Since 2020, amendments to pension legislation have come into force, which provide additional pension supplements for rural residents. For working in agriculture for more than 30 years, pensioners are given a bonus of 25% of the fixed payment to the insurance pension. The appointment of such an additional payment to the pension was already provided for by law, but due to the difficult economic situation in the country, its payment was not carried out.

The decision to increase pensions for rural pensioners was proposed as part of the pension reform carried out by the Government, and the corresponding additional payments began to be assigned on January 1, 2019 .

The 25% pension supplement for agricultural workers is not assigned to all agricultural workers, but only to those who have been employed for a specified number of years in jobs included in the list of positions and industries provided by the Government. Such additional payment will be made in accordance with the procedure provided for by Law No. 350-FZ.

On increasing pensions for villagers

It's no secret that life and work in the countryside is difficult. Therefore, it is quite natural that in 2020 amendments to the pension legislation came into force, which provide additional pension supplements for rural residents. The decision to increase pensions for rural pensioners was proposed as part of the pension reform carried out by the Government, and the corresponding additional payments will be assigned from January 1, 2020.

What did the head of the Ministry of Labor Maxim Topilin tell pensioners?

How much money is allocated for this event? The Pension Fund has allocated 16 billion rubles for the implementation of this decision, said the head of the Ministry of Labor Maxim Topilin, adding that, of course, the amount will be indexed in the future.

“The Pension Fund and I have been looking at the entire history of this issue for a year and a half, about 945 - 950 thousand people with extensive experience who live in rural areas will begin to receive this payment. In addition to the thousand rubles that will be received on average by all pensioners in connection with the increase in pension levels by 7% from January 1, these citizens will receive an additional 1,300-1,400 rubles on average,” Topilin told reporters.

The head of the Ministry of Labor explained that citizens affected by this measure will not need to contact the Pension Fund, since all cases have already been prepared.

Pension provision for former agricultural workers

Preferential benefits for villagers are regulated by Article 17 of Law No. 400-FZ “On Insurance Pensions in the Russian Federation”. List of persons who have the right to claim an increase in security :

  • tractor drivers working in the agricultural production sector;
  • women working as milking machine operators, caring for pigs;
  • women engaged in agricultural work and having five children;
  • women who grew, harvested and carried out post-harvest processing of tobacco for a full season.

Pension reform 2020

The first provision affecting the law on insurance payments was established in 2013 and recorded in paragraph 14 of Art. 17 of Law No. 400-FZ. It indicated that a certain amount of pension accrual would increase by 25% only for those citizens who worked in agricultural production for at least 30 years. The norm never became effective; it was moved to 1 calendar year.

In 2014, the President asked for a review of the terms of pension payments for rural workers. But the instructions were not carried out as planned. After the adoption of the legislative norm on the increase, two years later, in 2020, the increase in benefits for villagers was stopped until 2020. This is reflected in Federal Law No. 428 of December 19, 2020.

The Russian Pension Fund believes that such an innovation will help save 18.3 billion rubles in 2020, and 19.1 billion rubles in 2020. How pensions will increase

The pension increase for rural pensioners in 2020 will be carried out in two stages:

  1. From 01/01/2019, pensions for villagers will be indexed by 7.05%, as a result of which citizens will receive an additional increase in pensions of an average of 1,000 rubles. This additional payment will be made only to unemployed rural residents receiving insurance pension payments.
  2. For working in agriculture for more than 30 years, pensioners will be given a bonus of 25% of the fixed payment to the insurance pension. The appointment of such an additional payment to the pension was already provided for by law, but due to the difficult economic situation in the country, its payment was not carried out.

Who should retire in 2020?

Last year, a gradual increase in the generally established retirement age began, which will end in 2028. As a result, it will be 60 years for women and 65 years for men. At the same time, for those who, according to previous legislation, were supposed to retire in 2020, a special benefit applies - they are assigned a pension six months earlier than the new retirement age. This applies to women born in 1964–1965. and men born 1959–1960 Thanks to this benefit, in the first half of 2020, women aged 55.5 years and men aged 60.5 years retired.

To assign an insurance pension this year, you must have at least 11 years of insurance experience and 18.6 pension coefficient.

Who is entitled to additional payments?

Who will receive a 25% increase in pension? All pensioners who previously worked in agriculture and have worked for at least 30 years will receive an increase in their pension. This rule applies to both women and men.

Although it is immediately worth noting that the required interest will not be added to the entire amount of pension payments, but will only take into account the fixed part of the pension. The category of persons entitled to an increase in the fixed payment to the insurance pension are recipients of:

  • old age insurance pension;
  • insurance pension and disability, paragraph 14 of article 17 of the Federal Law of December 28, 2013 No. 400-FZ “On insurance pensions”.

Conditions for increasing the fixed payment to the insurance pension:

  • experience of at least 30 calendar years in agriculture;
  • the person must not work and (or) carry out other activities;
  • the citizen must live in a rural area. Clause 14 of Article 17 of the Federal Law of December 28, 2013 No. 400-FZ “On Insurance Pensions”.

The amount of increase in the fixed payment to the insurance pension is 25% of the amount of the established fixed payment (clause 14 of Article 17 of the Federal Law of December 28, 2013 No. 400-FZ “On Insurance Pensions”).

The transition period for recalculating the fixed payment is from January 1, 2020, without the pensioner filing an application if the necessary information is available in the payment file.

In this case, the Pension Fund of the Russian Federation carries out the specified recalculation no later than September 1, 2020. Clause 5 of Article 10 of the Federal Law of October 3, 2018 No. 350-F 3 “On amendments to certain legislative acts of the Russian Federation on the appointment and payment of pensions.”

The pensioner has the right at any time to submit additional documents necessary for recalculation.

If a pensioner applies for recalculation in the period from January 1, 2020 to December 31, 2020, recalculation is carried out from January 1, 2020. Clause 5 of Article 10 of the Federal Law of October 3, 2018 No. 350-F 3 “On amendments to certain legislative acts of the Russian Federation on the appointment and payment of pensions.”

If a pensioner applies for recalculation after December 31, 2019, then recalculation is carried out from the 1st day of the month following the month in which the application for recalculation of the pension amount was accepted, paragraph 2 of part 1 of Article 23 of the Federal Law of December 28, 2013 No. 400-FZ “ About insurance pensions."

We got up at 2 o'clock in the morning and went to work, and even the lights on the street were not on, even if we poked out an eye. I know that a baker belongs to the category of workers, and the list of professions says “workers of all types.” This item does not work at all in the Pension Fund.

    It is very important that the pension increase for rural pensioners in 2019 will be carried out without an application, if the Pension Fund has all the necessary data on the presence of more than 30 years of experience in agriculture and the actual residence of the pensioner in a rural area. Positions for which additional payments are assigned are indicated in a special list established by the government of the Russian Federation. When calculating the service life, only the period of official employment, during which insurance contributions were transferred to the Pension Fund, is taken into account.
    • At the time the bonus is assigned, the citizen, in addition to entering a well-deserved retirement, should not carry out any of the types of activities in which insurance contributions are transferred to the Pension Fund.
    • A pensioner must live in a village.

    Rural pension: conditions for applying for the supplement

    Important! An elderly person who has moved to a permanent place of residence outside the village cannot qualify for additional benefits.

    How to submit missing documents

    What to do if the Pension Fund does not have documents confirming the right to receive an increase in pension?

    A citizen has the right to provide additional documents at any time. But the date of provision of these documents will be taken into account:

    • When applying from January 1 to December 31, 2020, a pension supplement for work in rural areas will be assigned from January 1, 2019.
    • If the necessary documents are provided in 2020 and later, then the additional payment will be assigned only from the next month after the date of application (clause 2, part 1, article 23 of Law No. 400-FZ of December 28, 2013). For example, if a pensioner submits documents in March 2020, then the increased pension will be assigned to him only from April 1, 2020.

    What is the increase in pension?

    In accordance with current legislation, pensions of unemployed Russians are growing above inflation. At the end of last year, inflation was 3%, and insurance pensions for non-working citizens of the Russian Federation were increased by 6.6% from January 1, 2020. That is, 2 times higher than the level of consumer price growth. As a result, the average old-age insurance pension for non-working pensioners increased from 15.4 to 16.4 thousand rubles. But these are average numbers. The increase for each pensioner is individual and depends on the size of his pension.

    In the coming years, insurance pensions will continue to increase beyond inflation. From January 1, 2021, they will be indexed by 6.3%, from January 1, 2022 - by 5.9%, from January 1, 2023 - by 5.6%, from January 1, 2024 - by 5 ,5%.

    State security pensions, including social ones, are indexed in April. This year they were increased by 6.1%, taking into account the growth rate of the cost of living of a pensioner in the Russian Federation over the past year. As a result, the average social pension increased from 9.7 to 10.3 thousand rubles. In total, about 4 million people receive such pensions in our country.

    At the same time, the minimum level of pension provision for non-working Russians is always not lower than the subsistence level of a pensioner in the region of residence. If the amount of the pension, together with other payments due to a non-working pensioner, is below the subsistence level, a social supplement is established for him.

    Summary

    I note, as it is said, “who exactly now lives in rural areas.” It is not entirely fair if a person worked in agriculture all his life, but in old age went to live with his children in the city. Won't he be morally offended?
