What is SNILS

A similar abbreviation abbreviates the insurance number of the individual personal account of an individual insured in the compulsory pension insurance system in Russia. First of all, it is necessary when applying for employment or concluding contracts or providing services for which payments will be made to an individual.

This number is assigned to any person for whom insurance premiums are paid for a future pension. It does not matter whether a person is a Russian citizen, a stateless person or a national of another state.

Reference! SNILS is assigned to an individual on the basis of his personal application to the pension authorities or on the basis of information received from any bodies, institutions or organizations. It is assigned personally to a citizen, once and cannot be changed throughout his life.

SNISL, in fact, is just a set of numbers, but confirmation of a person’s registration and assignment of an individual number was previously confirmed by a green laminated form, where this very norm was reflected (certificate). In 2020, changes were made to the legislation on registration in the compulsory pension insurance system, according to which such a document is no longer issued. Now SNISL is confirmed by a specially approved document form that resembles a certificate. It is issued both in printed and electronic form upon request of the insured person.

Registration procedure

The procedure for replacing a document in connection with a change of surname is quite simple. The sequence of actions and the duration of the service depends on the place of application. As noted above, the Pension Fund will issue a new card instantly. The step-by-step process is as follows:

• choice of place of treatment;
• collection of documents;
• submitting an application and materials;
• receiving the finished SNILS.

If the SNILS number is unknown, then you can find it directly at the Pension Fund office using a new passport and marriage certificate.

Package of documents

To replace SNILS due to a change of surname after marriage, a minimum package of documents is required, which includes:

• the applicant's new passport or other identification document;
• old SNILS;
• marriage certificate;
• application for replacement of a document.

Is it possible to change SNILS at a location other than your place of registration?

In accordance with Russian legislation, SNILS can be replaced at any branch of the Pension Fund of the Russian Federation in each subject of the country. Refusal to provide a service on a territorial basis is unlawful.

When do you need to change SNILS and how to do it

No changes are made to the already assigned insurance number of an individual personal account. This procedure is not provided for at the legislative level and is not carried out in practice. With the abolition of a paper document (pension insurance certificate), there was no longer a need to replace it in case of loss or damage. To obtain the necessary information, just send a request.

However, a situation may arise that a citizen is not assigned such a number at all (registration for government services is now allowed using a mobile phone number). In this case, if necessary, you can apply for initial registration and receive confirmation of its completion (indicating the assigned SNILS) for the first time.

How to find out SNILS number online by last name

You can find out your personal account number online through two Internet portals:

• Public services;
• Pension Fund website.

In both cases, a person must have a login and password to enter the resource. The catch is that registration on the sites is only possible when you enter your SNILS number. Thus, you can get information there if you previously created an account and then lost the number.

Third-party Internet resources do not have information about citizens’ personal account numbers, as this is confidential information. SNILS can be found out by personally contacting the Pension Fund or your employer.

If after marriage a woman decides to change her last name, then she needs to prepare for the procedure for replacing documents. In this case, we are talking not only about a passport and driver’s license, but also about such seemingly insignificant documents as SNILS. To do this, she should contact any branch of the Pension Fund, MFC or her employer with a new passport and marriage certificate.

How to change data in your personal account of State Services

Since the insurance number is assigned to the insured person once and for all, the government services website also does not imply the possibility of making changes to already filled in data, since when the number is initially entered, a check is carried out against the state database, during which the personal data and SNILS are checked. If the information is confirmed, there is no need to change it.

Accordingly, it is impossible to obtain electronically such a service as changing or replacing SNILS on the website of state and municipal services. Although in 2020 the portal still includes such a service as replacing an insurance certificate (but not SNILS), it is no longer active and cannot be ordered by a visitor to the portal. It is rather of an informational nature and will probably be deleted in the near future.

How to change SNILS in connection with a change of name through State Services?

Recently, on the State Services portal it has become possible to submit an application to change SNILS in connection with a change of surname. This service is also relevant this year.

Every citizen of the Russian Federation can use it. To do this, you must go through the registration and authorization procedure on the site. After this, you can specify a package of documents for issuing a new SNILS:

1. Login to the portal under your name;
2. selecting the menu item “Authorities”;
3. go to the section “Ministry of Labor and Social Section”;
4. choosing the organization “Pension Fund”;
5. go to the menu section “All services”;
6. selecting the item “Acceptance of applications from policyholders”;
7. entering reliable information into the provided questionnaire;
8. filling out an application for issuing a new document;
9. choosing a method for obtaining SNILS - at the Pension Fund at the place of registration or residence, at the Multifunctional Center or at the post office;
10. signing the form using an electronic signature.

If the user does not have an electronic signature, then the document must be signed manually. To do this, the completed form is printed and signed. Next, the form is scanned and uploaded to the website along with the rest of the documentation.

As already noted, you cannot change the data in your personal account, and there is no need for this. But you can obtain documentary evidence of the assignment of SNILS even after the changes have been made.

To do this, you just need to send an application to the Pension Fund of the Russian Federation in any available way:

• by post;
• during a personal visit to the Pension Fund client service;
• by generating a request in the personal account of the insured person on the official portal of the Pension Fund of Russia.

What documents are needed?

To obtain information about SNILS, in addition to the application, an individual only needs to have an identification document with him. For Russian citizens this will be a passport, for foreigners - a foreign passport.

According to the law, personal registration in the compulsory pension insurance system is carried out by the Pension Fund of Russia. Accordingly, to receive this service, you must contact the department that works with citizens. This can be either the territorial Office of the Pension Fund of Russia or specially created client services. In addition, in most cases, such work is already carried out by multifunctional centers for the provision of state and municipal services to citizens. In conclusion, we can conclude that it is incorrect to talk about any replacements or changes in the insurance number of an individual personal account. This is just a set of numbers that is assigned individually to each insured person in the compulsory pension insurance system.

Moreover, in 2020, the issuance of certificates confirming the assignment of this number was even cancelled. If necessary, it was replaced by another document, externally and procedurally reminiscent of a certificate, which is issued by the Pension Fund of the Russian Federation in the form of a printed or electronic document at the request of the citizen himself.

Attention! Replacement of SNILS or a document confirming its assignment is currently not carried out in Russia.

Do I need to change SNILS when changing my last name?

The surname is an integral component of civil status. A person can carry out any legal acts only by sealing them with his last name (except for legally permitted situations of using a nickname, pseudonym, etc.)

The surname given at birth can be changed when the marital status changes, and not only by the woman. Each of the spouses or both at once can take any of the two surnames or combine them into one common one. In case of divorce, the reverse operation is possible, or you can do without it.

• Problems may arise during employment if the employee’s passport data does not match the taxpayer database.

The service is free and can be obtained by providing a minimum package of documents.
• All citizens of the Russian Federation can change their SNILS at the MFC. For this procedure, you must contact customer service specialists, providing an identity card with new data, a marriage certificate (or another document on the basis of which the personal data of the insured person is replaced), an old “green card”, and a completed application. Copies of the originals accepted from the applicant are forwarded by the MFC to the Pension Fund, so you will be able to receive a ready-made laminated card only by independently visiting the Pension Fund specified in the application after three to four weeks.
