From August 1, some pensioners will receive more. We explain who exactly and how much more


Every year, an increase for working pensioners in August is carried out by the Pension Fund according to the new Law No. 400-FZ. Not only the name of the allowance has changed, but also the basic calculation rules.

Currently, the increase in pension amounts in August for working pensioners is called recalculation. It is carried out without submitting an application. As a result, the number of points accumulated at the end of the year and the amount of monthly payments themselves increases.

Therefore, it would be incorrect to call such an increase indexation. Pension indexation is not carried out for working pensioners, but recalculation is carried out for work in August. You can find out what the increase will be in August and whether you are entitled to it from this article.

What pensions will increase from August 1

Calculation of additional payments is carried out only for insurance pensions. This is due to the fact that the increase occurs only due to insurance premiums. All other payments remain the same. It must also be emphasized that there will be no increase in the fixed payment from August. The size of the fixed payment will also remain the same.

Working pensioners who receive old-age and disability insurance pensions have the right to an increase if they received a “white” salary. Recipients of payments in the event of the loss of a breadwinner also have the right to recalculation, but only once - from August 1 of the year following the year the payments were assigned.

Recipients of funded pensions

Since 2014, in Russia there has been no mandatory transfer of part of the insurance contribution (6% of salary) to a funded pension, however, already formed savings continue to work in the form of investments, and if desired, a future pensioner can independently (voluntarily) pay contributions to a funded pension.

The Russian Pension Fund or NPF (at the choice of the future pensioner) uses all accumulated savings for the purpose of investing in reliable income-generating assets, and the income received from investments ultimately increases the amount of savings. At the same time, the amount of payment for a funded pension depends on the amount of savings themselves. In general, there are 3 options for paying a funded pension:

  • one-time payment – ​​if the amount of the funded pension is less than 5% of the insurance pension;
  • perpetual payment – ​​savings are divided by the expected payment period (258 months in 2020), and the resulting amount is paid for life;
  • urgent payment - if a pensioner wants to receive more, he can arrange payment of savings for a shorter period - but not more than 120 months.

In the second and third options, the amount of monthly payments depends on the amount of pension savings, which increased by 9.13% in 2020.

Accordingly, recipients of funded permanent and fixed-term pensions will receive exactly 9.13% more. True, the average amount of a funded pension is not so high - only 956 rubles per month in 2020.

What is pension recalculation in August for working pensioners?

First, you need to remember that the amount of any insurance pension is calculated based on accumulated pension points (individual coefficient). And even after her appointment, their number is not final. For a working pensioner, their number may be increased.

From 2020, all insurance contributions from our salaries are transferred into points and are taken into account on an individual personal account.

Many continue to work after retirement. In this case, insurance premiums from their wages continue to go to the Pension Fund. They are converted into so-called points. To get them back as part of your pension, you do not need to write any applications. For this purpose, the Pension Fund of the Russian Federation will carry out an undeclared return of accumulated points annually in August for pensioners who continue to work.

Recalculation for pensioners in August (clause 3, part 1, article 18 of the Law “On Insurance Pensions”) is calculated based on unaccounted coefficients after the pension was assigned.

  • For example, recalculation in August 2020 for working pensioners will be calculated from unaccounted points for the period of work from January 1, 2018 to December 31, 2020. If he officially worked during the specified period, then an increase will be established for him from August 1.

Who else will receive payments?

Self-employed people , including pensioners registered as individual entrepreneurs, can count on a one-time payment in the amount of one minimum wage (12,130 rubles).

For each child from birth to 16 years old, an allowance of ten thousand rubles continues to be paid. Those who have not received the first ten-thousandth payment can submit an application through the government services portal, or through branches of the Pension Fund of Russia or the MFC, until the end of September.

Recalculation restrictions in August

Salaries, and therefore insurance premiums not taken into account after appointment, are different for all working pensioners. Therefore, the bonus in August will be individual.

But there are important restrictions introduced by part four of Article 18 of Law No. 400-FZ:

1. For “silent” pensioners who do not have a funded payment, the maximum such increase in August is limited to 3 points.

2. For those who create savings in non-state pension funds (NPFs) and management companies, the maximum increase in the month of August is limited to 1.875 points.

Due to the fact that since 2014, all of our insurance premiums are transferred to the formation of insurance payments, regardless of the choice of NPF or Management Company, then for recalculation in August 2020 the maximum limit will be three points for everyone.

Documents for recalculation

As for non-working pensioners, the Pension Fund does not require any special requests. Indexation will be carried out in a non-declaration mode. Working citizens are not required to notify the Pension Fund of the fact of dismissal - this must be done by the employer. But is it worth counting on the efficiency of the former boss? You should take the initiative and personally visit the Fund, and have your passport, SNILS and a copy of the dismissal order (or work book) with you.

Indexation of fixed payments

PV, which are established by law in an increased amount, are also indexed according to the general regulations. From 01/01/2019, the sizes of the PV are as follows:

  1. If a pensioner has a disability of group 1, or is over 80 years of age, then the size of the pension fund is 10,668.38 rubles.
  2. If the pensioner has dependent citizens, then 7,112.25 (if there is one dependent), 8,890.31 rubles. (if there are 2), 10,668.37 (if there are three dependents).
  3. For retired citizens who have worked for 15 years in the Northern regions, the amount is 8,001.29 rubles.
  4. For retired citizens who have worked for 20 years in an area equivalent to the conditions of the Far North - 6,934.45 rubles.

“If a pensioner continues to work, pension insurance contributions are withheld from his salary. Consequently, his pension should be regularly adjusted upward, taking into account the funds received,” explains Alexander Safonov, vice-rector of the Financial University under the Government of the Russian Federation.

It should be noted that pensions can be increased annually by no more than three pension points. So, last year the cost of the pension coefficient - point was 87.24 rubles. The maximum increase in pension was 261.72 rubles. This year, a pension point costs 93 rubles. Therefore, the maximum increase will be 279 rubles.

According to official data, about 14 million pensioners worked in Russia in 2020. Since 2020, the pensions of working pensioners are indexed after their dismissal. The number of individual pension coefficients accumulated by a person is multiplied by their current value (in 2020 it is 93 rubles), and the current amount of the fixed payment is added to the resulting amount (in 2020 it is 5,686.25 rubles). The more points accumulated, the higher the pension will be.

  • a citizen receives a pension benefit due to old age in the amount of 12,479 rubles and 98 kopecks;
  • The PV of this amount (without increases) is 4 thousand 982 rubles 90 kopecks;
  • the insurance part is equal to 7 thousand 497 rubles and 8 kopecks (this is 92 PB, when the cost of 1 is 81.49 rubles).

Now let's count. There should be an increase of 7.05%. We need to multiply the initial pension amount by a factor of 1.0705, we get 13,359.82 rubles. A pensioner with our initial data should have received such a pension.
