It seems that there will be indexation, also thanks to changes in the calculation of social supplements in 2019, justice has triumphed and pensioners with a minimum pension have been recalculated. The minimum pension will increase under the new law
From January 1, 2021, the concept of a consumer basket as a minimum set of food products, non-food products and services necessary to maintain health and ensure human life will disappear from Russian legislation. But it was precisely this basket of money (plus mandatory payments and fees) that was equal to the subsistence minimum - an important indicator that serves to determine the level of poverty in the country! Russians with incomes below the subsistence level, as is known, have the right to various kinds of federal and regional social support measures, and the minimum wage was equal to the subsistence level of an able-bodied person for the second quarter of the previous year, etc., etc.
What in return? The bill prepared by the Ministry of Labor, “based on an analysis of international experience,” proposes a different definition of the subsistence minimum: “the minimum amount of income necessary to ensure life.” At the federal level, this amount will be set annually by the government as a percentage of the median per capita income for the previous year (this is the income that separates the 50% of the population who have less from the 50% of the population who have more). Rosstat will calculate the median income. As a result, “the cost of living will depend on the income level of the majority of citizens and will increase as the income of the country’s population grows,” the explanatory note states.
A reasonable question arises: what if the median income in some year turns out to be lower than in the previous one? In this case, the bill states, the cost of living should be set at a level no lower than last year.
For the next five years (2021-2025), the poverty level for the country as a whole is proposed to be considered an income below 44.2% of the median. In 2021, if you count this way, it will be 11,653 rubles per month. For comparison: in the second quarter of 2020, the federal cost of living was 11,468 rubles per month; there is no data for the third quarter yet.
By the way, if now the government determines the level of the subsistence minimum once a quarter, then from now on this will be done only once a year - as it is written in the bill.
Starting next year, the living wage of an able-bodied Russian should be equal to 109% of the average, the living wage of a pensioner should be 86% of the average, and the living wage of a child should be 97% of the average.
Let's see what pensioners can expect from innovations. The pension of a non-working pensioner in Russia must not be lower than the federal subsistence level for a pensioner established for a given year. For 2021, as follows from the draft budget of the Pension Fund, this minimum is set at 10,022 rubles per month (that same 86% of 11,653 rubles). In 2020, the federal subsistence minimum for a pensioner was 9,311 rubles per month, and if someone’s accrued pension is less, the federal budget will pay extra to the new level. No one is canceling this rule, and the introduced bill does not make any reservations in this regard.
What about the minimum wage? It is tied to the cost of living and will be determined as a percentage of the median salary (below and above which 50% of the population receive each) for the previous year. 42% of the median salary - this is the percentage the government wants to set for the next five years. In 2021, the minimum wage calculated in this way will be 12,792 rubles. This is 482 rubles and 5.5% more than the minimum wage in 2021 (12,310 rubles per month).
A small increase, but if the old rules for determining the minimum wage were in effect, everything would be even sadder: the cost of living of an able-bodied Russian in the second quarter of 2020 was 12,392 rubles per month.
Salaries, as follows from the financial and economic feasibility study, will increase slightly for approximately 3.9 million people across the country.
The new method of determining the cost of living and the minimum wage will cost budgets of all levels and private individuals 122.1 billion in additional expenses in 2021.
The first deputy head of the United Russia faction in the State Duma, Andrei Isaev, in a conversation with MK, called the new rules a “progressive step,” but expressed hope that the established proportions could be revised upward faster than in 2026.
The head of the Duma Committee on Labor and Social Policy, Yaroslav Nilov (LDPR), told MK that the implementation of the bill has already been taken into account in the draft budget for 2021-23. The first reading can take place in about a month.

Additional payments to pensions up to the subsistence level
Please note that working pensioners do not have the right to claim additional payments to their pension up to the minimum consumer budget. All compensation payments are due only to citizens who are not working.
If such a person gets a job, then additional payments stop. Subsidizing for pensioners comes from both the federal and regional budgets.
There are no subsidies established for those pensioners who do not permanently reside in the Russian Federation.
In order to calculate the total amount of payments due, add up:
- pensions (insurance, state provision);
- immediate pension payment;
- all additional payments from budgets of different levels (including benefits for payment for housing and communal services, travel on public transport).
If social support is provided in the form of food, medicine, etc., they are not included in the calculation of the pension amount.
Federal surcharge
The procedure for assigning additional payments at the federal level is as follows:
- They are established by the divisions of the Pension Fund in the constituent entity of the Russian Federation where the pensioner lives.
- Specialists of the territorial Pension Fund calculate all payments due to the citizen. If their amount is below the subsistence level for a given subject of the Russian Federation, then the issue of subsidizing is resolved positively.
- If the minimum consumer budget exceeds the level established in the country, then the federal surcharge is made only up to the national figure.
Regional surcharge
Such benefits are established if the cost of living exceeds the national level. Then the subsidizing of the part not compensated from the federal budget is carried out from the treasury of the subject.
Rules and procedure for applying for a social scholarship in 2020
The scholarship is a form of incentive for students. The purpose of its provision is to support students in their mastery of the educational program.
However, this form of incentive is not available to everyone!
This type of scholarship is one of the payment options available to full-time students only.
In addition, social scholarships are issued only to those students who study with funds provided from the federal and/or regional and/or local budgets.
The procedure for issuing it is regulated, first of all, by Federal Law No. 273-FZ “On Education in the Russian Federation” dated December 29, 2012.

36. In more detail, the procedure for providing these payments was approved by the Ministry of Education and Science of the Russian Federation in order No. 1000 dated August 28, 2013. This regulatory document, in particular, states that:
- the amount of the scholarship is assigned by the educational institution, but taking into account the opinion of the trade union of this institution (if there is one) and the opinion expressed by the student council of the same institution;
- in this case, the amount of the scholarship cannot be less than those established by the Government of the Russian Federation. These standards are set taking into account the current inflation level for each category of students and their level of professional education.

Please note that for the appointment of both federal and regional additional payments, an application procedure has been established. This means that they will not be paid automatically.
To assign federal compensation, a pensioner must submit an application to the Pension Fund office in a given constituent entity of the Russian Federation. Attached to it:
- a copy of an identity document (the original passport must also be with you);
- certificate of absence from work;
- insurance certificate of state pension insurance. For a regional surcharge, the list of documents is the same, but the application is submitted to the relevant authorities dealing with social protection issues in this subject of the Russian Federation.
