Upon successful registration, the citizen will be assigned a standard status, which will allow him to use a minimum set of services. — workers who have the necessary preferential length of service for working in difficult and dangerous working conditions; — those who worked in the Far North or equivalent areas; — teachers and medical workers with teaching (25 years) or medical (30 years) experience; - mothers of many children who gave birth and raised five or more children up to the age of eight (they acquire the right to a pension at 50 years of age); - mothers (or fathers) who raised a disabled child from childhood (they have the right to retire five years earlier than the generally established age: women at 50 years old, men at 55 years old).

Before submitting an application to the LC, you must prepare a set of documents, which includes the following items:

  1. applicant's personal passport;
  2. his work record;
  3. a certificate of salary for 5 years of work (for a randomly selected period);
  4. medical insurance;

  • Russian Post. It is possible to receive money yourself at one of the post offices or have it delivered to your home on a specified date of the month;

Required:

- application for a pension, - identification documents, age, place of residence, citizenship, - work record book, - insurance certificate of pension insurance (“green card” of the Russian Pension Fund).

Additional:

* certificate of average monthly earnings for any 60 consecutive months before 2002 (issued by a former employer, successor organization, archival organization), * documents confirming work experience (employment contracts, certificates from employers, extracts from orders, etc.), * documents on education, * documents on disability, * documents on changes in name, * documents on disabled family members, * documents confirming residence in the Far North, * certificates clarifying the special nature of the work and working conditions.

The Pension Fund will help:

- send a request to former employers, - make a request to archival organizations, - check the correctness of the documents, - evaluate the completeness and accuracy of the documents, - advise which type of pension is more profitable to receive.

The procedure for assigning and paying pensions

The assignment and payment of the insurance pension is carried out by the territorial body of the Pension Fund of the Russian Federation, in accordance with the law of December 15, 2001 No. 167-FZ “On compulsory pension insurance in the Russian Federation” at the place of residence of the pensioner. When the recipient moves to another place of residence, the payment is made in the new place based on the pension file and registration.

Payment of the insurance pension is carried out upon presentation of a passport or other identification document.

The pensioner independently chooses the method of receiving the pension and the organization that delivers the pension. You can receive a pension in several ways:

  • at home or independently at Russian Post;
  • to a bank account or card;
  • through organizing pension delivery: independently or at home.

Having chosen the method of receipt, the citizen should inform the Pension Fund department of his decision: in writing or electronically .

If a pensioner, for any reason, cannot receive a pension, his legal representative (by power of attorney) can do this for him. If the term of the power of attorney exceeds 1 year, then the payment of the pension will last for the entire period of validity of the power of attorney , but the pensioner will have to confirm the fact of registration at the place of receipt of the payment every year.

Conditions for assigning an old-age insurance pension

The first is reaching the generally established age.

The law sets the generally established retirement age at 66.5 years for men and 61.5 years for women (currently 60 and 55 years, respectively). The change in retirement age will take place gradually: a long transition period is expected, which will begin on January 1, 2020 and end in 2028.

For those who were supposed to retire in 2019–2020, a special benefit is provided - retirement six months earlier than the new retirement age. Thus, a person who will have to retire in January 2020 will be able to do so in July 2019.

It is worth noting here that some citizens may retire earlier. Lists of jobs, industries, professions, positions, specialties and institutions (organizations), taking into account which an early old-age pension is assigned, are approved by the Government of the Russian Federation.

Secondly , the insurance period in 2020 is 11 years. (The increase in length of service requirements occurs gradually and in stages: for ten years it increases by 1 year annually and by 2024 will reach 15 years).

Third – in 2020 – 18.6 individual pension coefficient (points).
(The requirement for a maximum of 30 points is being introduced gradually, with subsequent annual increases of 2.4 until the specified value is reached by 2025).

    Conditions for granting a disability insurance pension

    To assign a disability insurance pension, the following conditions must be met:

    • recognizing a citizen as disabled and establishing a disability group is carried out by the federal institution of medical and social examination and sends an extract from the medical and social examination report of a citizen recognized as disabled within 3 days from the date of the decision to recognize the citizen as disabled to the body providing his pension;
    • having at least one day of insurance experience. If there is no insurance experience at all, then a social disability pension is awarded.

    Deadlines for submitting documentation to the Pension Fund

    A citizen can begin collecting documents even if he has not yet reached the established retirement age, however, an application can be submitted in advance no earlier than a month before reaching a certain age (obtaining the right to pension benefits). This is necessary for the timely assignment of the required pension, that is, by the time the right to it is acquired, since in practice, there is the possibility of unforeseen situations that may delay the assignment process.

    However, if a citizen applied for a pension within a month from the date of dismissal from work, it can be accrued earlier than the day of application , in accordance with paragraph 5 of Article 22 of Law No. 400-FZ dated December 28, 2013.

    The application itself submitted by the pensioner is considered within 10 days from the date of his application to the PFR specialist (subject to the availability of a full package of necessary documentation) or from the date of submission of the required documents, if the applicant did not meet the three-month deadline given by the specialist to collect them. In case of refusal to satisfy the application, specialists notify the citizen within 5 working days of their decision, and if satisfied, the old-age insurance pension is assigned for an indefinite period and is paid every month.

    Example

    Russian citizen Ivanova began collecting documents a month in advance, and submitted her application a week before retirement age. During the inspection, PFR specialists discovered that Ivanova had changed her last name due to marriage, and explained to the citizen the need to provide them with a marriage certificate, giving a period of 3 months to complete the package of documents, but the application was still accepted.

    Since Ivanova did not have a marriage certificate, she contacted the registry office, where she registered the marriage, receiving a duplicate document. Within a month, the citizen brought the document and the day of application was counted as the day when the application was accepted.

    Conditions for assigning a social pension for old age and disability

    The social disability pension is established:

    • Disabled people of groups 1, 2 and 3, including those disabled since childhood;
    • For disabled children.

    The old-age social pension is established:

    • Citizens from among the indigenous peoples of the North who have reached the age of 55 and 50 years (men and women, respectively), permanently residing in the areas inhabited by the indigenous peoples of the North on the day of their pension;
    • Citizens of the Russian Federation who have reached 65 and 60 years of age (men and women, respectively) as well as foreign citizens and stateless persons permanently residing in the Russian Federation for at least 15 years and who have reached the specified age

    The fact of paid labor activity does not affect the payment of a social pension, with the exception of the social pension assigned to citizens who have reached the age of 65 and 60 years (men and women, respectively).

    Conditions for assigning a social pension:

    • permanent residence on the territory of the Russian Federation;
    • belonging to the category of “disabled citizens”.
