The hottest issue among people of retirement age was in the summer of 2017. Everyone was arguing about who was entitled to additional pension payments for children and how much. Due to the confusion, pension funds were literally overwhelmed with queues and endless indignation. This article addresses all controversial issues. All you have to do is carefully read the material and start preparing documents if you are entitled to something.

At the time of registration of social security, the Pension Fund of the Russian Federation displays the amount of the monthly payment in the citizen’s pension certificate. However, due to certain circumstances, the amount may change:
- Release of the law on indexation of pension payments.
- As a result of recalculation. There are situations when additional length of service is recorded or there is an increase in the funded part of the monthly payment.
- When introducing single or regular surcharges of a regional or federal nature.
The question arises in what situations this certificate may be useful:
- If a pensioner contacts a banking institution. They may require a document that reflects the level of income received for a certain past period.

Where can I get a pension certificate?
A document confirming the right of a citizen to take a well-deserved rest after completion of work, as well as for health reasons and the loss of a breadwinner, was called “Pension Certificate” or “Pension Certificate” until 2020. The form was a small book with a red hard cover. The original could be used when receiving monthly funds, and also used as a benefit for travel, paying for utilities, and receiving free medicines.
In order to find out what a pension certificate looks like instead of a pension certificate, let’s remember what the first certificate was that gave the right to receive accruals.
It appeared in 1981 after the adoption of the Order of the Min. Social Security of the RSFSR No. 32-a. A photograph must be pasted into it and the following information about the owner must be entered:
- Owner's full name;
- list of dependents;
- additional allowances;
- for what reason was it issued (disabled person, loss of a breadwinner, due to length of service);
- amount of the established payment (in words);
- date of issue.
- Date of Birth;
- length of service;
The certificate was certified by the seal and signature of the responsible person. The paper version had several pages.
The last page contained information about the method of delivery of the cash payment.
And also please inform the Pension Fund in the event of a move and a change in family composition (if new disabled dependents were added). Today, registration is received in the form of a paper sheet, A4 size.
Step-by-step instructions for preparing an electronic document
If a pensioner or his legal representative cannot personally visit the Pension Fund of the Russian Federation, you can use the services of the state portal State Services. Thanks to this site, you can apply for a certificate online. To do this, follow these instructions:
- If you have not previously used the site's services, you must register. To do this, enter the address of the official website of the state portal in the search bar. The main page will open. On the right side of the screen you should find the “Register” button. A window will appear in which you have to fill in all the empty lines. You will need to enter personal and passport information. This stage cannot be ignored. Otherwise, the profile will be partially filled. The site's services will be available in a limited manner.
- The system will ask for your mobile phone number or email address as a login.
- Once all the data is displayed, the user will receive an SMS message with a confirmation code. This combination should be entered in the appropriate field. The entire registration may take about 10 minutes.
- If the user has already visited the portal and previously registered, he must be authorized. You will need to enter your username and password in the empty lines. If you enter the information correctly, access to your Personal Account will open.
- Now on the main page of the site we find the “Services” tab. It's at the top of the screen.
- A page appears with a list of government services. From the proposed list, select the “Service Categories” tab.
- We scroll through the page and in the left column we find the link “Pension, benefits and benefits.”
- The “Popular Services” tab opens. Here is a section on establishing a pension.
- In the tab that opens, select the section on issuing a certificate. It's at the bottom of the list. Click on the found line.
- The system will offer a link that will help you make an appointment. The tab that opens provides detailed information about the service provided. After reviewing it in detail, click the button to continue registration.
- Find the link “Order a certificate”.
- The next step is that the portal will ask you to fill out a form with all your personal data. As a rule, the system automatically fills in these items. Information is transferred from the user account.
- On the map that opens, the user should select the nearest PF branch. We confirm the completed actions.
Important! According to the rules of the portal, an application for the provision of services must be registered no later than 30 minutes after submission.
The completed document can be collected from an employee at the territorial UPFR office during a personal visit. You must have a passport, pension card and SNILS with you.
The undeniable advantage of the electronic application is that the service is performed 2 days after registration. If the application was completed during a personal visit to the fund, the registration process may take 2 weeks.
The Law and What We Should Know
In any legal matter, I would like to advise citizens to turn to the primary source, that is, to regulatory documents. It is important to pay attention to the status and date of update of the order, law or other regulation.
Law No. 400 was issued in 2013. It contains the basic rules for calculating pensions, their types, conditions and amounts. The document is the main canon for the units of the Pension Fund of the Russian Federation. The law contains formulas for calculating the insurance portion of the old-age pension. Any citizen of the Russian Federation, having understood the coefficients, will be able to check the accrued amount for old age independently. In the Pension Fund, the calculation is made automatically, taking into account the most favorable conditions for the pensioner. The amount of the old-age pension is calculated by multiplying the pension coefficient (point) by its value on the day the insurance pension is assigned.
The pension point is calculated according to another formula, which can be found in the Law (clauses 9 and 10, Article 15).
How do I know when a document is ready?
The system will notify the user that the help is ready. This is done using:
- email;
- SMS messages.
Important! The pensioner chooses the notification method independently when filling out an electronic application.
Once this message is received, the applicant must visit the government office in person. In case of a positive result of the service, an official document will be issued. It will display the amount of the monthly government payment.
Alternative ways to obtain help
It is important to know what to do if it is not possible to submit an electronic application. In this case, another method of obtaining the document is selected. You can order a certificate in several ways:
- direct visit to the Pension Fund of the Russian Federation;
- when contacting the MFC.
You can order a document by calling the client service of the Pension Fund of the Russian Federation. The applicant must provide the employee with his passport number and SNILS. When the document is ready, you must appear at a government agency. You must have the necessary documents with you.
What documents should I prepare?
To complete an electronic application and receive a completed certificate, you must provide the following package of documents:
- Citizen's passport or birth certificate of a child who receives a pension. As you know, pensions are issued not only upon reaching a certain age. Therefore, a pension can be assigned to a child.
- SNILS.
- Pensioner's ID.
There are cases when the applicant himself cannot appear in person to receive the completed document. A legal representative may be present instead. In this case, you must provide a notarized document.
Why did this situation arise?
What is the reason for such a measure and why did the Pension Fund of Russia so zealously take on Russian citizens? The reason, as always, is simple – lack of funds in the state budget.
The actual funds that should have been allocated to support older citizens are not available in the required quantities. This means they need to be obtained from somewhere.

Features of obtaining a certificate
The certificate is issued in accordance with current legislation. There are several nuances when receiving a document:
- The representative may not receive the service due to lack of consent to the processing of personal data.
- When registering, the reason for the application is not disclosed.
- The law does not limit the number of applications for such a certificate.
- The service does not require payment of state duty.
- The finished document is recorded in the outgoing correspondence journal. This allows the certificate to be given legal force.
- The certificate does not have a validity period. However, if the payment amount changes, the document must be updated.

The Pension Fund is expanding its capabilities to provide government services using electronic services. So, without leaving home, anyone can pre-order documents (certificates) through the Pension Fund website. This service is intended for citizens and insurance premium payers. Pre-ordering documents and certificates allows you to reduce the number of visits to the Pension Fund to one. Such documents include:
* certificate of the amount of pension and other social benefits;
* certificate of the amount of maternity capital;
* extracts from the individual personal account of the insured person;
* a duplicate of the insurance certificate of compulsory pension insurance;
* certificates confirming the provision of personalized accounting information when deregistering and other documents.
Please note that government services for issuing certificates are provided in person on the basis of an identity document. We recommend that pensioners, federal beneficiaries, and holders of MSK certificates contact the territorial bodies of the Pension Fund of the Russian Federation where pensions, social benefits were assigned or the MSK certificate was issued, and payers of insurance premiums contact the territorial bodies of the Pension Fund of the Russian Federation where the payer is registered.
