2020 did not live up to the expectations of military retirees. As we have already written, the reduction coefficient is again “frozen”, so in 2020 the same coefficient applies for calculating pensions as in 2020 - 73.68%. To correctly calculate a pension, you need to know the new salary levels by rank and military positions, since these data are basic. The third component, allowances, is calculated as a percentage.
New salaries are paid to military personnel from October 1, 2020 and will be recalculated on October 1, 2020 at the inflation rate of 3%.

General provisions
The amount of compensation for pensioners of law enforcement agencies is largely determined by the reason for resigning. A soldier can retire:
- according to length of service - after serving a minimum number of years in the department (20), a military man can retire;
- for disability - if a military man receives an injury or illness and, as a result, he is assigned a disability group, the citizen will be assigned a corresponding lifetime payment;
- for the loss of a breadwinner - if a serviceman dies or acquires a disease that causes death, family members of the deceased are assigned a payment through the department where the deceased served.
The conditions for appointment, of course, are different for each group. However, the general procedure that determines the calculation of a military pension is the same: a percentage of the amount of monetary allowance that the military man received while serving.
How is salary determined?
The salary of the military can be considered a kind of analogue of the salary of a civilian working under an employment agreement (contract). The main difference is that not only the amount of DD by position (rank), but also percentage bonuses for length of service, as well as monthly bonuses are taken into account. But the special conditions for which the military’s “salary” is increased are not taken into account.
Thus, the monetary allowance includes:
- official salary;
- salary according to rank;
- long service bonus.
Specific figures for pension benefits are determined by the nature of the payment. That is, the amount will largely depend on the reason for which the pension was assigned.
How to increase the income from which the size of a military personnel’s pension is calculated
In recent years, the media have increasingly reminded us of the need to take care of our future pension from a young age. And we're not just talking about pension savings. Military personnel can increase their income by showing consistently high results in combat and physical training, participating in combat operations, etc. We will present 3 main reserves for increasing income.
- Fulfill the standards for your specialty and achieve the assignment of a class category. For each military specialty there is a specific list, for example, for military doctors, class is determined by qualification category. In general, the premiums are 30% - “master” class; 20% - I class; 10% - II class; 5% - III class.
- Pass 2 tests for the highest level of physical fitness. The bonus for this criterion is significant - 70% of the official salary. So, for a private it will be 7,280 rubles, and for a senior officer - 18,546 rubles.
- Temporary performance of duties for a vacant position. If there is a vacant higher position, military personnel can temporarily occupy it, even if their rank does not meet the requirements. In this case, be sure to request registration by order. The basis is the UP of the President of the Russian Federation No. 1237 and the order of the Ministry of Defense No. 200.

Military pensions based on length of service
The vast majority of military personnel retire due to their length of service. The size of a military pension is quite simple to calculate. The duration of military service is taken as the basis for calculations. It can be of 2 types:
- 20+ years of service + little or no “civilian” experience;
- 12.5+ years of service with 25+ years of civilian experience.
In the first case, the amount assigned for lifelong payment to a military pensioner will be 50% of the DD amount. But each year of service above the minimum value will add 3% DD.
If the duration of military service is only 12.5 years, but the military man has a total length of service of 25 years, then for each year in excess of the minimum length of service an additional 1% of the DD amount will be accrued.
The legislation introduced a special limitation on the minimum size of a military pension based on length of service. The pension cannot be lower than 100% of the social pension.

Military disability pensions
In the case of disability, the determining factors are not only the assigned groups (I, II or III), but the reason for assigning disability, as well as the existence of a relationship between the cause of disability and the performance of official duties. The basic calculation here can be represented as follows:
- Disability groups I, II due to injury during performance – 85% DD;
- III disability group due to injury during performance – 50% DD;
- Disability groups I, II due to illness not during performance – 75% DD;
- III group of disability due to illness not during performance – 40% DD.
In this case, the department should not take into account how many years the military man served. Even if the disability arose as a result of an injury or illness that occurred on the 1st day of military service, this will not be a factor excluding the assignment of this payment. The closest analogy is a disability insurance pension, which is awarded even if a citizen simply goes back to work.
As in the case of length of service, the law determines the minimum amount of a military disability pension. It cannot be lower than 150-300% of the social pension. The specific value depends on the cause and group of disability.
Prerequisites for appointment
There are three such conditions:
- The applicant is 60 years old. Before this age, a second (insurance) pension cannot be assigned to military personnel under any circumstances.
- Availability of the required work experience. Starting from 2014, the length of service required to receive an insurance pension increases annually by 1 year, starting from five years. Accordingly, if in 2014 five years of experience were required, then in 2020 - six years, in 2020 - seven years, in 2020 - eight years and according to the same principle until 2024, after which an increase in experience (more than fifteen years) no longer provided.
- From the beginning of 2020, it is mandatory to have an individual pension coefficient of at least 6.6, with a further increase every year by 2.4 to a maximum value of 30. Thus, in 2020 this coefficient will be at least 9.00, in 2017 - 11 ,4 and so on. The IPC is calculated as the ratio of a pensioner’s pension capital (experience and salary + insurance contributions) to the price of one pension point, which is set by the Government annually. In 2020 it was 64 rubles 10 kopecks, in 2020 it was 74 rubles. 27 kopecks, in 2020 - 78 rubles. 58 kopecks
If everything is clear with the first point, then the second raises many questions regarding confirmation of experience.
Until registration in the pension insurance system (this date is stamped on SNILS), the length of service is confirmed by work books, employer certificates, archival extracts, and protocols for interviewing witnesses.
After the day of registration, or for all categories since the beginning of 2002 - only according to personalized accounting information, that is, according to information from your individual personal accounts to which insurance contributions are transferred by employers. This work, for which wages were calculated and taxes were transferred, relates to insurance periods.
The lack of insurance periods for assigning a second pension can be compensated for by non-insurance ones. These include:
- full-time study at an educational institution, confirmed by a diploma or certificate from an educational institution,
- periods of caring for children or disabled persons, confirmed by protocols of interviewing witnesses, and others.
Military survivor pensions
If a citizen performing military service dies, then his family members will be given a corresponding payment. The amount of accrual depends directly on the reason for the death of the serviceman:
- death due to injury or illness that occurred during the performance of official duties - 50% of the DD for each disabled family member;
- death due to injury, illness that did not occur during the performance of official duties and not due to military service - 40% of the DD for each disabled family member.
The minimum size of military survivors' pensions is also determined by law. Depending on the circumstances, it amounts to 150-200% of the basic social pension in Russia.
