What is SNILS and what does it look like?

SNILS is a number assigned to the personal account of a specific person in the pension insurance system. It is unique and assigned by the territorial bodies of the Pension Fund. Unlike a passport number, SNILS is assigned once in a lifetime. It does not change, even if a person changes his last name.

The individual personal account number (SNILS) consists of 11 digits. It has the format "AAA-AAA-AA AA". The last 2 digits separated by a space are control digits. To calculate them, a specially created algorithm is used; thanks to their presence, automatic systems can easily determine whether the number is entered correctly or not, which reduces the likelihood of errors in various documents.

SNILS is issued as a separate document, which can be of 2 types:

• Green laminated compulsory (or state) pension insurance card . When registering in the period from 1996 to 2002, they indicated state insurance, and later – compulsory insurance. There are no other differences between these documents. No longer issued since April 2020.

If before April 2020 all certificates necessarily existed in the form of a paper document, then ADI-REG notifications can be issued in electronic form. This was done to make it easier to obtain government services, reduce paperwork, the burden on government agencies, etc. For the population, the electronic version is also more convenient, but so far employers and other organizations still often ask for a “paper” document.

3 categories of persons receive SNILS:

1. citizens of the Russian Federation;
2. foreigners working in the Russian Federation under an open-ended employment contract (since 2012);
3. foreign citizens working under a contract for a period of six months (since 2012).

Changing the format of the certificate does not lead to a change in personal account. All previously issued documents continue to be valid throughout life or until circumstances arise when they need to be replaced. In practice, only the number is needed from these documents. Why do you need SNILS

SNILS was conceived as a Russian analogue of the American social security card. It was assumed that the insurance number would become one of the main documents of a citizen, which would be used to determine where and how long the citizen worked officially, what contributions were paid for him by employers, where he is currently working, as well as to assign pensions, social benefits, benefits and other government benefits. services. However, the introduction of SNILS was somewhat ahead of its time: when green certificates appeared (in 1998, and then, in a modernized form, in 2003), the country did not yet have unified databases on public services, social security, and even social insurance archives were not fully translated into electronic form.

Since the mid-2000s, the situation began to change. Now the information compared with the insurance number of an individual personal account:

• contains complete data on employers’ contributions (to the Social Insurance Fund and the Pension Fund) for the entire period of the employee’s work experience (meaning the insurance period starting from 2002);
• used for the formation of state registers of citizens (as part of the exchange of personal data of a citizen between various departments);
• required for authorization on the government services portal.

It was planned that SNILS would become the basis of a project for a universal electronic card - a means of personal identification, which was going to be linked to the insurance certificate number.

UEC began to be issued on January 1, 2013. The card made it possible to log in to the State Services portal, remotely receive an electronic signature and use it to certify various documents.

It served as an identification document for a pensioner, replaced a compulsory health insurance policy, was a universal travel card, had its own current account and performed more than 10 other functions.

However, due to foreign policy complications, the increased threat to data confidentiality and the general high cost of the UEC project, it was terminated in December 2020.

However, the Russian government has not abandoned the idea of ​​combining all possible electronic services and identifiers within the framework of the “Electronic Passport” project, but today its implementation has also been suspended.

Why do you need to have an insurance certificate of compulsory pension insurance?

Initially, personal accounts were created by the pension fund for easier accounting of funds received as insurance contributions. This information is important when determining pension benefits. Over time, the functions of SNILS have expanded significantly.

Currently, SNILS is used for the following purposes:

SNILS as a spiritual bomb

6 years ago, on July 27, 2010, another interesting law No. 210-FZ “On the organization of the provision of state and municipal services” was adopted. The so-called Universal Electronic Card (UEC) was supposed to contain, among other information, SNILS - the identifier of an individual. By the way, that law said that the state would not provide services for long, that it would disappear (why do Russians need a state?), would leave the market and we would find ourselves face to face with private banks and other commercial structures, incl. with foreign and supranational financial corporations. There is a continuous flow of information in the media about the bankruptcy of banks and the flight of bankers to an unknown direction. What were the deputies thinking who threw us to the mercy of the financial plutocracy?

SNILS, according to the November initiative, is “an individual personal account - a document stored in the form of a RECORD ON MACHINE MEDIA of information that allows processing using computer technology in the bodies of the Pension Fund of the Russian Federation, containing INFORMATION ABOUT REGISTERED PERSONS PROVIDED by this Federal Law...” The law is clear and clearly says that someone at the top needs INFORMATION about you and me. As Filimonov notes, “thus, in fact, a REGIME of TOTAL SUPERVISION and RIGID MANAGEMENT of each person and society as a whole is established, including the collection of a wide variety of information about citizens, incl. confidential."

Just delve into the notorious Federal Law No. 210 “On the organization of the provision of state and municipal services” (introduced by State Duma deputies Volozhinskaya, Pankov, Pligin, Ryazansky, Timchenko, Yarovaya). Yakovleva notes, “Now we can receive our constitutional rights to medical care, social security, education and others in the form of electronic services from a joint-stock company established by banks: Sberbank, Uralsib and AK Bars, which are no longer government agencies. These are commercial entities with the participation of foreign capital. But SNILS goes further than the Universal Electronic Card. He directly enslaves us with his lifelong and posthumous number with a dossier file or with a piggy bank of our personal data. Earlier, in 2006, Federal Law No. 152 “On Personal Data” was already prepared. Based on Law No. 152, citizens are already required to provide written consent to the processing of their personal data (which, by the way, includes blocking and erasing excellent data!) at their place of work, study, or kindergarten. The commercial organization OJSC UEK now replaces the state. After all, Yeltsin, when signing the Informationological Convention of 1992, already promised that the state would give way to supranational structures. He dismembered the USSR and laid TNT under the Russian state in general. They say, why do Russians need a state? There are Yankees overseas, they can handle it. It is appropriate to recall the Message of the Holy Synod of the Ukrainian Orthodox Church of the Moscow Patriarchate of December 29, 2003: “The current process of codification of the civil population directly concerns the political and economic activities of citizens. It is being introduced in forms that have a typological similarity to the restrictions of apocalyptic times... In a religious context, these actions of the authorities acquire an apocalyptic component, which can be regarded as a conscious or unwitting contribution to the creation of a technical basis conducive to the reign of the Antichrist...”

The construction of such a worldwide “electronic Babylon”, uniting all nations outside of Christ, is a rebellion against the Creator” (ibid., p. 5).

Orthodox believers, thanks to the holy fathers, are deeply aware of the inhuman anti-Christ globalization and the digital identification associated with it, and perceive SNILS and other electronic monsters as death for their souls. But I want to warn non-believers or those of little faith about the danger of SNILS and universal numbering in general. Let's take the purely theological component out of the equation. After all, some people of little faith say: “This is dangerous for believers. But we are not afraid." Aren't you afraid of total, daily and hourly control over you? Aren't you afraid of constant surveillance? After all, the SNILS number, like a Kashcheev’s needle, contains a DOSSIER FILE with your personal data.
