State certificate for maternity capital: conditions for obtaining and purposes of use

Matkapital is a specific and effective measure to support young families. It allows you to receive a large sum for the purchase of housing, education of children or other significant goals. It is now issued after the birth of even the first baby. To complete it, a certain package of documents is prepared. Money is not issued in cash, so citizens receive a certificate confirming their right to government support.

What documents do you need to collect to register maternity capital?

A certificate is issued by the mother of the children, but if the father is raising the children because the mother has died or was deprived of parental rights, then he can independently contact the Pension Fund branch. But he must have documents confirming his status.

Maternity capital can be applied for not only by the biological parents of minors, but also by official adoptive parents.

To obtain a certificate you need to collect all the necessary documents:

  • applicant's passport;
  • a correctly completed application in the PF form;
  • birth certificates or passports of children raised by the family;
  • documents proving the official adoption of minors;
  • if the documentation is transferred by a representative, then he must have a passport and a power of attorney certified by a notary;
  • an extract from the house register confirming that all family members live in the same property;
  • if a man applies for a certificate, then he must have a mother’s death certificate or documents proving that the woman has lost parental rights.

Reference! The documentation is transferred to the branch of the Pension Fund at the place of registration on the basis of the provisions of Part 5 of Order No. 118n.
Only originals are required, and if it is impossible to transfer them, then copies are made and certified by a notary.

Purposes of use


  1. Purposes of useIt is the use of certificate funds to improve living conditions (Government Decree No. 862) that has become most widespread among other permissible purposes.
    With the help of capital, you can purchase or build a residential property, and we also have the option of taking out a mortgage loan, part of which can be repaid using the funds received.

    The purchased residential premises can be a house, apartment, room, and it is also possible to purchase a share of real estate. Until the child’s third birthday, parents’ rights to use capital funds are somewhat limited.

    Families who have taken out a mortgage loan can repay part of the debt to the bank with the help of a certificate; other real estate transactions are possible only when the child is over three years old.

    This restriction was introduced in order to suppress the attempts of some parents to receive government assistance and then place their child in an orphanage. When purchasing a home, capital funds do not fall into the hands of the owner, but are transferred directly to the seller's account. In order to do this, you need to contact the Pension Fund with an application. Maternity capital can be used in the construction or reconstruction of a house (Government Decree No. 686).

    Reconstruction cannot include repair work that is not related to the expansion of living space. It can only be carried out in a private home. If you plan to take out a mortgage loan, certificate funds can be used as a down payment.

    There are cases when, at the time the right to maternity capital appears, the family is already paying off the mortgage debt. In this case, the certificate owner has two options to choose from. You can make a one-time payment, which will reduce the amount of obligations to the lender, or make scheduled payments over a period of time without using your own funds.

    After budget funds have been used to improve living conditions, home owners undertake to register it as shared ownership for each family member. This list must include children and their parents.

  3. Another option for using public funds is their referral to the Pension Fund for the formation of the child’s mother’s pension. At the same time, the Pension Fund can be either state or non-state; which one to give preference to is everyone’s personal choice.
    If desired, at any time, funds from the fund can be withdrawn and redirected to any other possible purpose (clause 2, article 12 of Federal Law No. 256). This possibility remains until the mother reaches retirement age.

    Regardless of which fund the funds will be sent to, you can only get this opportunity by contacting the Pension Fund of the Russian Federation.

  5. Owners of the certificate have the right to use one more option for its use - on payment for child's education. Moreover, this applies to any of the children born or adopted in this family (No. 256-FZ).
    After the child’s third birthday, thanks to which the right to receive Maternity Capital arose, these funds can be used to pay for any educational services. The type of educational institution does not matter here - it can be a kindergarten, an institute or a school.

    The conditions that apply to an educational institution include its territorial affiliation with the Russian Federation, as well as the mandatory presence of state accreditation. Both direct educational services for children and their maintenance or accommodation can be paid for.

    For those who decide to send funds to pay for the services of a preschool institution, it is necessary to decide how exactly the payment will be made. It can be done monthly, quarterly, or transfer funds for the entire year at once.

Rules for drawing up an application

The package of documents includes an application filled out according to the PF form. Only reliable and relevant information is included in the text.

The documentation contains the following information:

  • personal data of the applicant, provided by his full name, date of birth and passport details;
  • citizenship, SNILS and place of residence of the mother or father;
  • contact information of the citizen, represented by telephone number and email;
  • information about children, indicating their gender, full name, date of birth, passport details or birth certificate;
  • if the babies were adopted, then the details of the document confirming the procedure are entered;
  • if the application is filled out by the father, then he indicates the reasons why the mother cannot process the certificate.

The document can be filled out at home by downloading the current form on the Pension Fund website, or you can contact the institution’s employees for help.

Documents required for directing funds from maternity capital for the adaptation of disabled children

Using the amount of government subsidies, you can cover the costs incurred on special equipment for the rehabilitation and adaptation of disabled people. The application will be approved if the specified drugs, items and services are on the list established by the Government.

What to bring to the Foundation:

  • passport of the parent endowed with maternity capital;
  • IPRA (a document indicating a set of therapeutic measures for a child, drawn up by a doctor);
  • receipts for payment for services and medications;
  • an act signed by the child welfare authorities;
  • applicant's account details.

You don’t have to wait until your child’s third birthday to receive compensation.

The state periodically amends the Law on the Disposal of Maternity Capital, so the list of documents is also expanding. However, the listed positions remain relevant, so you can prepare the necessary package of papers for the Pension Fund in advance.

Methods for submitting documentation

The full package of documents is transferred to representatives of the Pension Fund. You can use different ways to do this:

  • personal visit to a department of the institution;
  • using the services of an intermediary who has a notarized power of attorney;
  • submission of papers through the MFC;
  • sending documentation by mail, but at the same time paying for notification of delivery and an inventory of the attachment;
  • the use of an electronic service, but for this you will have to scan the originals and use an electronic signature, and the service is offered on the PF website and the State Services portal.

Important! If the application is submitted electronically, then within 5 days it is still necessary to submit the original papers, otherwise a refusal will be received.

It is advisable to fill out the application directly at the Pension Fund branch so that a representative of the institution can check the correctness of completion. You can consult him regarding the correctness of the collected documents. This will reduce the risks of possible failure.

What kind of training can you spend money on?

One of the legal options for spending the certificate is to use it to pay for services for the education of any of the children. The student must be at least 3 and no more than 25 years old.

Important! The certificate can be used three years after the right to it arises.

You can pay for the following services:

  • maintenance and care of the child, including in kindergarten and other development centers (became possible after the signing of Resolution No. 931 of November 14, 2011);
  • obtaining education in general educational institutions, professional institutions. orientation and universities;
  • training in institutions providing additional education services (sports, music schools, etc.);
  • payment for dormitories for students.

Establishments are required to comply with the requirements established by Resolution No. 926 of December 24, 2007:

  • the institution must be located in our country;
  • have a license and permits to carry out activities;
  • have state accreditation.

You can pay for education either for periods of time (month, quarter, year), or for the entire period at once.

Important. The money is transferred to the institution's bank account. Funds are not issued in person.

Deadlines for reviewing documents for capital payment

The decision regarding the issuance of a certificate is made within 15 days. This period is required to verify the documentation received from the applicant. If any paper is missing, you will have to bring it in, which significantly increases the period for obtaining financial support from the state.

If a positive decision is made, a certificate is issued in two versions:

  • on paper, so citizens will have to come to the Pension Fund office again to get the document;
  • sending an electronic version by mail, and this certificate is signed with an enhanced digital signature.

It is possible to receive the paper version not only upon a personal visit to the institution, but also by mail, for which a registered letter is used.

Refusal may be due to the following reasons:

  • there is no complete set of documents;
  • erroneous or unreliable data is identified;
  • a citizen applying for a certificate does not have the right to receive maternity capital;
  • People have already received this support measure before, so they are trying to use it again.

Attention! If you contact the MFC employees rather than PF representatives, the waiting period increases by 5 days due to the use of an intermediary who independently forwards the received papers between different authorities.

While studying the documentation, PF specialists may request additional documents and data from citizens. This usually applies to situations where people are deprived of parental rights, commit crimes against children, or are represented by adoptive parents rather than parents.

If certain documents are needed, they are requested from the applicant, and they must be brought within 5 days. If after the end of this period the papers are not transferred to the fund’s employees, the review process is suspended.

This is one of the ways the state supports families upon the birth or adoption of a second child, as well as subsequent children, if a family certificate has not been received previously (No. 256 - Federal Law).

The mother of the children can count on its issuance, as well as the father if he is raising children alone . The owner of the certificate has the right to use its funds to improve living conditions, pay for children’s education or for their mother’s pension.

According to the established rules, you need to wait until the child turns three years old and only then use the funds received. It is possible to use state aid in several directions at once. It should be noted that there has been a significant increase in capital since it was first introduced.

Let us say right away that the validity of the mat capital has been extended until December 31, 2021. This news was announced by the current President of the Russian Federation, Vladimir Putin. Moreover, starting in 2020, the list of possible areas for spending funds has been expanded. In particular, in 2018, mat capital can be used by receiving monthly payments.
