The financial assistance in question is available to all citizens who have received a federal pension.
The reasons for receiving funds do not matter. This could be a survivor's pension, an old-age pension, a disability pension, etc.
The total amount of all additional payments from the budget should not exceed the PMP.

Benefits for paying for housing and communal services
Non-working pensioners who have reached the generally established retirement age, subject to a number of conditions determined by the resolution of the Council of Ministers dated June 12, 2014. No. 571 (as amended on March 18, 2020), has the right to pay for electricity and gas supply services at state-subsidized, that is, at preferential prices (tariffs).
Based on the average monthly total income of a citizen, including an old-age pensioner, namely, using a targeted approach, he can be provided with a non-cash housing subsidy for partial payment of housing and communal services.
State benefits for federal labor veterans
- Making a payment for half of the entire occupied space and housing according to the social norm, which is approved by the laws of the constituent entity of the Russian Federation, including family members of labor veterans;
