Pension indexation

An important point is the annual indexation of all types of pensions carried out by the government of the Republic of Belarus. This measure makes it possible not to push the country's population below the poverty line. Thus, the Belarusian pension is protected from inflation.

All citizens of the Republic of Belarus, including military personnel, can take advantage of the program, which makes it possible to accumulate additional funds to the state-assigned pension. Participation in the program is not mandatory. Everyone has the right to decide whether to connect to it or not.

As a result of recalculation from July 1, labor pensions in Belarus increased by almost 6%

Additional funds are accumulated in the funds of insurance companies, at the choice of the payer. The deductions themselves, upon his application, are made by the employer from the employee’s salary.

A decree on increasing military pensions has been published

Pensions will be increased in four stages, using special coefficients, the next increase will come in December.

MINSK, September 4 – Sputnik.

Presidential Decree No. 341 on increasing pensions for military pensioners was published on Monday on the National Legal Internet Portal; It has now become clear how pensions will increase for this category of citizens.

As the press service of the head of state previously reported, the implementation of the provisions of the decree will ensure a systematic increase in pensions for military personnel and employees of paramilitary organizations, starting from September 1, 2017. The size of the increase will be comparable to the increase in pensions of other categories of Belarusian citizens. For this purpose, adjustment coefficients are introduced to paid military pensions - they are temporary and will be valid until July 1, 2019.

As follows from the norms of the decree, pensions of pensioners from among the military, employees of paramilitary organizations and members of their families, calculated from monetary allowances, will be subject to recalculation.

These types of pensions will be recalculated using adjustment factors that will be:

  • from September 1, 2020 - 0.83;
  • from December 1, 2020 - 0.85;
  • from July 1, 2020 - 0.9;
  • from January 1 to June 30, 2020 - 0.95.

From July 1, 2020, the adjustment factor will not be applied.

The decree also states that military pensioners who were dismissed from military service during the period of secondment to government agencies, or held the post of deputies of the upper or lower houses of the Belarusian parliament, or were dismissed after the end of the specified period without being reappointed to military positions, pensions are calculated up to 1 September 2020 based on the base salary established from January 1, 2020.

“At the same time, the size of their pensions for August 2020 cannot be lower than the size of pensions paid in July 2020,” the decree says.

The document comes into force after its official publication and applies to relations arising from May 1, 2017.

What affects pension payments?

An important condition for obtaining a pension is permanent residence in the territory of the Republic. Pension payments are affected by the following:

  • experience;
  • salary received in accordance with rank;
  • allowances;
  • salary received in accordance with the position.

In the Republic of Belarus, military pensions are increased annually. The indexation stated above also applies to this category.

If, as a result of fulfilling a military assignment or 3 months after leaving the reserve, a serviceman becomes disabled, he has the right to receive a disability pension. In this case, the following conditions must be met:

  • military experience of at least 1 year;
  • age at least 23 years;
  • residence in the country (permanent).

The decision to retire a military man for services to the state is made at the government level. The standard calculation is as follows:

  • Officers, contract servicemen, midshipmen and warrant officers with 20 years of service - 50% of the salary corresponding to the category. For each additional year, another 3% is accrued, but not more than 75% in total. In case of resignation due to age or health conditions - 60%.
  • With 25 years of experience, if at least 12 years and 5 months of them are in military service or service in internal affairs bodies - 50% and for each additional year 1%.
  • With 15 years of service - 40% plus 3% for each additional year.

In 2020, the accrual scheme has changed slightly.

Second pension for military pensioners in Belarus

As a military man, I can say that he (working day.

These are somewhat different things compared to what citizens employed in other areas do.

The deputy draws attention to what is happening in the armies of our closest neighbors: for example, in Belarus a serviceman receives no more than 75% of his pay, in Russia - no more than 85%.

Igor Martynov calls the difference in money quite noticeable. But still, the deputy considers it possible for a military man to live on his current pension in Belarus.

Belarusian military pension

In 2020, changes took place and now you can receive an old-age pension at the age of 58 years (women) and 63 years (men). To receive disability pension contributions, a number of conditions must be met, namely:

  1. disability occurred as a result of fulfilling an official assignment or 3 months after transfer to the reserve.
  2. age over 23 years;
  3. having more than 1 year of military experience;
  4. permanent residence in Belarus;

We also recommend the article: .

This type of pension payment is awarded directly by the authorities for special services to the country.

Will they increase it or will they still cut it?

Let's figure out how military pensions will change

The signed decree No. 314 “On pension provision for certain categories of citizens” indicated that pensions are subject to recalculation using adjustment factors: from September 1, 2020 - 0.83; from December 1, 2020 - 0.85; from July 1, 2020 - 0.9; from January 1 to June 30, 2020 - 0.95.

From December 1 - 510 rubles (600 * 0.85 = 510 rubles).

And so on, and from July 2020, the coefficient is planned to cease to be applied. But by the end of this year, as was the case during the direct telephone line of Defense Minister Andrei Ravkov, military personnel are planning to increase their pay.

Belarusian colonel: military pensions are clearly exaggerated

In practice, for military pensioners in the reserve and retired, pensions are calculated not from the current salary for positions of senior officers, but for positions with salaries in the amount of 1,200,000-2,000,000 rubles.

The military registration and enlistment offices do not tell us where these numbers come from. This fact raises doubts about the legality of determining the size of military pensions, since in Belarus even the minimum wage today is almost 1.4 million rubles.

Is an officer’s salary really below the “minimum wage”?

At a meeting of officers of the Central region, we interviewed colonels: regiment commander, brigade commander and his deputies, deputy division commanders, senior teachers, heads and deputy heads of departments, faculties of higher military educational institutions, heads of departments and directorates of the headquarters of the KBVO and the Ministry of Defense of the Republic of Belarus.

In the USSR, they received 180-230 rubles for their position. For officers with an academic rank and degree, another 50-60 rubles were added to their salary.

Second pensions for military pensioners and calculation procedure

This is an old-age insurance pension and it is regulated and it will definitely become an additional source of income. The only limitation and significant difference from ordinary civil pensioners is receiving an insurance pension without.

Military pensioners are not entitled to a fixed payment and therefore the amount of pension paid will be significantly less. Official work is accompanied by mandatory deductions from wages to the tax office and the pension fund.

The tax authorities issue a tax identification number (TIN) to each citizen, and the Pension Fund issues a SNILS (“green card”) to account for pension rights.

Military pensioners need to have their number in the Pension Fund of Russia () in order to keep records of accumulated experience and points (individual pension coefficients).

You can get such a number at any nearest fund at your place of registration or place of residence, having only your passport with you. Perhaps you are already registered with the Pension Fund of the Russian Federation, which means that now everything and length of service are taken into account on your personal individual account.

What is the pension for military pensioners in the Republic of Belarus?

The effect of this provision is frozen for now, while the Ministry of Finance of the Russian Federation proposes to extend the moratorium until January 1, 2020. The mortality rate is growing, which means we need to do everything to save people’s lives and thank them for their service to the Motherland, so the Russian military pension will reach a new level in 2020.

Military pension in Kazakhstan Military pension for long service in Kazakhstan divides military pensioners into 3 groups:

  1. group (those who had 10 years of work experience in the Army as of January 1, 1998, 50-60% of payments from their salary);
  2. group (those who had up to 10 years of work experience in the Army as of January 1, 1998, 20% of payments from the salary);
  3. group (those who were included in the ranks of the army only from January 1, 1998, 3 - 5 thousand tenge without state support, which is not required by law).

The pensioner must pay 20% of the salary received as a contribution.

Conditions for granting a second pension to military personnel

Persons who were dependent on such a military man have the right to apply for benefits. When assigning a pension benefit based on length of service, the basis for dismissal is important.

A serviceman may leave service as a result of changes in his staffing position, due to health conditions or age, only then will he have the right to receive payment.

The amount of disability benefits, length of service and social pension in the Russian Federation intended for military pensioners and their relatives depends on the amount of salary, rank, number of years of service, in addition, the calculation takes into account working conditions.

Thus, the annual period of participation in combat operations is counted as 3 years of service.

If you have to work under special conditions, then 3 years will be taken into account when calculating as 4. The formula for calculating long-service benefits if you have worked in the military department for 20 years at the time of dismissal: average salary for 20 years × by 50%. For each additional year you are entitled to add 3%.

Pension statistics in Belarus in 2020

The average pension in the Republic of Belarus in 2020 is 446 rubles, and for the military - 745 rubles.

In introducing adjustments to pension legislation, the government of the country was guided by Russian experience, which can already be considered time-tested.

In Russia, the scheme taken as a guide began to operate back in 2012. Then the president called the additional payment to the pension in the amount of 240 Russian rubles insignificant and changed the figure to 1,000 rubles. Since 2012, the calculation of pension payments not only depended on salaries, but was also revised along with them. That is, if salaries were increased, the pensions of those who had already joined the reserves were increased along with them.

After a significant increase in military pensions, from 2013 only that share of allowance that affects the calculation of pensions is subject to increase. Its annual growth is 2% or more, depending on inflationary processes in the Russian economy.

When drawing up the federal budget in 2020, it was planned that the four percent increase would be proportionally divided into 2 stages: 2% each from January and October.

However, Vladimir Putin gave instructions to carry out early indexation of payments to retired military personnel - from January 1, 2018, indicating that the funds should be brought to recipients at the end of the current year with the advance calculation of pensions for the coming January.

Who will benefit from the increase?

  • veterans who moved to the Russian Federation;

Do the Belarusian military have enough to live on?

Retirement for the military of the Republic of Belarus does not mean that they can lead a cloudless, carefree life in complete prosperity. Many have to continue working not out of love for the army or the Ministry of Internal Affairs, but out of need. Living on 250–300 rubles is not so easy. Meanwhile, service means self-denial and readiness to risk life and endure hardships at any moment.

The information that the military wants to increase their pensions has caused a stir among the masses. Many expressed dissatisfaction with the fact that military personnel and retirees receive more than others.

Will Moldovan residents be able to receive Russian pensions?

Military pensions at that time lagged quite far behind salaries in the army, and a serviceman, upon retirement, experienced a sharp loss in income and standard of living. The state has set as a goal in reforming military pensions the achievement of complete equality of salaries in the army and pensions for retired military personnel. That is, the task that needed to be solved was that the pension should fully correspond to the salary that a person of the same rank in the same position from which the recipient retired received in the army. This goal was to be achieved gradually. For this purpose, a special reduction coefficient was introduced, which was supposed to grow every year so that the pension would be closer to salaries in the army by two percentage points every year.
