How can a pensioner receive compensation for travel to and from a vacation spot?

Once every two years, a pensioner can compensate for his travel expenses to his vacation spot and back (Article 34 of the Law of the Russian Federation No. 4520-1 of February 19, 1993).

When providing this measure of social assistance, only movement within the country is taken into account, i.e. foreign trips and trips to the border are not paid.

The state provides several ways to file an application:

• to the Pension Fund in person or through the “Personal Account” on the Pension Fund portal;
• in the MFC;
• through the government services portal;
• by post.

The application must be accompanied by:

• voucher, course;
• another document indicating the place of the citizen’s upcoming stay (place of rest).

The two years begin to count on January 1, the year in which the compensation was provided. If a citizen does not submit an application, then payment for the expired period is not made.

The initiative to provide compensation to northern pensioners who travel to and from their holiday destinations in their own cars was taken by deputies led by the chairman of the relevant State Duma committee, Nikolai Kharitonov.

As the authors clarify, when satisfying claims of pensioners who used personal transport when traveling to a vacation spot, the cost was determined based on actual fuel expenses, confirmed by receipts from gas stations. Thus, in 2020, 1,600 pensioners filed applications to the court, and 1,562 positive decisions were made on them for 11 million rubles.

The government does not support this initiative. However, the committee recalls that the bill has a social orientation and will contribute to the development of domestic tourism.

“If a pensioner has the right to compensation for travel to and from a vacation spot, then he has the right to decide for himself what type of transport to choose: train, plane or personal car,” said committee member Valentina Rudchenko.

The Committee decided to support the concept of the bill and recommend that the authors finalize it for the first reading in order to understand whether additional funds will be required to implement the bill and in what volume. The Federation Council Committee on Federal Structure, Regional Policy, Local Self-Government and Northern Affairs also supports the initiative of the deputies.

What is the amount and timing of compensation?

The territorial body of the Pension Fund is obliged to review and make a decision on granting a benefit or refusal within 10 days.

Within 10 days from the date of submission of all necessary documents, the Pension Fund must issue a document for free travel to the rest home (travel ticket). But only if it is available.

If any decision is made, the fund must notify it within one day from the date of adoption.

If the applicant requests payment of compensation in cash, then it is provided according to the rules for issuing a pension:

• paid for the current month;
• credited to a bank account;

Travel subsidies for pensioners are one of the types of social government support for this category of citizens. Every citizen of the Russian Federation after reaching retirement age (women - 55 years old, men - 60 years old) has the right to receive benefits when using city public transport (metro, buses, trams, trolleybuses).
