From August 2020, working pensioners for whom policyholders (employers) paid insurance premiums in 2016 will receive an increased pension. This increase is due to the annual recalculation of the amount of pension provision, and it will affect only recipients of old-age and disability insurance pensions.

This recalculation is carried out without a declaration , i.e. To implement it, you do not need to contact the Pension Fund branches. The recalculated (increased) amount will be accrued from August.

It is worth noting that according to the Federal State Statistics Service, in 2020 the number of working pensioners decreased significantly compared to the previous year. If in 2020 there were 15,259 thousand people employed, i.e. 35.7% of the total number of pension recipients through the Pension Fund, however, already in 2020 their number decreased to 9,883 thousand people (22.9% of the total number of pensioners). This is largely due to the introduction of amendments to the legislation that limit working pensioners in the indexation of pension payments (Article 26.1 of Law No. 400-FZ dated December 28, 2013).

Cancel indexing

Federal Law No. 385-FZ of December 29, 2020, which abolishes the indexation of pension payments for pensioners who continue to work, has been in force since the beginning of 2016 to the present. This regulatory document provides for an increase in pensions only if the citizen receiving it resigns.

In comments to the State Duma’s refusal to index pension payments for working pensioners, the head of the Russian Ministry of Finance A. Siluanov said that this step was part of an anti-crisis plan, the objectives of which are:

  • support for pensioners who have no other income;
  • optimization of costs for pension indexation;
  • maintaining the size of the state budget of the Russian Federation for 2017–2019 within the planned framework.

In April 2017, the Minister of Labor of the Russian Federation M. Topilin made a statement on the issue of indexation of pensions for citizens who continue to work. To compensate, the size of the country's budget will have to be increased by 170–200 billion rubles; in the absence of this amount, it is too early to talk about indexation of pensions.

Procedure for processing additional payments

The process of assigning additional payments to such citizens is carried out in parallel with the payment of pensions. The registration process is similar to that for a regular pension. This means that at the initial stage the required package of documentation is collected, which must then be submitted to the branch of the Pension Fund of the Russian Federation at the place of residence of the pensioner.

Important! Payments for this category of citizens are classified into two types: social and insurance. The first type of pension is granted to those who have zero work experience. An insurance pension is provided to a citizen even if he has worked even a single working day.

Under what conditions an insurance pension is assigned is reflected below:

  • there is documentary evidence of disability from doctors and the commission;
  • the presence of work experience of a disabled person;
  • there is no intentional harm to health.

Important! The amount of additional disability benefits is variable. For example, when your health improves and your disability is removed, additional payments are stopped. However, this rule is applicable only for disability group 3, which is able-bodied.

Indexation for retiring pensioners

Law No. 385-FZ provides for the restoration of a pensioner’s rights to indexation after his dismissal from work. With this recalculation, all indexations missed by the employee and earned points will be taken into account. The recalculated pension amount will begin to be paid 3 months from the date of termination of the employment contract.

To receive an increased amount of pension payments, no action is required from a resigned employee - except in situations where the dismissal occurred before April 1, 2017. After this date, employers independently transfer information about the former employee to the Pension Fund, which performs a recalculation.

Important! After dismissal, the pensioner retains the right to return to work or get a new job. If he does this, he will be able to receive an already indexed pension and salary. While the pensioner is working, his payments will no longer be indexed. However, the size of the pension will not decrease again.

To increase payments, a pensioner should wait for the increase, which begins to be paid from the beginning of the fourth month after dismissal, and only then start working. So, if you quit on August 11, 2017, you can receive an indexed pension only from November 11. And a quit employee should get a new job no earlier than this date.

For three months after termination of employment, the payment amount remains at the usual level, and the difference between the old value and the indexed one is not compensated. Pensioners will receive compensation for the three months that elapsed from the date of dismissal until the pension is recalculated only from 01/01/2018.

Doctors' allowances

The work of doctors during a pandemic is especially important, and therefore should be further stimulated. All medical employees working with coronavirus will receive a federal bonus for special working conditions and increased workload.

Starting in April, doctors who work directly with coronavirus patients will receive an additional 80 thousand rubles per month, mid-level medical staff - 50 thousand per month, and junior staff - 25 thousand per month. Also, an allowance is given to emergency doctors working with patients with COVID-2019 (50 thousand rubles) and ambulance drivers, paramedics and nurses (25 thousand rubles).

At the same time, regional allowances, as directed by the president, will remain. That is, doctors near Moscow will receive a federal bonus in addition to their standard salary, as well as gubernatorial additional payments - 50 thousand for doctors, 30 thousand for nursing staff and 10 thousand for junior staff. All this applies only to those medical workers who work with people sick with COVID-19 or suspected of it.

In addition, the president promised to allocate 33 billion for additional equipment for infectious diseases departments and hospitals. Another 13 billion will be spent on the purchase of medical equipment for the regions - new ventilators and intensive care vehicles should begin to be delivered in April.

For families with children

On April 1, a presidential decree came into force in Russia, which allows families with the right to maternity capital to receive an additional payment of five thousand per child. This assistance is available to families with children under three years of age. Families must apply for payments before October 1, 2020, but only if the right to payment arose before July 1.

Moreover, additional payments for the period from April to June can be made remotely - in your personal account on the Pension Fund website or on the State Services portal. To do this, you need to provide a certificate for maternity capital upon the birth of your second or next child. At least one of the children must be under three years old.

For families with children from three to seven years old, in which the average per capita income is less than the regional subsistence minimum, payments are also provided - half the subsistence minimum per child. The national average is 5.5 thousand rubles. Moreover, when considering applications, only the parents’ current income will be taken into account, and previously received income will not be taken into account.

This benefit has been assigned in Russia since January 1, 2020, and payments will begin to arrive to families from July 1. Therefore, the Ministry of Labor notes, if as of January 1, 2020, a family had a child aged three to seven years, then the family will receive money for the first five months of the year too.

You can also submit an application for additional payments for children remotely - through the government services website. The approximate list of documents required for issuing benefits includes 19 documents, but a citizen has the right not to submit them independently (except in cases where the child has Russian citizenship but was born outside the Russian Federation), since all documents will be collected by social protection authorities.

Unemployed

Anyone who has lost their job since March 1, 2020 will automatically be assigned an unemployment benefit at the top level of 12,130 rubles. “360” talked about how to receive unemployment benefits here.

In the Moscow region, payments to the unemployed have been increased to 15 thousand rubles. People who have lost their jobs since March 1 can apply for payments through Social Security funds now.

In addition, families with temporarily unemployed parents receive payments of three thousand rubles for each minor child. The procedure for receiving these payments has not yet been determined.

For pensioners and veterans

For the 75th anniversary of Victory in the Great Patriotic War, veterans are entitled to 75 and 50 thousand rubles (combat veterans and home front workers, respectively). Now, according to Deputy Defense Minister Tatyana Shevtsova, more than 16 thousand veterans have already received money.

Pensioners in the Moscow region over 65 years of age who live alone will also receive an increase of one thousand rubles, but it will not be a one-time increase, but monthly. In addition, the region will provide additional payments in the amount of three thousand rubles to people 65 years of age and older, as well as residents with chronic diseases. The first part has already been transferred, the second part will be paid after the end of self-isolation. You don’t need to write any applications for this - the money will go to the same card where your pension and other social payments go.

What can working pensioners expect in 2017?

A pensioner who continues to work in 2017 will not receive compensation until he resigns. However, the recalculation will still be performed on the basis of transfers paid by the employer. Immediately after the termination of the employment contract with the organization in which the pensioner worked, the missed coefficients for all indexations will be returned to him. Therefore, the size of the pension after dismissal does not decrease, and losses will only amount to the difference that was not paid to the employee from the moment he reached retirement age until leaving work.

In 2018, pensions of Russian pensioners will increase in accordance with the inflation rate - presumably by 3-4%. But this compensation will not affect working citizens. The same situation is expected in 2019. And, according to the Minister of Finance of the Russian Federation A. Siluanov, the issue of increasing payments to working pensioners can be resolved positively no earlier than 2020.

Bodies to contact

The Pension Fund is responsible for resolving issues related to the appointment and payment of additional payments to pensions due to disability. A disabled person should contact the branch located at his place of residence. As an alternative, you can come to the MFC authorities and submit documents there. However, this will take a slightly longer period of time.

Among the required documents are:

  • passport;
  • SNILS;
  • the conclusion of the medical commission, which states the fact of the presence of disability of group 1;
  • work book, if available;
  • other document to confirm work experience in the absence of a work book.

Pension recalculation

Citizens who continued to work received a small increase in their pension, although this was not indexation, but recalculation. From August 1, 2017, the amounts of pension payments were adjusted. The basis for the increase was the employee’s current salary and the number of points he earned for 2020. The maximum adjustment value is 3 pension points or about 235 rubles. According to information from the Institute of Social Analysis and Forecasting, the recalculation affected approximately 12 million working pensioners in Russia.

Despite the fact that many citizens do not distinguish between indexation and recalculation, there is a certain difference between these processes. Payments are indexed only for non-working pensioners. And the recalculation of the insurance pension in accordance with payments from the employer also applies to people who continue to work.

Recipients of disability or old-age pensions who worked officially have the right to recalculation. Payments for them will increase due to insurance premiums paid by employers. And the amount of the premium is calculated not as a percentage, as with indexation, but on an individual basis. Unofficially employed employees receive a pension, the amount of which is adjusted according to the rules regarding non-working pensioners.

Will there be an increase for non-working pensioners?

For non-working pensioners, the increase in insurance pensions traditionally occurs on February 1, but in some cases they have the right to an additional increase in August. It can only occur due to the presence on the individual personal account of the amount of insurance contributions that were not taken into account during the previous recalculation , or not taken into account when assigning a pension, or in other situations described in clause 3, part 2, art. 18 of the law of December 28, 2013 N 400-FZ.

For example, if in the previous year a citizen earned more than 3 points, and during the August recalculation only three were taken into account, then the rest will be taken into account in August of the next year.

Factors influencing the amount of additional payments:

  • there are differences between pension supplements for military personnel in fixed-term and contract service;
  • cause of disability: injury that was received or a disease that was acquired.

To calculate the amount of surcharge, you can use the formula:

where D is the amount of additional payments, rub.;

B – the amount of the fixed payment that is established for a disabled person, rub.;

K – coefficient for the corresponding group:

  • 200% – for group 1;
  • 100% – for group 2;
  • 50% – for group 3;

Kp is a personal coefficient for a disabled person, which provides the right to increased payments.

Calculation:

  • basic value – 5123 rubles;
  • calculation: 5123 * 200% = 10246 rub.

Payments for care

Those who provide care for a disabled pensioner are entitled to an additional payment in the form of a subsidy.

The amount of the subsidy is included in the amount of the pension received by the disabled person:

In 2020 this amount is:

  • when caring for a disabled child – 5,500 rubles;
  • when caring for a disabled person of group 1 – 1200 rubles.

Important! For residents of the North, these values ​​increase by the size of the regional coefficient.

Features of payments for disabled pensioners of the Far North

For northern territories, a special increasing coefficient is applied. This allowance is provided for all types of payments: disability and social supplements.

The increasing northern coefficient also applies to all disabled people, regardless of the established group. The amount of the premium varies from 1.4 to 2 depending on the region of residence.

Initial data for calculations:

  • disability group 2;
  • city ​​of Vorkuta;

Calculation:

  • the fixed payment amount is 5123 rubles;
  • increasing coefficient for the Far North – 150%;
  • group coefficient – ​​100%;
  • for Vorkuta the regional coefficient is 1.6;

The pensioner can choose one of the offered coefficients: either 1.6 or 150%

  • additional payment amount when choosing the northern coefficient: 5123*100%*150%*= 7684 rubles;
  • additional payment amount when choosing a regional coefficient: 5123 * 100% * 1.6 = 8196 rubles.

For a pensioner, it is more profitable to use the regional coefficient, since the amount of additional payment will be higher by 485 rubles.
