What is Social Security Survivor Pension?

Unfortunately, situations sometimes arise when, due to certain circumstances beyond a person’s control, a citizen is unable to provide for himself financially and at the same time loses a relative who was the sole breadwinner. In this regard, state support was developed for disabled dependents, providing this category of citizens in the form of social benefits.

List of persons entitled to receive a social pension in the event of the loss of a breadwinner

Disabled citizens who have lost their sole breadwinner are assigned a fixed cash payment. This category of population includes:

  1. children who have not reached the age of 18 and have lost one or both parents;
  2. children (whose age has exceeded 18 years) studying in educational institutions according to the Federal State Educational Standard and who have lost their parent(s). Benefit transfers will be made until the end of training, but without exceeding the age limit of 23 years.
  3. children whose single mother died;
  4. spouses and parents who have disabilities (according to a medical examination) and have reached the age of 55 (women) and 60 (men).
  5. immediate relatives (brothers/sisters/grandchildren) who are under 18 years of age, who do not have parents who could provide for them, or who have been disabled since childhood.
  6. grandparents who have no other income;

Is it possible to receive 2 types of pensions?

Yes, this is possible. For example, relatives of a military man may be eligible for payments if he dies in service. If the breadwinner died after dismissal, then he is also entitled to a pension. But for this to happen, the disease that caused his death must develop as a result of a war injury.

Also, families of astronauts and citizens who died from man-made disasters can apply for two types of pensions.

The indications for assigning social benefits in the event of the loss of a breadwinner are the following:

  • death of the breadwinner, the fact of which is confirmed by an official document;
  • A court decision to declare someone dead in the event of a missing person.

An applicant for social assistance must provide evidence of permanent residence in Russia in the form of the following documents:

  • document at the place of registration and place of actual residence;
  • the child’s identity card, which indicates the registration address.

To apply for a social pension, first of all, you need to:

  1. Collect a package of documents.
  2. Contact the Pension Fund or MFC.
  3. Write an application (in the case of an electronic application, send it after registration either through State Services or through the official website of the Pension Fund).
  4. Attach the collected documents to the application.

For children under 14 years of age, the application is submitted by legal guardians , namely a parent, adoptive parent or guardianship authorities. Upon reaching the age limit of 14 years, a citizen has the right to independently manage funds allocated by the state for assistance.

“Loss of a breadwinner” means not only the death of a citizen. The same concept includes disappearance and recognition of a person as dead. In this way, the state manages to eliminate injustice in relation to those disabled people who actually do not receive help from the missing breadwinner, but at the same time it is impossible to verify the fact of the person’s death.

Receipt of a “subsidy” is guaranteed only to citizens who are considered family members of a deceased person. This category of persons is listed in Article 10 of the Federal Law “On Insurance Pensions” of 2013:

  • natural and officially adopted children of the deceased breadwinner;
  • legal spouses who are not of working age, or who are caring for a child, brother, sister, or grandson of a deceased breadwinner under 14 years of age;
  • parents of disabled age;
  • siblings and half-brothers, sisters, grandchildren of disabled age, provided there are no able-bodied parents.

Grandfathers and grandmothers similarly have the right to apply for such a pension if they will be caring for the children, brothers, sisters, grandchildren of the deceased, or have already reached retirement age, or are disabled, but are not deprived of persons who are obliged to support them.

In all cases, a survivor's pension is issued only on the basis of papers that are submitted to the Pension Fund, where the pension is assigned.

Required documents

Both in cases of loss of a breadwinner and in other circumstances, state support in the form of a social pension is assigned to the pension if certain conditions are met and the necessary package of documents is presented, such as:

  • passport;
  • document confirming the birth of the child;
  • representative's identity card;
  • death certificate of the breadwinner or a court decision declaring him dead;
  • official documents that confirm the presence of family ties (extracts from the registry office, adoption certificates, etc.);
  • a certificate from the educational institution confirming full-time study, indicating the date of enrollment and completion of studies, and the order number.
  • For children under 14 years of age, a bank account is opened to transfer funds.

What else is a child entitled to?

Since children without one or two parents are socially vulnerable, the state creates comfortable living conditions for them, which include various benefits. That is, they not only receive money from the state, but also some other material incentives .

  1. Children without both parents can apply for a budget place under special conditions, outside the general competition: only among children on benefits.
  2. When you issue a special coupon, you can ride public transport for free or on preferential terms.
  3. If you collect information that financial assistance is not enough, children in general education institutions are provided with free meals. Textbooks are also provided free of charge in educational institutions.
  4. Museums, theaters, cinemas and other places of cultural education can be visited free of charge under different conditions or with special benefits.
  5. Children under three years of age can receive free medications prescribed by a doctor.
  6. Children under two years of age can receive free food from the dairy kitchen if prescribed by a doctor.

In general, this is where the benefits for children without parents end. In some cases, you can receive additional privileges such as discounted lunch at educational institutions and others.

Deadlines for granting a survivor's pension

Upon receipt of an application for a social pension with attached documents, Pension Fund employees within 10 working days (registered, studied, checked for accuracy, and a decision is made).

Notification of the results will be sent in writing, and in case of refusal, indicating the reason and deadline for appeal.

The date of assignment of a social pension is considered to be the first day of the next month from the moment of the citizen’s application (or stamp, in the case of sending by mail).

Social benefit transfers stop:

  1. upon reaching 23 years of age if continuing education;
  2. upon reaching 18 years of age without subsequent admission and continuation of education;
  3. when concluding an employment contract.

Where to go to apply for a pension

The insurance pension is assigned from the date of application. It is submitted at any time, after the death of the breadwinner, to the Pension Fund department or to the MFC. Employees can review the application within 10 days. Persons applying for a pension may be:

  • the future pensioner himself;
  • pensioner's representative.

The application may be submitted in person, by mail, or through your personal account on the Pension Fund website. In this case, the date of filing the application is:

  • the day the application is received by the MFC or Pension Fund;
  • date of sending the letter with documents by mail;
  • date of submission of an electronic application through your personal account.
