Who will have their pensions increased in 2020?
Today, working and non-working pensioners have many questions about indexation. Let's try to sort everything into pieces. Let's start with the events that are yet to come.
Indexation of pensions for guardians in July 2020
Starting from July 1, 2020, pensioners who are guardians or trustees of minor children will begin to receive an indexed insurance pension.
Until this point, retired guardians were considered to be working, since insurance contributions were made for them. Accordingly, their pensions were not indexed.
But thanks to the recently adopted amendment to the Federal Law on Compulsory Pension Insurance, from July this year, pensioner guardians will be indexed as unemployed.
According to the Ministry of Education, the number of foster families in the Russian Federation is 111,892. According to preliminary estimates, the number of foster parents-pensioners whose level of pension coverage will be increased is 29.6 thousand people.
“Previously, according to the law, pensioners who were guardians received remuneration in the amount of about 3-4 thousand rubles, but because of this they fell into the category of working pensioners. In this regard, their pensions were not indexed,” State Duma deputy Sergei Neverov . “Now the indexation of pensions is being restored for retired guardians who receive “salaries” for their work as guardians.”
Recalculation of pensions for working pensioners in August 2020
As we remember, starting from 2020, insurance pensions of working pensioners in Russia are not indexed. In January 2020, they also did not receive an increase.
What do working pensioners need to do for pension indexation to occur? The answer is known: stop working. The Pension Fund of the Russian Federation assures that after they stop working, the amount of the insurance pension and the fixed payment to it will be recalculated taking into account all indexations that took place during their work.
Well, those who don’t want to quit just yet have to wait until August 2020.
It is in the last month of summer that all working pensioners will receive a traditional, undeclared recalculation of pensions based on the results of the previous year.
The increase in pension as a result of recalculation is individual in nature and depends on the amount of insurance contributions that the employer paid to the Pension Fund for a working pensioner in 2019. Traditionally, it amounts to no more than 3 pension points, that is, no more than 262 rubles.
Who can apply for an extraordinary pension increase?
As already mentioned, payments are indexed strictly according to schedule. But in special cases, an unscheduled increase in pension is also possible.
In particular, the following can count on increased pensions outside the schedule:
- Recipients of old-age insurance pensions if they turned 80 years old last month. They are additionally entitled to 5 thousand 686 rubles. - This is an increase to the fixed part of the pension.
- Pensioners who have minor dependents.
- Retirees who retired last month. Provided that their pensions were not previously indexed like working people. In this case, all lost indexation will be restored to them.
- Recipients of insurance pensions who moved last month for permanent residence to an area with an increased regional coefficient.

Indexation of insurance pensions from January 1, 2020
From January 1, the old-age insurance pension will be increased in Russia. There is a simple rule that everyone understands: payments are indexed to the inflation rate for the past year.
Insurance pensions were indexed in January 2020 by 6.6 percent.
The size of the fixed payment and the cost of the pension coefficient, on the basis of which the insurance pension is formed, after indexation amounted to 5,686.25 rubles and 93 rubles, respectively.
For those who received 10 thousand, the increase was 660 rubles. Those whose pension was 16 thousand received an increase of 1,056 rubles, and those who were paid 20,000 were paid 1,320 rubles more.
Deputy Chairman of the Federation Council Committee on Social Policy Elena Bibikova shared plans for further growth of pension provision with journalists. According to her, the indexation percentage of the insurance pension is set at 6.3 percent for 2021, and 5.9 percent in 2022.

Increase in social pension from April 1, 2020
State pension benefits, including social ones, traditionally increase in April.
Since April 1, 2020, social pensions have been indexed by 6.1 percent.
The average social pension after indexation was 9.85 thousand rubles. The average social pension for disabled children increased to 14.5 thousand rubles, and for disabled children of the first group - to 14.6 thousand rubles.

What other increases will there be in 2021?
In addition to the indexation of insurance pensions for non-working pensioners, the following changes are expected in 2021:
- From February 1
will index social payments made by the Pension Fund. In particular, this increase will affect monthly cash payments transferred to disabled people, war and combat veterans, citizens affected by man-made disasters (including the Chernobyl nuclear power plant) and so on.
Social payments will be indexed in accordance with the 2020 consumer price index. According to preliminary calculations, the CPI will be 3.8%, that is, social payments will increase by 1.038 times . At the same time, both non-working and working federal beneficiaries will receive an increase.
- From April 1 , social pensions will be indexed, as well as state pension payments. The increase will be made in accordance with the growth index of the pensioner's cost of living, which, according to preliminary calculations, will be 2.6% . The exact value of the indexation percentage will become known in February-March 2021/
- From October 1, military pensions will be increased. According to preliminary calculations by the Government, their increase in 2021 will be 3.7% , which corresponds to the forecast inflation for 2020. Whether there will be an additional increase of 2%, as provided for by Presidential Decree No. 604 of 05/07/2012, is still unknown.

Who is entitled to a social supplement to their pension?
If non-working pensioners have a total amount of material support that is less than the pensioner’s subsistence level (PLS) in their region of residence, then they are given a social supplement. Thus, the pension is increased to the minimum subsistence level.
However, it must be taken into account that when calculating the total amount of material support, not only the pension is taken into account, but also other measures of social support. This could be a benefit for utility bills, public transport, and others.

How will recalculation be carried out?
The procedure for recalculating pensions will have to be developed by specialists from the Ministry of Labor. Now, when the Pension Fund itself identifies errors in calculations, they are corrected in two ways: automatically, without an application, or upon application. The bill proposed by deputies also allows for both recalculation options. Moreover, it will be possible to submit an application not only at the Pension Fund branch, but also at the MFC. True, only if the centers and the fund agree on the provision of such a service.
In case of recalculation of the shortfall in pension, interest on the underpayment will be additionally reimbursed. The amount of such interest, Mironov clarified, is established by the bill.
“When calculated for periods before January 1, 2020, the amount of interest is determined by the refinancing rate of the Bank of Russia; after January 1, 2016, by the key rate of the Bank of Russia in force during the corresponding periods, and cannot be reduced,” the parliamentarian concluded.
Who is entitled to an increased fixed payment towards their pension?
A fixed payment is a certain amount that is paid to all pensioners, except military personnel. Its size is the same for almost everyone, regardless of length of service, salary and everything that is taken into account when calculating pensions. This is a kind of analogue of the basic part of the pension.
Many people probably don't even know that their pension benefit includes a Defined Benefit. But in fact, they receive in their hands an amount that consists of an insurance pension + a fixed payment. Anyway, everyone collectively calls it an insurance pension.
The size of the fixed payment is set by the state and is indexed annually along with the pension. For example, from January 1, 2020, it was also increased by 6.6%, as a result, its size increased from 5334.19 rubles. up to 5,686.25 rubles.
A fixed payment to an insurance pension will become interesting only when you have the opportunity to receive it in an increased amount. And this:
- Citizens who have reached the age of 80 or disabled people of group I;

Will the pension increase from January 1, 2021?
Recently, the question has increasingly arisen as to whether the size of pension payments will be increased, what the size of the increase will be and who will be able to count on it.
The provisions of the federal law on insurance pensions contain provisions for a mandatory increase in the amount of pensions, which must change in accordance with the level of inflation in the country. Now similar requirements are contained in the main law of our country.
In connection with the adoption of amendments to the Constitution of the Russian Federation this year, indexation of the amount of pension payments to non-working pensioners becomes mandatory.
Therefore, the draft budget of the Pension Fund for the next three years contains an article providing for expenses associated with increasing pensions in 2021-2023.
However, the Constitution does not contain specific instructions on which categories are entitled to index their pensions. These can be working and non-working pensioners, and other categories of citizens who receive pension payments not because of age, but for other reasons. Therefore, there is a question of developing explanations for specific provisions amending the Constitution.
