The profession of a civil aviation pilot involves working in difficult conditions associated with regular health risks: constant change of time zones, a high level of responsibility and associated fatigue of the nervous system. Principles for calculating payments to flight personnel
For many specialists whose professional activities involve health risks and difficult working conditions, the state provides additional payments.
For civil aviation pilots, the assignment of a pension is regulated by law, both by general laws on pension provision for citizens of the Russian Federation (Federal Laws No. 166-FZ, No. 400-FZ, No. 173-FZ), and by special acts:

The main feature of retirement for this professional category of citizens is the absence of the need to reach the retirement age established in Russia. At what age do pilots retire?
Age does not greatly influence the purpose of maintenance, since the pilot can continue to fly as a commander until he is 65 years old, and after that - as a co-pilot, until a special medical commission decides to allow him to fly.
However, not every pilot makes the decision to continue flying at this age due to objective reasons: due to regular loads, health problems arise that do not allow him to continue his professional activities. Most often, a pilot retires due to length of service.
According to the regulatory framework of the Russian Federation, regulating issues related to the conditions of retirement, for male pilots the required work experience should be 25 years, and for representatives of the fairer sex - 20 years. When the reason for retirement is poor health, the required number of years of service is reduced by 5 years for both sexes - to 20 and 15 years, respectively.

To be dismissed from service based on length of service, the pilot must provide proof of his flight experience, which is the information contained in his flight record book.

The assignment of long-service benefits is carried out taking into account the following flight hours:
- pilots flying the airliner must fly 6,000 hours if it is a man, and 4,800 hours if it is a woman;
- Helicopter pilots must spend 3,100 hours and 2,480 hours in the skies, respectively, depending on their gender.
Fighter, airliner and private jet pilots cannot fly more than 20 hours per month, and helicopter pilots cannot fly more than 12 hours.

Conditions for receiving an increase in pension for civil aviation flight personnel
A social supplement to pensions for flight crews of civil aviation ships is assigned:
- men who have worked for 25 years in LSSGA;
- men who worked for 20 years at LSSGA, but left for health reasons;
- women who have worked for 20 years in LSSGA;
- women who worked for 15 years at LSSGA, but left for health reasons.
Accounting for flight attendants' experience
According to Law No. 400-FZ, additional money is paid if you have insurance and special experience:
- men who have flown aircraft for at least 12 and a half years, have at least 25 years of insurance experience, and have reached the age of 55;
- women who have flown aircraft for at least 10 years, have at least 20 years of insurance experience, and have reached the age of 50;
- men who worked for at least 20 years in engineering and technical personnel and were employed in maintenance of civil aviation aircraft, have at least 25 years of insurance experience, and have reached 55 years of age;
- women who have worked for at least 15 years in engineering and technical personnel and have been employed in maintenance of civil aviation aircraft, have at least 20 years of insurance experience, and have reached the age of 50 years.
Flight test crew experience
The length of service is calculated as follows:
- based on recalculation of hours spent directly in the airspace;
- taking into account the periods that are included in the special length of service.
Recalculation of flight hours into days of service is carried out using the following method:
- 20 hours by plane – 1 month;
- 12 hours by helicopter – 1 month.
Pension amount
When determining the amount of pension benefits, several important conditions are taken into account:
- The size of the labor pension is 55% of the average pilot salary. A pilot retiring can choose the period for which his average salary will be calculated from two options: 5 years of continuous service, or the last 2 years.
- a certain number of years are missing from the required flight experience In this case, the social benefit is reduced by 2 times for each missing year.
- The content is influenced by the regional coefficient adopted in the region where the pilot served.
- The size of the pension benefit is influenced by the average salary in Russia for the length of service that coincides with the previously selected pilot, and the amount of contributions to the Pension Fund of the Russian Federation.
Attention! The volume of all payments cannot be an amount exceeding the average pilot’s salary by more than 75%, unless the pilot becomes disabled while on duty.
Amount of pension supplement

SD = SZP x (SZS / NWRF) x (SV / SVD) x K, where:
- SD – additional payment amount.
- SWP – average monthly salary in the Russian Federation from July 1 to September 30, 2001, taking into account annual indexation (increase factors are determined by Government Decrees).
- SZS - the average monthly salary of a crew member, calculated from the certificate provided by him for the last 24 or any 60 consecutive months.
- NWRF – average monthly earnings in Russia for the same period. Important: the ratio (SZS / SZRF), regardless of the result obtained, cannot exceed the value of 5.
- (SV / SVD) - the ratio of the average monthly amount of contributions that were received from payers of contributions to the Pension Fund budget in the previous quarter to the amount of funds at the beginning of the payment period necessary to finance the supplement to the pension. The value is set every quarter by the Pension Fund. Used to adjust the amount of additional payment to the pension.
- K – increasing coefficient, the size of which depends on the applicant’s gender and length of service:

Benefits and allowances
In general, the pension payable to retired pilots consists of:
- insurance part;
- storage part;
- increase for length of service and specific features of professional activity.
Thus, the pension provision of a retired pilot is already an additional payment.
If the pilot’s length of service has been exceeded, he is entitled to additional accruals to the existing 55% of the average salary in the amount of 1% for each year of excess.
Test pilots can count on a bonus in the form of an additional 10% of the average salary.
The bonuses given to pilots for length of service are considered to be for life, and they are paid every month simultaneously with the main pension part. If the pilot decides to return to his professional activity, then the additional payment in the form of an allowance is withdrawn from the subsequent month. These additional payments can be returned in the event of another departure from service.
If the pensioner has died, then additional payment of unpaid allowances is made to relatives living with the pensioner after they have submitted the appropriate application.
Pay
Payment of pension contributions can be carried out through a certain structure, for example, through a post office or bank.
Lists of organizations through which you can receive a pension are available in the Pension Fund of the Russian Federation.
Persons who have served in aviation for sufficient time to retire receive money every month on a certain date.
If the date of receipt of benefits falls on a holiday or weekend, then the payment is moved either to the weekday before the weekend or to the weekday following the holiday.
The amounts and rules for payment of pensions are regulated by regulatory documents approved at the level of the Government of the Russian Federation, as well as internal documents of the structures through which pensions pass.
Decor
In order for a future pensioner to be able to count on payment of his due allowance, after dismissal he needs to submit an application for registration of pension allowance.
This application can be submitted in any convenient way from the following:
- when applying in person to the Pension Fund of the Russian Federation;
- through the MFC;
- through the State Services portal;
- when contacting the employer airline.
In order for the application to be accepted, it is necessary to collect and provide a number of documents (if we are talking about submitting an application through State Services, scanned versions of documents are needed):
- passport of a citizen of the Russian Federation;
- request for registration of content;
- certificate of salary;
- pilot's work record;
- flight record book and other documents indicating the pilot’s special experience (certificate of flight hours, documents justifying the preferential specifics of the work, etc.);
- TIN and insurance certificate;
- medical documents (if pension benefits are assigned for health reasons).
Payment for maintenance is established from the next month using the method of receipt specified in the application: to a bank card or through the post office.
Important! You can subsequently change the payment method if the chosen one turns out to be inconvenient.
In order to submit an application for payment of required additional payments, a pensioner must apply to the Pension Fund of the Russian Federation, having with him:
- statement;
- passport of a citizen of the Russian Federation;
- work book;
- a document that records the pilot’s special experience (flight book, certificate of flight hours);
- a certificate of salary for the period chosen by the pilot.

How to make an additional payment
Please note that as of July 2020, a new service has been introduced in your personal account on the official website of the Pension Fund, which allows you to electronically submit an application for the appointment and calculation of an additional payment to the LSSGA.

- Fill out the appropriate application, attaching the prepared papers.
- Wait for a decision.
- Start receiving additional payments simultaneously with the transfer of your pension.
List of required documents
The pension supplement is assigned on an application basis upon provision of a certain package of documents, which includes:
- passport;
- work record, flight record book, certificates from the Federal Air Transport Agency - documents confirming employment in a position;
- certificates of flight hours;
- certificate of average monthly salary for 24 months or for any 60 consecutive months.
The role of the flight crew union in calculating payments
The professional union of flight personnel includes not only the pilots themselves, but also other officials whose activities are equated to the activities of pilots in matters of pension payments with additional payments. These are on-board engineers and mechanics, radio operators, flight attendants, operators, etc.
The Presidium of the trade union defends the interests of the pilots in matters of assigning pensions and additional payments, regulating their size, ensuring guaranteed conditions for retirement, and also considers ways and opportunities to improve pension conditions for the pilots, including increasing subsidies for retired pilots.
Payment amount
The amount of pension accruals for aircraft crew members is calculated according to the rules from Resolution No. 155 of March 14, 2003.
According to these rules, length of service is calculated as follows:
- Twenty hours of airplane flights are equivalent to a month of work experience.
- Emergency services workers in the air work according to the rule for a year and a half.
- Employees of sports aviation organizations, voluntary societies for the promotion of the army can receive an increase in length of service for one and a half, and sometimes two years, for the annual calendar period worked.
- Paratroopers receive one and a half years of experience per year of work.
The final long-service pension for a flight crew member is calculated using a certain formula:
P = (1000% C - SP) + 25% C × ST.
P = increase size.
C = value of social provision. From 01/01/2018 it is equal to 5034.25 rubles.
SP = insurance part of old-age pension.
CT = number of whole years by which the required level is exceeded.
In Ukraine
On the territory of Ukraine, since 2020, amendments to the law have been in force, on the basis of which, in order to receive a pension, a member of the flight crew must fly not for 20 and 25 years, but for 25 and 30 years.
The retirement age will increase until 2024.
In Russia
In the Russian Federation, the retirement age has remained unchanged.
What pension payments are due to pilots?
Civil aviation pilots will receive larger payments. The whole point is high salaries and unrealistic working conditions. After all, the point is that you have to make decisions, quickly react to the situation and be responsible for people. What is the pension amount for civil aviation pilots?
For residents of the Russian Federation, it is impossible to have payments greater than 75% of average earnings. If a person received 300 thousand rubles throughout his life, then his pension will be 225 thousand rubles. However, it is worth considering that 2% will be withdrawn for each year that falls short of the generally accepted norm. Thus, it turns out to be about 55%. This means that with an average salary at the age of 50 when pilots can retire, it will not exceed 70-90 thousand rubles.
Military pensions: right to receive, registration and amount
In some cases, length of service may be reduced: for example, when a service member becomes disabled.
If a payment is made to the family of a deceased military member, it does not matter how many years he served. Important! Receiving a military pension is not associated with receiving the labor portion of payments or salary.

How much does a retired military pilot earn in Russia?
According to the current legislative norms, the pension provision of a military pilot is equal to 55-80 percent of the salary that he received when he served in aviation. Disability of 1-2 categories must be confirmed by the conclusion of a medical commission. If, when a pilot leaves service, his length of service is greater than the minimum, a special coefficient is used.
For each additional year of work in aviation, a citizen is provided with an additional 3 percent of the salary (no more than 85 percent in total). Also, for pilots, as for other pension recipients, indexation is provided , aimed at leveling the impact of inflation.
What does the payment consist of?
The amount of pension provision for military pilots consists of the following factors:
- rank;
- the position in which the Russian left service;
- additional payments for length of service and other allowances;
- reduction factor.
An employee of a government agency calculating a pension takes into account the above factors. They differ for each pilot; personal files of citizens are considered individually.
According to the latest data from the Pension Fund of Russia, the amount of pension payments for aviation employees is 1.7 times greater than the amount of pensions of ordinary citizens. This indicator is an average; the citizen will be informed of the specific amount after taking into account his rank, position, and salary.
Attention! According to expert forecasts, by the end of 2025 the average amount of pension payments to military pilots will be 23.5 thousand rubles.
Who is included in the flight test crew?
The government decree approves the list of positions subject to state support for production.
The following are entitled to a long service pension:
a) flight personnel directly performing test flights at standard workplaces of aircraft and parachute equipment:
- pilots (pilots) - test pilots, test navigators, test flight engineers, leading test engineers of all types, engaged in flight testing of aircraft and members of the regular flight crew, test flight mechanics, test flight electricians, test flight radio operators, test flight operators , test parachutists;
b) engineering and technical personnel performing flights for testing (research), delivery, acceptance of aircraft, their systems, units, instruments and equipment, parachute equipment (if there is a valid certificate of admission to flight testing):
- engineers, technicians, mechanics, operators and experimenters of all types;
c) workers inspecting flight personnel on test flights, as well as persons in charge of flight test services and participating in test flights as a member of the aircraft crew (if they have a valid certificate of admission to flight tests).
Legislation
Representatives of certain professions, those associated with difficult working conditions or risk, are assigned by the state several types of social benefits:
- state welfare benefits;
- pension under compulsory pension insurance.
These payments are intended to compensate for the earnings received by specialists while performing their official duties.
The accrual of funds to pilots is regulated by the following laws:
- Federal Law No. 166 - guaranteeing receipt of pension benefits based on length of service;
- Federal Law No. 400 - ensuring the receipt of an insurance pension;
- Federal Law No. 173 - on the payment of required pension benefits for labor;
- Federal Law No. 155 - guarantees additional social benefits to “flying” employees;
- Decree of the Government of the Russian Federation No. 155 regulates the receipt of additional payments to the pension benefit for those specialists who served in civil aviation.
