It takes into account work on the territory of Ukraine until March 16, 2014 inclusive, and on the territory of the Republic of Crimea or the federal city of Sevastopol during the period from March 17 to December 31, 2014 inclusive. Insurance premiums accrued for the period since 2002 remained in Ukraine. Therefore, to calculate insurance premiums for residents of the peninsula, the average monthly salary of the Russian region closest to Crimea, the Krasnodar Territory, was taken as a basis. According to the law, it is 24,245.70 rubles.

“In the Russian Federation, until January 2002, the law of November 20, 1990 was in force, according to which both length of service and earnings for any 60 consecutive months were taken into account. This norm also applies to Crimeans. The length of service developed before 2002 is fully taken into account, as is the insurance period developed in accordance with the legislation of the Russian Federation. Registration in the compulsory pension insurance system of the Russian Federation in Crimea began in August 2014, when many organizations registered in it and paid insurance premiums for their employees to the Pension Fund of the Russian Federation. About changes in the lives of Crimean pensioners

To understand the essence of changes in the size of pensions of Crimean pensioners, it is necessary to take into account the mechanism for forming the minimum pension provision under the new legislation.

A fixed payment is established for different categories of citizens. The pension coefficient is set by the government taking into account inflation based on economic calculations.

All the calculation formulas, to which Russians gradually began to adapt, did not work in Crimea at first, since the accumulation of funds in Ukraine took place according to a different principle. Therefore, their own calculation system was developed specifically for Crimeans.

In 2014, non-working pensioners were accrued a pension according to Ukrainian legislation, but it was converted at the Central Bank rate and special payments were added to it.

The procedure for assigning pension benefits is carried out when citizens apply to the Pension Fund branches at their place of residence. If retirement age was reached earlier than 2020 , the fund undertakes to pay benefits for all months starting from January 1, 2020 .

When calculating pensions for Crimean residents, the same principles and methods are used as for the rest of the country’s population. If the amount of payments is less than before the 2020 recalculation, the benefit will remain at the same level.

In addition, excess amounts paid during the transition period will not be deducted from pension accruals calculated in accordance with the new current legislation. However, subsequent indexations and recalculations will not be made for these payments until their level is equal to the standards established by the legislation of the Russian Federation.

To fully realize their rights in the field of social security, citizens of the peninsula should register with the Pension Fund of the Russian Federation, the final result of which will be to receive a SNILS insurance number. Thanks to it, pension transfers for working persons are accumulated in an individual account. Those non-working pensioners in Crimea and Sevastopol whose level of material security (pension plus other payments) is below the subsistence level are entitled to a federal social supplement.

4. Benefits for single mothers are provided for by a separate law. If the mother’s average monthly income does not reach the subsistence level, she is assigned a state subsidy from 01/01/16 in the amount of 1,500 rubles.

5. The social contract is an innovation in the law on pensions. It can be concluded with the social protection authorities of the Republic of Crimea. Citizens must have an income below the subsistence level in Crimea. The total amount of payments per year will be 90,000 rubles.

    Changes to the pension legislation of the Russian Federation have been published. Many enterprises, the vast majority of them private, did not submit information about employees to the state archive simply because they did not want to waste time on this labor-intensive paperwork. But there are also companies that are successors to former Ukrainian enterprises that have this data. If these organizations have amended their regulations or charters to indicate that they have such documents, then they can issue certificates of experience based on the information they have.

    When there is no work book, no organization, no archive, and colleagues from the former place of work cannot be found, the work experience will have to be confirmed only through the court.

    So that encountering the above problems does not become unexpected and so that they do not have to get the necessary certificates in the turmoil, wasting precious time, Crimeans can check their work record two years before retirement. The pension fund provides this opportunity and even insists that people come in advance and show their documents so that, if necessary, specialists can assist them and prepare appropriate requests.


    The MFC of Crimea will simplify obtaining documents for the birth of a child and retirement. In turn, individual entrepreneurs who also experience difficulties in confirming their work experience can contact the commission for the implementation of pension rights, created under the Council of Ministers of the Republic of Kazakhstan.
