Return of pension certificates
At the very end of May 2020, a document from the Ministry of Labor and Social Protection of the Russian Federation was posted on the federal portal of draft regulatory legal acts ( link
), which involves the return of pension certificates on a tangible medium in the form of a plastic card.
The pensioner will be able to apply for a card at will or use an electronic document.
So, pensioners have every chance already in 2021 to get the opportunity to issue a pension certificate on a tangible medium, with the help of which it is much more convenient to confirm the availability of benefits in various institutions, public transport, shops, pharmacies, etc.
However, the procedure can be significantly delayed due to bureaucratic delays and organizational and technical measures. How much money this may require is not reported.

How to obtain a pension certificate
If a citizen is assigned social benefits, he is required to obtain a pension certificate. This can be done in the following ways:
- to the Pension Fund;
- in the MFC;
- on the Pension Fund website;
- on State Services;
- via email;
- through a representative (power of attorney required).
Important! The certificate is issued free of charge; no fees or deposits are required. When considering a document, the law has no basis for refusal.
Correction of a certificate through State Services
To receive a pension certificate, you need to have your own account on the State Services resource. If it is not there, you need to register, for this you need to have a passport and SNILS. You can visit the Pension Fund of Russia with a request to create an account on the website. When you have an account on the portal, follow these instructions:
- Log in to the portal by entering your mobile phone or email and password. You can log in via SNILS.
- Find the “Pension Establishment” tab, which is located in the pensions and benefits section.
- Click “Issue of pension certificate”. You will be transferred to the Pension Fund website, where you need to provide login information from State Services.
- After entering the PF website, you need to click “Order a certificate”, filling in all the necessary data.
- You will be notified that the document has been produced, after which you need to pick it up at the Pension Fund.
The document is produced no more than one month. The minimum period is 2 weeks.
How to get
There are no fundamental changes in this issue. If the need arises, you can contact it: in person to the territorial branch of the Pension Fund of Russia, through your personal account on the official website of this organization.
It is also possible to apply through your representative, who has appropriately executed (notarized) documents.
You must present: passport, personal income tax certificate 2 from your last place of employment, education documents. Pension Fund employees may request additional documents.

e pension certificates that were already issued to citizens before the innovations are NOT subject to withdrawal. But in case of loss or damage of such a certificate, the citizen will be issued a certificate. It may be needed in cases where a citizen can count on benefits provided by law for pensioners.
Required documents
When issuing a certificate through State Services, you must provide scanned documents:
- applicant's passport;
- 4 photos 3x4;
- SNILS;
- confirmation of transfer through an attorney.
The same documents are also needed when applying to the Pension Fund. If you transfer them through a representative (relative) or attorney (another citizen), then he must provide identification.
Helpful information! If the document is missing (for example, given to the migration department for replacement), you need to take another identifying document, for example a marriage certificate.
Which organizations are involved in issuing pension certificates?
A certificate of pension amount can be obtained by contacting the following organizations in person:
- Pension Fund of the Russian Federation.
- Sberbank.
- Multifunctional Center.
- Military Commissariat.
- Non-state pension fund.
Almost any organization that is in one way or another connected with the registration or payment of a pension can issue a corresponding certificate. So, if payments come to the client’s account at Sberbank, he may well request a statement for the period of interest, or use the services of an online bank. Such actions are very relevant for providing loans or mortgage loans. If they are issued at a bank, its employees can independently examine the citizen’s income, without providing a separate document.
Former military personnel must apply for a certificate from the military commissariat.
This service is responsible for assigning payments. Let us note that military pensioners receive pensions from the funds of the organizations in which they previously served, but not from the Pension Fund.
If a citizen has entered into an agreement with a commercial (non-state) pension fund, only this organization can issue a certificate to him. The request can be submitted by visiting the office in person. Citizens whose payments are deducted from the state budget can apply for a certificate of pension amount to the Pension Fund and the MFC. That is, the pensioner is not a former military man, and he did not enter into an agreement with a non-state PF.
Where to go if you lose or replace your pension certificate
The pension certificate is not of particular importance; it can be presented along with the passport. If the old pension certificate is lost, it can no longer be restored.
To enjoy the privileges of a pension certificate (for example, free travel on public transport), you need to obtain a pension certificate; it has the same force and role. You can contact the Pension Fund or go to the website to see the addresses of institutions and work schedules.
You must submit a job application to the HR department no later than 1 month .
Certificate instead of ID: what has changed in 2020?
Until 2020, the Pension Fund issued certificates of the established form to persons who retired. Starting in January 2020, due to the loss of the necessary identification function, specialists began issuing special certificates for pensioners. They reflect the relevant information. There is no way to get a certificate now.
Today, a certificate is issued even to those pensioners who retired before 2020 and they lost their previously issued pensioner certificate.
These documents are needed for confirmation:
- The fact of receiving the established amount of pension provision from the Pension Fund, and even the amount of the pension is indicated in the document.
- To receive various benefits and allowances that retirees are entitled to.
Nowadays it is often used to purchase medicines at a discount and obtain discounted travel on public transport.
The certificate and certificate have the same legal force.
The certificate format contains basic information about the pensioner. There are no plans for any changes in the information provided in 2020.
Digital social card from 2020 instead of a pension certificate
Since 2020, the Pension Fund of Russia has released a new system - a digital social card. The new pensioner certificate has been developed for a mobile application. It contains information about the amount of savings, assigned benefits and other information that can be obtained after reading a QR code unique for each owner of the program.
An agreement was signed between Pyaterochka, Perekrestok and Karusel - well-known Russian stores - to provide discounts for pensioners using a digital pension card. Negotiations are also ongoing between the Pension Fund and the Russian Railways company.

Pensioner's certificate instead of ID
Since the production of the certificate required additional financial costs from the state budget, and the document itself did not play a significant role in pension provision, by decision of the Government of the Russian Federation, the issuance of pension certificates was stopped in 2015.
The previously issued book was replaced by a certificate of pension provision, which has legal force on a par with the certificate throughout Russia.
The document is drawn up on a paper sheet (A4 format), stamped with the seal of the department, endorsed by the signature of the head of the department and contains the following information:
- personal information of a person (full name, date of birth, SNILS);
- the name of the territorial branch of the Pension Fund where the citizen is registered as a pensioner;
- grounds for assigning a pension;
- type of pension;
- date of appointment and validity period of the certificate;
- the amount of monthly payments;
- pensioner's personal file number.
What is it for?
The certificate is not considered as an identification document, since it does not reflect the necessary data and cannot be used to apply for a bank loan or purchase tickets. At the same time, such a certificate, which has legal force, confirms the social status of a Russian citizen, and it is required to obtain:
- various social benefits (payment for housing and communal services, transport);
- discounts on goods in stores, services in sports and cultural institutions;
- purchasing medicines from pharmacies at a reduced price;
- obtaining a labor veteran certificate.

Validity
The validity period of a pension certificate is not legally defined. It can be issued without specifying a period, that is, a citizen can use the certificate constantly until the end of his life, but if a pensioner’s category changes for various reasons (the appearance of dependents, assignment/change of disability group), the document must be replaced. In case of loss or damage, the certificate must be restored.
Is it possible to issue SNILS for a child?
If parents decide that their child, who is not yet 14, needs to be insured as a future pensioner, the legislation of the Russian Federation and the Pension Fund of the Russian Federation have nothing against it. A mother or father, together with the birth certificate of their son or daughter and their passport as a citizen of the Russian Federation, can go to any branch of the Pension Fund of the Russian Federation (where the family lives or is registered). An employee of the pension fund will provide a special form that needs to be filled out, and the card will be produced within 2 weeks.
IMPORTANT! After 14 years of age, having received his own passport, a young citizen can complete this procedure independently.
