The size of the minimum pension in 2020 in Moscow and the Moscow region

As already noted, people who have taken a well-deserved vacation and live in the capital and the Moscow region can count on one of the largest minimum pensions in Russia in 2020. According to official information, the numbers look like this:

  • Moscow – 17,500 rub.;
  • Moscow region – 9864 rub.

It is noteworthy that residents of New Moscow receive pension payments like Muscovites. The insurance is paid if a person has at least 8 years of experience, and the individual coefficient is 11.4. Everyone who does not fit into this figure receives a minimum wage that does not reach the subsistence level, so the city authorities compensate for this difference. Additionally, it is planned to increase a number of monthly and one-time municipal allowances for various categories of Muscovite pensioners (Heroes of Russia, labor, etc.).

For pensioners living less than 10 years in the capital

An interesting situation arises with the minimum amounts paid in the capital. Since their value is significantly higher than the national average, many older people are trying by hook or by crook to obtain at least temporary registration in the capital. They continue to live in their home region, and they receive allowances at Moscow rates.

Pension fund specialists understand this situation, so a differentiation was introduced between native and non-native Muscovites. The latter include those whose Moscow registration has been listed in their passport for at least ten years. Non-indigenous Muscovites who have retired are entitled to a minimum pension, the amount of which does not take into account the monthly supplement paid by the city authorities.

If, according to registration, a person of retirement age has lived in Moscow for more than one decade, he has the right to all allowances and additional payments that are provided for by law. The social standard from 2018 will be 17,500 rubles. However, it should also be taken into account that the price level in the capital region is higher, which is taken into account when approving the minimum pension allowance.

In 2020, in January, the size of the insurance pension for all non-working pensioners in the country was increased by 6.6%. And it was calculated in a new way:

1. The first important value from which the calculation will be based is the PENSIONER’S LIVING MINIMUM (PMP), 2. THE SIZE OF PENSION (P), which he received in 2019, 3. SOCIAL SUPPLEMENT (SD) up to the pensioner’s subsistence level, 4. 6.6 % indexation of this PENSION SIZE.

Then the Social Supplement (SD) up to the subsistence level (SMP) should be:

If the pension was calculated in the old way (as in 2020), then the pensioner would only receive PMP = 9908 rubles.

Hurray, great, life has become 41 rubles richer!

But in fact, this pensioner received a social supplement of 1,527 rubles for the entire year of 2020. 40 kopecks, not 979 rubles. 09 kopecks!

In reality, after indexation, his pension payments increased by 41 rubles. Before this, for 4 years the increase was virtual: on paper there is, but in reality: still only the subsistence level. Simple, not pensioner!

We wanted the best, but we got it as always

If the subsistence minimum is above the subsistence level, then local authorities pay extra, and if the subsistence minimum is below the subsistence level, then payments come from the federal budget. That’s why local authorities lower the Pensioner’s Living Minimum, so as not to pay extra.

The Ministry of Labor introduced a new procedure for a uniform approach for everyone when calculating the minimum for pensioners in order to eliminate unfounded understatements, but this led to the fact that in a number of areas the PMP became lower than last year, despite inflation. And some pensioners did not experience any increase in pensions.

Payment terms

In connection with the adoption of the new law No. 134, the minimum pension from January 1, 2020 will be paid, taking into account all possible indexations, from the first day of the month following dismissal. Until 2015, pension benefits consisted of the federal base amount, to which insurance and funded parts were added. Today, the funded part is a separate type of security, which is regulated by separate legislative acts.

The cost of living for pensioners is established separately in each region by decision of the local legislative body. This is done annually in the fall.

If its size turns out to be lower than the Russian average, then the Social Supplement to pensioners will be paid by the Pension Fund. And if it is higher, then the difference will have to be paid from the regional budget. Therefore, deputies in many constituent entities of the Russian Federation strive not to make the cost of living of a pensioner higher than in Russia.

For 2020, the cost of living was calculated using a new methodology

Previously, in different regions of Russia, the minimum wage for pensioners was calculated differently. But this year the Ministry of Labor has developed a unified procedure for calculating it. The calculations now take into account data not only for the region, but also for Russia for the year and half a year.

It was assumed that this would eliminate the unreasonable underestimation of this indicator. But in fact, in a number of regions it turned out that in 2020 the “minimum wage” was lower than in 2019. And this despite inflation, which, although it is slowing down, is still present.

Above we mentioned the Social Supplement to Pension. It is assigned to those whose total amount of material support is below the subsistence level of a pensioner in the region where he lives.

But here it should be noted that the words “total amount of material support” means a whole range of possible payments.

In particular, when calculating the total amount of material support for a non-working pensioner, the amounts of the following cash payments are taken into account:

• the pension itself; • additional material (social) support; • monthly cash payment (including the cost of a set of social services); • other measures of social support established by the legislation of the constituent entities of the Russian Federation in monetary terms (except for those provided at a time).

In addition, when calculating the total amount of material support for a pensioner, the cash equivalents of the social support measures provided to him for paying for the use of a telephone, residential premises and utilities, travel on all types of passenger transport, as well as monetary compensation for the costs of paying for these services are taken into account.

If all these payments and benefits in total amount to less than the cost of living of a pensioner in a particular region, then the state will add up to the “minimum wage”.

In what cases and how do they propose to apply hourly wages?

According to the new initiative, hourly wages will be applied when concluding a fixed-term employment contract on a part-time basis. The use of the minimum hourly wage for other purposes is not permitted.

How will the minimum pension be indexed in 2020?

Until recently, this question could have been answered very easily. Actually, we answered it above. If the total amount of financial support is lower than the minimum subsistence level for a pensioner (PMP) in the region, then he was paid Social supplements before this very PMP. But today everything has changed.

As many already know, from January 1, 2020, insurance pensions for non-working pensioners will be indexed by 6.6 percent in Russia.

In past years, many of those who receive a minimum pension with an additional payment to PMP would not have noticed this indexation. Why?

Yes, because even with an increase, their pension would still not reach the subsistence level and would have to be artificially adjusted to its size. That is, the pensioner both received the subsistence minimum and would continue to receive it after indexation. But now everything has changed.

1. First, determine the amount of the Social supplement. 2. Then the pension is indexed. 3. And then they add an additional payment to the result obtained, the amount of which remains unchanged.

Let's explain with an example.

Let's say the pension (P) is 7800 rubles.

2. Now let’s index the pension, for example, by 6.6%, as will be the case from January 2020. We get P x 1.066 = 7800 x 1.066 = 8314.8 rubles.

3. Now let’s add 1046 rubles to the indexed pension. We will receive 8314.8 rubles. + 1046 rub. = 9360.8 rub.

It turns out that after the January indexation, the pensioner will already receive 9360.8 rubles.

This example shows that talking about a single minimum pension in any city or region of Russia can now be very conditional. Of course, you can still consider the minimum wage to be equal to the pensioner’s subsistence level (PMP), but in fact the payments will be slightly larger - just by the individual indexation amount.

Nevertheless, PMP remains an important indicator that allows you to compare the size of minimum payments to pensioners in different regions of the country.

Updated minimum wage from October 1, 2020

In the capital, the issue of the living wage, which is directly related to the minimum wage indicators, is resolved within the framework of the adopted resolution at a meeting of three working groups. The regional agreement that was signed to work in this direction includes the consent of three important city departments, including:

Moscow city government;

unions;

employers.

Based on the agreement, the minimum wage for an employee directly depends on the minimum subsistence threshold that will be set for the working-age population of Belokamennaya. In Moscow, with the October wave of innovations, the minimum wage indicator will rise slightly. The increase will be 166 rubles.

With regard to the minimum wage for 2021, the situation still looks more vague. As Labor Minister Anton Kotyakov explained, the government has not yet finally decided what to do with the minimum wage. It is reported that a verdict can be made after the final discussion, which should take place before the end of September.
