for the following groups:

  • the pensioner got a job after indexation on January 1;
  • The pensioner got a job after indexation on April 1.

No recalculation will be made for them.

For non-working people

All pensioners who have stopped working can count on indexation of their pensions. The insurance payment will be increased to 4982 rubles. Its coefficient will also be raised to 81 rubles.

Benefits for pension payments to veterans

The Moscow government rightly ruled that inflation has significantly reduced the actual amount of benefits provided for veterans. Therefore, it is planned to increase the monthly payment for the preferential categories of the region, which include:

  • labor veterans;
  • rehabilitated persons;
  • rear workers.

Such monthly payments will reach a level that exceeds the existing minimum by 2 times. In addition, WWII veterans and participants in the defense of Moscow will receive one-time subsidies in the amount of 10,000 rubles.

Married anniversaries who celebrate their 50th wedding anniversary will also receive cash incentives. Further, such incentives are awarded to celebrants at intervals of 5 years.

Indexing

Non-working pensioners, to whom insurance pensions and pensions based on length of service are transferred monthly, will be able to receive the indexed payment amounts one-time. The indexation percentage included in the annual budget will be 3.7%. Over the course of a year, this will amount to 14.1 rubles. for people receiving a minimum pension.

Citizens of retirement age who are still working will not be able to claim this bonus.

Despite the fact that previously indexed payments were accrued to pensioners during February, this is planned for January.

Minimum pension in Moscow in 2020

The minimum income level for a pensioner in the capital, as already mentioned, is of two types:

1. for those who have been registered in Moscow for less than 10 years - this is the size of the Pensioner’s Subsistence Minimum (PMP). 2. for those who have been registered in the capital for more than 10 years - this is the value of the City Social Standard (CSS).

Let's start with the first number.

Supplement to pension up to the Subsistence Minimum

As is known, older people in Russia cannot receive a pension below the average annual Pensioner’s Subsistence Minimum (PMP) in their territory of residence. If the accrued pension is less than this level, then the Regional Social Supplement (RSD) to the pension is additionally paid from the budget. Thus, the pensioner’s income is raised to the value of the PMP.

Let us remind you, by the way, that the rules for providing this very social supplement in 2020 have changed a lot. Now the process takes place in 3 stages.

1. First, the size of the increase, which is obtained through indexation, is calculated. 2. Then the pension is increased by a social supplement to the subsistence level (PL). 3. And then the indexation amount is added to the PMP.

For the same reason, it is now difficult to talk about the exact amount of the minimum pension in a particular city. It is slightly higher than the cost of living, but it’s different for everyone – by the indexation amount. However, in this publication we will assume that the minimum pension is conditionally equal to the living wage of a pensioner in his region.

Changes in the minimum pension in Moscow for 2017-2020

In 2020, the cost of living for a pensioner in the city of Moscow was set at 12,115 rubles. This means that we can assume that the minimum pension in 2020 in Moscow, taking into account the Regional Social Supplement, was 12,115 rubles.

For 2020, the Pensioner’s Living Minimum in Moscow was decided to increase by 3.7% or 463 rubles. The decision on this has already been made by deputies of the Moscow Duma.

In 2020, the cost of living for a Moscow pensioner is set at 12,578 rubles. Accordingly, this figure can be conditionally considered the minimum pension in MSC this year.

But this “minimum wage” is established for those pensioners - Muscovites who have been registered at their place of stay / place of residence in Moscow for a total of less than 10 years.

For Moscow old-timers, a different minimum pension applies. It is adjusted to the City Social Standard of Minimum Income.

What is the City Social Standard in Moscow?

The City Social Standard is the minimum monthly income of a pensioner who has been registered in Moscow for at least 10 years. It was introduced by the Decree of the Moscow Government of November 1, 2011. If the pension of a Muscovite with 10 years of experience is less than the GSS, then he is awarded a special payment from the budget up to the amount of the GSS.

That is, this is approximately the same as the Living Minimum for pensioners registered in the capital for less than 10 years. Only he is taller!

Who is entitled to additional payment?

An additional payment to the pension up to the value of the City Social Standard (GSS) is established for non-working pensioners and certain categories of working pensioners and disabled people registered at their place of residence in Moscow and having a duration of such registration of at least 10 years in total (including the time of residence in the territory annexed to Moscow) .

In 2020, the size of the City Social Standard was 17,500 rubles. Accordingly, the minimum pension was the same for those who lived in the capital for more than 10 years.

It could be assumed that this value would be increased by January 2020, but Mayor Sobyanin decided not to wait until the New Year.

Already from September 1, 2020, the size of the State Social Insurance Fund was increased to 19,500 rubles. Thus, the minimum pension for non-working pensioners with more than 10 years of residence in Moscow is now 19,500 rubles.

Once again, from January 2020, it will no longer be raised, which means the minimum wage for old-time Muscovites will remain at the level of 19,500 rubles.

What about working pensioners?

If non-working pensioners who have lived in Moscow for more than 10 years can claim a regional social supplement to their pension up to the amount of 19,559 rubles. Then their working neighbors, who have had Moscow registration for more than 10 years, receive a monthly compensation payment towards their pension. As you can see, the name of the additional payment/payment is different, but the meaning remains virtually unchanged. All the same, pension benefits for both non-working and working people are adjusted to the level of the City Social Standard in the amount of 19,500 rubles.

True, there are a number of restrictions for working pensioners. For example, to receive these payments, the average salary over the last six months must not exceed 20 thousand rubles, etc.

Military pensions

Muscovites involved in work at any level in the Ministry of Defense are entitled to receive military pensions. In 2020, if they have 20 years of service, they can still receive severance pay during retirement.

If there are medical reasons confirmed by official documents, this length of service can be reduced to 12 years.

Thus, Muscovites-pensioners receiving minimum pensions should expect an increase in accruals from the beginning, which can improve the financial situation of each individual citizen who is on a well-deserved retirement.
