Certain categories of citizens of the Russian Federation require special support from the state. These include: disabled people, people affected by man-made accidents, military veterans and some other social groups.
They belong to the category of federal beneficiaries and are entitled to certain benefits, concessions and additional cash payments. Material support for these categories of citizens is most expressed in the provision of monthly payments, money from which they can spend at their own discretion.
The concept of “monthly cash payment”
Monthly cash payment (abbreviated EDV) is a form of material support for citizens. Only persons who are federal beneficiaries can count on it.
The EDV is paid through the state pension fund, and not through local social protection departments. This is due to the fact that these payments are made at the expense of the federal budget.
Attention! EDV is assigned to the beneficiary through the state pension fund, regardless of the fact of having the right to pension provision, only due to the corresponding status.
It should be noted that the monthly cash payment is not fixed. In practice, this means that different categories of beneficiaries can count on different amounts of cash assistance.
There are quite a few reasons for assigning EDV, and therefore cases often arise when a citizen has several of them at once. However, you cannot count on a “double” or “triple” payment. The fact is that in such cases, pension fund specialists simply transfer money on the basis that involves a large payment amount.
An integral part of the EDV in kind is the NSO (set of social services). It is a list of benefits that federal beneficiaries can count on.
Thus, the NSO includes:
- drug provision;
- sanatorium and resort services;
- compensation for transport (intercity and suburban) when traveling to carry out medical treatment.
It is obvious that many beneficiaries do not have an objective need for a full range of social services. In this regard, citizens can refuse them. In this case, they will be paid monetary compensation. It is important to remember that it is not some kind of third-party surcharge, but is included in the EDV.
Reference! Citizens can refuse services either completely or partially.
It should be noted that the refusal of NSO is carried out in accordance with the established regulations. Thus, the beneficiary does not have the right to change the relevant decision more than once a year.
To renounce the NSO, a citizen must contact the pension fund with a corresponding application. The document must be submitted before October 1. Accordingly, payment of EDV according to the new rules will begin from the beginning of the year following the submission of the application. In the same way, the beneficiary can decide to provide him with services or part of them in kind.
Who receives EDV
Only those citizens who need it can count on monetary assistance from the state in the form of EDV. To date, there is no separate regulatory act that would regulate the procedure for the implementation and assignment of this type of material support.
However, the right to this benefit is secured by laws that establish benefits for certain categories of citizens. Examples include the Federal Law of January 12, 1995 “On Veterans” No. 5-FZ and the Federal Law of November 24, 1995 “On Social Protection of Disabled Persons” No. 181-FZ.
Next, we will analyze in detail the specifics of assigning a monetary payment to each preferential category of citizens.
Disabled children and people with disabilities of groups I, II, III
Disabled people include citizens who, due to a chronic illness or injury, are unable to work and have limited health capabilities. Depending on the degree of disability and social activity, three disability groups are distinguished. In addition, the legislator separately identified children with health limitations as a particularly vulnerable category of citizens.
Attention! Assignment of disability is carried out by decision of a medical and social examination (MSE).
The amount of financial assistance for disabled citizens depends on the assigned group.
- Group I. Assigned to persons with the most severe forms of health impairment. The amount of assistance is 3896.8 rubles.
- Group II. Citizens with a moderate degree of disability receive monthly 2,782.67 rubles. Disabled children can also count on the same amount.
- III group. The amount of financial assistance to these citizens is 2227.55 rubles.
Veterans of the Great Patriotic War and military operations
Persons who took part in the Great Patriotic War are entitled to receive a monthly allowance in the amount of 4173.96 rubles. However, those who have received disability can count on an increased payment amounting to 5,565.32 rubles.
Combat veterans include a wide range of citizens from among former and current military personnel who took part in various military conflicts on the territory of the Russian Federation and outside our country.
Important! Veterans, among other things, also include employees of other law enforcement agencies, but only if they carry out tasks in combat conditions.
The amount of payments for this category of beneficiaries is 3,062 rubles.
Veterans of Labor
Regarding the benefits provided to labor veterans, the situation is somewhat uncertain. This is explained by the fact that there are both federal and regional beneficiaries in this category.
It should be noted that the corresponding title is assigned by local regional social authorities. Thus, payments to labor veterans are made at the expense of local budgets, so the monthly allowance is not included in the pension amount.
Outstanding citizens who have earned the honorary title “Hero of Russia” or “Hero of the Soviet Union” receive a monthly payment of 65,619.5 rubles.
Holders of high state awards of the Russian Federation or the USSR, awarded for labor exploits, can count on 48,384.7 rubles.
Minor prisoners of fascism
Citizens who, as minors during the Second World War, were forcibly placed in Nazi concentration camps, also have the right to state support. The corresponding payment for them is 4173.97 rubles . If the former prisoner has a disability, then this amount increases to 5565.32 rubles.
People who lived in the Chernobyl zone
It should be noted that traditionally, people affected by man-made accidents in Russia are called “Chernobyl victims.” Indeed, the vast majority of beneficiaries are persons who suffered damage as a result of the Chernobyl reactor explosion. However, citizens injured in other man-made accidents can also count on the same preferences.
The list of people who suffered damage is quite large. These are accident liquidators, people living directly in the exclusion zone, citizens who have become disabled due to a man-made disaster, and so on. The size of the EDV for these different groups is different and ranges from 556.88 rubles to 2782.67 rubles.
Attention! “Chernobyl victims” can receive additional EDV on other available grounds.

Pensions should be heavily dependent on length of service. I personally have about 38 years of experience, not counting 5 years of studying at a university. How often does payment indexation occur?
The monthly cash payment, like other forms of material cash benefits, is subject to periodic indexation. The latter should be understood as an increase in its size.
As a rule, indexation is carried out once a year. The basis for determining the amount of the increase is the value of last year's inflation, which is derived by the Central Bank.
At the end of 2020, the increase in prices in the country was 3%. Accordingly, most government cash payments, including the monthly allowance, were increased by exactly this amount.
In 2020, indexation by 3% of the considered form of material support was carried out from February 1. Accordingly, all benefit amounts given in this article are relevant for the period from February 1, 2020 to February 1, 2021. The size of the next indexation is currently impossible to predict.
To whom are they provided?
Monthly accruals in 2020 are provided to certain categories of Russian citizens. Who is on this list?
- Veterans of WWII or other military operations.
- Former prisoners of fascism who were minors at the time of the German occupation.
- Citizens awarded the Order of Glory of three degrees or the title of Hero of the Russian Federation or the USSR.
- Heroes of socialist labor.
- Disabled people, including children.
- Persons exposed to radiation as a result of accidents, victims of tests of chemical, atomic or nuclear weapons, man-made disasters, as well as workers who eliminated the consequences on the Techa River, the Chernobyl Nuclear Power Plant and the Mayak production association.
- Members of the families of deceased people who received the title of full holder of the Order of Glory or Hero. Accruals are provided to parents, widows, widowers or children under or over 18 years of age until they reach the age of 23, subject to full-time study at a university.
- Persons awarded the badge “Resident of the Siege of Leningrad”.
Procedure for issuing EDV
Receipt of EDV is carried out by application.
Assigns a payment to the Pension Fund, which can be contacted in the following ways:
- directly arriving at the pension fund office;
- through MFC
- through the portal “State Services”;
- through your personal account on the Pension Fund website.
The package of documents required for submission is minimal. It includes:
- statement;
- passport;
- document providing the basis for receiving the payment (veteran’s certificate, ITU conclusion, etc.).
After receiving the documents, the pension fund is obliged to make a decision on the appointment of a social support measure within 10 days. In this case, the payment itself is assigned from the date when the citizen applied for it.
A monthly cash payment is one of the forms of material support for citizens. The circle of its recipients is limited, while different categories of beneficiaries may qualify for different amounts.
The EDV is periodically indexed, the latest increase was 3%. You can apply for financial assistance directly to the Pension Fund of Russia, MFC or through electronic government services.
