The social pension in Russia is traditionally increased from April 1. There will also be indexation in 2020. More than 3.2 million residents of our country are waiting for this moment: the disabled, the elderly, children, those who have lost their breadwinner and many others.

The only question is, by how many percent will payments to one of the most vulnerable groups of the country's population increase?

According to the law, social pensions are increased from April 1, depending on the increase in the Pensioner’s Minimum of Living for the previous year.

As we see, the state did not pamper pensioners too much. The indexation percentage was minimal. But in 2020, the situation looks like it may change. The authorities promise a substantial increase.

Increase in social pensions from April 1, 2020

Social pensions increase annually from April 1 in accordance with the provisions of Article 25 of Law No. 166-FZ of December 15, 2001 “On State Pension Provision in the Russian Federation.” The increase is made by the same percentage for all social pension recipients. This coefficient is approved by the Government of the Russian Federation, taking into account the growth rate of the living wage of a pensioner over the past year.

That is, in 2020, social pensions should be increased by the same percentage as the cost of living for pensioners increased in 2020 compared to 2018.

  • will increase by 6.1% from April 1, 2020 . This is exactly how much the PMP amount increased in 2020.
  • As a result of indexation by 6.1%, the average social pension by the end of 2020 will be 9925.35 rubles . For comparison: at the end of 2020, the average pension benefit is projected at RUB 9,266.

9925.35 rub. is the average amount of payment for all types of social security. What will be the size of the pension after indexation, depending on the category to which the pensioner belongs, is indicated in the table later in the article.

Details about indexation of payments

The law provides for annual indexation of social payments, the basis for which is an increase in the cost of living. The state determines the coefficient and notifies all citizens about it in its Resolution. It is impossible for an elderly person’s minimum pension to be less than the current regional subsistence minimum (calculated depending on the person’s place of residence). If, based on the results of calculations, it turns out that a person receives a pension plus all the required additional payments, but the amount is still less than the established minimum, he is entitled to an additional payment.

As the Pension Fund commented on the situation, the amount is indexed as planned, strictly according to the deadlines established by the norms and law. Social, but not insurance payments are subject to recalculation. At the same time, experts note that the amount of the increase will be insignificant, so that such assistance from the state will have little impact on the standard of living of older people. The regulatory framework on the basis of which the recalculation will be carried out. The right of Russians to receive a pension when they reach a certain age, as well as the conditions for its assignment, payment and increase are prescribed in No. 166-FZ. Article 5 of this normative act establishes the existence of several types of pension provision:

  1. For length of service (work experience);
  2. By age (when a person reaches a certain age threshold) – payment is monthly, for life;
  3. If a person has been assigned a disability group. In this case, the cash payment is assigned to him exactly from the moment he received the group. Assigned either until the disabled status is removed or for life;
  4. Pension for families who have lost their breadwinner;
  5. Social.

Article No. 25 of the above-mentioned Federal Law describes the procedure for indexing. This happens every year.

Who will have their pensions increased from April 1?

According to Art. 25 of Law No. 166-FZ, indexation from April 1, 2020 by 6.1% will affect social pensions , namely ensuring:

  1. For old age disabled citizens:
      women who have reached 65 years of age and men who have reached 70 (taking into account the increase in the retirement age from 2020), who do not have enough length of service or pension points required to apply for an old-age insurance pension;
  2. small peoples of the North aged 50 and 55 (women and men, respectively);
  3. For disability:
      disabled children;
  4. disabled people since childhood;
  5. disabled people of groups 1, 2 and 3;
  6. In case of loss of a breadwinner:
      children under 18 years of age or full-time students under 23 years of age who have lost one or both parents or a single mother;
  7. children under 18 years of age or full-time students under 23 whose parents are unknown.

Simultaneously with the indexation of the social pension, from April 1, 2020, state pension payments for the following citizens:

  • WWII participants;
  • awarded with the badge “Resident of besieged Leningrad”;
  • flight test personnel;
  • military personnel who served under conscription, as well as members of their families;
  • victims of man-made or radiation disasters, as well as members of their families.

Military pensioners who receive various types of supplements to their pension, calculated from the amount of the social old-age pension, will also receive an increase . This applies to allowances for dependents, for group 1 disability, upon reaching 80 years of age, for disability due to military injury, additional payments to WWII participants and combat veterans. The amount of such additional payments to military pensioners from April 1, 2020 will be determined taking into account the indexed value of the old-age social pension.

Indexation of old age pension

Payments to citizens who have retired due to age will also be increased by 2.9% from April this year. It is difficult to predict the amount of increase here, since payments are assigned taking into account length of service and accumulated points. Some citizens receive minimal pensions because they do not have enough experience. Indexation will affect the pensions of unemployed citizens. It will not affect pensioners who continue to work. Their payments will be indexed for previous years only after dismissal from work. An interesting feature is the possibility of further employment with full preservation of the indexed pension. Indexation of the pension of a retired pensioner is carried out after his application to the Pension Fund. Payments will also be recalculated taking into account the points that the pensioner managed to earn during the year. Taken together, this contributes to a significant increase in payments.

The increase in payments for working pensioners will traditionally take place after August 1. However, this increase is not related to indexation; payments are only recalculated taking into account the points earned during the year.

The size of the social pension in 2020

The amount of social pension in the period from January 1 to March 31, 2020 will be the same as in 2019. Payments will be indexed only from April 1 (they will increase by 6.1%). The table of social pension amounts depending on the type of assigned security is presented below:

The total financial support of a pensioner cannot be less than the minimum subsistence level established in the region of his residence (see the table of the minimum pension for the constituent entities of the Russian Federation for 2020). If the assigned payment is lower than the regional PMP, the pensioner can apply for an additional payment up to the “minimum wage”.

How much will state pension benefits increase?

State welfare payments will also increase in 2020. They will also be increased from April 1, since according to the law their amount is set as a percentage of the old-age social pension. From April 1, 2020, the calculation of these payments will be made taking into account the indexed old age security - 5606.17 rubles .

For example, for military personnel, the state disability pension received due to military injury, from April 1, 2020, will be:

  • 16,818.51 rubles - for 1st disability group (since the payment is calculated as 300% of the old-age insurance pension);
  • 14015.43 rubles - for disability group 2 (250% respectively);
  • 9810.80 rub. — for disability group 3 (175%).

The amounts of government payments for other types of security listed in Art. 15, 16, 17 and 17.2 of Law No. 166-FZ. This applies to WWII participants, blockade survivors, Chernobyl survivors, flight test personnel, and so on.

Indexation of pensions by region

The amount of pension payments is regulated not only at the federal but also at the regional level. The regional government has the right to introduce its own minimum amounts and surcharges. Based on this, we can say that the size of pensions by region differs significantly.

We propose to consider them in individual areas:

  • Leningradskaya - 8,672 rubles.
  • Murmanskaya - 12,497 rubles.
  • Voronezh - 9,567 rubles.
  • Kurskaya - 7,044 rubles.
  • Rostov - 9,355 rubles.

Thus, the standard of living of pensioners in some areas is significantly higher than in others. At the same time, the cost of the food basket is almost identical.

Will there be an increase in subsequent years?

Annual increases in social and state pensions will continue in the future. The explanatory note to the draft law on the Pension Fund budget for 2020 contains preliminary data on indexation in 2021 and 2022. According to forecasts of the Ministry of Economic Development, changes will occur according to the following scheme:

  • In 2021, indexation will be carried out by 0.7% due to an increase in the cost of living of a pensioner to 9,067 rubles.
  • In 2022, they plan to index by 3.4% , since according to forecasts the PMP will increase to 9,374 rubles.

As new data becomes available, forecasts will be adjusted. Therefore, it is likely that when forming the budget for 2021, other indexation percentages will be included.

    Hello, Maxim. From February 1, there was indeed an increase, but it was not the pension that was increased, but the monthly cash payment for disability (EDV). The amount of EDV was actually increased by 3%.

    From April 1, 2020, social old-age pensions will be increased (for those who do not have insurance coverage). They will tentatively be increased by 7%, but the exact index will only be approved in March, closer to the indexation date.     “I won’t live to see retirement,” many say. But this looks more like youthful bragging. The vast majority of Russians will probably live to see retirement. Therefore, it is better to prepare for it. And our task is to get the maximum from the existing formula (began to operate in 2020).

    1. Salary is above average

    The new pension system can be considered a pursuit of points and coefficients. The amount of benefits in old age will depend on them.

    The formula works like this. A person can receive a maximum of 10 points per year. To do this, you need to receive about 66 thousand rubles a month, or approximately twice the average salary in the country. At the same time, the pension will be the same for those who receive 66 thousand and for those whose income is at least a million. But if the salary is half the maximum, then the person will receive only 5 points. If three times - then 3.3 points and so on.

    Each point when assigning a pension will be multiplied by the “pension coefficient value”. Now it is defined as 74.3 rubles (and increases every year - by the inflation rate or less if the budget does not allow). The minimum you need to collect to qualify for a retirement pension is 30 points.

    So, the higher the salary, the better. This will count towards retirement. However, under one important condition...

    2. White income

    Personal income is a derivative of the state of the economy. And pensions are a derivative of wages. All working Russians pay 30% of insurance premiums from their salaries. This money should provide us with free healthcare and decent pensions. But this is only if the income is white.

    Just know: if you officially receive the minimum wage, and everything else is in an envelope, you will also be awarded points at the minimum wage, so your pension will be meager. And rightly so, they say in the government, because now you are, in fact, underpaying current pensioners...

    3. Work experience

    Pension depends not only on salary, but also on length of service. First, you need to earn the minimum period to receive a labor pension - 15 years. If it is less, the person will be assigned a social pension - it is almost half as much. Secondly, the longer you work, the more points you accumulate.

    Once you reach retirement age, bonuses begin. For example, if you worked for 5 years beyond this period and did not apply for a pension, the number of points will increase by 1.5 times. And if 8 years - almost double! True, the government is now thinking about increasing the retirement age. And in this case, the increasing coefficients will most likely be revised.

    4. Storage part

    Let us remind you: for those born in 1967 and later, the future pension is divided into two parts: insurance (the first three points about it) and funded. The insurance goes into the common pot, that is, to pay current pensioners. In this case, the person is virtually recorded what contribution he made to the system. This will count in the future.

    The savings portion is transferred to individual accounts. They are managed by the Pension Fund or non-state pension funds. This money is invested in securities. That is, they work for our economy, and we receive a percentage for it.

    Over the past three years, the state has frozen new contributions to the funded part (everything goes to the insurance). But they will probably be resumed once the crisis is over.

    5. Your own pension fund

    Rely on the state, but don’t be bad yourself. If possible, save for old age yourself. There are many tools for this. For example, if you receive gray income, set aside at least 5 - 10% in a special bank account, and preferably in different currencies. Then you’ll just thank yourself.

    There are other possibilities: an apartment for rent, a garage, or a portfolio of stocks and bonds (more on these mechanisms in the next publication). The main thing is to make sure that you do not depend on the state pension, but have your own sources of passive income.
