For most elderly people, a pension is the only source of income, which is why many residents of the capital are interested in the amount of the minimum payment in the Moscow region. Many believe that in Moscow and the surrounding area pension payments are significantly higher than in other administrative districts. Find out what amount of payments older residents of the capital can claim.
Each region has its own rules for issuing pensions and its own bonuses, but residents of the rest of Russia confidently say that in the Moscow region payments differ significantly in size. Is it so?
General rules for calculating and paying pensions to citizens in the Russian Federation. Regional surcharges.
60 years for women and 65 for men – have the right to receive pensions
The amount of payments may differ depending on certain factors, namely:
Work experience;
Individual pension coefficients;
Working conditions;
Insurance premiums.
Conditions for receiving subsidies vary. Not only pensioners who have retired after a long period of official work can count on pensions, but also: disabled people, citizens who are unable to work and have lost the breadwinner in the family, citizens who do not have work experience and pension coefficients.
What affects pensions in the Altai Territory
In Russia, when forming pension contributions, the Regional Coefficient is taken into account. Indeed, in different parts of the country the cost of living, food and climatic conditions may vary.
It is completely dishonest if citizens receive the same deductions for different workloads. That is why it was decided to introduce the Regional Coefficient or RK.
Attention! The pension coefficient in the Altai Territory is 1.4. Typically, the closer to the North, the higher the coefficient. For example, St. Petersburg has a coefficient of – 1, i.e. There are no additional deductions for city residents.
Otherwise, pension contributions are calculated according to the standard scheme.
The pension depends on:
- accumulated pension points;
- the cost of the pension coefficient indexed by the state;
- the amount of a fixed payment, which is assigned by the state and does not depend on the pensioner;
- from the Regional Coefficient if it is greater than 1.
Conditions for receiving a pension in the Moscow region
According to the current legislation of the Russian Federation, pensioners in the Moscow Region are issued the following types of pension payments:
Insurance;
Social;
State;
Cumulative;
For disability;
Upon the loss of a breadwinner.
Insurance payments are issued to citizens who have at least 10-15 years of professional experience and accumulated pension points. Social benefits are provided for those who have not accumulated the required number of points and do not have work experience. Such pensioners are assigned a minimum subsistence level.
The state type is provided based on length of service, if the pensioner was in the public service and retired or was seriously injured during the work process.
Cumulative payments are the type of payments that depend solely on citizens and are made up of their advance contributions to non-state funds.
To receive pensions, disabled people must provide information about their disability, and in addition must have at least a minimum work experience. If there is none, the pensioner can only claim social benefits.
Minimum pension
Two years ago in the Moscow region the pension minimum was 6,812 rubles. With the depreciation of the ruble in the country, prices have risen rapidly. The cost of living increased and amounted to 9,100 rubles. A situation has arisen where pension payments are below the subsistence level. The government was forced to begin paying compensation to pensioners. The minimum pension in the Moscow region was 9,527 rubles.
There are categories of unemployed citizens who are in dire need of government pension provision. These include:
- families who have lost their breadwinner;
- people with disabilities;
- persons who have reached retirement age.
By old age
To receive an old-age pension, you need to reach retirement age, have sufficient work experience and the required points ratio (11.4). It happens that citizens work without drawing up an employment contract with the employer, thereby depriving themselves of their insurance coverage in old age.
The only type of payment for them is a social pension. Experience is not important here, but the age limit for men is 65 years, and for women - 60 (in the case of insurance - 60 and 55 years). In addition, the minimum pension in the Moscow region is paid:
- foreigners and elderly stateless persons who have been permanently residing in the Russian Federation for more than 15 years;
- women 50 years old and men 55 years old, indigenous residents of the Far North;
- incompetent persons, disabled people.
For working pensioners
In February, insurance pensions were increased, in April social pensions were indexed, and from August 1, it was planned to recalculate additional payments to working pensioners. Attention! There will be no indexation in 2020. People will receive wages and compensation.
The latter includes a fixed payment (RUB 4,805.11) and insurance compensation (depending on the number of points and length of service). The increase is given to those whose payments are below the subsistence level in the Moscow region and whose salary is less than 20 thousand rubles. The average minimum pension does not depend in any way on the cost of living. Its amount is 13,800 rubles.

By disability
The amount of preferential benefits for a disabled person is determined after a medical examination. Groups are established: disabled people of groups 1, 2, 3; disabled since childhood; disabled children. For disabled people of the 3rd group, the pension is 4,279.14 rubles, for disabled children – 12,082.06 rubles.
For the loss of a breadwinner
In the event of the death of the breadwinner, the federal budget assumes responsibility for financing social pension payments. Applicants for benefits include:
- minors and citizens studying full-time (up to 23 years of age) who have lost one or both parents;
- children of single mothers;
- orphans;
- elderly people, if there are no other persons who are obliged to support them.
Since April 2020, social pensions are accrued:
- those who have lost one parent—RUB 5,240.65;
- those who lost both - 10,481.34 rubles.
The size of the minimum pension in the Moscow region in 2020 and the indexation procedure
Citizens can apply for pension payments with an insurance component if they have an individual coefficient of at least 16.2 and a work experience of at least 10 years . The amount of government payments must be no less than the subsistence level; if it is lower, citizens can count on a social supplement. According to data for 2020, the minimum subsistence level in the Moscow Region is 9,908 rubles .
The pension reform has led to the fact that now for residents of the Moscow region the minimum pension will take into account regional indexation, as a result, to obtain the full amount you need to multiply the minimum benefit by 6.6%. In Moscow, the cost of living is slightly higher, it is 12,578 rubles.
The amount of the pension depends solely on whether the pensioner works: separate rules for issuing subsidies are provided for working and non-working citizens. The indexation indicator in this case will be important only for the non-working population; it will make it possible to recalculate pensions and receive a small increase for citizens.
How is the minimum pension calculated?
The size of the minimum pension depends on the average in the region; in this region its average size is 13,800 rubles . The minimum amount of state payments to elderly citizens in the Moscow Region is 11,816 rubles . This amount is intended for disabled people. The minimum unit of wages is also taken into account; in the Moscow Region it is kept at around 14,200 rubles .
Every pensioner has the right to count on pension payments not lower than the subsistence level in the chosen region, even if he has not accumulated the required number of points and work experience. In general, its minimum indicators are calculated as follows:
Pension + social benefits from the state = living wage.
Amounts of the minimum pension in the Moscow region for different categories of citizens
When determining the size of the minimum pension in the Moscow region, the general level of income of the population, the number of citizens, and the minimum subsistence level are taken into account. Each region, including the Moscow Region, offers citizens certain social supplements depending on the level of the cost of living. What is the pension in the Moscow region for different categories of citizens? It depends on a person’s activities, his state of health, family income, working conditions, and length of work experience.
Old age pension
Federal Law No. 400-FZ of December 2013 clarifies that old-age pension payments can be claimed by all citizens who have reached a certain age and have some work experience and accumulated points. If you have short work experience and an insufficient number of points, a citizen has the right to become the owner of a minimum pension in the amount of 9,527 rubles.
For working pensioners
Working categories of citizens can count on recalculation of pension accruals only in August 2020. The calculation itself is carried out taking into account the work activity of the pensioner.
For public sector employees, an additional allowance of 20 thousand rubles is provided, these include employees:
Educational institutions;
Medical institutions;
Land improvement enterprises;
Service sector institutions.
This also includes disabled people of group III, emergency liquidators at the Chernobyl nuclear power plant, cleaners, cloakroom attendants, and concierges.
For non-working pensioners
If the pension for a non-working Muscovite is less than the minimum subsistence level, the state pays him additional funds so that as a result the pension reaches the level of the MSP in Moscow or the Moscow region, depending on his place of residence.
For the loss of a breadwinner
A family survivor's pension is another type of social benefit for the population, which can be issued not only to elderly citizens; it is not tied to age or length of service.
This type of subsidy is issued:
Disabled children;
Minor relatives of the deceased who are unable to work;
Minors who are supervised by a guardian;
Senior citizens without work or spouses affected by the death of a loved one.
These are those citizens who suffered the death of a person who was involved in their financial support: children and relatives of the deceased, a non-working spouse, parents who lost their son or daughter who was providing for them. If it comes to parents, then they have the right to retire earlier than the period specified by law - by 5 years.
The size of such a pension depends on the selected state program under which payments are issued.
There are 3 types of survivor benefits:
Insurance;
State;
Social.
The insurance payment is issued at the expense of the deceased’s length of service and his insurance contributions. State type - issued to the relatives of civil servants who lost their lives due to service or a disaster. Social payments are intended for citizens by court decision if the deceased suffered at the hands of loved ones whom he supported.
The minimum pension in this situation is 5,034 rubles . If these are payments for single mothers who have dependent children, the minimum amount is 11,068 rubles . For relatives of civil servants, the minimum subsidy for the loss of a breadwinner is 7,551 rubles.
If a child has lost his father or mother, he is paid 5,034 rubles , but if he has lost both parents, this amount is doubled. If the pension is below the minimum wage level, the state provides certain additional payments.
For disability and persons over 70 years of age
Residents of Moscow and the Moscow region who have a disability or are over 70 years can count on a separate procedure for receiving pension payments. The amount of subsidies will depend on the disability group and their health status. Citizens are given the insurance part of their pension, combined with social additional payments from the state. The issuance of such payments is carried out only if there are documents confirming disability.
Additional payment for disabled people is carried out taking into account the disability group: disabled people of group I receive an additional payment of 9,117 rubles. , disabled people of group II have the right to claim an additional payment in the amount of 4,500 rubles , and citizens belonging to group III - only 2,200 rubles.
The age limit of 70 years gives older men and women an increase of 700 rubles . While the amount of their pension in 2020 will be equal to 10,608 rubles .
It is important that an elderly pensioner can count on such a payment only in the absence of relatives; at most, a spouse of approximately the same age category is allowed.
What is the current minimum pension in Russia?
The size of the minimum payments in Russia, according to the Pension Fund of the Russian Federation, amounted to 8,726 rubles. The calculation takes into account the inflation rate for the current year, prices for the food basket (minimum set of products) and the economic state of the country. Each subject of the Russian Federation has its own cost of living indicator, and social charges depend on it. At the request of the Ministry of Labor, a draft law on a unified approach to establishing a living wage for pensioners has been submitted for consideration by the Government.
Today the minimum pension in Moscow is 11,816 rubles; in the Moscow region - 9,527 rubles, in Tambov - 7,489 rubles. In Chukotka it is the highest - 19 thousand rubles. This is due to the payment to employees of the “northern coefficient”, special benefits (allowances), due to difficult climatic living conditions and difficult transport accessibility.

The cost of living in the Moscow Region in 2020
In the Moscow region in 2020 , the cost of living depends on the category of citizens for whom this amount is established. The minimum intermediate minimum indicators for the population of the Moscow region can be seen below.
Ordinary citizens | RUB 12,272 |
Working population | RUB 13,598 |
Pensioners | RUB 9,240 |
Children | RUB 11,887 |
The level of the cost of living differs in each region; it depends on the pricing policy in a given area, on the level of cost of the food basket, and on the coefficient of change in prices for non-food groups of goods.
In Moscow and Moscow Region, the cost of living is slightly higher than in other regions of the Russian Federation, which is determined by the regional Government decree No. 518/29 dated July 10, 2013, approving the Rules for calculating the subsistence minimum, and the Government Decree of the Russian Federation dated January 29, 2013 No. 56 “On approval rules for calculating the amount of subsistence minimum per person and for the main socio-demographic groups of the population in the Russian Federation as a whole” and Federal Law No. 134-FZ of October 24, 1997 “On the subsistence level in the Russian Federation”.
How does the calculation work?
The final amount is influenced by several important factors. They are:
- Economic development of the region. It determines: the standard of living of the population, that is, the cost of the consumer basket;
- budget occupancy associated with the average earnings of workers.
Important: the pension amount according to the new formula is made up of several independent parts:
- fixed, the same for everyone;
- insurance, calculated individually;
- surcharges and preferences.
Features of pension accruals
When determining the level of support for non-working, disabled citizens, government agencies are guided by the indicators established in the region. They are necessary to achieve a balance between the expenditure and revenue sides of the budget. The table shows the main parameters with explanations:
Index | Magnitude | Explanations |
Average pension | RUB 12,260.0 | Shows the general level of well-being of pensioners |
Minimum | RUB 7,468.0 | For non-working recipients |
Minimum wage | RUB 7,800.0 (for state employees); RUB 8,500.0 (for non-budgetary workers). | Established to regulate budget occupancy |
Living wage for this category of citizens | RUB 7,468.0 | The cost of the minimum set of products and goods necessary to maintain life |
Average salary by region | RUB 19,500.0 | Affects budget forecast |
Methods for regulating the income of disabled persons
At the legislative level, a rule has been adopted to support non-working recipients of state benefits. It is like this:
- the state is obliged to provide income to a disabled person at the level of the subsistence level: in the country;
- by region;
- the recipient can choose the largest one.

In practice, this is achieved by providing people whose income does not reach the minimum wage with a social supplement . It is drawn up during the initial application for pension benefits. As a rule, specialists from the Pension Fund of Russia department tell the applicant how to increase income.

How is the minimum age pension calculated?
There is no term in the legislation - minimum guaranteed pension payment. In fact, this minimum exists and it is calculated indirectly using other legal regulations.
One of the key rules states that old-age pension payments must be within the subsistence level of residents receiving pension payments. The pension should not fall below this limit.
What is typical is that this very minimum for each specific region is determined individually without any established algorithm. The calculation takes into account real statistics on the amount of the consumer basket of the average pensioner in a particular region. Its composition is reviewed every five years.
In any case, the duty of each region of the Russian Federation is to establish a personal living wage in the region. The regional authorities need to do this before the next calendar year begins.
This was the first standard by which the minimum pension was determined. The second important rule states that every pensioner for whom the Pension Fund has calculated a pension payment below the minimum required for living in the region calculated by the regulations is entitled to a special additional payment.
This is the name of the social supplement. Social benefits can be financed both by the general Russian budget and from the budgets of specific regions, depending on the level established by the regional authorities of the minimum necessary for the life of elderly citizens.
When the amount is less than or equal to the average amount in Russia, in this case the social supplement is financed by the federal treasury. When the rate of pension payments in the region is higher than the national average, the social supplement is financed by the local budget.
8846 rubles – the average minimum required for living in Russia by 2020.
The minimum size of the pension supplement by 2020 consists of three parameters:
- total time spent in an area with a different coefficient;
- the total amount of income after the calendar year;
- from the amount constituting the subsistence level in the Altai region;
- from the amount constituting the cost of living in the state as a whole.
Any non-material benefit has no relation to total income. It is because of this that if a large family has benefits, it will not be taken into account in the minimum amount of income.
According to the law, in a situation where a pensioner has an additional income line in his personal budget, he is required to submit an application to the Pension Fund office in order to recalculate the amount of the social supplement.
It is extremely necessary to take into account the peculiarity when the income of pensioners is less than the average amount in the region and, at the same time, much exceeds the average amount in the country. In such a situation, additional payment will be made from the region’s budget funds.
This happens because funding is cut due to secondary sources of income. When the total amount of a citizen’s income turns out to be greater relative to the entire region, in this case social benefits are paid by the federal treasury.
An important criterion for pension accruals is the income transferred by employees of the Pension Fund of the Russian Federation. They will take into account:
- social benefits (if any) and a list of services received in exchange for services;
- presence of government support;
- availability of third-party pension supplements;
- the amount of the consumer basket.
Benefits from the following categories should not be taken into account:
- discounts and benefits for mobile or landline communications;
- benefits provided on public transport;
- benefits for utilities.
- medicines and medical products for the disabled that are not on the list.
In the event that the Pension Fund of the Russian Federation approves a citizen’s application to receive social benefits, the pensioner is entitled to the minimum amount of pension social benefits.
In situations where any offenses occur, citizens can contact the social security department. Social Security regularly monitors compliance with pension payment standards.
Where to apply for benefits and additional payments
For residents of the Moscow region or Moscow of retirement age, many benefits apply upon presentation of a pension certificate to the relevant authorities or institutions. Registration of some benefits is carried out by the social security authorities at the place of residence and registration of the citizen. State additional payments can be processed by contacting the IMF , on the State Services , or by personally contacting the relevant authorized body.
The possibility of receiving benefits and additional payments is indicated in regional laws No. 151/2004 and No. 36/2006 and the resolution of the Moscow Region administration 142/7. To apply for additional payments, elderly citizens must contact the territorial office of the Pension Fund.

But for residents who have lived in the capital for more than 10 years , this amount is slightly higher.
In the Moscow region, pensioners receive an additional allowance in the amount of 366 rubles , it is intended for unemployed people. The minimum old-age pension for residents of Moscow Region remains at 9,908 rubles, and for Moscow – 12,578 rubles . These indicators are also the level of living wage in a given area. Those citizens who have lived in the capital for more than 10 years can count on a pension of 17,500 rubles.
Minimum pension in Altai
The minimum pension in Altai by 2020 is 8,753 rubles. The same amount corresponds to the living wage of a pensioner.
As you know, starting from 2020, a pensioner cannot receive contributions less than the existing subsistence level. If payments are below the norm, the pensioner additionally receives support from the state.
The amount of PMP is calculated by the authorities of each region separately together with the government of the country. They find an average that is recalculated annually and takes effect on January 1st.
