For people who are victims of radiation and man-made accidents and disasters, monthly payments are assigned to compensate for harm. Thus, in 2020:
- an exclusion zone , namely Barsukovsky and Zaborsky village councils, the village of Barsuki, the village of Progress, the village of Knyazevshchina, the Medvedevsky village council, the village of Nizhnyaya Melnitsa in the Krasnogorsk region;
- resettlement zone - part of the settlements of Klintsovsky, Zlynkovsky, Gordeevsky, Novozybkovsky and Krasnogorsky districts of the Bryansk region;
- some settlements in the Bryansk, Kaluga, Oplovsk and Tula regions are considered a residence zone with the right to resettle ;
- the zone of residence with preferential socio-economic status consists of part of the settlements of Bryansk, Kursk, Lipetsk, Voronezh, Belgorod, Oryol, Kaluga, Tula and some other regions.
Who is eligible to receive a pension?
In accordance with Federal Law N 166-FZ “On State Pension Provision in the Russian Federation” and Law N 1244-1, the following can receive a pension under state pension provision:
- persons who received or suffered radiation sickness or other diseases as a result of the Chernobyl disaster;
- disabled people due to the above disaster;
- eliminated the consequences of the Chernobyl tragedy in the period from 1986 to 1990;
- working in the exclusion zone;
- persons who were evacuated and resettled, including children who were in a state of fetal development;
- citizens who live or work in a residential area with the right to resettle or with a preferential socio-economic status;
- those who voluntarily left the area of residence with the right to resettle;
- disabled relatives of the deceased breadwinner (parents, children, spouse, grandparents);
- victims of other radiation or man-made disasters;
- disabled family members of deceased victims.
However, it is worth considering that if radiation damage is caused intentionally, the amount of payments may be reduced or a refusal may follow.
Exit age
Citizens who in 1986 eliminated the consequences of an accident within the 10 km zone or worked for 10 or more days in 1987 are entitled to receive an early pension.
In this case, the retirement age can be reduced to 10 years if you have a work experience of 20 years (women) and 25 years (men). Insurance contributions to the pension fund must be paid for at least 15 years.
Early retirement of a Chernobyl survivor is possible subject to the following conditions:
- at least five years of work experience;
- 30 or more accumulated points;
- A man must be 50, a woman must be 45.
For residents and workers of the resettlement zone, it is possible to reduce the retirement age to seven years. For those who are in a residence zone with the right to resettle – up to five years. For residents of a zone with preferential status - up to three years.
Types of pensions assigned to victims of disasters
In the Russian Federation there is a state , which includes a number of payments:
- for length of service;
- by old age;
- on disability;
- in case of loss of a breadwinner;
- social.
Persons belonging to this category of the population have the right to state payments for old age and disability . In the event of the death of a person affected by the events at the Chernobyl Nuclear Power Plant (ChNPP), members of his family are entitled to a state survivor's .
In addition, these citizens may be assigned an insurance pension if they are entitled to it. It can be established upon reaching the generally established retirement age and having the required number of pension points, or in connection with the loss of legal capacity (disability), if until that moment the citizen worked officially (experience does not matter).
State old age pension
Only persons who suffered as a result of accidents and disasters of a radiation and man-made nature are entitled to receive this type of pension provision. Victims of the 1986 Chernobyl events can receive this pension, provided that their work experience is at least 5 years.
The Government of the Russian Federation may establish other conditions for victims of other radiation or man-made incidents.
Disability pension under state pension provision
If a person from this category of the population is a disabled person of any group who received a disability due to the events at the Chernobyl Nuclear Power Plant, he is awarded a disability pension. In accordance with paragraph 3 of Art. 10 this type of pension provision is assigned regardless of the length of service (it can be 1 day, 1 year or not at all).
Instead of a disability pension, a pensioner may be awarded a state old-age pension.
Example
Evgeniy Yurievich Sokolov, from 1988 to 1989, took part in eliminating the consequences of the explosion at the fourth power unit at the Chernobyl nuclear power plant. As a result, he became a disabled person of the third group. Evgeniy Yuryevich’s total work experience is 8 years.
According to Federal Law No. 166, citizen Sokolov has the right to choose one of the pensions - old age or disability.
Since Evgeniy Yuryevich is a liquidator of the consequences of the Chernobyl nuclear power plant, he is entitled to a state old-age pension (250% of the social pension). After indexation in April 2020, it is 14,015.43 rubles. But citizen Sokolov is also a disabled person of the third group. In this regard, he has the right to a disability pension, which is 125% (from April 1, 2020 - 7007.72 rubles). That is, twice as much.
Thus, it is wiser for Evgeniy Yuryevich to opt for an old-age pension.
Pensions for the loss of a breadwinner for family members of victims of the Chernobyl nuclear power plant
In the event of the death of a person affected by the Chernobyl tragedy, disabled members of his family have the right to a survivor's pension. It can be:
- minor children;
- adult children of the deceased under 25 years of age under certain conditions;
- a husband or wife who has a dependent child of the deceased under the age of 14;
- spouse aged 55 (50) years, or before the onset of disability;
- disabled parents;
- grandparents who have reached retirement age (65 and 60 years) or have a disability.
For children who are studying full-time, this payment is assigned for the entire period of study, but up to a maximum of 25 years. That is, when the student turns 25 years old, payments stop.
Along with the state survivor's pension, disabled family members of the deceased can simultaneously receive a social or insurance pension for old age or disability.
The right to choose pension provision
Citizens affected by the Chernobyl tragedy are entitled to one of the following types of pensions: state old-age/disability pension or disability/old-age insurance pension (if eligible).
Moreover, the pensioner himself can choose the pension option for which the final payment amount will be the largest.
The old-age insurance pension is assigned in accordance with Federal Law No. 400 of December 28, 2013. In 2020, the insurance period should be 11 years, and the number of individual pension coefficients (points) should be 18.6.
For many citizens belonging to this category of the population, their pensions were calculated using the old formula before the adoption of the above law. But according to it, pensions assigned earlier are subject to recalculation using a new formula . However, if the amount is lower than previously established, the pension amount will remain the same.
The formula by which the calculation is made (taking into account the size of the SIPC and PV for 2020):

Where:

- the cost of one pension point (in 2020 it is 93.00 rubles); - FV

In addition, victims may be assigned a disability insurance pension, which is calculated identically to old-age benefits, but the conditions for its appointment are the presence of at least one day of insurance experience. In this case, the size of the fixed payment for different disability groups will differ:
- for disabled people of group I - 11,372.50 rubles;
- for disabled people of group II - 5686.25 rubles;
- for disabled people of group III - 2843.13 rubles.
At the same time, victims of man-made and radiation disasters do not have the right to receive 2 pensions at the same time (state and insurance). They need to choose a more profitable option for themselves, in which the amount of payments will be the largest. What pension is due to Chernobyl victims in 2020?
Pension provision in the form of material support is allocated depending on the affiliation of the affected person to a certain category. In Russia, for 2020, updates to the procedure for the formation of social subsidies have come into force.
Material assistance for victims of radiation and man-made disasters
In accordance with the latest update of the pension reform, persons affected by a man-made accident have the right to receive a calculation of long-service benefits in the amount of 250% of the minimum rate.
In annual terms, the income of the average Russian pensioner in 2020 will increase by 12 thousand rubles (12 months a year × 1000 rubles per month increase = 12,000 rubles). Disabled children are provided with additional benefits. It was decided to make changes to the legislation that concerns persons injured during the accident at the Chernobyl nuclear power plant. The new amendments apply to children of persons who lived on the territory of Chernobyl. The place of birth of the child is not taken into account.
Last changes
All participants who eliminated the consequences of the accident have the right to exit and complete their work activities ten years earlier. Amounts of pensions for victims of radiation and man-made disasters

- For other family members of the deceased who are recognized as disabled, the monthly payment is 125% of the social pension for each person. It does not matter whether the citizen works or not.
For those living in certain areas (the Far North, etc.), for the period of residence, payments increase in accordance with the regional coefficient. When moving to a new place of residence, this increase is not taken into account.
Indexation of state pensions
Every year on April 1, the Government of the Russian Federation indexes social pensions by a coefficient that depends on the growth rate of the pensioner’s cost of living over the past year. Thus, from April 1, 2020, the size of the social pension increased by 6.1% and amounted to 5,606.17 rubles .
Since the size of state pensions assigned to disabled people and other citizens exposed to radiation depends entirely on the size of social pensions, based on this, the size of pensions for 2020 can be calculated. In addition to state security pensions, on January 1, insurance pensions were indexed by 6.65%. This applies only to those recipients who were considered unemployed.

- the spouse of the deceased - it does not matter whether he was a dependent. Payments are provided to the widow of a Chernobyl survivor upon reaching 50 years of age, and to a widower at 55 years of age, or until disability is confirmed. The time that has passed since the death of the spouse does not matter.
- those who suffered from radiation sickness due to a disaster or participation in liquidation work - the pension in this case is equal to 250% of the social pension;
- persons who find themselves living or working in areas with increased radiation (the amount of support is 200% of the above social payment).
Barely in 2020 for federal beneficiaries
Workers and military personnel who became ill while working in the exclusion zone.
- Military personnel who served in the military during the period from June 22, 1941 to September 3, 1945 for at least six months, military personnel awarded orders or medals of the USSR during the specified period.
- Family members of deceased disabled people of the Second World War, participants of the Great Patriotic War and veterans of the Great Patriotic War.
- Family members of air defense personnel who died in the Second World War.
- Family members of military personnel who died in the line of duty.

- Citizens who received radiation sickness and other diseases at the Mayak production facility and the discharge of radioactive waste into the Techa River.
- Persons sent to eliminate the consequences of the accident at TO "MAYAK" in 1959-61.
- Persons evacuated in 1957 from the MAYAK and TECHA radar zones.
Features of pensions for Chernobyl victims in 2020

The amount of the social part of the pension, which is used in the calculation, is determined in accordance with Federal Law No. 166-FZ. Article 25 of this legislative document provides for an annual increase in benefits from the beginning of April based on the cost of living.

Early assignment of pensions to victims of the Chernobyl nuclear power plant

For those who live or work in the resettlement zone, the retirement age is reduced by no more than 7 years. For persons located in the area of residence with the right to resettle, the age for old-age pension is reduced by no more than 5 years. The retirement age is reduced by a maximum of 3 years for those living in an area with a preferential socio-economic status.
Early exit conditions
For the category of Chernobyl victims, the state provides the opportunity to retire earlier than expected in the following cases:
- the retirement age is reduced by 10 years for persons assisting in evacuation, evacuated citizens, as well as former nuclear power plant workers;
- for 8 years – to the population evacuated from nearby territories from the exclusion zone;
- for 5 years for those who continued to work for several days after the accident;
- for 4 years for those who worked or lived in the resettlement zone at the time of the accident.
Pension payment
All pensions are paid monthly . Either the pensioner himself or the person for whom the power of attorney is issued can receive any of them.
The recipient has the right to independently choose or change the payment delivery method by writing an application to the territorial office of the Pension Fund of the Russian Federation.
Today you can receive cash payments through:
- Russian Post (at the post office at your place of residence or to your home);
- an organization engaged in the delivery of pensions - to your home or at the organization’s cash desk (a list of organizations is available in the Pension Fund);

Legal basis
Measures to support victims of the mentioned accident are enshrined in legislative acts:
- Law No. 166-FZ of December 15, 2001, regulating the assignment of state pensions;
- Law No. 1244-1 of May 15, 1991, dedicated to supporting directly those individuals who in one way or another experienced the consequences of the Chernobyl accident.
The first act establishes the right of “Chernobyl victims” (this word means liquidators of the consequences of the disaster and affected residents) under certain conditions to receive a state pension.
At the same time, the law notes that disabled people in this category have the right to choose an old-age pension instead - if there are grounds for this. The second law describes a list of other measures of state support for citizens who suffered from a nuclear power plant disaster, including those who became disabled. These include both financial additional payments and various benefits.
Registration procedure
To apply for retirement, those living in the Chernobyl zone should visit the Russian Pension Fund at the address of registration or residence.
The main documents for assigning state benefits are a passport with Russian citizenship, as well as a statement indicating the desire to receive appropriate payments. Note: citizens can submit an application during a personal visit to a branch of the Pension Fund of the Russian Federation or issue a power of attorney to an authorized person. It is allowed to send an application in electronic format through your personal account on the website of the State Services or department. If necessary, institution employees can request additional papers, the list of which depends on what benefits and rights the person is applying for.
As a rule, payments are associated with retirement due to old age, in the presence of a disability group. In addition, children, parents who died as a result of a disaster, or other dependents can apply for financial support from the state.
Documentation
List of papers for applying for a Chernobyl old-age pension:
- work book and other documentation indicating insurance experience;
- papers confirming the citizen’s presence in the danger zone during the Chernobyl explosion;
- certificates of labor activity in the contaminated area;
- medical certificates indicating the presence of diseases acquired due to infection;
- expert opinion on assignment of a disability group.
Based on the Federal Law, disability benefits are assigned if the following documents are available:
- sanitary protocol on assignment of disability;
- documents indicating the fact of being in the city and zone at the time of the fire at the nuclear power plant.
It is noteworthy that disability payments are a temporary subsidy that has a validity period, i.e. a person must undergo a medical examination every year. If, by decision of the commission, the group is removed, the transfer of benefits will be suspended.
A family that has lost its breadwinner should collect the following documents:
- certificate of death of a person with whom the members lived in the same territory or had dependent status;
- papers confirming family ties with the deceased Chernobyl survivor.
Please note: this type of financial compensation is due to children under eighteen years of age. In this case, support occurs on an ongoing basis until the child turns 18 years old.
How to confirm your status?
To confirm this status and obtain the right to a certain amount of pension for a Chernobyl survivor, the following documents must be submitted to the authorities:
- USSR state-issued certificate of a person involved in eliminating the consequences of the Chernobyl explosion;
- documentary evidence of work being carried out at the explosion site;
- a medical decision that states the diagnosis, type of disease or disability resulting from radiation exposure.
Statement
A person affected by a man-made disaster must contact the Russian Pension Fund or the Multifunctional Center, where employees will provide consulting services.
During the appointment, the person will receive information about the procedure for calculating benefits, and will also be provided with a sample application. When sending documentation through an authorized person or by Russian Post, you can use templates available for downloading on the Internet.
The text of the application contains the following information:
- the type of benefit that the Chernobyl survivor, widow or other family member is applying for;
- the date of death of the husband, who was the liquidator of the explosion in Chernobyl;
- full transcript of full name;
- degree of family ties;
- presence of a disability group in a widow or other relative.
Compensation for damage to health
Citizens who lost their ability to work as a result of the mentioned accident are entitled to financial compensation for harm to health.
It is paid monthly for the entire period while the person is disabled. The amount depends on the disability group. Basic values are prescribed in Law No. 1244-1, but they are constantly indexed. As a result, at the end of 2020, the amount of compensation was:
- 1 group - 18,886.59 rubles;
- Group 2 – RUB 9,443.30;
- Group 3 – RUB 3,777.30.
How much the amount of compensation will increase in 2020 should become known at the beginning of the year, when the Government approves the indexation coefficient.
Other support measures
For persons affected by the Chernobyl nuclear power plant, monthly payment of funds is provided.
Its size depends on the category of the recipient. Disabled persons due to a man-made disaster from February 1, 2020 can count on the amount of 2,590.24 rubles. Citizens exposed to radiation have the right to receive other social benefits:
- double monthly child care allowance for children under 3 years of age or increased monthly payments for each child;
- temporary disability benefit (sick leave) - 100% of earnings;
- funeral benefit - 11,456.14 rubles.
In accordance with Law 178-FZ, the category of citizens in question is provided with a social package, which includes:
- free travel on commuter trains, as well as on intercity transport to and from the place of treatment;
- if there are medical indications - provision of vouchers to sanatoriums, dispensaries, etc.;
- provision of medicines and medical products according to prescriptions.
The legislation provides the following benefits for disabled Chernobyl victims:
- compensation in the amount of 50% for payment of residential premises and utilities;
- improvement of living conditions, if there is a need for it (provided once);
- out-of-turn service in medical institutions and pharmacies;
- treatment in the same clinics in which they were treated before retirement;
- providing children with places in schools, kindergartens, sanatoriums out of turn, as well as payment of compensation for food;
- some other special benefits, which are detailed in Article 14 of Law No. 1244-1;
- general benefits for people with disabilities (depending on the group), including relaxations in the payment of property taxes (land, real estate, transport), free prosthetics of teeth and limbs, travel benefits and others.
For working citizens affected by the Chernobyl disaster, including disabled people, some benefits from the field of labor law are provided. The main ones are:
- an average of 14 days of additional leave annually;
- the primary right not to be dismissed during layoffs;
- additional payment up to the average earnings at the previous workplace if the transfer took place due to health conditions.
