What do all citizens of retirement age need to prepare for?

From October 1, 2020, the Pension Fund of the Russian Federation will transfer the payment of all pension payments and social benefits to Mir bank cards; plastic cards of other payment systems besides the national one will not be used for these purposes. The Pension Fund of the Russian Federation explained that such a transfer of all pensions to the national payment system was planned for July 1, but it was postponed due to the new type of coronavirus pandemic.

Receiving a pension through Russian Post

A pensioner, if he wishes, can receive his pension at the post office or have it delivered to his home. In the case of payment of pensions through postal offices, each pensioner is given a date for receiving the pension in accordance with the delivery schedule approved by the Federal Postal Service, in strict accordance with the delivery area. Pensioners do not pay for the delivery of pensions; reimbursement of the cost of services for the delivery of pensions and other payments is within the competence of the Pension Fund.

If the pensioner is absent on the date of delivery of the pension at his place of residence, he has the right to receive it on the following days of the month at the cash desk of the post office, but no later than the end of the payment period. At the same time, you can apply for a pension by mail within the next five months.

Also, at the request of the citizen, the pension can be paid under a power of attorney issued in the manner established by the legislation of the Russian Federation. The power of attorney for receiving a pension is of any form - the form is similar to powers of attorney for receiving funds and wages. The power of attorney contains the following details:

  • Title of the document;
  • place and date of issue;
  • details of the principal (pensioner who transfers the right to receive his pension to another person): full name, date of birth, passport details, place of registration;
  • details of the authorized person (the person who will receive the pension): full name, date of birth, passport details, registration address;
  • authority to receive a pension;
  • validity period (specified upon request);
  • signature of the principal;
  • certification of the document (full name, signature, name and seal of the organization that certified the document).

Payment of a pension by power of attorney, the validity of which exceeds one year, is made during the entire validity period of the document, subject to annual confirmation of the fact of registration at the place of receipt of the pension.

Receiving a pension through Russian Post is associated with certain inconveniences. This is the presence of long queues in the case of receiving a pension at the post office, as well as the need to get to the Post Office on a certain day of the month. The option of receiving a pension at home is more convenient, but it forces the pensioner to spend the day he receives his pension at home waiting for the postman. The pensioner does not pay for the delivery of the pension - the cost of the service for the delivery of pensions and other payments is reimbursed by the Pension Fund.

How can you receive a pension?

When assigning pension payments, the applicant must decide on the method of transferring money:

  1. At the post office:
      at the nearest post office;
  2. with delivery of money by postman.
  3. To a bank card:
      transferring funds to a debit card;
  4. by placing money in a deposit account linked to existing or newly issued plastic.
  5. By proxy. Any citizen who has a power of attorney can receive accrued funds. The document must be officially certified by a notary. Important: the power of attorney must indicate its validity period, otherwise it will be valid for only one year.

Receiving a pension through credit institutions (banks)

The pensioner can choose a bank as the delivery organization. To do this, you need to open a bank account and provide its details to the territorial office of the Pension Fund of the Russian Federation. It should be taken into account that you can choose, as a pension provider, only that bank in the territory of the region of residence with which the Pension Fund Branch has concluded an agreement on the delivery of pensions. The account can be current, deposit or bank card.

Delivery of pensions to an account, deposit account or bank card account or other type of account is carried out by the bank according to the established schedule for delivery of pensions (each region has its own) to a given credit institution.

The pension for the current month is delivered to the account by the credit institution on the day the funds are received from the territorial body of the Pension Fund of the Russian Federation, but no later than the next business day after receipt of the corresponding payment document.

It is possible to transfer pensions to plastic card accounts. Pension funds are withdrawn using such a card through ATMs. Its use makes it possible to reduce the time required for servicing pensioners, saving them from unnecessary calls to the bank, and also makes it possible to take advantage of additional bank services.

It should be noted that in 2020, a lot of pensioners receiving pensions through small commercial banks were faced with the problem of receiving these same pensions. This was due to the massive deprivation of licenses of these banks by the Central Bank. True, none of the pensioners, clients of these banks, lost their money. Immediately after the bank’s license is revoked, the money intended for payment of pensions is returned back to the Pension Fund. In this case, the territorial body of the Pension Fund notifies the pensioner of the need to submit a new application for the delivery of the pension, and as soon as the pensioner chooses another bank or post office, the money is transferred to the pension recipient.

How are benefits assigned and paid?

It is known that the state pays several options for pension benefits for citizens. We are talking about the following types of government assistance:

  • by old age;
  • due to disability;
  • upon the loss of a breadwinner.

Payment of pension

The latter cases are considered on an individual basis, taking into account the provision of the necessary documentation confirming the status of the applicant. As for the age pension, here we are talking about compliance with essential conditions. In particular, we are talking about the following points:

  1. The applicant must reach the current age limit - 55 and 60 years for women and men, respectively.
  2. A citizen must have at least 9 years of work experience in 2020.
  3. The number of pension points must be at least 13.8.

The decision to pay an insurance pension is made by the Pension Fund employee to whom the citizen has applied. As for social payments, you must contact specialized organizations (social security or the Social Insurance Fund) to receive them or submit your application to the administration. When applying for benefits, you can decide on the method of receiving your pension.

Change of pension provider

You can change your pension provider at any time. There are no restrictions on the number of requests to change the delivery method. To do this, you must submit a written notification to the territorial office of the Pension Fund at the place where you received your pension. If you choose to have your pension delivered through a bank, you will also need to indicate the details of the account into which you will receive your pension.

An application to change the method of pension delivery can be submitted online (without visiting the Pension Fund), using the electronic service “Personal Account of the Insured Person” on the Pension Fund website. To do this, you simply need to fill out the proposed application form with some personal data. After this, from the period specified by the applicant, the pension will be delivered taking into account the method chosen by him.

There is another way to choose an option for receiving a pension - the corresponding application can be submitted through the multifunctional center (MFC).

The main features of receiving funds at a post office

Among the advantages of this method are:

  • the opportunity to withdraw money at a convenient time, but please note that you will be able to withdraw the required funds only after the date of their transfer to the post office;
  • At your request, an employee of the communication center will always provide information about the balance of funds in your personal account, how much and when you withdrew cash.
  • The disadvantages of this method of receiving the required funds at the post office at the place of residence of ordinary people include:
  • remoteness of post offices, the post office is often located at some distance from residential areas and for many elderly people even such a short journey can be difficult;
  • the pensioner will need to go home with a significant amount of money, and this may not be safe;
  • If a citizen does not apply to the department for pension provision for six months, then, following the decision of the Pension Fund, the payment of money to him is suspended. To restore the receipt of money, you should contact the post office with a corresponding application for the resumption of payments;
  • It is also worth considering that when you change your residential address, the post office also changes at the same time, which should be notified to the regional office of the Pension Fund of the Russian Federation.

Payment of pensions to children

Unfortunately, it is not uncommon for children to become pension recipients. The reasons that a child has become a pensioner can be different, including disability and the loss of a breadwinner.

Payment of pensions to minors has a number of features. The interests of minors, in accordance with the law, are represented by their legal representatives. These are parents, guardians, and trustees. The responsibilities of legal representatives include, among other things, resolving issues related to the pension provision of minors. They have the right to choose how the pension of their wards will be delivered - through mail or bank.

Delivery of the pension can be made either in the name of the youngest pensioner or in the name of the legal representative - accordingly, a bank account is opened for one or the other for crediting the pension. If an account is opened in the name of a legal representative, then the account must be nominal. Nominal account is a bank account of an individual opened by the bank to the owner of the nominal account for recording and performing transactions with amounts received into the account, the rights to which belong to the pensioner. To withdraw money from this account, permission from the guardianship and trusteeship authorities is not required.

Why are pensioners and benefit recipients transferred to Mir cards?

In Russia, all pensioners and other citizens who receive various types of government benefits will be completely transferred to the domestic Mir payment system. All recipients should have started using plastic cards of this type from October 1, 2020.

In general, the transition to the Mir system, according to experts, will protect Russians from data leaks, make payments more secure, and make the banking system itself less vulnerable. The fact is that it will work autonomously, which will allow some degree of protection from the influence of negative external economic factors.

Payment of pensions in nursing homes

If a pensioner lives in a state or municipal inpatient social service institution, and a fee is established for accommodation, then the pension, at the request of the pensioner, in full or in a certain part, is sent by the territorial body of the Pension Fund of the Russian Federation to this institution, on account of the established fee for inpatient services. At the same time, the Pension Fund transfers part of the pension for accommodation simultaneously with the payment of the pension due to the pensioner.

What if you had to go to court?

In cases where filing a claim does not bring the desired result, the pensioner has the right to go to court in order to recover the uncollected amount, as well as the penalty arising in connection with this.

To do this, it is necessary to draw up an appropriate statement of claim, attach documents confirming the plaintiff’s position, and pay the state fee for consideration of the case. In this case, it is best to contact a qualified lawyer.

If a pensioner has not received his payments on time, then, first of all, he should determine the reasons for this delay, for which he needs to contact the bank or Pension Fund.

Reference! In cases where the period of non-payment is extended, he needs to send a claim to the perpetrators, and if the latter has no effect, then the pensioner has the right to demand the payments and compensation due to him in court.

Payment of pensions to convicts

If a pensioner is convicted and is in prison, a special procedure for paying a pension is provided. In accordance with it, the payment of the pension is made by the territorial body of the Pension Fund of the Russian Federation at the location of the correctional institution, and the delivery of the pension is made by the correctional institution by transferring to the personal account of the convicted person in compliance with the conditions of Article 107 of the Criminal Executive Code of the Russian Federation.

And finally, we remind you that if you change your place of residence when moving, the pensioner must notify the territorial office of the Pension Fund about this and register for pensions at the new place of residence.
