Why keep track of fines?
In case of failure to pay the fine on time, administrative liability arises.
According to Part 1 of Art. 20.25 of the Code of Administrative Offenses of the Russian Federation, this entails one of three consequences: an administrative fine of double the amount, but not less than one thousand rubles, administrative arrest for up to 15 days, or compulsory labor for up to fifty hours.

Due to an overdue fine, according to Law No. 229 “On Enforcement Proceedings,” your bank accounts and cards may be blocked or the amount of the fine doubled may be automatically debited from them.
Bailiffs may even seize personal property to pay off a debt or temporarily restrict your driving privileges until the debt is paid off. The most persistent defaulters, who are hiding from both fines and punishment, can be put on the federal wanted list by the bailiffs.
You need to keep track of fines even if you are not issued one.
The car must be checked for their presence before purchase. If they are not repaid by the previous owner, then you will have to pay them.
Sellers themselves may not be aware of their debts to the traffic police, for example, due to a letter not being received. But sometimes they deliberately hide information so that they fall on the new owner.
Can you find any person's fines online?
No. Fines are personal data. By law, they are available only to the person himself. Publication of fines is prohibited in accordance with Federal Law No. 152-FZ “On Personal Data”.
If information about a person’s fines appears online, it is most likely obtained illegally. Or the attacker knows the person’s data, such as the series and number of a passport or STS number.
It is technically impossible to find out the administrative fines of a person, knowing only his first and last name, or the fines of a car, knowing only his license plate number.
Any services access the unified databases of the FSPP, GIS GMP or the State Traffic Safety Inspectorate. They necessarily require, at a minimum, the full date of birth, passport data or car registration certificate (CTC).
Any website that entices you to check fines, for example, only by car number, deceives the user or substitutes concepts.
He either publishes information that does not correspond to reality, or disguises a check by license plate and STS under the request “checking fines by license plate number”. Or it obtains information illegally, by hacking the user’s database or devices.
But on the Internet you can easily search and track your own fines.
Features of checking administrative sanctions online
You can find out information about administrative offenses via the Internet within 5-15 minutes. Information about debts is generated on the state website. structures 2-3 days after the date of the offense.
Only the debtor himself can obtain the data: online access to his personal account is not provided to other citizens.
How to find out fines for administrative offenses by full name and date of birth online
The website of the Federal Bailiff Service is the only official source with which citizens can check administrative debts by full name and birthday. Registration for the service is not required.
To check administrative debts by full name and birthday through the FSSP, you must follow the instructions:
- Go to the territorial website of the FSPP at the place of registration of the citizen of the Russian Federation.
- On the main page, fill out the information in the “Find out about your debts” form: enter your full name and region. You can set “All regions” to check in the database within the country.

Fines for someone else's car can be found on the traffic police website. But numbers alone will not be enough
Without it, data on fines cannot be obtained. There is no single database for all cars, so check all the specified resources. This will take no more than ten minutes.
The check must be done twice: before inspecting the car and during the transfer of money. Even if everything was fine yesterday, today the car may be on the “black list”.
