The retirement age of military personnel is actively discussed by legislators at various levels. Some want to raise it, some want to lower it. Against this background, various rumors and speculations are born. In our article, we decided to close the question of at what age do military personnel retire. Even Russians who are not involved in the security forces know (or at least have heard at least once in their lives) that security forces in Russia retire much earlier than civilians. At the same time, not everyone knows that some categories of military personnel can serve in the army until the same age at which the majority of Russians who have worked their entire lives “in civilian life” finish working.
This article explains what the minimum and maximum retirement ages are for military personnel in the Russian Federation, what types of pension payments are provided for security forces, and whether there is any basis in the rumors about increasing the minimum required period of military service under a contract that have been circulating in Russian society in recent years.
What time do people retire now?
When talking about pension provision for people in uniform, it is important to distinguish between two concepts: retirement age and length of service giving the right to a pension. The exact retirement age, that is, at what age do military personnel retire, matters only if a citizen has a mixed work history: in military service and in a civilian organization. In this case, you must reach your 45th birthday to qualify for government support. The total work experience must be at least 25 years, and the period of service must be at least 12.
For those who worked exclusively as military personnel, length of service is more important - the length of time spent in the ranks of the Armed Forces. In 2020, the required length of service is 20 years. If a citizen joined the Armed Forces at 20, then at 40 he will be able to receive state support.
The possibility of such early retirement is the subject of discussion; proposals have been repeatedly put forward to increase the retirement age for military personnel and increase the length of military service to 25 years.

Rumors about a possible increase in the retirement age have been circulating for a long time. Some government representatives, in particular the Pension Fund, speak about this need.
Similar information also appears regarding 2020, especially regarding a possible increase in the retirement age for military personnel.
Will the length of service increase for retirement?
In 2020, a serviceman’s retirement experience is 20 years, but the threat of his promotion has long been hanging over the armed forces. The pension reform for citizens in uniform involves:
- increasing military experience by 5 years to a total of 25, provided that all of the citizen’s work activity was spent in the ranks of the Armed Forces. A former military man will receive state support even if he resigned of his own free will;
- Having 20 years of military experience, a citizen will receive state support provided that he is discharged from the army due to circumstances beyond his control: reaching the age limit, organizational and staffing events, or unfitness for service for health reasons.
The conditions for receiving state support with mixed length of service remain the same.
Military pension 25 years of service signed by Putin V
The bill proposes to reconsider this approach. Pension benefits will begin to accrue when service reaches 25 years. Not 50% will be credited, but 65% at once. Each year, 3% of the pension will be accrued, and the maximum amount should not exceed 95% of the soldier’s salary.
“I believe that there is no need to raise the retirement age of security forces. In order to redistribute all funds from the state budget, it is enough to simply reconsider its priorities. I would also note that it is necessary to wait for a real increase in the life expectancy of Russians, and then adopt the appropriate reforms.”
What determines the retirement age?
There is no single age when military personnel can retire:
- a citizen has the right to retire at his own request after 20 years of service in the Armed Forces;
- upon reaching the age of forty-fifth, a citizen leaves the Armed Forces and receives military state support if he has twenty-five years of total work experience, of which 12 are military experience, and the reason for leaving service is medical indications or staff changes;
- a serviceman leaves service upon reaching the age limit, which depends on rank. For the Marshal of the Russian Federation, army general, fleet admiral, colonel general, admiral, it is 65 years; for lieutenant general, vice admiral, major general, rear admiral - 60; colonel, captain 1st rank - 55; the rest are 50. For female military personnel, the age limit is 45.
Speaking about the length of service required to receive pension benefits, it is important to understand what length of service is equivalent to military service:
- work in the bodies of the Ministry of Internal Affairs of the Russian Federation and the fire service;
- in the authorities for control over the circulation of narcotic drugs and psychotropic substances;
- in the Federal Penitentiary Service of the Russian Federation and the National Guard of the Russian Federation;
- being in Soviet partisan detachments;
- periods of work in civilian ministries and departments, provided that during this time the citizen was not removed from military service;
- the time spent in captivity, provided that the captivity was not voluntary and the serviceman did not commit crimes against the Motherland;
- the period when the serviceman was kept in custody, served a sentence in prison, if the charges turned out to be unfair and the citizen was rehabilitated;
- the period of training before service is no more than five years.
basic information
In the current year 2020, a bill is expected to be adopted, according to which the length of service of citizens liable for military service, required to obtain the right to receive a state pension, will be increased to twenty-five years.
There is currently no specific information on this issue. According to some unofficial sources, military citizens who received the right to retire in the current year 208 will retain it. It is worth considering in detail the main points of increasing service life in the Russian Federation.
Should we expect an increase in pension payments?
The project, which plans to increase the length of the pension period, will change the procedure for calculating state support. If the changes take place, then military personnel who retire after 25 years of service will immediately receive 65% of the allowance. For each additional year of service over 25, their pension will increase by 3% until reaching a maximum of 85%.
If a military man, due to reasons beyond his control, is dismissed with twenty years of service, he is assigned a pension of 50% of his salary. For each additional year beyond 20 years of service, the pension amount increases by 3%.
The reform will increase the period when a military man will not be able to resign of his own free will. A forcibly discharged soldier with twenty years of service will receive a state pension.
Simultaneously with the increase in pension length of service, the bill changes additional payments to salary during service for length of service:
Length of service | Additional payment according to current legislation | Additional payment according to the project |
0,5 — 1 | no extra charge | 5% |
1 -2 | no extra charge | 10% |
2 — 5 | 10% | 25% |
5 — 10 | 15% | 40% |
10 — 15 | 20% | 45% |
15 — 20 | 25% | 50% |
20 — 22 | 30% | 55% |
22 — 25 | 30% | 65% |
over 25 | 40% | 70% |
Military personnel who have twenty-five years of experience in the Armed Forces and remain in their ranks, although they have the right to retire, are supposed to be paid 25% of the state allowance that would have been assigned to them if they had retired.
Definitions
The main concepts and terms used in the article are presented in the table:
Terms | Definitions |
Military citizen | A citizen performing duties related to service in the armed forces of the Russian Federation. |
Ministry of Internal Affairs | The Ministry of Internal Affairs is a government agency of the executive branch responsible for performing administrative and administrative functions in the field of law enforcement and public safety. |
Bill | An official document containing the provisions of a law sent for consideration and approval to the State Duma. |
Why the term for employees of the Ministry of Internal Affairs has been increased
As already mentioned, increasing the length of service required for retirement by military personnel, including employees of the Ministry of Internal Affairs, has been planned for several years. In 2020, it was adopted and the corresponding bill is expected to be approved in the near future.
The Ministry of Internal Affairs of the Russian Federation has its own financial limit, which is due to the need to control the amount of funds allocated to support employees, pension payments, etc.
Every year, more than four hundred billion rubles are allocated from the federal state budget to finance the Ministry of Internal Affairs. In addition to paying allowances, pensions and other accruals to serving citizens, the Ministry of Internal Affairs also needs funding to update the technical component, train new employees, etc.
As a result, the allocated funds are simply not enough for all expenses. That is why it is planned to introduce a bill to increase the length of service required to qualify for the state military pension to twenty-five years. This measure will help maintain and increase the level of funding.
The procedure for calculating length of service for military personnel
Calculating your military pension yourself is not difficult. It is enough to use the formula
(OVD + OVZ + NVL) x 55% + 3% for each year of service,
Where
- OVZ - salary according to rank;
- NVL - bonus for length of service.
As you can see, when calculating the amount, the following are taken into account:
- Salary according to position.
- Work experience.
- Rank.
- Cool qualification.
- Long service bonus.
The salary and bonus amounts are summed up. After this, the amount is multiplied by a percentage of the salary. If necessary, a regional coefficient is added to the result.
The maximum amount of the long-service pension is 85% of the salary.
Example 1
Let’s assume that a serviceman with the rank of lieutenant colonel, whose position is deputy regiment commander, retires. Experience:
- Military school: 07/01/1979 – 06/30/1984.
- Contract service: 07/01/1984 – 01/31/2010 (of which he participated in combat operations in Afghanistan: 12/01/1986 – 11/30/1987, in combat operations in Chechnya: 05/01/1994 – 11/30/1994).
- Service in the Chita region: 12/01/1987 – 04/30/1994.
The pension is assigned in the Tula region, where the pensioner lives. There are no dependents.
- We consider length of service and whether he is entitled to a military pension:
- Years of military school training are included here. It turns out 5 years.
- The time from 01.07.1984 to 30.11.1986 is calculated in calendar terms - 2 years 5 months.
- The period from 12/01/1986 to 11/30/1987 is calculated in preferential terms - one month for three. (since there was participation in hostilities). This turns out to be one calendar year, which becomes equal to 3 years.
- The period from 12/01/1987 to 04/30/1994 is also calculated in preferential terms - one month for a month and a half (since the Chita region is a remote area). According to the calendar - 6 years 5 months. Preferential - 9 years 7 months 15 days.
- The time from 05/01/1994 to 11/30/1994 is calculated in preferential terms - one month for three. According to the calendar 7 months, according to the benefit - 21 months or 1 year 9 months.
- The period from December 1, 1994 until the date of dismissal is calculated according to the calendar. It turns out 15 years 2 months.
Add up: 5 years + 2 years 5 months + 3 years + 9 years 7 months 15 days + 1 year 9 months + 15 years 2 months = 36 years 11 months 15 days.
The pension amount is 55% of the salary for 20 years of service and 3% for each year of service over 20 years, but not more than 85%. In our case it turns out:
55% + (36 years – 20 years) * 3% = 103%. Since there is a limit on the maximum amount, the pension will be 85% of the salary.
2. We determine the amount of monetary allowance:
The salary for a lieutenant colonel is 3034 rubles. The salary for a deputy regiment commander is 4,374 rubles. The length of service is more than 25 years, so the maximum bonus for calculating a military pension is 70% of the salary. Amount of monetary allowance:
(3034 + 4374) + (3034 + 4374) * 70% = 12593.60 rubles.
3. Determine the size of the military pension:
12593.60 * 85% = 10704.56 rubles. There are no dependents, so there are no additional payments for this.
Taking into account the monthly additional payment according to the Presidential Decree, the total amount of pension payable is:
10704.56 + 1000 = 11704.56 rubles.
Example 2
The major resigns as senior assistant to the regimental chief of staff. Date of birth: November 15, 1964.
- Study at a civilian university: 07/01/1984 – 06/30/1989.
- Then he worked in a non-military organization: 09/01/1989 – 06/15/1995.
- After this, he enters military service and serves until January 31, 2010.
Dismissal occurs upon reaching the age limit for military service. After leaving military service, he does not work; he has two sons, 22 and 20 years old, and a daughter, 25 years old. My 22-year-old son is a full-time student at an educational institution.
- We determine length of service and eligibility:
Length of service from 06/16/1995 to 01/31/2010. We count the periods according to the calendar, it turns out 14 years 7 months 14 days.
2. We determine “mixed” length of service and the right to a military pension:
- The training period is 5 years of experience.
- Work in a civilian organization is counted towards the length of service for calculating a military pension according to the calendar. And this amounts to 5 years 9 months 14 days.
Total “mixed” length of service, taking into account service:
5 years + 5 years 9 months 14 days + 14 years 7 months 14 days = 25 years 4 months 28 days.
The condition for calculating a military pension based on length of service is met (25 years of total work experience is required, of which at least 12 years and 6 months are military service).
On the date of dismissal from military service, the major was 45 years old. Thus, there is a right to a military pension for length of service based on “mixed” length of service.
The size of the military pension is 55% of the salary for 25 years of total work experience and 1% for each year of service over 25 years. In total, in the case under consideration, the size of the military pension will be 55%.
4. Determine the amount of monetary allowance:
- The salary for a major is 2,660 rubles.
- The salary for the senior assistant chief of staff of the regiment is 3853 rubles.
- The percentage increase to the military pension for 15 years of service is 55% of the salary.
Total amount of monetary allowance: 2660 + 3853 = 9769.50 rubles = 6513
5. We determine the size of the military pension itself:
6513 * 55% = 3582.15 rubles.
The pensioner has a dependent son (the one who studies full-time). The size of the supplement to the military pension in this case is 32% of the calculated amount of the military pension.
The estimated size is 2562 rubles.
Military pension amount: 3582.15 + (2562 * 32%) = 4401.99 rubles.
Taking into account the monthly additional payment according to the Presidential Decree, the amount of military pension payable is:
4401.99 + 1000 = 5401.99 rubles.
Example 3
Let’s take the same major, but let’s say he worked in a civilian organization for a year less.
Then the mixed experience will be 24 years 4 months 28 days. In this case, the condition for accruing a military pension to the citizen is not met. There is no right to a military pension for length of service. He will be granted a civil pension when he reaches 60 years of age.
The state pension co-financing program ended on December 31, 2014. How will the pension of working pensioners be indexed after dismissal in 2020? Find out about it here.
