How to obtain a medical insurance policy for a residence permit?

What medical care can foreigners expect?

Along with social security for Russians, the structure of social health insurance also includes norms regulating voluntary health insurance for foreign citizens. All of them are specified in the regulations and standards of insurance companies, as well as in the regulatory documents of the Social Insurance Fund. On an equal basis with Russian citizens, foreign guests of the country have the right to:

  • Free ambulance call;
  • Prompt service in case of acute pain;
  • Medical assistance at the birth of a child;
  • Transportation in a critically ill condition;
  • Repatriation of the body to the state of permanent residence in the event of death.

However, this is the maximum medical care available to foreigners who do not have compulsory health insurance. To expand the list of medical services, they will have to draw up an agreement with one of the insurance companies, after which they can apply for full medical care within the framework of this document on the provision of medical insurance for foreign citizens in the Russian Federation.

In this case, residents of the country from abroad will also have access to such opportunities as hospital stays, outpatient treatment of chronic diseases, services in clinics and dental offices, regular examinations by specialized doctors and therapists, as well as other services of medical institutions.

Important! It does not matter whether a citizen of Kyrgyzstan has issued a temporary residence permit (TRP) or not - in any case, he has the right to a free compulsory medical insurance policy as a citizen of an EAEU member country.

Citizens of the Russian Federation receive a compulsory medical insurance policy free of charge (CHI) and are entitled to services in state and municipal clinics free of charge. Having a compulsory medical insurance policy is mandatory.

As for foreign citizens, in most cases, a VHI policy is available to them - voluntary health insurance, which involves charging a fee in the amount of 2.5 to 50 thousand rubles at a time.

However, citizens of Kyrgyzstan, including those who have issued a temporary residence permit (TRP) in Russia, have the same right as Russians to receive a free compulsory medical insurance policy . The conditions of health insurance are also similar to those observed by citizens of the Russian Federation. Even if a citizen of Kyrgyzstan was in the Russian Federation without a temporary residence permit, he would still have access to a compulsory medical insurance policy, because Kyrgyzstan is a member country of the EAEU (see Treaty on the Eurasian Economic Union of May 29, 2014).

In addition to the passport itself, you must present to the insurance company a migration card confirming the legality of the stay of a foreign citizen and his family in Russia.

For those categories of persons who are in the Russian Federation for the purpose of earning money, it is important to have a patent when drawing up an insurance contract.

Everyone who has a residence permit is required to present a permit for temporary or permanent residence within Russia.

These documents are sufficient to issue a policy of this type of insurance. But at the same time, the conditions of the selected insurance company may also provide for other documents.

What documents are needed to obtain a policy?

A foreigner can take out a compulsory medical insurance policy independently. To do this, you need to contact the insurance company, whose representatives must explain in detail how citizens of Kyrgyzstan receive compulsory medical insurance.

Typically, the policyholder contacts the insurance company with an application containing the following information:

  • FULL NAME;
  • Date of Birth;
  • place of birth and citizenship;
  • SNILS;
  • passport details;
  • information about the place of registration;
  • migration card data;
  • contacts for communication;
  • details of the employment contract, including the date of conclusion and duration of validity.

The application must be accompanied by copies of documents and their originals for verification: passport, migration card, SNILS.

After submitting an application, the policyholder receives a temporary policy that is valid until the actual certificate is issued. The temporary document is valid for no more than 30 working days from the date of issue and provides its owner with the same opportunities to receive medical services. Upon completion of registration, the foreigner must take out a ready-made compulsory medical insurance policy, which is provided to him in paper form.

Features of Russian voluntary medical insurance for foreign citizens

All foreign persons who wish to voluntarily take out a VHI policy must first choose one of the insurance companies. Their list is quite extensive, and the conditions may differ in terms of the cost of services, the amount of coverage for an insured event, the procedure for processing documents and other nuances.

In this case, it is extremely important to pay attention to the list of medical and preventive institutions with which the insurer has signed an agreement on the provision of services. This may be important in cases where specialized medical care may be required. For example, when a policy is issued in the early period of pregnancy and there is a possibility of needing gynecological treatment in a hospital.

After choosing an insurance company, a foreigner needs to decide which type of medical services is preferable for him, based on his state of health:

  • General medical conditions of service;
  • Narrowly targeted medical care.

In the first case, the insurer guarantees the provision of medical services by partner medical institutions regarding general health maintenance. If the insured person has specific diseases, the second insurance format with the possibility of receiving highly targeted assistance will be preferable.

VHI cost

VHI cost

The issue of budget costs when obtaining a health insurance policy in a voluntary format is regulated by the terms of the insurance contract of a specific insurance company.

But in all cases, tariffs for labor patent holders will be noticeably lower - on average by 0.5-1.5 thousand rubles. For different insurers, the policy price can range from 3 thousand to 10-13 thousand rubles. This cost depends on the list of insured events included in the policy.

In addition, this tariff is influenced by the cost of services of medical institutions with which the insurance company cooperates, the state of health of the insured person at the time of execution of the contract, his age, as well as the risks associated with the performance of professional activities.

Accordingly, the amounts of insurance coverage differ. They can reach 120,000 - 900,000 thousand rubles.

To summarize, we can convincingly speak about respect for the rights of foreign citizens in relation to voluntary health insurance on the territory of Russia.
