International passport for a pensioner: list of documents, instructions for registration, cost of service

International passport for a pensioner: list of documents, instructions for registration, cost of service

An identity document abroad has a uniform form for all citizens of the Russian Federation, except for service and diplomatic passports, which are issued to representatives of the highest echelon of power. Therefore, a foreign passport for a pensioner is no different in appearance from others and can be of 2 types - biometric or regular (old generation). We’ll talk more about where and what documents need to be submitted to complete them, how much it will cost and whether there are benefits for pensioners.

There is a lot of information on this topic freely available on the Internet, but the authors of such articles often either incorrectly interpret the law or use outdated versions of it. Therefore, in order not to waste time, we recommend studying primary sources on this issue:

  • Order of the Ministry of Internal Affairs of Russia
  • Administrative regulations

The recommendations below are based on an analysis of the above regulations and therefore fully comply with current legislation.

Legislation

The specifics of registration and issuance of a foreign passport are regulated by several legislative acts:

  • Order of the Ministry of Internal Affairs of Russia of November 16, 2020 N 864.
  • Federal Law “On the procedure for leaving the Russian Federation and entering the Russian Federation.”

According to them, citizens of the Russian Federation cross the borders of other states only after providing foreign passports. They come in two types:

Table 1. Types of international passports

Old styleNew generation (biometric)
Issued for a period of 5 yearsValidity period is 10 years
Executed in the form of a regular bookThere is a built-in chip containing all the data about the owner
For adults, the document will cost 2,000 rubles, for children under 14 years old – 1,000 rubles.The cost is 3,500 rubles. for adults, and 1,500 rub. – for children under 14 years of age
Production time – no more than one monthDue to the complexity of production, the period increases to 2-3 months

Before applying, you must prepare documents for a passport for a pensioner or a citizen of another category. In both cases, the list is almost identical, and they can be assembled quite quickly.

Important! You can obtain a foreign passport either independently or through a specialized organization. In the latter case, in addition to the state fee, you will have to pay for its services.

How can a pensioner obtain a passport?

Step-by-step instructions for obtaining a passport are as follows:

  1. The citizen determines what kind of document he needs - an old or a new one. If he travels abroad often, it is better to take a biometric one - despite the higher cost, it is of higher quality and reliability, and also lasts longer - not 5, but 10 years.
  2. Documents are collected and a form is filled out.
  3. All materials are submitted to the Department of Internal Affairs of the Ministry of Internal Affairs, the MFC or through the State Services portal. In the latter case, an electronic signature will be required.

More detailed information about the features of obtaining a foreign passport can be found here:

How to get it and what is needed for this?

The first thing you need to do before collecting documents and going to the migration service is to decide what type of international passport for the pensioner will be when issued. Today, all citizens of the Russian Federation have two options for obtaining a foreign passport:

  1. Biometric – a chip with personal data is built into one of the pages. Customs control with such an identity card is carried out much faster. Service life – 10 years.
  2. The old passport format makes it possible to include children in it. The document is valid for 5 years. It costs less than the new format.

Each pensioner decides for himself what type of passport he wants to apply for. The next stage of preparation will be collecting documents.

List of documents for obtaining a passport for a pensioner

The question often arises of how to obtain a document for elderly people, what documents a pensioner needs for an international passport. To obtain a foreign certificate, a retired citizen must prepare the following set of documents:

  1. All-Russian passport of a citizen of the Russian Federation;
  2. A completed application form for obtaining a foreign passport in two copies;
  3. Photos of the established sample 3*4 cm (2 pieces for a new and 3 for an old passport);
  4. Receipt for payment of state duty;
  5. Old passport (if available).

If you need to issue a passport in a shorter time, then the following documents must be attached to the list of documents, depending on the situation:

  • A copy of the death certificate of a relative;
  • A copy of the report from a medical institution, which confirms the deterioration in the health of a relative staying in another country;
  • Original document confirming the need to undergo therapy outside the country.

Registration of a passport at the MFC is carried out in accordance with the following scheme:

  1. Prepare the necessary documents;
  2. Come to the MFC branch;
  3. Give the center employee documents and a receipt for payment of the state fee;
  4. Wait for the appropriate period;
  5. Come to the specified migration service office at the appointed time and pick up your completed passport.

How to fill out the form

The application for a foreign passport for a pensioner consists of two pages on one sheet. Despite the small volume, errors often occur when filling it out. To avoid such problems, you need to follow the recommendations:

  • Print the form on one sheet, with the front part on one side and the back part on the other. Applications submitted on two pages will not be accepted.
  • When filling out, use capital block letters.
  • Corrections and blots are not allowed.

The most important thing is that the application is signed only in the presence of employees of the migration department. The photo is pasted in by them, so you can’t do it yourself.

Documents for a foreign passport

On their first visit to a government agency, citizens must provide the following list of documents along with their application:

How can a pensioner get a passport through State Services?

For those who own a PC and navigate the Internet, it is easier to submit documents through State Services. It's much faster and more convenient. To do this you need:

  1. Register on the State Services website.
  2. Login/activate.
  3. Fill out the form directly on the website.
  4. Expect an invitation to the ATC indicating a specific date and time.
  5. Personally submit a package of documents on the designated day.
  6. Pick up your completed ID.

If helping a pensioner complete the first part of the procedure on the Internet is allowed, then no one can be entrusted with carrying documents and taking photographs, and undergoing fingerprinting - these actions will have to be performed personally by the pensioner.

Features of obtaining a passport for a pensioner

There are no differences between obtaining a foreign passport for working citizens and pensioners. Difficulties arise when the applicant is unable to carry out the procedure independently due to poor health - for example, disability.

In such a situation, it is necessary to issue a power of attorney from a notary by paying a state fee of 200 rubles. If a personal home visit by a specialist is required, higher rates are charged.

Obtaining a foreign passport for pensioners is a procedure necessary for traveling abroad, because there are only a few countries that Russian citizens can visit only with internal passports.

Where can a pensioner fill out a form?

Government authorities are trying to optimize the processes of serving the population. In this regard, the choice of places where you can apply has been expanded:

  • Multifunctional Center.
  • Branches of the Main Directorate for Migration Issues.
  • Portal of government services of the Russian Federation.

Through the website, a pensioner can fill out an application for an international passport without leaving home. People contact the MFC and GUVM at the place of permanent, temporary registration and even at the place of actual residence. The only difference is the delivery time:

  • At the place of registration - one month.
  • In other cases - up to three months.

If you need to receive a document faster, it is better to submit your application at your place of registration.

We recommend watching the video:

There are situations when urgent registration is required. This is possible if the citizen submits a document confirming the need for acceleration. The reasons for urgently obtaining a foreign passport are the death of a loved one, the deterioration of his health or the need for treatment of the applicant or his relatives abroad.

International passport of the old and new sample: differences

Currently, two types of foreign IDs are valid in parallel within the country: the biometric one, which appeared in 2009, and the old format international passport. They have no fundamental external differences; the whole difference lies in the internal content:

  1. Among the main differences is the presence of a special plastic page in the biopassport, which contains electronic information about the owner of the document. They are encrypted in a special way and placed on a microchip.
  2. In addition to this, there are differences in the period of action. The new form of foreign passport is issued for 10 years, the old form is valid for only 5 years.
  3. From the second point, the following difference emerges - in the number of pages: the old sample has 36 pages, and the biometric one has ten more.

The procedure for obtaining also differs: a new sample can be issued only after undergoing fingerprinting. The procedure is carried out using a scanner, so there is no need to dip your fingers in the paint. Important! Without submitting fingerprints, you can only issue an old-format ID card.

Be sure to read it! Salary net and gross - what does this mean in 2020

In addition, it is necessary to take a photo of a new type of international passport for a pensioner using a special booth located in the migration service department. A regular photo for a new passport is not suitable because it does not contain the required electronic information.

The cost difference is presented in the table:

DecorNew sampleOld style
Normal5000 rubles2000 rubles
Through the public services portal3500 rubles1400 rubles

The choice of form is the decision of the citizen himself. The procedure for obtaining an old-style passport for traveling abroad is much simpler, but such a document is valid for only 5 years.

Application form for a new type of international passport for pensioners

Types of international passports: which one to choose, a new biometric one or an old one?

Currently, the state gives citizens the right to choose between two types of foreign passports: a new generation (biometric) and an old one (without any electronic media).

The main difference between the new passport and the old one is the presence of a special plastic page containing electronic information about the passport holder. In this case, the information is encrypted in a special way and applied to a microchip.

In addition, the validity period of the passport is also different: the new one is issued for 10 years, and the old one is issued for only 5. Hence the difference in the number of pages: in the old generation document there are only 36 of them, and in the biometric passport there are ten more.

When choosing a new document, the pensioner must be prepared to undergo fingerprinting. Without fingerprinting, you can only get an old-style passport.

The procedure is carried out using a scanner - there is no need to get your fingers dirty with paint, as was the case before.

In addition, the procedure for taking photographs in a special booth, which is located directly in the migration service department, is also mandatory.

Ordinary photographs are not suitable for a biometric passport, since they physically cannot contain the necessary “electronic” data. Which passport to choose depends solely on the citizen himself.

Despite the fact that the procedure for issuing an old-style document is simpler - it is issued for only 5 years, then the procedure will have to be repeated all over again.

In addition, from an economic point of view, it is more profitable to issue a biometric passport: the state duty for the old one is 2,000 rubles, and for the new one – 3,500 rubles, and it is valid for twice as long.

Filling out a form for a new passport

The application form for obtaining a new type of foreign passport is practically no different from that for obtaining a regular document, with the exception of minor changes in the design of the form.

Sample application form for a new passport:

The new generation passport does not contain information about children.

Filling out an application form for an old-style passport

A foreign passport is issued on the basis of a questionnaire, which the citizen must fill out in his own hand.

This document contains the following significant information:

  • Full name, gender, date of birth;
  • information about previous full name and gender, if they have been changed;
  • residence address;
  • address of place of actual stay and registration;
  • contact details (phone, email);
  • information about the details of the identity document;
  • information about the details of your existing passport;
  • information on work activity over the past 10 years;
  • date and signature of the applicant.

In addition, the questionnaire notes the existence of contractual obligations and access to state secrets, which may be an obstacle to traveling outside the Russian Federation.

Sample application form for an old-style passport:

Biometric passport

The new generation document is also a small red book in format, but it has one important element - an electronic chip. It allows you to read all the necessary information about the owner of the document using special equipment.

In addition to basic information, the electronic chip contains information about a person’s biometric data, including fingerprints. It is for this reason that it received its unofficial name.

Pros:

  • long period of action;
  • a large number of pages.

Minuses

  • long processing time;
  • high amount of state duty.

A pensioner, as well as any other citizen of the Russian Federation, has the right to independently choose what type of foreign passport he needs.

Types of international passports: which one to choose

Pensioners can choose a classic or biometric passport. In the first case, the certificate is valid for 5 years and is an analogue of a Russian passport in terms of appearance. Biometrics have additional requirements (validity period is 10 years).

An applicant for a passport with a chip must undergo a number of specific procedures. Fingerprinting cannot be waived. Otherwise, you can only get an outdated document. Fingerprinting is carried out using a specialized scanner. The entire operation takes no more than 2 minutes.

Photography takes place in a booth located in the migration service department. Classic photographs taken on matte paper will not work. This is due to the fact that such media cannot contain the required electronic information.

Stages of registration

The procedure for obtaining a foreign passport is divided into mandatory stages:

  • Collection of required documents.
  • Filling out the form. . .
  • Submitting the completed application form to the appropriate service (directly or through the portal).
  • Receive confirmation of application registration.
  • Payment of state duty.
  • Waiting for an invitation to the service department. This is necessary to submit documents that will be checked by employees to match their identity. During this visit, a photo of the applicant will also be taken if it is a biometric passport.
  • Receipt of the document (the period ranges from one to three months).

If you do everything consistently and carefully, the design will not be difficult.

How to fill out an application

An application for an international passport for a pensioner is filled out as standard: you need to enter the relevant data in each field. If this is an electronic form, then simply enter the correct information. When filling out by hand, use capital block letters and blue or black ink.

  2. Floor. Here you need to check the box indicating the appropriate gender of the applicant.

Personal visit to the Main Department of Migration Affairs of the Ministry of Internal Affairs

Pensioners can submit an application for a foreign passport to the Main Department of Migration Affairs of the Ministry of Internal Affairs not only at the place of permanent registration, but also at the place of residence (temporary location). There you must immediately submit all the necessary documents. Therefore, you need to decide in advance which passport a person prefers to receive.

Be sure to read it! Survivor's pension in 2020: amount, who is entitled to it, how to apply

The main disadvantage of such a visit is usually the long queues. Here you will have to be patient. And it’s even better not to deal with this issue immediately before the holiday season, when the influx of visitors to the Main Migration Department of the Ministry of Internal Affairs increases. The most optimal time is autumn and spring.

Visit to the MFC

To simplify the procedure, the MFC also makes pre-registration for appointments through Gosuslugi or the official website, but you can also go on a first-come, first-served basis. The same documents are provided here as for the Department of Internal Affairs of the Ministry of Internal Affairs.

International passport through “Gosuslugi”

The greatest difficulty is obtaining a foreign passport through State Services. To simplify the task as much as possible, you should use step-by-step instructions:

  1. We enter your personal account.
  2. Go to the section with passports, select “foreign passport”.
  3. Click on the document you need to receive - old or new sample.
  4. We fill out the application and send it for verification.
  5. Choose a notification method - by email or mobile application.
  6. When the application has been reviewed, we pay the state fee and wait for the appointment date to be assigned to the Main Migration Department of the Ministry of Internal Affairs.

After receiving the approval letter, you should visit the migration department and pick up your completed passport.

How to create a personal account on “government services”

To create an account on the state portal, you need to prepare documents, the data from which will have to be entered:

  • General passport.
  • SNILS.
  • TIN.
  • International passport (if you have one).
  • Information about children (if any).
  • Marriage certificate (if changing your last name and getting married).

On the website you need to click the “register” button, enter personal data in the form (information from your passport and SNILS). The system will check the accuracy of the documents and input. If everything is correct, you will then need to confirm your identity by visiting the MFC.

Insurance certificate

You will need to have your passport, SNILS, INN (preferably) with you. When an MFC employee checks the document data for compliance with the identity, the account is considered confirmed. Next, you can fill in the information from the remaining documents.

Registration deadlines

When applying for the document discussed in the article, you should remember that its execution may require some time. In this regard, citizens are required to plan their trips more carefully.

Current legislation establishes that the period for production of a foreign passport cannot exceed more than 1 calendar month . However, if the pensioner submitted documents not at the place of his permanent registration, then it can be increased to 4 months.

In cases where a trip abroad is caused by urgent personal circumstances, this period can be significantly reduced to a maximum of 3 days. However, during such a period they can only prepare an old-style document, since a biometric passport is quite technically complex.

What documents are required?

Documents required:

  1. Passport of a citizen of the Russian Federation.
  2. Two copies of the application.
  3. Receipt of payment of the duty.
  4. Old passport (if you have one).
  5. Photos 35 by 45 mm - four pieces.
  6. A document on the basis of which the surname was changed (if the fact occurred).
  7. Pensioner's ID.

You will not need to present a military ID, as it is requested between the ages of 18 and 27.

Photos for a biometric passport are taken directly at the service where the applicant applies.

How much does it cost to get a passport?

When preparing documents necessary for traveling outside the Russian Federation, you must pay a state fee. Its size may vary depending on what type of passport the citizen intends to receive.

So, in 2020, the amount of state duty for adults is:

  • upon receipt of a new passport – 5,000 rubles;
  • upon receipt of an old-style passport - 2000 rubles.

It should be noted that the amount of state duty is subject to periodic increases. The latter happened in 2020 and affected only new-style papers.

Cost of state duty

The price of a foreign passport depends on the format and payment method you choose.

The table below shows possible options for retirees.

Payment methodState duty (rub.)
New document formatOld sample
Via Sberbank or terminal35002 000
Through the State Services website2 4501 400

Benefits for pensioners when paying state fees

To date, current legislation does not provide for the provision of any benefits or discounts when paying the state fee paid for a foreign passport. In other words, pensioners pay the same amount as all other citizens of non-preferential categories.

However, there is still an opportunity to save on state fees. This applies to cases when documents are submitted through the State Services portal.

So, in 2020 it will be:

  • for old-style passports – 1,400 rubles;
  • for new type passports – 3500 rubles.

A similar reduction in the amount of state duty when submitting documents electronically also applies to the issuance of foreign passports for children under 14 years of age. It is 1,750 rubles and 700 rubles for new and old documents, respectively.

Where can I apply?

There is no difference in filing documents between ordinary citizens and people of retirement age. Therefore, pensioners submit documents to the same organizations and on a general basis. Read about what documents are needed to obtain a foreign passport, as well as recommendations on how to obtain one for a pensioner.

Institutions to which the documentation package can be submitted:

  • Public Services Portal.
  • Multifunctional Center.
  • Authorized structures (Ministry of Internal Affairs, Department of Internal Affairs).

To summarize, it should be noted that when filling out the questionnaire you need to be careful. Errors and corrections made may be grounds for refusal to accept documents. If there are doubts about the correctness of filling out the document or it is not possible to fill it out yourself, you can use the services of third parties.

If you find an error, please select a piece of text and press Ctrl+Enter.

Checking the readiness of documents

Status checking is carried out in real time. In other words, the interested party should contact the department of the Main Department of Migration of the Ministry of Internal Affairs and find out the current status. This is done by personal visit or phone call. If the application form was submitted through State Services, then the full movement of the application is reflected in the personal account on the website. There is also a brief information summary on how to obtain a classic or biometric passport for a pensioner.

Applying for a foreign passport is an easy procedure even despite the seeming difficulties. It is only important to carefully enter the information into the form and know what additional documents a pensioner needs for an international passport. It is not recommended to use intermediaries, as the risk of serious overpayments or fraud increases. All operations must be carried out in government agencies.

Let's find out about readiness

It is quite easy to find out at what stage the production of a foreign passport is. Everyone who submits an application through State Services indicates in advance their preferred method of notification. And each stage is covered by the portal to the applicant. You can check the information on the website of the Main Department of Migration Affairs of the Ministry of Internal Affairs or simply by calling the department at the place where the papers are submitted.

Refusal to issue: reasons, what to do

The provisions of the current federal legislation state that the migration department may refuse to issue a foreign passport to any applicant. Such situations are updated when circumstances arise. Among them are:

  • the applicant has access to information of national importance;
  • conscription;
  • accused of committing a crime;
  • evasion of obligations imposed by the courts;
  • documents for international passports for pensioners contain deliberately false data;
  • bankruptcy - until the court makes a decision to terminate enforcement proceedings.

The list of circumstances is complete. Other reasons for refusal cannot be presented. It is possible to re-submit an application, but before doing so, the identified problem must be completely eliminated.
