The decision on the state need to award special allowances to pensioners who have significant work experience in the agricultural industry was made several times.

But. The entry into force of this provision was constantly postponed. In 2020, the government decided to support village residents of retirement age, who rightfully deserve increased indexation, having devoted many years of their lives to working in the agricultural industries.

How pensions are calculated for rural residents in 2020

State pensions in rural areas in 2020 are indexed according to a special program. The scheme for increasing the general insurance pension, provided for by a special program, occurs in 2 directions:

Due to the existing indexation of pension contributions above the level of annual inflation - in this case, the standard pension is increased by 1000 rubles. Only non-working pensioners can receive a legal increase - for citizens who are still working on state support, while receiving the necessary deductions, all insurance bonuses are temporarily suspended.
In fact, until 2020, the additional allowance established at the government level was accrued to all pensioners with the onset of February. Based on the results of the pension reform updated at the government level, established accruals in the form of an insurance premium occur as early as January 1. The postponement of the date has been officially approved and all pensioners, including residents of rural areas, will receive their annual bonus a month earlier.

The fixed part of the pension supplement itself is increasing - the increase will be 25%. A bill addressing this provision was already in force earlier, but the implementation of the program was hampered by the current economic situation and in 2020 the legislative article was suspended.

Now rural pensioners have again received the right to an increase in the established percentage - the law on the operation of the new pension reform No. 350 Federal Law has restored the beneficial scheme for calculating pensions in rural areas in 2020.

Pension provision for rural residents in 2020

The main result of the reform is aimed at increasing pensions for non-working citizens who have reached retirement age.
An increase in pension payments is planned by an average of 1,000 rubles annually. Such an increase will have nothing to do with working pensioners, since their benefits are not indexed.

Supplements to pension provision for rural pensioners

For pensioners who permanently live in rural areas, two types of allowances have been provided since 2020:

The first additional payment will be valid for all pensioners of the Russian Federation who have retired and are not working. Due to the increase in the retirement age, the amount of security for this category of citizens has been increased by 1,000 rubles.
If a person worked most of his life in agriculture and retired upon reaching the age established by law, in addition to the general increase, he has the right to count on an increase in the amount of 25 percent of the amount of his current pension. You can receive such a bonus only if you have sufficient work experience in rural areas.

Important!
In 2020, the length of service for rural pensioners to receive an increased pension was 30 years, during which the person had to work in agriculture. Moreover, the length of service may be interrupted, the main thing is that its total duration reaches a minimum threshold, which is documented.

Professions affected by the increase

The Government program provides for an extensive list of professions for which pensioners have the right to count on receiving a pension supplement.
Among the citizens who are entitled to receive an increased pension:

Managers/heads of agricultural formations (state farms, collective farms, peasant/farm enterprises, etc.).
Foreman of agricultural brigades.
Engineers in any agricultural field from the list. approved by the Government of the Russian Federation.
Agricultural workers.
Agricultural machinery.
Veterinarians, veterinary specialists.
Members of state/collective farms, peasant/farm enterprises.
Researchers, scientists working in production.
Workers engaged in the maintenance and repair of agricultural machinery and production equipment
Workers of all types.
Persons engaged in the security of production facilities.
Entrepreneurs whose main business activity is agriculture.
Other citizens from the list who worked in agricultural areas.

Automatic registration of allowances

A distinctive feature of this increase in the size of the pension is that it occurs automatically: the pensioner does not need to independently contact the Pension Fund unit at his place of residence, everything happens without his participation.
Important! If the Pension Fund of the Russian Federation does not have information about a citizen’s agricultural experience, then the latter is not deprived of the opportunity to submit additional documents confirming the experience. If a citizen does not agree with the decision of the Pension Fund to refuse to increase the pension, he has the right to contact the department with documents confirming that he has sufficient experience to receive the increase.

Nuances of calculating the state 25% pension supplement

There are special criteria for calculating the pension supplement in 2020 for rural residents:

The established 25% bonus is not given to all categories of pensioners, but only to citizens who have officially worked in various branches of agriculture during the calendar period established for an increased period of 30 years. At the same time, the state has approved a separate list of professions for which an allowance is due.
The adopted presidential decree guarantees the accrual of additional payments to pensions in rural areas in 2020 only for length of service in the agricultural sector. A total surcharge of 25% is added to the amount of the surcharge fixed at the state level to the overall size of the established security. In 2020, the fixed part is 5686 rubles. Thus, beneficiaries who fully comply with the parameters of the legislative decision can receive an increase, which will ultimately amount to 1,333 rubles.
This payment is provided for rural citizens who receive basic old-age and disability benefits. At the same time, in addition, for disabled people of group 3, there is another fixed allowance, which will amount to 50% of the established payment (2,667 rubles). The accrual of the increased pension benefit will begin on January 1.

The procedure for recalculating all pension contributions will be carried out before the beginning of September, and the entire amount due for accrual will be compensated to each pensioner.

What's happened?

On October 3, 2020, Russian President Vladimir Putin signed Federal Law No. 350-FZ dated October 3, 2018 “On Amendments to Certain Legislative Acts of the Russian Federation on the Appointment and Payment of Pensions,” which not only increased the retirement age of citizens by 5 years, but also but also introduced a number of social guarantees for people of pre-retirement age and current pensioners, including an increase in pensions by 7% from January 1, 2020.
At the same time, the head of state guaranteed a 25% increase in pensions for all former agricultural workers:

grain growers;

agronomists;
livestock breeders;
milkmaids;
gardeners;
and other village workers.

Thanks to Vladimir Putin’s amendments to the pension reform, they will simply be “unfrozen” the long-approved pension supplement of 25%. The government approved this unfreezing by Resolution No. 1441 dated November 29, 2018 “On approval of the Rules for establishing and paying an increase in the fixed payment to the insurance pension for persons who have worked at least 30 calendar years in agriculture and living in rural areas.”

Which categories of rural pensioners will receive a bonus in 2020

An automatic recalculation system will be carried out for citizens of retirement age, subject to the following conditions approved at the legislative level:

The pensioner must have thirty years of work experience in the agricultural industry. This is a mandatory part of the program.
A special project establishes a list of individual professions - the list includes such current positions as agronomist, agricultural technician, head of a farm, director, chairman, agrochemist, veterinarian, paramedic livestock specialist, orderly. A comprehensive calculation of length of service will be carried out for the entire calendar period - employment must be official. The total length of service includes all sick leave and vacations.
To receive an increased benefit, you must continue to live in a rural area - this is one of the requirements of the federal legislation of the new reform for calculating pensions.

Receiving a special supplement to the old-age benefit will not be particularly difficult - detailed recalculation operations of pensions in rural areas in 2020 will be carried out automatically without the need to send any additional information. But this will apply provided that the local Pension Fund has supporting data on the pensioner’s mandatory work experience in the agricultural industry.

If the necessary information is not available, you must submit a corresponding application to the appropriate department and provide all the necessary data. It is important to submit all necessary documents before December 31, 2020 - additional payment for the entire current period from January 1. will be compensated. If the application is submitted later, the accrual of the special surcharge will begin as early as January 1, 2020.

Indexation of pensions for rural residents from January 1, 2020

The general percentage increase at the beginning of January will be carried out only for the insurance part of the pension in a higher amount. This supplement is due to all non-working pensioners receiving a pension. A state fixed increase is provided for rural residents.

This year, the amount of pension provision will increase by 6.6% - this is the total accrual of the increase, and the specific amount will be calculated for each pension recipient:

A fixed amount of the bonus established at the state level will be given to rural pensioners, whose average pension is 14,414 as of 2020;
If the generally established amount of the accrued pension is less, then the total increase will already be less.
If the established pension amount is more than 14,414 rubles. — the total additional payment to the existing benefit will be more than 1000 rubles.
If a citizen of retirement age continues to work, the indexation established by the government will not be accrued. All required payments can be received only after official dismissal from a currently existing position.

It is worth noting that the special state supplement will not be included in the general part of the benefit if residents who earned work experience in the city moved to the village just before retirement.

Also, the “new pension” will not be provided for retired farmers who have left the village for the city. If a beneficiary who meets all the requirements of the pension reform provisions returns to the village, then he has every right to receive the existing additional payment.

Who will receive increased payments?

The bonus will be given to villagers who worked in the agricultural sector and were able to earn preferential seniority.

That is, the benefit will be given to farmers who:

have more than 30 years of experience in agriculture;
live in the countryside;
are on well-deserved rest.

If an employee, despite reaching retirement age, which will rise annually from 2020, continues to work, he will not receive an increase in pension.

Rice. 1. The benefit does not apply to working pensioners

The benefit does not apply to other village residents who:

worked in other areas: schools, village councils, paramedics and medical stations;
moved to a village for permanent residence, having earned work experience in the city;
retired farmers who left the village for the city.

It turns out that only non-working retired farmers who permanently live in rural areas and who have 30 years of work experience in the agricultural sector will receive an increase.

Note! If the beneficiary returns to live in the village, he again receives the right to receive an additional payment.

The government estimated the number of rural beneficiaries who can qualify for the bonus at 1.2 million people.

Who is entitled to an increase in pension for rural experience?

The monthly payment does not apply to all residents who worked in rural areas, but to people of certain professions related to the following sectors of agriculture:

livestock farming;
crop production;
fish farming.

The allowance applies to those pensioners who dedicated their working career to collective farms, state farms, peasant and private farms.

To receive a monthly payment, there are 3 main conditions:

A pensioner's work experience in agriculture is at least 30 years.
The supplement is accrued only to non-working pensioners (due to old age or disability).
If the pensioner lives in a rural area.

There are over 500 positions in agriculture. This is an agronomist, a tractor driver, a machinist, an agricultural technician, a livestock specialist, a fish farmer, a veterinarian, a mechanic, a beekeeper, an agricultural producer, a team worker, a milkmaid, a grain warehouse worker, etc.

By Decree of the Government of the Russian Federation of June 25, 2020 No. 805, the previously existing list was replenished with such professions as laboratory assistant, epizoologist, dispatcher, individual entrepreneur - agricultural producer.

Service sector specialists are not included in the list: cook, cleaner, security guard, etc., even if they belonged to any agricultural enterprise.

This bonus is also not provided for rural doctors, teachers and educators.
