Who is a participant in the fighting in Chechnya
The status of participant in hostilities is assigned to both demobilized conscripts and contract soldiers and officers. In particular, the current legislation determines that participants in hostilities in the Chechen Republic include:
- soldiers and officers who served in fixed-term and permanent service in Chechnya;
- persons who participated in armed conflicts on the border with the Chechen Republic;
- military personnel sent to Chechnya to perform combat missions;
- civil servants sent to Chechnya during the war;
- military personnel sent to military units to perform certain duties.
Certificate
The certificate is the main document confirming the status of a veteran of military operations in Chechnya.

Participants in combat operations on the territory of Chechnya can receive the status of Combat Veteran or Military Service Veteran, depending on their compliance with certain criteria, or choose the most “beneficial” one for them. The most extensive list of benefits is expected for combat veterans.
Legislation
Features of social and other security for UBD are regulated by the Federal Law of February 12, 1995 No. -FZ. According to Art. 16, citizens who have received this status can use medical, tax, pension and other types of assistance from the state.
Also, current legislation gives regional authorities the right to establish separate benefits for veterans and combatants. This is done by issuing relevant regulations.

Important! By law, all benefits are provided to citizens at their place of residence. If a beneficiary fought in the Chechen Republic, but subsequently returned home to another region, the privileges should be registered there. Regulatory framework and latest changes for 2020
The procedure for payments and the determination of persons covered by the program are regulated by Art. 3 Federal Law No. 5 “On Veterans”. This document contains the most complete list of conditions under which a person is entitled to receive the status of a combat veteran.
Potential applicants include military personnel and employees of the Russian Ministry of Defense, sent by the government to hot spots to participate in hostilities or perform special tasks, in accordance with their type of activity both in the country and abroad. Benefits for real estate taxes
Veterans of military operations in Chechnya are provided with preferential conditions for paying real estate taxes, and this is regulated by Part 11 of Article 407 of the Tax Code of the Russian Federation.

According to generally accepted practice, veterans are completely exempt from property taxes, subject to limitations set by law. Tax breaks are also provided for plots of land that are the property of military veterans. How to obtain the status of a combat participant?
To obtain status, you must register with the military registration and enlistment office at your place of residence. In order to start the procedure for obtaining status, you need to prepare documents such as:

Regarding the assignment of status, a meeting of a special central commission of the military district is scheduled. The decision must be made within 30 days from the date of filing of documents. Pension for combatants in Chechnya
Participants in combat operations are not entitled to a separate pension. A citizen can apply for one of the types of pensions provided for by law as soon as he becomes entitled to it. Pensions are:
- by length of service of military personnel;

- old age insurance;
- social;
- for loss of a breadwinner (for family members of a combatant).

The size of the pension depends on various factors:
- duration of service;
- the type of pension provision itself;
- military rank and position;
- region of residence of the pensioner;
- presence of government awards;

In 2020, the minimum pension for a combat participant is 11,220 rubles. This amount is calculated from the minimum social security and mandatory social payments. By virtue of Article 45 of Federal Law No. 4468-I of February 12, 1993, combatants are entitled to a pension supplement in the amount of 32% of the fixed part of the social pension. In 2020, this premium will be:
5034.25 x 32% = 1610.96 rubles
For those pensioners who permanently reside in the Far North and equivalent regions, increasing coefficients are applied to their pensions.
The right to a long-service pension is granted to citizens who:
- the duration of mixed service is at least 25 years, of which at least 12.5 years are in military service;
- the total length of service is at least 20 years.
A serviceman who was wounded or concussed during military operations, which resulted in disability, is entitled to a disability pension. Its size depends on the disability group:
- Group I – 3137.60 rubles;
- Group II – 2240.70 rubles;
- Group III – 1793.70 rubles.
All pension payments are subject to annual indexation. In 2019, such indexation will be:
- 7.05% for old-age insurance pensions (from January 1, 2019);
- 2.4% for benefits and social payments (from February 1, 2019);
- 6.3% for military pensions (from 1 October 2020).
Benefits for participants in combat operations in Chechnya
Those who have a certificate of combat participation are entitled not only to an increased pension, but also to various benefits. In particular, veterans of the Chechen campaign are entitled to receive:
- tax benefits in the form of a reduction in land and real estate taxes and complete exemption from transport tax for one vehicle, regardless of its capacity;

EDV for veterans of Chechnya
Participants in combat operations have the right to assign and receive monthly cash payments (MCP) in the amount of 2869.72 rubles. To register, you must contact the territorial branch of the Pension Fund and provide:
- statement;
- passport of a citizen of the Russian Federation;
- ID card of a participant in hostilities;
- SNILS;
- bank account details for transfer.

Providing housing at the expense of the state
Veterans of Chechen campaigns are provided with one-time payments for the purchase or construction of housing. Getting housing

Targeted loan
In a number of regions, loans are provided on favorable and preferential terms, according to which a veteran of Chechnya can receive funds for the construction or purchase of housing.

If a beneficiary purchased a prosthesis at his own expense, the state reimburses the costs. However, a veteran can only count on receiving them after retirement.

Transport benefits
Like housing and communal benefits, transport benefits are determined at the level of the municipal administration, and not at the federal level. For example, in the Moscow region, veterans are entitled to free travel on any type of municipal transport, with the exception of taxis.

To reduce the financial burden on veterans of military operations in Chechnya, benefits are provided for paying for housing and communal services:

Other government guarantees
Among other things, federal legislation guarantees citizens who are veterans of military operations in Chechnya a number of benefits and rights:
- receiving leave at any time of the year, if we are talking about paid annual leave;
- additional rest at your own expense upon request, totaling 35 days per year;
- advantage when joining housing, housing construction, and garage cooperatives.

Family support
